3. Another sign on the wall: Graffiti slogans between dissent and post-political dynamics

Abstract

This paper contributes to the debate on the ‘post-political city’ in urban studies. This debate has highlighted that the ‘post-political’ seems now an inherent condition of contemporary cities. However, empirical analysis reflects a more complex reality where dissent in urban space can challenge the idea of a ‘post-political city’ by default. Among the expressions of dissent within urban space, ‘graffiti slogans’ offer interesting insights if contextualised within the post-political theory. To support my thesis, I analyse the case study of Porta Palazzo in Turin (Italy), an urban area undergoing deep urban and social transformations. Drawing on Rancière, on the walls of Porta Palazzo, ‘politics’ and ‘police order’ are constantly intertwined through graffiti slogans created, modified and erased.

Abstract

This article concerns the growing interest in 'co-production' in spatial planning, focusing on its relationship with planning systems. The article refers to Italy and England – two institutional contexts with different planning systems – and concludes that co-production can operate outside or inside the planning system. Both models have pros and cons. However, the critical factor determining co-production regarding the planning system appears to be related to how land use rights are allocated. While prior allocation through prescriptive plans keeps co-production out of the system, only allocation as a final case-by-case decision allows co-production to be part of it. Abstract

The paper discusses the role of private planning consultants as intermediary-actors and their implications in relation to planning theory and practice. To do so, the paper focuses on niche consultants involved in servicing neighbourhood scale plan-making in England, clarifying that they hold crucial agency in local planning processes and adding to the understanding of consultancy roles and co-production dynamics in planning. The paper draws together the literature on private sector consultancy and on intermediaries, along with theoretical work highlighting the diversification of planning, the rise of the collaborative turn and the effect of regulation on creating niche markets in planning expertise. The conclusions drawn help clarify the 'action on others' that planning consultants, as intermediary-actors, have in collaborative governance and planning in and beyond neighbourhood planning. Abstract

Temporary uses are claimed to be new solutions for urban challenges, especially in a scenario characterized by scarce public-private resources. However, the role of temporariness in urban development is still ambiguous. The paper discusses the concept of temporary urbanism in the light of urban regeneration, other problematic concepts. The paper addresses current urban phenomena proposing a taxonomy of temporary uses to help clarify these ambiguities, highlighting differences and similarities among various European cases. 30. ‘Art Barricades’ and ‘Poetic Legitimation’ for squatted spaces: Metropoliz, Rome and Cavallerizza Reale, Turin

Abstract

Can art legitimise squatting? We examine this question through two case studies: Metropoliz in Rome – an old industrial building occupied by a multiethnic community – and Cavallerizza Reale in Turin – a historical complex occupied by active citizens. Both experiences use art, and the capital of attention and market value associated to it, as a tool to protect themselves from eviction. But art has become in the last decades both an economic good in which to invest capital and an instrument of neoliberal and post-fordist urban policies, linked to concepts such as Florida’s “creative class”. Now, members of precisely this class, who supposedly benefit from this model, engage, alongside others, in urban resistance. If using art in this form is an intelligent way to exploit it’s market value to protect projects aiming at the right to the city or rather means to succumb, at last, to the dominant model, is debated also among the activists themselves. L’articolo affronta la questione attraverso due casi studio: Metropoliz a Roma - ex-edificio industriale occupato da una comunità multietnica - e la Cavallerizza Reale a Torino, complesso storico occupato da cittadini attivi. Entrambe le esperienze utilizzano l'arte e l’attenzione pubblica e il valore di mercato associati ad essa come strumento per proteggersi dal rischio di sgombero. L'arte però è diventata negli ultimi decenni anche un bene economico in cui investire e uno strumento di politiche urbane neoliberiste e post-fordiste, legate a concetti come quello di "creative class" di Florida. Ora proprio alcuni membri della classe creativa, che avrebbero dovuto beneficiare di questo modello, si impegnano in esperienze di attivismo urbano. Usare l'arte in questa forma può essere un modo per sfruttare il suo valore di mercato per tutelare progetti mirati al diritto alla città o significa piuttosto soccombere al modello dominante?
