To test the cumulative disadvantage hypothesis—that system-level racial and ethnic disparities accumulate from intake to final disposition—by investigating relative and absolute disparities across different pathways through the juvenile justice system. Using a sample of 95,670 juvenile court referrals across 140 counties in four states, the present study employed multinomial logistic regression to examine racial and ethnic disparities across 14 possible combinations of juvenile justice outcomes (i.e., pathways), ranked from least to most punitive. We then estimated predicted probabilities and marginal effects of race and ethnicity for each pathway. We found limited support for the cumulative disadvantage hypothesis. Racial and ethnic disparities were greatest for the most punitive pathways, but the findings do not point to extensive evidence of cumulative disadvantage. Specifically, neither relative nor absolute disparities accumulated from least to most punitive pathways, and some of the least punitive pathways were actually more likely for minority defendants. The results underscore the need for more careful measurement and analysis of disadvantage and disparities in the criminal and juvenile justice systems. In particular, more attention should be paid to early outcomes such as detention, where large differences between racial and ethnic groups were observed, as well as to relative and absolute differences in processing outcomes.

Place managers are individuals who are physically and legally able to prevent crime in proprietary places, in addition to their designated functions within these places. They can be apartment complex owners, store managers, bar owners, parking lot attendants, or other individuals who have ownership claims to a place or are employed by that place. Largely informed by the criminal opportunity perspective and recognized as a situational crime prevention technique, place managers benefit from a rich theoretical development, but only limited evaluation research. In examining the theoretical and empirical status of place managers, we were motivated to develop a greater understanding of the potential for place manager interventions to be implemented and evaluated, as well as to explore a promising mechanism—in the form of regulatory frameworks—to help place managers in performing roles related to the prevention of crime.

Juvenile defendants in criminal court represent an especially vulnerable group for whom quality legal representation is critical. While some juvenile defendants are able to obtain private counsel, indigent defendants are provided an attorney by the government. One long-standing concern is that these court-appointed attorneys are less effective. Using data on juveniles in criminal court across 37 large, urban counties, the present study examines conviction and sentencing outcomes by comparing private counsel, public defenders, and assigned counsel. Results indicate that defendants with public defenders were less likely to be convicted, less likely to be incarcerated in prison, and served shorter prison sentences compared to defendants with assigned counsel. Contrary to hypotheses, however, the effect of attorney type was not conditioned by court urbanism. The findings suggest that public defenders provide effective legal representation for juveniles in criminal court. Research is needed to determine whether this holds across different contexts (e.g., rural).

Private security personnel play an important but largely overlooked role in the operation of closed-circuit television (CCTV) surveillance to prevent crime in public and private areas. This role can take a number of forms, including active monitoring of cameras. Drawing upon a global database of CCTV evaluations ( N = 165), this article examines the function and performance of private security personnel as related to the effectiveness of CCTV. Findings indicate that CCTV schemes operated by private security personnel generated larger crime prevention effects than those operated by police or those using a mix of police and security personnel. Policy and research implications are discussed.

This article reviews the process of scaling up early developmental preventive interventions with criminological outcomes over the life-course, with a focus on quantifying the scale-up penalty. The scale-up penalty is an empirically based quantification of the amount of attenuation in the effects of interventions as they move from research and demonstration projects to large-scale delivery systems attempting to achieve population-level impacts. A systematic review was conducted, which included rigorous criteria for inclusion of studies, comprehensive search strategies to identify eligible studies, and a detailed protocol for coding key study characteristics and factors related to the scale-up penalty. A total of six studies met the inclusion criteria, originating in two countries (USA and Norway) and covering a 20-year period (1998 to 2017). Studies showed large variability in the scale-up penalty assigned, ranging from 0 to 50%, with one study reporting scale-up penalties from negative to 71%. A wide range of factors were considered in quantifying the scale-up penalty, including implementation context, heterogeneity in target populations, heterogeneity of service providers, and fidelity to the model. The most recent studies were more comprehensive in their consideration of factors influencing the scale-up penalty. It is important for program developers and policymakers to recognize and account for implementation challenges when scaling up early developmental preventive interventions. Further research in this area is needed to help mitigate attenuation of program effects and aid public investments in early developmental preventive interventions.

In 1997, the Office of Justice Programs published Preventing Crime: What Works, What Doesn’t, What’s Promising (Sherman, L. W., Gottfredson, D. C., MacKenzie, D. L., Eck, J. E., Reuter, P., and Bushway, S. D. (1997). Preventing Crime: What Works, What Doesn’t, What’s Promising. Washington, DC: Office of Justice Programs). The report was commissioned by the US Congress and was prepared by a team of criminologists from the University of Maryland. It aspired to be a methodologically rigorous and comprehensive review of the effectiveness of crime prevention programmes, ranging from prenatal home visits to community policing to parole. This 20-year review of the ‘what works’ report finds that it has been influential in elevating both the scientific and public policy discourse on crime prevention. It did this on three main fronts. First, it reaffirmed that not all evaluation designs are equally valid and made clear that only designs that provide confidence in observed effects should contribute to the evidence base. Secondly, it advanced the equally important task of assessing research evidence and, despite some limitations, adopted a more rigorous method for this purpose. Thirdly, undergirding all of this was the report’s commitment to the communication of science for the benefit of all parties: policymakers, practitioners, researchers, and the public. Implications for policy—with special reference to evidence-based policing—and research are discussed.

Broken windows theory (BWT) has heavily influenced social science and policy over the past 30 years. It posits that disorder in neighborhoods leads to elevated crime by inviting additional criminal activity and by discouraging the positive social behavior that prevents crime. Scholars have debated the veracity of BWT, and here we conduct a meta-analysis of 96 studies to examine the effects of disorder on residents’ ( a) general proclivities for aggressive behavior and ( b) perceptions of and attitudes toward their neighborhood (e.g., fear of crime), with particular attention to aspects of research design that might confound causal inference. We found no consistent evidence that disorder induces greater aggression or more negative attitudes toward the neighborhood. Studies that found such effects disproportionately utilized weaker research designs that omit key correlates or confound perceptions of disorder with other neighborhood attitudes. We explore implications for theory, research, and policy.

A life-span developmental approach describes Joan McCord's career and highlights her pioneering contributions to criminology and, more broadly, to understanding human development. The main focus of this article is on her exceptional scientific contributions through the assessment of the Cambridge-Somerville Youth Study experimental preventive intervention. We highlight her efforts to understand how a delinquency prevention intervention caused iatrogenic effects and the lessons she drew for evaluation research. Important contributions to key issues in developmental criminology are summarized, such as the different roles of mothers, fathers, and neighborhoods in the development of delinquency as well as the importance of differentiating discipline from punishment. We describe how Dr. McCord relied on philosophy, how she tackled oppositions between theory-driven and data-driven research in criminology, and how she helped young investigators learn how to learn, and we end by highlighting her contributions to the organization and development of criminology in the United States and around the world.

To investigate the relationship between criminal offending and mortality over the full life-course of treatment group participants in the Cambridge–Somerville Youth Study (CSYS). The CSYS is a delinquency prevention experiment and prospective longitudinal survey of the development of offending. Begun in 1939, the study involves 506 at-risk boys, ages 5–13 years (mean birth year = 1928), from Cambridge and Somerville, Massachusetts. Following the analytic strategy of Joan McCord, participants are drawn from the study’s longitudinal arm (N = 253). Data include court convictions of criminal offenses collected during middle age (mean = 47) and death records collected during old age (up to age 89). Death records were collected for 216 participants or 85.4% of the sample. Begun in 1939, the Cambridge-Somerville Youth Study (CSYS) is recognized as the first delinquency prevention experiment and the earliest example of a longitudinal–experimental study with criminological outcomes. This paper aims to develop a historical understanding of the origins of the study’s research design. The present study is guided by the socio-historical approach and informed by past historical research in criminology. It draws upon a wide array of archival records and published works from the late nineteenth century to the present day. Richard Clarke Cabot designed and directed the CSYS. Major influences on the study’s research design can be traced to Cabot’s medical practice and research, his advocacy for social work practice and research, and his professional relationship with the Gluecks. The beginnings of experimentation in the social sciences during the early twentieth century may have also played a role. Joan McCord’s early involvement in the study proved instrumental to its longitudinal component. The rigorous and innovative research design of the CSYS marks an important chapter in the history of experimental criminology, and its influence continues to this day. New experimental studies on the prevention of crime and delinquency must continue to strive to advance scientific knowledge and improve public policy.

Purpose Richard Clarke Cabot (1868–1939) designed and directed one of criminology's most well-known delinquency prevention programs and the field's first randomized controlled experiment: the Cambridge-Somerville Youth Study (CSYS). This paper aims to develop an historical understanding of the making of the CSYS through a focus on Cabot. Methods The present study is guided by the socio-historical approach and informed by past historical research in criminology. It draws upon a wide array of archival records and published works from the late 19th century to present day. Results The CSYS came to fruition through a culmination of personal, professional, and institutional influences on Cabot, including: his ideals and sense of pragmatism, refined by his transition from medicine to social ethics and social work; criminological luminaries in the 1920s and 1930s, who focused on the individual over the environment—most notably, William Healy and Augusta Bronner and Sheldon and Eleanor Glueck; and Cabot's concern with the failures of treatment of offenders. Conclusions The study's early history and its lineage to Joan McCord's research on the study allows us to discern some of its legacies for delinquency prevention today, including application of the experimental design and a holistic view of delinquency prevention. The CSYS continues to have an influence on criminological thinking and research.

Research Summary Although the amount of research evidence on the effectiveness of developmental crime prevention has grown considerably in recent decades, the translation of this scientific knowledge into policy and practice has lagged behind. In this article, we consider the challenges as well as the opportunities associated with scaling up evidence-based programs and we offer an approach for considering the potential effects of deviations in implementation protocols during replications. We use results from the series of studies on the Nurse-Family Partnership (NFP) to develop a computer simulation model. Based on a large number of simulations, we systematically adjusted key inputs (e.g., target population and fidelity) to mimic a range of possible implementation conditions and to observe the impacts on the estimated intervention effects. As the process progresses from the baseline condition, which reflects the initial implementation conditions specified in the NFP model, to alternative experimental scenarios reflecting problematic deviations in implementation, the number of arrests accumulated by treatment participants begins to increase. This indicates that these implementation challenges have a negative impact on program effects and that we can go some way toward predicting what might occur in implementation as they emerge and interact. Policy Implications The challenges facing program dissemination and their impact on program results have not been enumerated all that precisely in the literature, which has resulted in the assignment of arbitrary penalties when evaluating the prospects for taking programs to scale. Establishing efficacious interventions is only one part of the process of moving research to practice, and further consideration of the scaling-up process is integral to translational criminology. Informed computer simulation may be one tool to help guide this program implementation process.

Theory matters in crime prevention. Indeed, but this is hardly the full story. Crime prevention is oftentimes viewed as atheoretical—not grounded in the etiology of crime and offending. Reasons abound for this view, and the recent interest in an evidence-based approach to policy-making has been at the forefront. This article reviews the role that theory plays in modern day crime prevention, with a special focus on the three main crime prevention strategies: developmental, community, and situational. The review identifies a number of key challenges and opportunities for making theory more central to crime prevention. It suggests that the classification system employed in situational crime prevention has allowed for a more explicit connection between sound theory and prevention techniques, and may provide important lessons for developmental and community crime prevention.

Central to the evidence-based paradigm is the explicit goal to increase the influence of scientific research on public policy. The research utilization literature delineates a number of ways that evaluation research can exert an influence on policy decisions, including conceptual, instrumental, and political. Limitations of these routes of research influence on policy and a growing interest in the evidence-based paradigm have given rise to “imposed use,” first coined by Carol Weiss. To better understand the potential promise of imposed use, this review article explores the role of social science research in a law and policy context. Legal reasoning differs from scientific reasoning in important ways, illustrating that law is part of a normative context in which scientific evidence presents one consideration among many. This context helps frame how imposed use can play a role in advancing evidence-based crime policy. Consistent with Weiss’s reflections on imposed use, it also suggests important limitations for doing so.

This chapter reviews the leading family-based programs for preventing delinquency and later offending, focusing on the highest quality research studies as well as the most rigorous reviews of research that include only high-quality studies. It argues that by focusing on families we can go a long way toward improving the effectiveness of programs and policies to prevent delinquency and later criminal offending. As such, this chapter provides some background on family risk factors and family-based prevention programs. It then examines the research evidence on the leading family-based programs for preventing delinquency and later offending: parent education, parent management training, and family programs for system-involved youth. Finally, this chapter discusses some implications for research and policy.

Purpose This paper provides a systematic review of the current state of knowledge about the effect of race on the decision to waive a juvenile defendant to criminal court. Methods Following comprehensive search strategies a total of 20 independent studies were identified that met the review's inclusion criteria, eighteen of which could be included in the meta-analysis. Meta-analysis was used to generate weighted mean effect sizes of the effect of race on the waiver decision. Moderator analyses were also performed to explore heterogeneity. Results The average effect of race in the included studies was positive but not statistically significant. Analysis also revealed substantial heterogeneity among the studies. Moderator analyses revealed that within several of the subgroups of studies, race was significantly associated with waiver decisions. Conclusions Our findings suggest a nuanced and exceedingly complicated story about the role of race in waiver decisions. Most directly, the positive but nonsignificant average effect of race should raise doubts that race impacts waiver decisions in a direct fashion. However, simple claims that race does not matter are also not supported by existing knowledge. The nature of the review facilitates the development of specific recommendations for future research.

Founded in 1939, the Cambridge-Somerville Youth Study represents the earliest longitudinal–experimental study in developmental crime prevention, combining the aims of understanding how the developmental process is related to future offending (i.e., longitudinal focus) as well as attempting to prevent offending through an experimental intervention during early adolescence. This article examines the historical context in which this novel design arose and provides a review of studies performed by Joan McCord based on her age-45 follow up of the study. The study made possible decades of research on developmental risk factors for delinquency and criminal offending. A central question that arises from McCord’s body of research is how these risk factors are transmitted from parents to children. This article reviews extant research on the transmission of intergenerational offending, and discusses the potential of the Cambridge-Somerville Youth Study to contribute to this literature. Specifically, the prospective longitudinal design makes it possible to include the children of the study participants and investigate the intergenerational transmission of offending, while the longitudinal–experimental design allows for the investigation of the transmission of treatment effects. This potential research stands as a testament to the study’s design and vision.

Research Summary We conducted a systematic review of recidivism outcomes for juveniles transferred to adult court, incorporating meta-analytic techniques. Nine studies—based on nine statistically independent samples—met the inclusion criteria. Pooled analysis suggests that juvenile transfer had no statistically significant effect on recidivism. However, the distribution of effect sizes was highly heterogeneous and, given the strength of the research designs, suggests that in some instances transfer may decrease recidivism and in others may increase it. Policy Implications The practice of transferring juvenile offenders to the criminal justice system has decreased from its peak in the mid-1990s, but it is still estimated to affect tens of thousands of juveniles in the United States each year. As such, a coherent rationale for transfer policy is needed. The present review casts doubt on one prominent justification for transfer, that it creates a specific deterrent effect for transferred juveniles. Indeed, the results suggest that transfer may in fact increase offending. More generally, the results underscore the need for more high-quality research to identify the conditions under which transfer may decrease or increase recidivism.

To update Piquero et al.’s meta-analysis on early family/parent training programs. Screening of eligible studies was carried out for the period between January 2008 and August 2015. An additional 23 studies were identified, which were added to the original database of 55 studies, totaling an overall sample of 78 eligible studies. A random-effects model was used to obtain an overall mean effect size estimate. Additional analyses were performed to assess publication bias and moderation. An overall average, positive, and significant effect size of 0.37 was calculated, which corresponds to 32 out of 100 in a treated group versus 50 out of 100 in a control group who offended. There was some evidence of publication bias and moderation. Early family/parent training programs are an effective evidence-based strategy for preventing antisocial behavior and delinquency.

At the same time as politicians were calling for and legislating “get tough” policies that led to mass incarceration and increased rates of imprisonment for juvenile offenders in the 1990s, many states and jurisdictions began adopting an array of evidence-based therapeutic programs. Beginning with the Chicago Area Project of the 1930s, we examine the historical development of delinquency prevention in the context of broader shifts in the politics of crime and punishment. We focus on the recent cases of Pennsylvania and Washington State in particular to illustrate that prevention, beginning in the 1990s and continuing into the 2000s, is now a formidable part of a mix of strategies for reducing delinquency. In spite of the seeming transformation of the social and political context surrounding delinquency prevention in the “get tough” era, we argue that there is more continuity than change in the role of prevention in our society’s response to delinquency.
