The new connectivity, through mobile phones, social media, and wireless internet, is an agent in social change in the drylands. In this chapter, we present four case studies: the introduction of mobile apps in Mongolia and Kenya, the role of mobile telephony in the Sahel, and the introduction of online learning in the Negev Desert. Each of these case studies develops an argument around the role of connectivity in ‘giving a voice’ to the people living in drylands. Indeed, as the studies show, the new technology of communication is a resource for such populations, especially when we focus on the benefits of improved communication and access to information. However, the effective use of such a resource is hampered by the lack of knowledge of dryland dynamics among the developers of the new technology and by the imposed power relations of the State. Also, the technology may follow its own pathway, being appropriated by the population in unexpected ways and creating new power relations that may also lead to conflict.

Chadians’ growing use of social media could prove a boon for the country’s political transition, but it could also fuel violence offline. With donor backing, authorities, civil society, online platforms and influencers should work to ensure social media remains a space for democratic debate rather than an accelerator of conflict.

This essay departs from my search to understand how (new/digital) media interact with society and vice versa, especially in relation to political communication and political change. These ‘effects’ of changing media technology, however, not only touch the societies that we try to understand but also our own practice of ‘doing’ research. Especially in area studies, the ethnographic method, the relations with the field, with people is at the center of ‘knowing’. Hence changes in these relationships, such as caused by (digital/new) Information and Communication Technologies (ICTs), will also influence the ‘data’ gathering, the insights, in short, the knowledge production processes and outcomes. In this essay I compare my own presence as a researcher in the Sahel in the 1990s and now, and I reinterpret this presence in relation to the changing communication ecology in the Sahel. My lens to analyze this is the concept of mediatization and mediation. It offers an interpretation of the changing relations in the field that has expanded with the use of digital media. Hence, I try to understand changes in knowledge ‘construction’ in ethnographic practice in the digital age.

The enduring experience of hardship, in the form of layers of various crises, can become deeply ingrained in a society, and people can come to act and react under these conditions as if they lead a normal life. This process is explored through the analytical concept of duress, which contains three elements: enduring and accumulating layers of hardship over time, the normalization of this hardship, and a form of deeply constrained agency. We argue that decisions made in duress have a significant impact on the social and political structures of society. This concept of duress is used as a lens to understand the lives of individual people and societies in Central and West Africa that have a long history of ecological, political, and social conflicts and crises.

This project captures the story of Didier Lalaye a.k.a. Croquemort, slam artist and medical doctor from Chad, between 2013 and 2016. Following his path during this period involves exploring many itineraries that crossed the same scenario, going far beyond what both the researcher and the subject of the research had initially expected. Using an innovative format, the story of this anthropological journey is presented here in an attempt not to hide but rather to highlight the unpredictability that marked the whole process. Reasoning in accord with the concept of vital conjunctures (Johnson-Hanks 2002), the project focuses on the itinerary of a single person that quickly becomes a way to disclose a moreAcomplex story. Broader themes such as Chadian politics, new Information and Communication Technologies (ICTs), and the aspirations of the youth in Africa enter into the scenario, imposing a reflection on the relations between society and voices on the ground. The fluidity of the research, the unexpected encounters, the embracing of the unexpected: the field becomes a complex scenario that is constantly transformed into text, pictures, photographs, and other virtual spaces, while an anthropological research project becomes a story of friendship and co-creation.

The research project is a comparative ethnographic study into the usage, perceptions and attitudes towards digital financial services (DFS) in four selected countries: Cameroon, Democratic Republic of Congo (DRC), Senegal and Zambia. The results presented give a voice to users of DFS, giving insight into why people are motivated to use DFS and why they might not be using specific mobile phone-related monetary transfer systems. They also contextualize these motivations through a cultural understanding and reveal that the specific socio-economic and political contexts in which monetary transfer systems function play an important role in the decisions consumers make.

The livelihoods of the Fulani mobile pastoralists in the Sahel, West and Central Africa are characterised by mobility (related to the needs of their animals), extensive social networks, and a focus on social ties as the basis of status and influence ('wealth in people'). The Sahel environment in which many Fulani nomads live has become embroiled in jihadism, conflict, and violence; at the same time, this region has experienced an increase in opportunities to connect through the wireless mobile communication system. This paper analyses the triangle of mobility, communication, and insecurity in order to understand the present-day situation of the nomadic and semi-nomadic Fulani pastoralists and their identity dynamics. The Fulani find themselves caught in between these conflicts, which end their mobility and often lead to the loss of their herds. Will they be able to keep their mobile lifestyle and identity? This article is based on qualitative case studies and the biographical narratives of nomadic and semi-nomadic pastoralists who have lived through conflict and violence in Cameroon, Chad and Mali. These case studies show that, despite the fact that mobile pastoralism has become difficult as a consequence of the conflicts and loss of cattle, the 'mobile' identity is very present and reinforced with the help of mobile telephony, through which social networks and 'wealth in people' are sustained.

African geographical mobilities should be understood in terms of their increasingly global development over the last two decades, and as an interplay of scales of mobility between continents and between African regions or nations. The relationship between these various times and scales of mobility shape mobile communities as a daily reality for many Africans. African family histories and personal lives are full of connecting with those who have left. In recent years, these daily practices have been radically altered by improvements in communication technology – with travel, radio messages and letter writing being replaced by mobile telephony as the main connecting technology. This article explores how the development of connecting technology has changed the social dynamics of African mobile communities and focuses on the changes in (old and new) social hierarchies that are related to possibilities of accessing mobility and connecting technologies. It is based on a qualitative case study of a mobile community in Africa, which is part of the Mobile Africa Revisited programme that is investigating the relationship between new ICTs, mobility, marginality and social hierarchies.

This study analyses human mobility among inhabitants of Cameroon‘s most populous region, the Western Highlands of Cameroon. In other to capture the impact of various determinants on human mobility, a comparative study was conducted through household and field surveys in three villages in the region and conceptualized based on the systems approach. The drop in coffee prices coupled with demographic pressure was a major determinant of mobility and land-use changes in the area. Rural-to-urban migration was significantly controlled by a combination of socio-economic determinants while commuting to other rural areas for farming was triggered by the quest for microclimates adapted for the production of vegetable cash crops. Intensive land-use and high dependence on off-farm chemical inputs was found to have replaced the traditional long fallow system. This represented a threat to the sustainability of the farming system due to vulnerability to pests and erosion. On the other hand, occupational diversification triggered by urban-to-rural migration had far reaching effects on the improvement of rural livelihood.

Ordinary social violence, - i.e. recurrent mental or physical aggression occurring between closely related people - structures social relationships in Africa, and in the world. Studies of violence in Africa often refer to ethnic wars and explicit conflicts and do not enter the hidden domain of violence that this book reveals through in-depth anthropological studies from different parts and contexts in Africa. Ordinary violence has its distinctive forms embedded in specific histories and cultures. It is gendered, implicates witchcraft accusations, varies in rural and urban contexts, relates to demographic and socio-economic changes of the past decades and is embedded in the everyday life of many African citizens. The experience of ordinary violence goes beyond the simple notion of victimhood; instead it structures social life and should therefore be a compelling part of the study of social change.

In pastoral Fulbe society in central Mali women had and in some degree still have an important social and economic role, concentrated on a milk economy organised through a special female-headed, women-centred unit called by the Fulbe fayannde, or ‘hearthhold’. In a society of semi-nomadic pastoralists who live most of the year in small social units, social relations and networks are very important, perhaps even crucial to the success of their main survival strategy, which is transhumant cattle-keeping. In the literature on the Fulbe this social unit has received relatively little attention. An analysis from the perspective of the ‘hearthhold’ sheds new light on property and gender relations in Fulbe society in general.Drought has had an enormous impact on the situation of the Jallube studied in this article. Economic change—a switch to agriculture and production for the market—has brought about a shift of focus for the men. Economically, milk is no longer essential for them, and hence the fayannde loses its importance; socially, too, the role of the fayannde, as symbolised by milk, is changing. For women the erosion of the fayannde is serious: an analysis of marriage gifts shows how important the fayannde is not only to the social organisation of the Jallube but also to their economic viability. In times of stress this importance may be greater for women than for men. The decline of the fayannde may lead to a transformation of gender relations, the marriage ceremony and women's social security—changes that the return of the rains or the re-establishment of herds may not reverse.

This chapter unravels the complexities of resistance to, and collaboration with, the British colonizers of the Eastern Cape, South Africa, by the inhabitants of the Upper Kat River Valley. Since the Khoikhoi landholders of the valley had received their land as a result of British action against the Xhosa, and had generally accepted the precepts of mission Christianity, it could on the one hand be expected that they would fight on the side of the British against the Xhosa. On the other hand, they were subjected to racist attacks by the British settlers whose farms they defended, and by British officials. In addition, the ethnic distinction, on which the British acted, between Xhosa and Khoikhoi was more tenuous than they generally assumed. As a result, in the successive wars on the Eastern Frontier, the stance taken by the Khoikhoi was often uncertain, and finally led to a minority joining the Xhosa, and thus going into rebellion against the British. Between 1904 and 1908 imperial Germany pursued an active policy of genocide in German South West Africa, present-day Namibia. This chapter analyses the manner in which, during the course of the twentieth century, numerous people in varying contexts have sought to use the genocide perpetrated upon the Herero to further their own ends. It charts the manner in which a historical event has come to be deployed for varying and, at times, contradictory interests by German social democrats and English imperialists through to anti-Apartheid activists and postcolonial tribalists. A rising against French colonial rule in central Madagascar (1895-1898) appeared in the 1970s as a good example of resistance to colonialism, sparked by France's occupation of Madagascar. Like many similar episodes in other parts of Africa, it was a history that appeared, in the light of later African nationalist movements, to be a precursor to the more sophisticated anticolonial movements that eventually led to independence, in Madagascar and elsewhere. In the light of the later history of nationalism, however, it is instructive to revisit the rising of the 'menalamba' (red shawls) in Madagascar and to reconsider the episode. Notes, ref., sum. Multispatial livelihoods refer to households with a livelihood foothold in both urban and rural areas. Although it is well-known that multispatial households are common in sub-Saharan Africa, the phenomenon has seldom been looked at from the urban household perspective. A review of the literature indicates that rural food and/or income sources are important for urban dwellers. This chapter presents data from a survey on urban farming carried out in Nakuru town, Kenya, in 1999-2000. These data concern size and location of rural plots, ownership and use of rural plots, their importance in qualitative terms, and differences between urban households having access to rural land ('rural farmers') and those who do not ('non-farmers'). The survey shows that over 60 percent of Nakuru households can be considered as having a multispatial livelihood. Although one-adult households and low-income households are relatively underrepresented in the survey, multispatial livelihoods may be particularly important for the latter group's food security situation. However, the results also indicate that rural farming by urban dwellers should be seen mainly in terms of 'opportunity' and not, like urban farming, in terms of 'necessity'. This paper discusses the search for hidden post-colonial archives on Africanist research and ways of making these available to scholars and the general public. These are diverse sets of archives: the personal archives of the scholar that are often hidden in 'trunks' at home, and the institutional archives in libraries in Africa. Modern technologies have also increased the archiving problem by adding hidden digitalized archives, namely the electronic archives on African websites and other electronic storage systems. And finally there are the digital archives of scholars to add to the list too. How can these archives be saved and made accessible to the wider scholarly community? Archiving should be a concern of both librarians and researchers/scholars who are faced with increased data-gathering possibilities and the need to store them electronically. How can we ensure that data is and will remain available in an open way? The practice of archiving will be explored in this paper, using the African Studies Centre in Leiden as an example. It is calling for collaboration between librarians and researchers to create 'living' archives of scholarly research and also of digital material that are 'open access'.

This volume, which is dedicated to the Dutch legal scholar Gerti Hesseling (1946-2009), examines issues of law, land dispute and conflict mediation in Africa. The focus is on how citizens, State institutions and concerned (inter)national actors attempt to find solutions to land disputes. The issues at stake include land access and land use, State politics and democratization efforts, the relationship between constitutional/State law and customary law, the challenges of urban and rural conflicts, border issues, and conceptions of (human) rights. This chapter revisits the issue of elections and democracy in Africa, a theme that emerged as dominant in scholarly discussions in African Studies in the 1990s. The trigger for featuring Ethiopia as a case study was the May 2010 parliamentary elections when the incumbent party, which had been in power since 1991, took 99.6% of all the seats. While the various Ethiopian elections will not be discussed in detail, the political culture or wider context in which they occur - and always produce the same overall result - will be highlighted to demonstrate the enduring mechanisms and problems of hegemonic rule and how difficult it is to create a democratic system that allows for changes in power (i.e. alternation). The relationship between one-party rule and economic development will also be discussed - the latter being a donor obsession that clouds the political agenda. The chapter closes with some reflections on the recurring donor-country dilemmas when it comes to dealing with electoral autocracies, such as Ethiopia.

The studies in this volume are the result of research carried out by students of the Research Masters in African Studies (RMAS) at Leiden University who graduated in 2008. 'We cannot imagine life now without a mobile phone' is a frequent comment when Africans are asked about mobile phones. They have become part and parcel of the communication landscape in many urban and rural areas of Africa and the growth of mobile telephony is amazing: from 1 in 50 people being users in 2000 to 1 in 3 in 2008. Such growth is impressive but it does not even begin to tell us about the many ways in which mobile phones are being appropriated by Africans and how they are transforming or are being transformed by society in Africa. This volume ventures into such appropriation and mutual shaping. Rich in theoretical innovation and empirical substantiation, it brings together reflections on developments around the mobile phone by scholars of six African countries (Burkina Faso, Cameroon, Ghana, Mali, Sudan and Tanzania) who explore the economic, social and cultural contexts in which the mobile phone is being adopted, adapted and harnessed by mobile Africa.
