RIVM rapport:Dit onderzoek verkent wegen om de beleidscoherentie tussen het klimaatbeleid en een aantal klimaat relevante beleidsterreinen te versterken. Current knowledge on particulate matter is conveyed here under the headings: What is known? What is unknown? What are the uncertainties? The background to this publication is the current social and political debate on the consequences of the Netherlands air quality legislation, which, in turn, is based on European legislation. The fact that new spatial developments and infrastructural projects are at risk of not being realized due to the large-scale exceedances of limit values for particulate matter occurring in the Netherlands is leading to serious social effects. Moreover, airborne particulate matter poses serious risks to human health. The particulate matter subject is complicated and accompanied by administrative dilemmas, legally binding limit values, concerns of citizens, scientific uncertainties and spatial-economic consequences. Many questions and current discussions have provided reasons enough to compose this scientific summary on particulate matter. Although this booklet does not present new information, it has succeeded in bringing together all the published information on particulate matter referring to the situation in the Netherlands., Het Milieu- en Natuurplanbureau en de sector Milieu en Veiligheid van het Rijksinstituut voor Volksgezondheid en Milieu presenteren met het boekje 'Fijn stof nader bekeken' de feiten over fijn stof in samenhang. RIVM rapport:The chemical composition of fine (0.1 - 2.5 um) and coarse mode (2.5 - 10 um) particulate matter is determined with specific attention paid to indicators of traffic emissions. Inorganic ions nitrate, sulphate and ammonium sum to 34% of PM mass and the measured organics from combustion processes up to 2%. Rough estimates of the traffic contributions of these two fractions vary from 30% to 60%. In the framework of the project 'Health effects of particles from motor engine exhaust and ambient pollution - HEPMEAP', a unique European collaboration between toxicologists and epidemiologists, ambient particulate matter (PM) was collected at various sites across Europe during the periods, November 2001 and March 2003. The HEPMEAP project studies the relation between the composition of particulate matter, and the toxicity and health effects. Besides strong similarities, PM samples from these various locations/sources show substantial differences in chemical composition. For example, samples from the rural location in Northern Sweden were highly dominated by organic matter, most likely originating from wood combustion. The data presented in this report will provide valuable information for in vitro and in vivo toxicity studies performed within this European Union research project., Een groot deel van de massa van het fijnstof bestaat uit anorganisch aerosol (34% nitraat, sulfaat en ammonium). Daarnaast bestaat circa 2% uit organisch materiaal afkomstig van verbrandingsprocessen. Ruwe schattingen van de verkeersbijdrage voor deze twee fracties varieren tussen 30% en 60%. In het kader van het project 'Health effects of particles from motor engine exhaust and ambient pollution - HEPMEAP', een unieke Europese samenwerking tussen toxicologen en epidemiologen, is buitenlucht fijnstof verzameld op diverse locaties in Europa gedurende de periode november 2001 - maart 2003. In het HEPMEAP project zijn relaties tussen de samenstelling van fijnstof en toxische en andere gezondheidseffecten bestudeerd. De chemische samenstelling van twee fracties (0.1 - 2.5 um en 2.5 - 10 um) is bepaald met aandacht voor specifieke verkeersindicatoren. Behalve grote overeenkomsten in samenstelling van fijnstof op de verschillende locaties, zijn ook locatie-specifieke verschillen gevonden. Zo bleek op de locatie in Noord-Zweden relatief hoge concentraties organisch aerosol in fijnstof voor te komen, wat in een belangrijke mate afkomstig is van houtverbranding. De gegevens in dit rapport worden gebruikt om de resultaten van experimenteel toxicologisch onderzoek wat ook is uitgevoerd in het kader van dit project, nader te verklaren.

RIVM rapport:Evaluation of the Dutch policy document 'Transport emissions' by the Environmental Assessment Agency has led to three conclusions. First, the NOx goal for the transport sector for 2010 is achievable with the adopted policy proposals, but implementation is uncertain (for example, it is uncertain if all policy plans will be implemented between now and 2010). Secondly, the proposal to stimulate biofuels is not cost-effective. Thirdly, monetized health benefits in the proposal to stimulate particle filters in passenger cars are cost-effective, particularly in built-up areas., Het Milieu- en Natuurplanbureau (MNP-RIVM) heeft een evaluatie uitgevoerd van de Beleidsnota Verkeersemissies. Deze nota is op 18 juni 2004 door het kabinet aangenomen en is in november 2004 behandeld in de Tweede Kamer. De belangrijkste conclusies van de evaluatie zijn: - NOx-doel sector verkeer haalbaar, maar onder veel voorbehouden; - Stimulering van biobrandstoffen is niet kosteneffectief; - Stimulering van roetfilters is kosteneffectief.

Overschrijding vindt voornamelijk plaats bij woningen langs snelwegen in stedelijk gebied. Om te voldoen aan de grenswaarde zal mogelijk lokaal voor miljarden euro aan maatregelen (sloop huizen, tunnels, luifels) genomen moeten worden. Ook bij uitvoering van NMP4 en het BOR (Bereikbaarheids Offensief Randstad) verkeersbeleid wordt de norm nog overschreden in 2010. Wel daalt het aantal overschrijdingen fors (factor 15). Om aan de grenswaarde te voldoen dalen de kosten van mogelijke lokale maatregelen van enkele miljarden euro tot enkele tientallen miljoenen euro. Pas als er na de uitvoering van NMP4 in 2010 in Europees verband maximaal emissiereductie- en verkeersbeleid wordt ingezet dan vindt er in en na 2015 geen overschrijding bij woningen meer plaats onder gemiddelde meteorologische omstandigheden., The yearly mean EU-NO2 limit value will, according to the EC scenario of the CPB, still be exceeded in 2010 under average meteorological conditions. RIVM rapport:In this report the deposition and concentration levels of acidifying components, ozone, particulate matter and NO2 have been calculated for three emission variants for 2010. These emission variants consist of (1) the effect of current policies, (2) a package of 12 extra policy options in addition to current policies and (3) the emission levels as set in the Fourth National Environmental Policy Plan (NMP4). It is assumed that foreign countries will follow the European NEC-Directive or the UN-ECE protocol. For SO2, NOx and NH3 the emission reduction potential of the package of 12 measures seems to be sufficient to attain to the national EU emission obligations. Calculations show the environmental quality in 2010 to generally improve compared to the reference year of 2001. However, given all uncertainties there is only a small chance that current policies will be sufficient to meet the national deposition target for potential acid and nitrogen. In the case of the 12 measures and the NMP4 packages it is more likely that the national goals will be met. Then still critical loads are exceeded in 70 - 90% of the ecosystems. In the case of ozone no exceedances of the 2010 EU target value for the protection of human health is expected. Compliance with the annual average standard seems feasible for PM10 in the Netherlands in 2005, although local exceedances at 'hot spots' cannot be ruled out. Compliance with the 2010 annual average EU standard of 20 4g/m3 is not feasible, even at high cost. Air quality will continue to improve with respect to NO2. This causes exceedances of the yearly mean EU-NO2 limit value to become more and more local phenomena. We expect that exceedances occur mainly along motorways in urban areas and 300 to 30,000 people are expected to be exposed to these exceedances in 2010., Dit rapport doet verslag van de doorrekening van drie emissieniveaus voor verzurende stoffen op het terrein van de depositie van zuur en stikstof, ozon, fijn stof en NO2 in 2010. De doorgerekende pakketten zijn de Referentieraming voor broeikasgassen, een variant met 12 aanvullende beleidsopties ten opzichte van de Referentieraming en de NMP4-inspanningsverplichtingen voor 2010. Er is verondersteld dat de buitenlandse emissies worden gereduceerd conform de NEC richtlijn voor de EU-lidstaten en volgens het Gotenburg protocol voor de overige landen. Het uitstootreductiepotentieel van de 12 beleidsopties lijkt voor SO2, NOx en NH3 voldoende om in 2010 aan de EU-verplichtingen te kunnen voldoen. Het verschil tussen de huidige situatie (2001) en de varianten in 2010 is aanzienlijk. Gegeven alle onzekerheden is er slechts een geringe kans dat het huidige beleid (Referentieraming) afdoende is om de nationale depositiedoelstellingen uit het NMP4 te halen. Met de 12 aanvullende maatregelen en met het NMP4 pakket is deze kans reeler. Het percentage landnatuur dat beschermd is (cq areaal onder de kritische depositieniveaus) tegen de invloed van depositie zal in 2010 ca 10 tot 30% bedragen. In 2010 worden geen overschrijdingen meer verwacht van de EU-doelstelling voor de bescherming van gezondheid en vegetatie tegen ozon. In 2005 lijkt de jaargemiddelde EU norm van 40 mug/m3 voor fijn stof in Nederland over het algemeen haalbaar. Lokale overschrijdingen op op 'hot spots' zijn echter niet uit te sluiten. In 2010 is de indicatieve jaargemiddelde waarde van 20 mug/m3 voor PM10 in Nederland niet haalbaar, zelfs niet tegen hoge kosten. De verbetering van de luchtkwaliteit voor NO2 zet met het bestaand beleid door, waardoor overschrijdingen steeds meer een lokaal fenomeen worden. In 2010 zal lokaal vooral langs snelwegen in stedelijk gebied de EU-norm nog worden overschreden bij zo'n 300 tot 30000 mensen.

RIVM rapport:The Third National Environmental Policy Plan announced an evaluation of the acidification policy goals for The Netherlands. This reports presents the scientific building blocks for this evaluation. An overview is given of the emission trends and the environmental quality since 1980 with an outlook up to the year 2010. Besides an assessment has been made of the state of the art on: *) the transport and depostion of acidifying compounds and the formation of ozone and particulate matter (PM10); the effects of transboundary air pollution on the health of human and the damage to plants and materials; *) the effects on the composition of species within terrestrial and aquatic ecosystems and on soil and ground water quality. The main findings are: *) the most recent scientific findings do not differ significantly from the critical loads and levels as they were when the goals were defined; *) the NOx and NH3 emission goals for the year 2010 require very large efforts, as is also the case for the depositon goals for 2010; *) the emission reduction of the last decades has enlarged the importance of some aspects that until recently could be neglected., In het Derde Nationaal Milieubeleidsplan 3 is een evaluatie van de verzuringsdoelstelling aangekondigd. In het rapport wordt een wetenschappelijke onderbouwing van de evaluatie gegeven. Er is een overzicht gemaakt van de ontwikkeling van de emissies vanaf 1980 met een doorkijk naar 2010. Daarnaast is de stand van de wetenschappelijke kennis op een rij gezet wat betreft: *) de verspreiding, transport en depositie van verzurende stoffen den vorming van ozon en fijn stof; *) de effecten van grootschalige luchtverontreiniging op de gezondheid van mensen en schade aan planten en materialen; *) de effecten op de soortensamenstelling van terrestische en aquatische natuur en op bodem- en grondwaterkwaliteit. De belangrijkste bevindingen zijn: *) de meest recente inzichten in de effecten leiden niet tot wezenlijk andere kritische niveaus dan toen de beleidsdoelstellingen werden geformuleerd; *) de NMP3 emissiedoelstellingen voor 2010, met name NOx en NH3, vergen zeer grote beleidsmatige inspanningen, hetzelfde geldt voor de depostitiedoelstelling; *) de vermindering van de emissies heeft geleid tot een relatief groter belang van een aantal onderwerpen die eerder grof benaderd konden worden.

RIVM rapport:This report supports the evaluation of the Dutch targets for acidification which was announced in the 3th National Environmental Policy Plan (NMP3). The relation between emissions, environmental quality and health risks was studied using a number of emissions variants. The calculations show that the environmental quality in 2010 improves compared to the current situation. Despite this major bottlenecks remain. The deposition target for 2010 from the NMP3 will not be realized. During the next decade the percentage of hectares of ecosystems unprotected for deposition of potential acid and nitrogen is expected to be larger than 75%. Only realization of the NMP3 emission targets, with proportional reductions in other countries, provides achievement of the NMP3 targets for deposition. The long-term ozone target value for the protection of human health and vegetation will not be met in 2010. However, the 2010 limit values will possibly be met. The number of hospital admissions associated with ozone is expected to grow if one includes the increase of the ageing population. The policy on reduction of acidifying compounds will not sufficiently reduce the ambient concentration of particulate matter to comply with the 2010 indicative limit values for PM. Some exceedances of the NO2 annual limit value are calculated for 2010., Dit rapport levert bouwstenen voor de 'evaluatie van de verzuringsdoelstellingen' welke in het NMP3 is aangekondigd. Er is een aantal emissievarianten doorgerekend om inzicht te krijgen in de samenhang tussen emissies, milieukwaliteit en gezondheidsrisico's. Het verschil tussen de huidige situatie en de emissievarianten in 2010 is aanzienlijk, desondanks blijven er grote knelpunten bestaan. De 2010 depositiedoelstellingen uit het NMP3 worden de komende 10 jaar niet gehaald. Het percentage hectaren ecosysteem dat onbeschermd is voor de depositie van potentieel zuur en stikstof blijft de komende 10 jaar in alle varianten boven de 75%. Pas bij uitvoering van de emissiedoelen uit het NMP3, met soortgelijke inspanningen in het buitenland, komt realisatie van de depositiedoelstellingen voor 2010 in beeld. De langetermijn luchtkwaliteitsdoelstelling voor ozon ter bescherming van de gezondheid en vegetatie wordt in geen van de varianten gehaald. Wel worden de voorgestelde tussendoelstellingen voor 2010 mogelijk gehaald. Rekening houdend met vergrijzing, zal er tussen de huidige situatie en 2010 een toename zijn van het aantal extra ziekenhuisopnamen door ozon. Het verzuringsbeleid dringt de jaargemiddelde concentratie fijn stof in 2010 niet voldoende terug om de indicatieve doelstellingen voor dat jaar te realiseren. Ook voor NO2 worden in 2010 op enkele plaatsen overschrijdingen berekend.

RIVM rapport:This progress report has been compiled within the framework of project M/650010, 'Risks in relation to air pollution', to outline recent developments and progress within the project. It does not have a scientific status. A significant part of the RIVM toxicology research programme on "the relationship between particulate matter (PM) and health effects" is devoted to the use of an Ambient Fine Particle Concentrator (AFPC) situated in a mobile laboratory. The aim of this laboratory is to facilitate performance of inhalation toxicity studies with (concentrated) ambient PM (< 2.5 m) in experimental animals. In the future, also studies with human volunteers will take place in locations that differ in air quality and sources of PM emission. The AFPC allows us to enrich (by 15-60 times the ambient levels) the test atmosphere with particles having a diameter of less than 2.5 um. These are generally referred to as concentrated ambient particles (CAPs). Exposure levels up to 3000 ug/m3 can be achieved. The research has been focused on acute health effects of PM in rodents with a cardiopulmonary disease (asthma, pulmonary hypertension), which are likely to reflect human risk groups. The studies performed in 1999 and 2000 showed that CAPs can provoke health effects, even though they were marked as mild and reversible. Sound conclusions on the causal relationship between PM and health effects cannot yet be drawn., Dit voorgangsrapport is samengesteld in het kader van project M/650010, 'Risico's in relatie tot luchtverontreiniging', met als doel de recente ontwikkelingen en voortgang binnen dit project te schetsen. RIVM rapport:Dit rapport bevat een evaluatie van studies gericht op buitenlucht fijn stof (PM) toxiciteit, deeltjeshypotheses en mechanismen, teneinde causaliteit en plausibiliteit van acute gezondheidseffecten beter te begrijpen. Mechanistische studies met hoge doses wijzen uit dat PM 1) oxidatieve ontstekingsreacties induceert en 2) cardiorespiratoire funkties vermindert, hetgeen biologisch plausibel lijkt met verergering van aandoeningen als mechanisme. PM oppervlakte-reactiviteit wordt belangrijker gevonden dan PM massa, hetgeen suggereert dat de antropogene (roethoudende) fijne PM fractie belangrijk is. De zeer beperkte gegevens uit inhalatie studies met lage PM doses ondersteunen dit vermoeden. De grovere ("coarse") PM fractie zou ook nog belangrijk kunnen zijn, met name daar waar het effecten in de hogere luchtwegen betreft, zoals verergering van astma. Een rol voor secundaire PM componenten (sulfaat, nitraat) of ultrafijn PM, op de niveaus zoals ze in de buitenlucht voorkomen, is nog niet duidelijk aangetoond. De laatste jaren zijn studies naar de toxiciteit van PM toegenomen. De huidige gegevens hebben echter nog niet geresulteerd in voldoende bewijs om overtuigende aanwijzingen te kunnen geven over 1) een specifiek belangrijke en causale rol voor een bepaalde PM fractie of samenstelling en 2) mechanismen die PM gezondheidseffecten in personen die tot risicogroepen worden gerekend plausibel kunnen verklaren., In this critical review studies focus on ambient particulate air pollution (PM) toxicity and particle hypotheses. Mechanisms were also evaluated to investigate causality and plausibility of acute health effects associated with ambient exposure. High-dose studies indicate that PM: 1) induces oxidative pulmonary inflammation and cardio-respiratory malfunctioning, which could contribute to a disease exacerbation mechanism. PM surface reactivity seems more important than PM mass, thereby prudently suggesting an important role for the anthropogenic (carbonaceous) fine fraction. The limited number of low-dose PM inhalation studies supports this suggestion. Coarse PM may still be important in health effects related to upper airways (like worsening of asthma); however, a role for secondary components (sulfates, nitrates) or ultrafine PM at levels occurring in ambient air have not yet been established. Evidence that (diesel) exhaust particles play a role in PM health effects is still marginal. Studies have indicated that mixtures of particles and gases like ozone may result in more toxicity than the components separately. Current dosimetry models predict that (older) people with cardio-respiratory diseases may receive increased PM doses upon exposure. Ambient PM toxicity studies have been intensified in recent years. The current limited data, however, have not yet resulted in sufficient evidence to be convincing in indicating: 1) a specifically important and causal role for one form of PM fraction or composition and 2) mechanisms explaining PM health effects in people considered to be at increased risk.

RIVM rapport:Particulate matter is a collective term for very small-suspended particulates in ambient air that cannot be observed by the human eye. They are also referred to as PM10, particles with an aerodynamic diameter smaller than 10 um. The chemical composition of PM10 is complex and varies from day to day and they can origin from traffic, industry, energy generation, and agricultural activities but also from natural sources like sea salt and resuspended dust. Exposure to PM10 has been associated with an increase in cardiopulmonary diseases and mortality. However, there is still lack of (causal) evidence to prove that PM10 really is responsible for causing these effects and what chemical or biological components can be held responsible for these effects. Policy makers and governments will need information on the causally related agents to outline a policy for reducing emissions of certain particulates. Since this will go together with an increase in the cost for the general society, it is essential to have a good description of the whole source-health effect chains with a well-formulated targeted cost-benefit analysis. Part of the source-effect chain is the estimation of inhaled dose based on exposure concentrations and physical characteristics of the particles. This report described a recently by Chemical Industry Institute of Toxicology (CIIT) and the RIVM developed software package MPPDep (Multiple Pathway Particle Deposition model), for airway particle deposition. The model can be used to investigate the differences in doses and deposition between humans and experimental animals for extrapolation purposes and risk assessment. Also, the effect of the breathing pattern on the deposition of particles (resting versus exercise, old versus young, healthy versus diseased) or the impact of the size (distribution) of particulate matter on the deposited dose (rate) can be mapped. In the near future, the model has to be extended with modules for clearance and retention of particle, Fijnstof is een verzamelbegrip voor zeer kleine deeltjes die zweven in de lucht en die met het blote oog niet zichtbaar zijn. De overheid kan met deze informatie gericht beleid voeren om de uitstoot van bepaalde stoffen te verminderen. Omdat verder terugdringen van de niveaus van luchtverontreiniging grote maatschappelijke kosten met zich mee brengt is het van essentieel belang vast te stellen wat de causale factor(en) is (zijn), welke de in bevolkingsonderzoek waargenomen gezondheidseffecten kunnen verklaren. Alleen dan kan de bron-tot-effect keten voldoende en adequaat worden beschreven om een gericht kosten-effectief bestrijdingsbeleid te formuleren. Onderdeel van deze keten is het schatten van de ge6nhaleerde dosis van fijnstof op basis van de uitwendige concentratie en fysische karakteristieken van het fijnstof. RIVM rapport:The regulations and administrative provisions in the Netherlands will have to comply with the new EU directives on Air Quality by 2001. Governmental institutions on national, provincial and local levels have to harmonise their tasks in implementing and carrying out the new legislation. This process will be supported by the information presented here on current and future air quality, and on resultant health risks to the population. Major areas with air quality bottlenecks are busy city roads and streets. Here NO2 PM10, black smoke, CO, benzene and B(a)P levels are not always in compliance with air quality limit values. These values are exceeded for NO2 even in city background levels in the Randstad (the densely populated western part of the Netherlands), as well as on an incidental basis outside these cities. PM10 levels exceed limit values in the whole southern part of the Netherlands. By 2010 the air quality should be improved and only NO2and PM10 will be out of compliance. Health risks will occur where limit values are exceeded and sometimes even at lower levels. The expected improvement in air quality by 2010 will also result in a decrease in health risks to the population., In 2001 moet de nieuwe EU-regelgeving voor de luchtkwaliteit in Nederland zijn geimplementeerd. In het kader van het VROM-project 'Plan van Aanpak Stedelijke Luchtkwaliteit' vindt afstemming over de taken plaats tussen de verschillende overheidslagen. Ter ondersteuning van de implementatie zijn de huidige en toekomstige (2010) knelpunten in de luchtkwaliteit in Nederland en de daaraan gekoppelde gezondheidseffecten beschreven. NO2 is in de Randstad in de stedelijke achtergrond en zelfs hier en daar erbuiten een knelpunt. PM10 ligt in de regionale achtergrond in de zuidelijke helft van Nederland en in de stedelijke achtergrond in zuid Nederland en de Randstad boven de norm. Voor beide stoffen geldt dat in 2010 naar verwachting deze knelpunten zijn opgelost. Zoals te verwachten komen de grootste knelpunten voor bij drukke wegen en straten in de stedelijke omgeving. Er zijn normoverschrijdingen voor NO2, PM10, zwarte rook, CO, benzeen en B(a)P. Met uitzondering van NO2 en PM10 zullen deze in 2010 naar verwachting niet meer voorkomen. Gezien de overschrijding van grenswaarden kan worden geconcludeerd dat blootstelling aan de huidige niveaus ook gezondheidsrisico's voor de bevolking inhoudt. Echter ook beneden de norm kunnen nog gezondheidsrisico's optreden. Doordat de concentraties afnemen verminderen de gezondheidsrisico's.

RIVM rapport:A quantitative risk assessment of health effects associated with particulate matter (PM), especially ambient PM10 levels, for the Netherlands has indicated premature mortality among approximately 1000 persons. Local information, including air pollution mix and health status of the population, has proven to be essential in such a risk assessment. One of the questions not answered yet is if smaller particles (PM2.5) are more toxic than PM10. According to the particle dosimetry models developed for the project, the local dose in the lungs of groups with a less than optimal health status may differ substantially when compared to healthy adults; this may partly explain differences in susceptibility. Modelling the Dutch and European emissions of PM and precursor gasses with an air pollution dispersion model has indicated that part (nearly half) of the Dutch yearly PM10 averages are still unaccounted for. A monitoring programme has been started to determine the composition of the missing PM10 and its sources. An extensive programme of experimental inhalation toxicology using a mobile particle concentrator has also been developed to conform to epidemiological associations and more specifically to the discovery of causative fractions (and their sources). In vitro tests with lung tissue taken from a variety of individuals demonstrated great variability between these individuals in their susceptibility to collected ambient PM of different-sized fractions at the different locations. A scientific workshop, envisaged for mid-2001, will allow a wider application of the results, with answers to the questions of the Ministry of Housing, Spatial Planning and Environment possibly expected by the beginning of 2002., Een kwantitatieve risicoschatting leverde op dat een voortijdige strefte van duizend mensen in Nederland geassocieerd is met de huidige PM10 niveaus. Verontreiniging op grond van de Nederlandse en buitenlandse emissies van PM10 en precursor gassen bleek dat een deel (bijna de helft) van de Nederlandse jaargemiddelde niveaus vooralsnog niet verklaard wordt. Er is een meetprogramma gestart om de samenstelling van de ontbrekende massa en bronnen op te sporen. Er is een experimenteel inhalatie toxicologisch programma met een mobiele fijn stof concentrator ontwikkeld om de epidemiologische associaties te bevestigd te krijgen en zo meer aan de weet te komen over de causale stof fracties en hun bronnen. In-vitro testen van deeltjes op longweefsel van humane patienten laat zien dat er een grote inter-individuele variatie is in de reactie op deeltjes verzameld in verschillende groottefracties en op verschillende plaatsen in Nederland. Om de resultaten een wijdere verspreiding te geven is in het midden van 2001 een wetenschappelijke workshop gepland. De verwachte antwoorden kunnen begin 2002 tegemoet worden gezien.

RIVM rapport:Het programma is grotendeels gebaseerd op in de literatuur beschreven 'multiple path' modellen voor aerosolen, wat als belangrijk voordeel ten opzichte van bestaande modellen heeft dat het gebruik maakt van de morfologische gegevens van een individu. Het omvat zowel modules voor het bepalen van de gedeponeerde dosis in zowel de mens als in proefdieren (rat). De modellen zijn in staat om op basis van bestaande morfologische en functionele gegevens de dosis en flux in een bepaald segment of regio van de luchtwegen vast te berekenen. Daarnaast kunnen binnen een zekere range de functionele parameters als ademhalingsfrequentie worden aangepast om hiermee bepaalde luchtwegaandoeningen te kunnen simuleren. Een andere belangrijke modificatie is het toevoegen van functies voor de inhaleerbaarheid van aerosolen, het invoeren van gegevens over poydisperse aerosolen. Het softwarepakket is gebruikersvriendelijk door toepassing van een grafische interface en geschreven voor een MS-Windows 9x/NT., The programme is largely based on multiple-path models for particle deposition and existing models described in the literature. It encompasses both modules for human and experimental animal (rat) calculations. The software can calculate the dose ratio and flux of particulates in certain segments or regions within the airways. By adjusting the functional parameters like breathing frequency or tidal volume, the influence of certain respiratory diseases on particle deposition can be simulated. Another important modification is the addition of functions for the inhalability of particulate matter and the option to calculate the deposition of both mono- and poly-disperse aerosols. The software package has been made user-friendly through the application of a graphical interface for a MS Windows 9x/NT computer operating system.

RIVM rapport:This (4th) report on the toxicity of ambient particulate matter (PM) presents effects of the model compounds for PM in ambient air - ammonium bisulfate, ammonium ferrosulfate and ammonium nitrate - on healthy rats and rats with monocrotaline-induced pulmonary hypertension (PH). The objective was based on the epidemiological indications that people with cardiopulmonary diseases form a part of the general population sensitive to acute exposure to PM, and that ambient mass concentrations of sulfate and nitrate appear associated with health effects. Concretely, the study would test the hypothesis that secondary aerosols exert pulmonary effects in rats, and that rats with PH are more sensitive to these aerosols than normal healthy animals. Healthy and PH rats were exposed to ultrafine and fine ammonium aerosols for four hours a day for three consecutive days. The two independent studies performed with ammonium bisulfate differed only in the mass concentrations of the aerosol test atmospheres. The animals were sacrificed one day after the last exposure to establish effects on the airways using bronchoalveolar lavage fluid (BALF) analysis, airway reactivity measurements and histopathological microscopical examination. The MCT treatment (to induce pulmonary hypertension accompanied by inflammation and ultimately heart failure) was successful, as seen by medial hypertrophy of muscular pulmonary arteries and neomuscularization of small blood vessels. Histopathological examination did not reveal test-atmosphere-related abnormalities.There were no signs of cytotoxicity due to aerosol exposures (measured with lactate dehydrogenase (LDH), and protein and albumin contents in BALF). Since no changes were observed in N-acetyl glucosaminidase (NAG), macrophages had not been activated due to the MCT treatment or the test atmospheres. Cell differentiation profiles were inconsistent, partly caused by an unavoidable infection with Haemophilus sp. However, despite this, the test atmospher, Ammoniumnitraat is de belangrijkste component van het secundair gevormde fijnstof in Nederland. Een tweede belangrijke fractie wordt, afhankelijk van de neutraliserende componenten, gevormd door bisulfaat of sulfaat. De acute inhalatoire effecten van deze aerosolen zijn onderzocht in gezonde ratten en ratten met pulmonaire hypertensie. In dit type onderzoek is het gebruik van diermodellen die een bepaalde humane cardiopulmonaire aandoening representeren essentieel, omdat epidemiologisch onderzoek juist deze groep mensen heeft aangeduid als een groep die gevoelig is voor expositie aan fijnstof. Voor de studies die in dit rapport worden beschreven is een model voor pulmonaire hypertensie (gepaard gaande met een inflammatie en een hypertrofie van het rechter ventrikel) toegepast. Dit ziektebeeld wordt chemisch geinduceerd met monocrotaline (MCT). Uitgaande van de wetenschap dat de effecten van fijnstof zeer acuut kunnen zijn, zijn in deze studies dieren 4 uur per dag gedurende drie dagen blootgesteld aan ultrafijn en fijn ammonium aerosolen. De studie met ammoniumbisulfaat is twee maal uitgevoerd, waarbij de massaconcentraties in de tweede studie hoger waren dan in de eerste. Ein dag na de laatste blootstelling werden de effecten vastgesteld middels longspoelvloeistof (BALF) analyse en histopathologie. De behandeling met MCT resulteerde in de verwachte pathologische symptomen: mediale hypertrofie van spieren van pulmonare slagaders en neomuscularisatie van kleine bloedvaten. Er zijn geen aanwijzingen gevonden voor het optreden van cytotoxiciteit (gemeten met de indicatoren lactaat dehydrogenase (LDH), eiwit- en albumine gehaltes in BALF) als gevolg van de blootstelling aan (ultra)fijn ammonium aerosol. Macrofagen lijken in alle met MCT behandelde groepen geactiveerd, bepaald middels de aktiviteit van N-acetylglucosaminidase (NAG), maar een effect van de test atmosfeer is niet opgetreden. Het celdifferentiatiebeeld laat geen consistent beeld zien ten aanzien van de MCT

RIVM rapport:Current concentrations of air pollution during episodes of winter-type smog are now lower than in the late eighties. Traffic is a major contributor to the particulate and gaseous air pollution. There are indications that hospital admissions, mortality and other less severe health effects are associated with particulate and gaseous air pollution during episodes of winter-type smog. As an example an estimate has been made of the expected effects on daily health after exposure to extreme 24 h concentration of 230 microg/m3 PM10. The health impact varied for different endpoints, of which high and low values will be presented. During such an extreme episode acute mortality is expected to rise by approximately 20%, while use of medication by asthmatic children is expected to rise threefold. Other health endpoints showed increases between these two. Current knowledge indicates that (even a modest) decrease in yearly average concentrations has a greater positive effect on health effects than stopping all traffic emissions in the Netherlands during such an extreme episode. Therefore a more permanent policy of curbing (traffic) air pollution is probably more effective in reducing public health risks than a one-off termination of all urban traffic in the Netherlands during a winter-type smog episode., De concentraties tijdens wintersmogepisoden van deeltjesvormige luchtverontreiniging en van de gassen SO2 en NO2 zijn tegenwoordig lager dan wat gemeten werd in de episoden van eind jaren tachtig. Verkeer draagt in belangrijke mate bij aan de deeltjes- en gasvormige luchtverontreiniging. Er zijn aanwijzingen dat ziekenhuisopnamen, mortaliteit en andere minder ernstige acute gezondheidseffecten in de bevolking geassocieerd zijn met blootstelling aan deeltjes- en gasvormige luchtverontreiniging. Voor PM10 (dat als indicatorcomponent voor het verkeer wordt gebruikt) wordt een lineair verband aangenomen tussen concentraties en gezondheidseffecten, tevens wordt ervan uit gegaan dat er geen drempelwaarde is waaronder geen effecten optreden. Uitgaande van deze vooronderstellingen wordt geconcludeerd dat de extra dagelijkse gezondheidseffecten van een extreme dag met een concentratie van 230 microg/m3 PM10 varieren van een toename van de sterfte met ongeveer 20% ten opzichte van het gemiddelde tot een bijna drievoudige toename van medicijngebruik onder astmatische kinderen. Met de huidige kennis wordt ingeschat dat het verlagen van de jaargemiddelde concentraties luchtverontreiniging door een structurele aanpak van de (verkeers)emissies, een groter positief effect op de gezondheid heeft dan het op ad hoc basis stilleggen van het lokale verkeer tijdens zo'n extreme dag.

In this study the effects of inhalatory exposure to coal fly ash on lung pathology and the immune system in rats were examined. Rats were exposed to 0, 10, 30, or 100 mg/m3 coal fly ash (6 h/day, 5 days/wk) for 4 wk, or to 0 and 100 mg/m3 for 1 wk, and for 1 wk followed by a recovery in clean air of 3 wk. A concentration-related increase in lung weight was found starting from 30 mg/m3 coal fly ash. After exposure to 100 mg/m3, a time-related deposition of free particles in the lungs was observed as well as a time-related number of coal fly ash particles phagocytized in alveolar macrophages. Histological examination revealed increased cellularity in alveolar septa, consisting mainly of mononuclear cell infiltrate, proliferated type II cells, and a slight fibrotic reaction. After a recovery period of 3 wk the histological picture was identical to that after 1 wk of exposure, indicating no significant recovery. No toxicological significant changes were found in the hematological, clinical chemistry, or urine parameters. Effects both on nonspecific defense mechanisms and on specific immune responses were noted. With regard to the immune function in the draining lymph nodes of the lung, a significantly increased number of both T and B lymphocytes was observed. The ratio of both cell types was not changed in either of the groups. In serum of exposed rats a significant increase of up to 150% of the immunoglobulin A (IgA) content was found. The number and phagocytic capacity of macrophages were significantly increased, while the killing of Listeria bacteria per cell ex vivo/in vitro remained unchanged. Natural killer (NK) activity in pulmonary cell suspensions was slightly stimulated in rats exposed for 4 wk to 10 and 30 mg/m3, whereas an exposure to 100 mg/m3 resulted in a slight decrease; however, both changes were not significant. RIVM rapport:In this report the source-effect chain for particulate matter (PM) is evaluated for three spatial scales - rural, urban and industrial areas - in the Netherlands based on the situation in 1993. PM is characterised by particle size (PM2.5 and PM10) and by chemical composition (secondary aerosol (PMsec) and carbonaceous aerosol (Pmcarb). The observed annual average PM10 concentration for the Netherlands is approximately 40 mug/m3 of which about one third is secondary aerosol. No measurement data are available for PM2.5 and PMcarb. Based model calculations using the current emission inventories about 50% of the measured PM10 concentration can be explained for most of the Netherlands. For specific locations this increases to 75%. Approximately 100% of the measured PMsec concentrations is explained by model calculations based on the known emissions of precursor gasses. Relevant sources for PM10, PM2.5 and PMsec are traffic and power generation in the Netherlands as well as other European countries. Furthermore, in the industrial area the source category trade, services and state is substantial. The PMsec levels are mainly due to European source emissions. In epidemiological studies consistent and coherent associations are found between ambient PM and adverse health effects in the general population. Autonomous developments will result in PM10 levels of 41 - 47 mug/m exp. 3 in 2020. Due to current Dutch and European policies the levels are expected to reduce to approximately 37 mug/m exp. 3 in 2010 which will be further reduced to 35 mug/m exp. 3 in 2020 by additional abatement measures. This will not be sufficient to realise the proposed limit of 30 mug/m exp. 3., In dit rapport wordt de bron-effectketen kwantitatief beschreven voor de fijn stof-problematiek voor drie ruimtelijke schalen - ruraal, urbaan en industrieel - in Nederland met als basisjaar 1993. Fijn stof wordt hierbij gekarakteriseerd naar deeltjesgrootte (PM2,5 en PM10) en naar chemische samenstelling (secundair (PMsec) en carbonaceous aerosol (Pmcarb). De waargenomen jaargemiddelde PM10 concentratie bedraagt voor Nederland ca. 40 mug/m exp. 3, waarvan circa een derde secundair is. Metingen voor PM2, 5 en PMcarb zijn niet beschikbaar. Met modelberekeningen gebaseerd op de huidige emissiegegevens wordt voor het grootste deel van Nederland circa 50% van de gemeten PM10 concentraties verklaard. Op specifieke locaties kan dit oplopen tot 75%. Nagenoeg 100% van de PMsec concentraties kan op grond van de bekende emissies van precursorgassen en modelberekeningen verklaard worden. Belangrijke bronnen voor PM10, PM2,5 en PMsec in Nederland zijn verkeer en energie opwekking in zowel Nederland als andere Europese landen. In de industriele omgeving is bovendien de categorie handel, diensten en overheid van belang. De PMsec concentraties worden voornamelijk door Europese bronnen bepaald. Epidemiologische studies wijzen op consistente en coherente associaties tussen deeltjesvormige luchtverontreiniging en ernstige gezondheidseffecten in de algemene bevolking. Zonder milieubeleid zouden autonome ontwikkelingen in 2020 leiden tot PM10 niveaus van 41 tot 47 mug/m exp. 3. Door reeds geformuleerd Nederlands en Europees beleid wordt echter een daling verwacht naar ca. 37 mug/m exp. 3 in 2010, die door aanvullende maatregelen verder kan worden teruggebracht tot 35 mug/m exp. 3 in 2020. Deze daling is daarmee niet voldoende om de in Europees verband circulerende limiet van 30 mug/m exp. 3 te realiseren.

RIVM rapport:Ammonium nitrate is the most prominent component of secondary PM10 in the Netherlands. In our study, healthy and asthmatic mice were exposed to fine (CMD = 0.3 mum; 4 x 10 exp. 3 particles per cm3) and ultrafine (CMD = 0.03 mum; 2 x 10. exp. 5 particles per cm3) ammonium nitrate. The mean mass concentrations were 140 and 250 mug/m3, respectively. At exposure levels comparable to previous studies with ammonium bisulfate and ammonium ferrosulfate, pulmonary effects were observed in both healthy and asthmatic mice. The effects were mainly found after exposure to fine rather than to ultrafine nitrate. In view of the mass concentration of fine aerosols being even lower than that of the ultrafine aerosols, we conclude that not only are mass concentrations important for the development of adverse effects but also the specific size of the particles. Dosimetry models will be useful in confirming this conclusion. There were no signs of asthmatic mice being more sensitive to secondary aerosols than healthy mice, Resultaten worden gepresenteerd van een studie met ammoniumnitraat in gezonde en astma dieren. We hebben gezonde en astma muizen blootgesteld aan fijn (CMD = 0.3 mum; 4 x 10 exp. 3 deeltjes per cm3) en ultrafijn (CMD = 0.03 mum; 2 x 10 exp. 5 deeltjes per cm3) ammoniumnitraat. De gemiddelde massa concentratie bedroeg respectievelijk 140 en 250 mug/m3. De gegevens suggereren dat bij concentraties die vergelijkbaar zijn met eerdere studies met ammoniumbisulfaat en ammoniumferrosulfaat nu wel pulmonaire effecten in gezonde en astma muizen optreden. Hierbij blijkt dat deze effecten wel bij fijn en niet bij ultrafijn nitraat optreden. Uit het feit dat de massaconcentratie van fijn ammoniumnitraat lager was dan die van ultrafijn nitraat kan worden opgemaakt dat de invloed van de grootte van de deeltjes niet verwaarloosd mag worden. Depositiemodellering zal hier meer inzicht in geven. Er zijn geen indicaties voor een versterking van de allergische reactie.

RIVM rapport:Presented here is the first in a series of 3-day inhalation studies aimed to generate data on the health effects of inhaled ultrafine and fine ammonium bisulfate aerosols as model compound for the secondary fraction of particulate matter (PM10). Epidemiologic studies identified asthmatics as a risk group for PM exposure. Therefore, we exposed healthy and asthmatic mice to ultrafine (1.70 x 10 exp. 5 particles per cm3, 85 nm MMD) and fine (2.74 x 10 exp. 3 and 3.58 x 10 exp. 4 particles per cm3, 531-543 nm MMD) ammonium bisulfate. These preliminary data suggest that ammonium bisulfate in realistic concentrations and exposure durations as a model compound for the secondary fraction of ambient PM10 exerts no pulmonary effects in normal healthy mice and in a mouse model of mild asthma. There are no indications of ammonium bisulfate-induced enhancement of allergic response. RIVM rapport:In this second report on acute inhalation studies with model compounds for secondary particulate matter, results are presented of a study with fine ammonium ferrosulfate aerosol in asthmatic animals. We hypothesised that an aerosol with a transitional metal could produce enhanced symptoms of asthma. We exposed healthy and 'asthmatic' mice to fine (MMD = 459 nm; 4.1 x 10 exp 3 particles per cm3) ammonium ferrosulfate. The mean actual mass concentration was 250 mug/m3. The pulmonary response in mice was determined using bronchoalveolar lavage fluid (BALF) analysis, airway reactivity measurements and histopathology. The results suggest that ammonium ferrosulfate as a model compound for the secondary fraction of ambient PM 10 at concentrations near ambient levels and using short-term exposures exert no pulmonary effects in healthy mice and in a asthma mouse model. In comparison with a previous experiment in which animals were exposed to ammonium bisulfate, no additional effect of the transitional metal, iron, could be established., In dit tweede rapport over acute inhalatiestudies met modelcomponenten van fijnstof in de buitenlucht worden de resultaten gepresenteerd van een studie met ammoniumferrosulfaat in astmamuizen. Het diermodel voor astma is ingezet omdat astmatici een risicogroep lijken te zijn als het gaat om blootstelling aan fijnstof. Gezonde en 'astmatische' muizen werden blootgesteld aan fijn (MMD= 459 nm; 4 x 10 exp. 3 deeltjes per cm3) ammoniumferrosulfaat . De gemiddelde massaconcentratie bedroeg 250 mug/m3. De pulmonaire reactie werd vastgesteld middels longspoelvloeistof (BALF) analyse, luchtwegreactiviteitsmetingen en histopathologie. De gegevens suggereren dat bij net iets hogere concentraties dan de in Nederland voorkomende concentraties en bij een korte blootstellingsduur geen pulmonaire effecten in gezonde dan wel gecompromitteerde muizen (als model voor astma) optreden. In vergelijking met eerdere experimenten waarbij aan ammonium bisulfaat werd blootgesteld kon geen effect van het overgangsmetaal ijzer worden aangetoond.
