The article is devoted to the study of topical issues of accelerating the innovative development of spatial socioeconomic systems; determining the degree of influence of network forms of organization on the dynamics of economic activity; providing a scientific basis for the formation of centers of innovative growth based on the theory and practice of clustering. A systematization of literary sources on the mentioned issues shows that modern economic science pays insufficient attention to the theory and practice of the influence of cluster forms of organization on the nature and dynamics of innovative development of territorial (regional) systems. The problems of creation and diffusion of innovations are studied from the point of view of the representation and positioning of a separate territory (region) as a subject of economic relations, as a multi-aspect and multifunctional cluster network, which is an indispensable component of the development of territorial innovation systems. Further development, the symbiosis of the theory of regionalism, in particular, the spatial organization of production, with the theory and practice of innovative entrepreneurship, is the substantiation of the feasibility of creating and spreading territorial poles of growth – innovation clusters. The idea of the nature and character of cluster forms of modern territorial organization of innovative activity, being a kind of cluster (network) structure, which is a projection of scientific and industrial-economic systems on a certain territory, has been researched and developed. It is shown that the economic power of such a territory is set and determined not only by the volume of sales of innovative products, but also by the synergistic resource of the entire cluster network, its general influence on national and global markets.

The article is aimed at studying the scientific issues related to the acceleration of economic develop-ment of the spatial economy; determining the degree of influence of innovations on the nature of the territorial organization of economic activity; provision of a theoretical basis for the formation of zones of innovative growth of individual territories (regions). The main goal is to identify the features and contradictions of the current state of the system of territorial organization of marketing activities and to accelerate the pace of socioeconomic development of a particular territory on this basis. The carried out systematization of literature sources on the subject of the study shows that modern economic science pays insufficient attention to the studies on the nature and impact of the marketing component, in its broadest sense, both on the quality of the system of territorial organization itself and on the dy-namics of economic development. This is directly the reason for its unconditional relevance. The issues of spreading the diffusion of the marketing component of spatial development was studied from the viewpoint of presenting and positioning a separate territory (region) as a subject of economic relations, as a multifunctional and multi-aspectual economic system, and not as a place of concentration of means of production and labor strictly. The further development, symbiosis of the theory of regionalistics, in particular the spatial organization of production, with the theory and practice of innovative en-trepreneurship is the substantiation of the feasibility of creating and spreading territorial poles of inno-vative growth. It is proved that effective marketing activity in a particular economic space of activity should be based on the functional properties of the forms of spatial organization of production, on the one hand, and the location of productive forces, on the other. The article reflects the authors’ vision of the modern conception of marketing of territorial market systems in relation to their spatial organiza-tion. The advantages of the network model of organization (clustering) of the territorial (regional) eco-nomic system are revealed. The theory of clustering as one of the modern forms of organization of economic activity in terms of a certain territory has been further developed.

The article states that the systemic modernization and innovative development of enterprises in the field of housing and communal services is an integral part of the reform of the entire socioeconomic complex of the country, which has an extensive structure of the constituent elements, and in the reform process are involved mainly technical, technological, organizational and economic factors of influence. The conceptual apparatus of modernization processes and further innovative development is improved, in particular, the definition of the concept of «systemic modernization», which allows to include in its composition the structure, processes and the very conditions of qualitative transformations of housing and communal services enterprises. The scientific components of the systemic idea of housing and communal services as an object of reform, which has an economic and spatial organization, is characterized by a stable market of consumers, the closed production cycle and close ties with the territorial infrastructure, which, in turn, creates prerequisites for the formation of an integrated mechanism for the cluster interaction of sub-sectors of housing and communal services in the model of the national innovation system. It is proved that the monopoly form of production, which is inherent in most enterprises in the housing and communal services sector, is a phenomenon with significant contradictions that are formed in society, in the market and in the innovation sphere. These contradictions can be resolved only in two ways – by the governmental regulation of the activities of a natural monopoly or by the development of market relations and competition. Therefore, the system of the governmental regulation of natural monopolies requires significant improvement. The renewal of theoretical views does not dispose real monopolies. And as long as they really exist, the task of governmental regulation of the natural monopoly remains relevant, and also extremely difficult. It consists in stimulating enterprises to produce a larger volume of products with lower costs, while refusing (full or partial) from establishing monopoly prices and monopoly status. On the other hand, the State supports the trends in the development of a competitive environment. Thus, it is concluded that governmental regulation, on the one hand, and the introduction of competitive conditions for the management of housing and communal services enterprises on the other hand, are an urgent requirement of time, and this should take place in various forms and on the basis of a systemic scientific analysis of socioeconomic factors of the usefulness of services for the population

The article is concerned with the research of scientific issues related to the acceleration of innovative development of the spatial economy, determining the degree of influence of innovations on the nature of the territorial organization of economic activity, providing a theoretical substantiation for the formation of innovation growth zones of individual territories (regions). The main objective is to define the features and contradictions of the current status of the system of territorial organization of innovation activity and to accelerate on this basis the pace of socio-economic development of a certain territory. The systematized literary sources on the topic of the research show that modern economic scientific thought does not pay enough attention to the study of the nature and influence of the innovation component, in its broad understanding, on the pace and quality of both the system of territorial organization and the dynamics of innovation development. This explains the undeniable relevance of the topic. The problem of the spread of innovation diffusion is researched in terms of the representation and positioning of an individual territory (region) as a subject of economic relations, as a multi-functional and multi-faceted economic system, and not as a place of only concentration of means of production and labor. Further development, symbiosis of the theory of regionalism, in particular the spatial organization of production, with the theory and practice of innovative entrepreneurship is the substantiation of the feasibility of creating and spreading the territorial poles of innovative growth. It is proved that an efficient innovation policy in a certain economic field of activity should be based on the functional properties of the forms of spatial organization of production, on the one hand, and the deployment of productive forces on the other. The idea of the nature and character of the existing forms of modern territorial organization of innovation activity is studied and further developed, which is a kind of network structure, which is a projection of production networks into a certain territory, or the so-called «networks tied to a place». The economic strength of such a territory is set not by the volume of material production, but by the mobilization resource of the entire network, its overall impact on the global market. Also the theory of clustering as one of the modern forms of innovation activity in a certain territory has acquired further development.

The aim of the article is to study the evolutionary development of the New Urban Agenda (NUA) and analyze the strategic tools of urban development within the existing urban paradigm at the present stage. The global conceptual transformations through the lens of identifying urbanization as an engine for sustainable and comprehensive economic growth and sustainable urban development are analyzed. In the context of providing mutually complementary links between urbanization and economic development, the content components of the system of actions for implementing the NUA aimed at achieving sustainable urban development are systematized. Prospects for further research in this direction are searching for universal tools of strategic urban development within the framework of the provisions of the NUA, as well as analyzing the impact of local factors on the process of implementing the NUA.

The article is aimed at studying the process of evolutionary formation of the EU Cities Development Program and analyzing the strategic instrumentarium for the urban development within the currently established EU urban policy at the present stage. The key features of the process of formation of the EU urban policy have been analyzed, the main stages of evolutionary formation of the integrated EU Cities Development Program have been defined and described. In the context of ensuring an integrated approach to the sustainable urban development and complementary positioning of urban development in the EU’s territorial development and cohesion strategies, the European Union’s normative and legal framework on urban development was researched. As a result of the conducted research, the strategic instrumentarium of implementation of the EU Cities Development Program has been systematized.

The article is aimed at examination of accelerating processes of innovation development and enhancing the role of system for planning and management. The article considers influence of three most essential components – institutional, organizational, and financial – on the dynamics of innovative transformations. The author examines the reasons, why the existing in the country planning and management system does not meet the requirements of the present time in some part of such transformations. It has been offered to implement a number of legal-organizational arrangements, in particular, transformation of the existing economic structure in favor of small and medium-sized innovation business, strengthening the role of the relevant State institutions in promoting innovative products to markets. Expedience of application of innovation- and network-based methods of planning and management of the development of economic structures has been proved, taking into consideration their significant regional differentiation.
