The Arecibo Observatory (AO) is a multidisciplinary research and education facility that is recognized worldwide as a leading facility in astronomy, planetary, and atmospheric and space sciences. AO's cornerstone research instrument was the 305-m William E. Gordon telescope. On December 1, 2020, the 305-m telescope collapsed and was irreparably damaged. In the three weeks following the collapse, AO's scientific and engineering staff and the AO users community initiated extensive discussions on the future of the observatory. The community is in overwhelming agreement that there is a need to build an enhanced, next-generation radar-radio telescope at the AO site. From these discussions, we established the set of science requirements the new facility should enable. These requirements can be summarized briefly as: 5 MW of continuous wave transmitter power at 2 - 6 GHz, 10 MW of peak transmitter power at 430 MHz (also at 220MHz under consideration), zenith angle coverage 0 to 48 deg, frequency coverage 0.2 to 30 GHz and increased Field-of-View. These requirements determine the unique specifications of the proposed new instrument. The telescope design concept we suggest consists of a compact array of fixed dishes on a tiltable, plate-like structure with a collecting area equivalent to a 300m dish. This concept, referred to as the Next Generation Arecibo Telescope (NGAT), meets all of the desired specifications and provides significant new science capabilities to all three research groups at AO. This whitepaper presents a sample of the wide variety of the science that can be achieved with the NGAT, the details of the telescope design concept and the need for the new telescope to be located at the AO site. The extended boundary condition method can be formulated to study plane-wave scattering by an ellipsoid composed of an orthorhombic dielectric-magnetic material whose relative permittivity dyadic is a scalar multiple of its relative permeability dyadic, when the constitutive principal axes are arbitrarily oriented with respect to the shape principal axes. Known vector spherical wavefunctions are used to represent the fields in the surrounding matter-free space. After deriving closed-form expressions for the vector spherical wavefunctions for the scattering material, the internal fields are represented as superpositions of those vector spherical wavefunctions. The unknown scattered-field coefficients are related to the known incident-field coefficients by a transition matrix. The total scattering and absorption efficiencies are highly affected by the orientation of the constitutive principal axes relative to the shape principal axes, and the effect of the orientational mismatch between the two sets of principal axes is more pronounced as the electrical size increases. The dependence of the total scattering efficiency, but not of the absorption efficiency, on the angle of rotation about a shape principal axis can be predicted qualitatively from the variation of a scalar function with respect to the angle of rotation. The total scattering and absorption efficiencies do not depend on the polarization state of incident plane wave when the scattering material is impedance-matched to free space. The polarization state of the incident plane wave has a more discernible effect on the total scattering and absorption efficiencies for ellipsoids compared to spheres.

The discrete prolate spheriodall (DPS) filter is one of the glass of nonrecursive finite impulse response (FIR) filters. The DPS filter is superior to other filters in this class in that it has maximum energy concentration in the frequency passband and minimum ringing in the time domain. A mathematical development of the DPS filter properties is given, along with information required to construct the filter. The properties of this filter were compared with those of the more commonly used filters of the same class. Use of the DPS filter allows for particularly meaningful statements of data time/frequency resolution cell values. The filter forms an especially useful tool for digital signal processing.
