Integrating different modes of transport (road, rail, air and water) is important for port cities. To accommodate this need, new transport hubs must be built such as airports or sea ports. If ports are to grow, they must be accessible, a feature which is best achieved by building new roads, including fast roads. Poland must develop a network of fast roads that will provide good access to ports. What is equally important is to upgrade the network of national roads to complement fast roads. A key criterion in this case is to ensure that the roads are efficient to minimise time lost for road users and safe.

This paper addresses the problem of road safety regarding barrier placement as relative to the curb. A short summary of existing regulations is presented. Numerical simulations using the explicit finite element system Ls-Dyna are shown. In the analysis, variable distance between the barrier and the curb is assumed. The obtained result reveals that the distance has little impact on the working width of the barrier.

Port towns are strategic places from the point of view of transport systems. They form integration junctions for various transport branches , apart from the traditional - road and railway ones , also for water( sea) transport which is active there. Moreover, air transport comes also into consideration , whose efficient functioning must be connected with good accessibility, that concerns sea transport as well. Efficient and safe servicing the ports is crucial for their functioning. Problems associated with the overloading of lorries, which leads to degradation of road surface structure , observed in Gdynia, are discussed as an example in this paper. Problems of road traffic safety (RTS) are presented in this paper on the example of Gdańsk. The two issues: the road traffic safety and road surface degradation constitute only some transport problems of port towns , but they are very important, from the point of view of their specificity, for integration junctions of all the transport branches for people and goods. However, in discussing selected aspects of transport in port towns it is necessary to refer to the managing of integrated transport system with taking into account its traffic safety aspects.

Analysis of regional accident records shows that a country’s national road safety programme does not have the same effect in each of its regions. What may be a serious problem in one region may be of marginal significance in another. Polish and international experience shows that main risk groups and types of accidents related to the level of development and quality of the road network differ from region to region. The conclusion is that a centrally run road safety policy does not always produce the expected outcomes. This suggests that more can be achieved with a combination of strategic (national) road safety management and tactical (regional) and operational (local) road safety efforts. Poland’s regional road safety programmes were found to lack an analysis of the effects of selected factors on safety or fatality forecast based on mathematical models. This calls for a scientific tool to support regional road safety management. The article uses the example of the region of Łódź to present the main road safety problems, analyse safety based on risk assessment, present the effects of selected factors on road user safety and forecast fatalities for different scenarios of treatments.

There are many factors that influence accidents and their severity. They can be grouped within the system of man, vehicle and environment. The article focuses on how GIS tools can be used to manage road infrastructure safety. To ensure a better understanding and identification of road factors, GIS tools help with the acquisition of road parameter data. Their other role is helping with a clear and effective presentation of risk ranking. GIS is key to identifying high-risk sections and supports the effective communication of safety levels. This makes it a vital element of safety management. The article describes the use of GIS for the collection and visualisation of road parameter data which are not available in any of the existing databases, i.e. horizontal curve parameters. As we know from research and statistics, they are important factors that determine the safety of road infrastructure. Finally, new research is proposed as well as the possibilities for applying GIS tools for the purposes of road safety inspection.

Horizontal curves, an element of road infrastructure, have a statistically high number of accidents. Considering that horizontal curves in the last ten years have had app. 10% of all road accidents representing app. 14% of all fatalities on Polish roads, the issue is serious and requires more research and proper road safety treatments. Data for 2007 - 2016 show that in the case of accidents on horizontal curves app. 45% of the fatalities happened as a result of crashing into roadside obstacles such as signs and first of all trees. This shows that horizontal curves require road safety equipment, and specifically, safety barriers. Key to this is using the right equipment and the right parameters. To achieve that, full-scale crash tests should be conducted to be followed by numerical tests. The article will present a synthesis of the available research conducted in Poland and abroad. An assessment will be made of four crash tests of TB32 with barriers that have a steel and cable guardrail. They are the outcome of the RID 3A “Road safety equipment” project called RoSE. Building on these tests, numerical test results will be presented.

The project RID 3A Road Safety Equipment (RoSE) implemented by the Gdansk University of Technology within the RID programme, aims to conduct a comprehensive study and analyses of different vehicle containment systems (PN-EN 1317) and types of support structures (PN-EN 12767) and their performance. Within the project an analysis will be conducted of available research reports and domestic and foreign experiences looking at road restraint systems and support structures applications. The paper will present a comparison of the guidelines and principles for the design and application of road restraint systems. Similarities and differences in the approach to different solutions will also be discussed. The above analyses will form the basis for the development of tools for selecting and applying road restraint systems in Poland.

Accidents that involve vehicles departing the road tend to have very high severity, as they often result in the vehicle hitting a permanent obstacle (which can be a tree, a pole, facility pillar, front wall of a culvert or a barrier). In recent years, this type of accident caused approx. 19% of all road deaths in Poland. A particularly high risk can be observed on roads located in northern and western voivodships, with many avenues of trees along the roadside. The paper will present the major road user hazards and their locations, based on the example of detailed analyses conducted for the area of the Warminsko-Mazurskie voivodship in Poland. In the paper, the authors will also present measures that can be applied to improve the safety of road users by improving roads managed by local governments in Warminsko-Mazurskie.

Commissioned by the National Road Safety Council Secretariat, the project “Guidelines for speed management on local government managed roads” studied car driver behaviour when subjected to selected speed management measures such as: local speed restrictions, surveillance, traffic calming and restricted speed areas. In addition, analyses were conducted on the impact of selected measures on the level of road safety. The behaviour was assessed by studying the changes in speed parameters (statistical characteristics) for the particular speed management measures or their absence. The road safety level was measured by comparing the level before and after the implementation of the particular speed management measure, taking trends into account. The paper presents the results of the research, along with recommendations for speed management guidelines.

Dimensional variability arises in AWJ system from uncontrolled factors intervention or due to the variability of input signals considered fixed or due to interactions of the input signals with unexpected effects, leading to deterioration of unpredictable outcome. Number of noise factors, negatively influence the results registered, dispersion of the result values is directly proportional to the number and their effect. Stochastic influence and his unpredictable nature determine a thorough research of the hydroabrasive process. The research refers to the study of dimensional variability for different configurations of hydroabrasive liquid pressure, abrasive type and traverse velocity. This is achieved by performing the experiments statistically processed by combining of control parameters, which allow favorable conclusions on reducing variability results and on optimizing the entire process of hydroabrasive machining.

The objective of the research was to assess how selected factors influence road safety in Poland's poviats. To that end, an analysis was conducted of road accident determinants and effects in the poviats in the years 2010-2019. The time horizon fits in with Goal 3.6. of Agenda 2030, which is to halve the number of global deaths and injuries from road traffic accidents by 2020. The article presents the analysis results for the following determinants: the rate of car ownership by poviat, poviat spending on transport and length of the road network, and quality of road infrastructure. The research problem was to establish which of the poviats are closest to achieving Goal 3.6. of Agenda 2030 and how likely it is, and, as a consequence, which of the poviats should step up their road safety policies to align them to the targets set out in the Agenda. To identify groups of poviats sharing similar characteristics, they were grouped using the k-means method. Five groups of poviats were identified and analeffecysed for how their road safety indicators changed between 2010 and 2019. The results of the analysis show that the highest fatality reduction (-40%) was achieved by urban poviats with the highest per capita spending on transport. The same poviats, however, have the highest increases in serious injuries (+30%). The analyses show that Polish poviats are still far from achieving Goal 3.6 of Agenda 2030. Horizontal curves are one of the elements of road infrastructure where statistically a relatively high number of accidents have been reported. In the last 10 years in Poland, approximately 10% of all road accidents happened on horizontal curves of roads and was responsible for approximately 14% of all fatalities on Polish roads. Thus, this issue is important and requires extensive research and proper road safety treatments. One possible measure that may contribute to improvement of safety on road curves may be barriers. The purpose of this work is to assess, with use of numerical simulations, the performance of the 4-cable barrier systems installed on horizontal road convex curves. The most important parameters for road safety barriers are presented including the effect of various impact velocities and the radiuses of the road curves. [ABSTRACT FROM AUTHOR]
