21. E-Business developments with small and medium sized manufacturing enterprises in Ireland

Abstract

The aim of this thesis is to examine electronic business developments in manufacturing SMEs in Northern Ireland and the Republic of Ireland. The lack of studies into the field of e-business and manufacturing SMEs stimulated this piece of research which aims to bridge the knowledge gap that exists in current academic research and literature. The recent economic history of Northern Ireland and the Republic of Ireland shows that whilst the manufacturing industry has played an important role in economic development over the years, it is now facing the same problems as many of the advanced western economies. Consequently the industrial structure of the marketplace is no longer sufficient, particularly for manufacturing SMEs, who have been impacted by enormous changes in their business processes (Raymond and Bergeron, 2008). Difficulties are apparent within the traditional (sunset) manufacturing industries and in part, technological changes have fuelled their continued decline. At the same time, new technology-based, knowledge intensive manufacturing sector (sunrise) firms have emerged. However due to a dearth of research, the diffusion and assimilation of e- business in various manufacturing sectors represents a key area of investigation (Raymond, 2005; Raymond and St. Pierre, 2007). Theoretically this study has been informed by two contrasting schools of thought namely technological determinism and social constructivism, which philosophically underpin both the diffusion and adoption of a technological innovation, in this case e-business developments. Technological determinism provides a broad view of technology diffusion where technology is viewed as the principal root of societal transformation and is a totally independent process beyond all human control (McLuchan, 1970). Social constructivism proffers the alternative view that the development of a technology is a dependent process, involving actors and social groups who engage in strategies to win from the opposition and to shape technology according to their own plan (Brey, 1997) The research employs a sequential mixed methods (survey questionnaire and in-depth interviews) approach. The rationale for this approach is that the quantitative phase provides an exploratory and broad understanding of the research problem, while the qualitative phase refines and explains those statistical results by exploring participants' views in more depth (Creswell, 2003; Rossman and Wilson, 1985; Tashakkori and Teddlie, 1998). The objectives of the study are to: assess the level of adoption and usage of e-business in Northern Ireland and the Republic of Ireland; to determine the drivers that influence e-business adoption and the benefits derived from e-business developments; to examine the barriers that influence e-business developments; and to understand the factors that impact upon e-business usage and development in Ireland. The main conclusions drawn from the findings are that within the Irish manufacturing sector, SMEs are adopting and developing e-business at varying degrees. However in the majority of cases e-business adoption is erratic and e-business development remains 11 elementary. It is also the case that the full benefits of e-business are not being realised in the majority of firms. Competitive rivalry is dictating the manufacturing firms' strategic approach to e-business adoption and development and ironically one of the most significant barriers recognised by firms to e-enablement is lack of government support. Contrary to the technologically deterministic school of thought which suggests that e- business is adopted sequentially over time, the findings in this study indicate that within manufacturing SMEs the adoption process is a haphazard affair and takes a diverse, contingent and social route, which concurs with the philosophy of social constructivism. In light of the current study it is evident that a firm's environmental, strategic, managerial, operational and technological context are deemed to influence a manufacturing SME's assimilation of electronic business activities. Several practical recommendations are made to assist manufacturing SMEs in developing their use of JCTs. The research also adds to the knowledge base by making several theoretical contributions that serve to confirm, extend and disconfirm previous knowledge in the wider areas of e-business, manufacturing and SME literature. Future research in this area could be extended to other regions and other sectors. It could perhaps attempt to bridge the theory-practice gap by conducting a three strand study involving government, practitioners and academics. Longitudinal and multiple case studies research approaches could also expand on the current study.

22. Establishing role clarity in clinical governance for members of boards in Irish healthcare

This study examines role clarity in clinical governance. The hypothesis is that there is a lack of role clarity in clinical governance in Irish healthcare and that hospital boards can do much to remedy this. A mixed methods methodology uses secondary analysis of nine inquiries, primary analysis of qualitative semi-structured interviews with experts, and primary analysis of a short quantitative questionnaire. The literature of clinical governance is critically reviewed. Role clarity in clinical governance is defined for the first time as an element in clinical governance. Eleven experts provide deep insights into the extent of this complex nuanced issue. its causes and possible remedies, the impact of training and development. and the clinical governance role of boards. More clarity in roles improves clinical and board governance. Conclusions are that the structure in all acute care hospitals should be more similar so that personnel moving about the health system will orientate qUickly and safely. The multiplicity of terms for posts must be reduced. Everyone should be accountable to the hospital CEO, the CEO accountable to the board, and the board accountable to the Health Service Executive CEO. Teams must have objectives. composition: and boundaries. A performance culture is needed and corporate responsibility for performance must be taken at individual, ward and department level. Job descriptions require review every year. Generic job specifications and job descriptions must be available in a job description database on all HSE staff. The CEO should be accountable to the board for role clarity under a range of headings. Role clarity has not been defined before nor identified as an important determinant of good healthcare. Here it is identified as the fourth most important issue in healthcare and the seventh element of clinical governance. These findings will inform human resource strategy and policy in healthcare. 33. Sex Education for Male Adolescent Sex Offenders in a Group Setting Led by General Psychiatry Residents: A Literature Review and Example in Practice

Abstract

Male adolescents have been credited with a significant percentage of sex crimes in recent years. They are a heterogeneous population with offenses spanning the same range found among adult offenders. A lack of interpersonal social skills relevant to intimate relationships and inaccurate knowledge regarding appropriate sexual behaviors contribute to the sexual offending by some adolescent males. To address these shortcomings, sex education has been proposed as an element of adolescent male sex offender treatment. Although treatment modalities vary, the group format is commonly used with adolescent sex offenders and is conducive to sex education. This article provides a description, including content and methods, of a sex education group conducted in a state psychiatric facility for adolescent male offenders. In addition, it addresses the use of general psychiatry residents to design, develop, and conduct the group as an educational experience in addition to providing a clinical service in a setting with limited financial and staff resources. Abstract

Coronavirus disease 2019 (COVID-19) is a viral respiratory illness caused by SARS-CoV-2. During January 21-July 25, 2020, in response to official requests for assistance with COVID-19 emergency public health response activities, CDC deployed 208 teams to assist 55 state, tribal, local, and territorial health departments. CDC deployment data were analyzed to summarize activities by deployed CDC teams in assisting state, tribal, local, and territorial health departments to identify and implement measures to contain SARS-CoV-2 transmission (1). Deployed teams assisted with the investigation of transmission in high-risk congregate settings, such as long-term care facilities (53 deployments; 26% of total), food processing facilities (24; 12%), correctional facilities (12; 6%), and settings that provide services to persons experiencing homelessness (10; 5%). Among the 208 deployed teams, 178 (85%) provided assistance to state health departments, 12 (6%) to tribal health departments, 10 (5%) to local health departments, and eight (4%) to territorial health departments. CDC collaborations with health departments have strengthened local capacity and provided outbreak response support. Collaborations focused attention on health equity issues among disproportionately affected populations (e.g., racial and ethnic minority populations, essential frontline workers, and persons experiencing homelessness) and through a place-based focus (e.g., persons living in rural or frontier areas). These collaborations also facilitated enhanced characterization of COVID-19 epidemiology, directly contributing to CDC data-informed guidance, including guidance for serial testing as a containment strategy in high-risk congregate settings, targeted interventions and prevention efforts among workers at food processing facilities, and social distancing.
