Plastic scintillators that can discriminate between gamma rays, fast neutrons, and thermal neutrons were synthesized and characterized while considering the balance between processing and performance at the kilogram scale. These trade-offs were necessitated by the inclusion of 0.1 wt. % lithium-6 to enable detection of thermal neutrons. The synthesis and processing of these plastic scintillators on the kilogram scale required consideration of many factors. First, a comonomer (methacrylic acid) was used to solubilize salts of lithium-6, which allow for a thermal-neutron capture reaction that produces scintillation light following energy transfer. Second, scintillation performance and processability were considered because the increasing content of the comonomer resulted in a sharp decrease in the light output. The use of small amounts of comonomer (less than or equal to 3 wt. %) resulted in better performance but required high processing temperatures. At large scales, these high temperatures could initiate an exothermic polymerization that results in premature curing and/or defects. The deleterious effects of the comonomer may be mitigated by using m-terphenyl as a primary dye rather than 2,5-diphenyloxazole (PPO), which has been traditionally used in organic scintillators. Finally, the curing environment was controlled to avoid defects like cracking and discoloration while maintaining solubility of dopants during curing. For scintillators that were produced from kilogram-scale batches of precursors, the effective attenuation of scintillation light was characterized.

Liquid argon detectors are employed in a wide variety of nuclear and particle physics experiments. The addition of small quantities of xenon to argon modifies its scintillation, ionization, and electroluminescence properties and can improve its performance as a detection medium. However, a liquid argon-xenon mixture can develop instabilities, especially in systems that require phase transitions or that utilize high xenon concentrations. In this work, we discuss the causes for such instabilities and describe a small (liter-scale) apparatus with a unique cryogenic circuit specifically designed to handle argon-xenon mixtures. The system is capable of condensing argon gas mixed with O(1%) xenon by volume and maintains a stable liquid mixture near the xenon saturation limit while actively circulating it in the gas phase. We also demonstrate control over instabilities that develop when the detector condition is allowed to deviate from optimized settings. This progress enables future liquid argon detectors to benefit from the effects of high concentrations of xenon doping, such as more efficient detection of low-energy ionization signals. We discuss here new, enabling technologies for future photon-based neutrino detectors. These technologies touch nearly every aspect of such detectors: new scintillating materials, new methods of loading isotopes, new photon sensors and collectors, new approaches to simulation and analysis, and new front-end electronics and DAQ ideas. Of particular interest are technologies that enable broad physics programs in hybrid Cherenkov/scintillation detectors, such as slow fluors, water-based liquid scintillator, and spectral sorting of photons. Several new large-scale detector ideas are also discussed, including hybrid detectors like Theia, ArTEMIS, and generic slow-fluor detectors, as well as the very different SLIPs and LiquidO approaches to instrumenting photon-based detectors. A program of demonstrators for future detectors, including ANNIE, Eos, and NuDOT are also discussed.

The PALEOCCENE concept offers the potential for room-temperature, passive and robust detectors in the gram to kilogram range for the detection of low-energy nuclear recoil events. Nuclear recoil events can be caused by neutron scattering, coherent elastic neutrino nucleus scattering (CEvNS) or dark matter scattering and therefore, PALEOCCENE could find applications in all three areas. The large quantities of antineutrinos produced through the decay of fission fragments in nuclear reactors provide an opportunity to study the properties of these particles and investigate their use in reactor monitoring. The reactor antineutrino spectra are measured using specialized, large area detectors that detect antineutrinos through inverse beta decay, electron elastic scattering, or coherent elastic neutrino nucleus scattering; although, inverse beta decay is the only demonstrated method so far. Reactor monitoring takes advantage of the differences in the antineutrino yield and spectra resulting from uranium and plutonium fission providing an opportunity to estimate the fissile material composition in the reactor. Recent experiments reveal a deviation between the measured and calculated antineutrino flux and spectra indicating either the existence of yet undiscovered neutrino physics, uncertainties in the reactor source term calculation, incorrect nuclear data, or a combination of all three. To address the nuclear data that impact the antineutrino spectrum calculations and measurements, an international group of over 180 experts in antineutrino physics, reactor analysis, detector development, and nuclear data came together during the Workshop on Nuclear Data for Reactor Antineutrino Measurements (WoNDRAM) to discuss nuclear data needs and achieve concordance on a set of recommended priorities for nuclear data improvements. Three topical sessions provided a forum to gain consensus amongst the participants on the most important data improvements to address two goals: 1) understand the reactor anomaly and 2) improve the ability to monitor reactors using antineutrinos. For decades, physicists have used neutrinos from nuclear reactors to advance basic science. These pursuits have inspired many ideas for application of neutrino detectors in nuclear energy and security. While developments in neutrino detectors are now making some of these ideas technically feasible, their value in the context of real needs and constraints has been unclear. This report seeks to help focus the picture of where neutrino technology may find practical roles in nuclear energy and security. This report is the final product of the Nu Tools study, commissioned in 2019 by the DOE National Nuclear Security Administration (NNSA) Office of Defense Nuclear Nonproliferation Research and Development (DNN R&D). The study was conducted over two years by a group of neutrino physicists and nuclear engineers. A central theme of the study and this report is that useful application of neutrinos will depend not only on advancing physics and technology but also on understanding the needs and constraints of potential end-users. The Study Approach emphasized broad end-user engagement. The major effort, undertaken from May to December 2020, was a series of engagements with the wider nuclear energy and security communities. Interviews with 41 experts revealed points of common understanding, which this report captures in three Cross-Cutting Findings, a Framework for Evaluating Utility, and seven Use Case Findings. The report concludes with two Recommendations. The findings and recommendations are summarized below. The respective ordering within each category does not represent a prioritization or implied value judgement.

For over 40 years, physicists have considered possible uses for neutrino detectors in nuclear nonproliferation, arms control, and fissile materials security. Neutrinos are an attractive fission signature because they readily pass through matter. The same property makes neutrinos challenging to detect in systems that would be practical for nuclear security applications. This colloquium presents a broad overview of several potential neutrino applications, including the near-field monitoring of known reactors, far-field monitoring of known or discovery of undeclared reactors, detection of reactor waste streams, and detection of nuclear explosions. We conclude that recent detector advances have made near-field monitoring feasible. Farther-field reactor detection and waste stream detection monitoring are possible in some cases with further research and development. Very long-range reactor monitoring and nuclear explosion detection do not appear feasible for the foreseeable future due to considerable physical and/or practical constraints., Comment: 22 pages, 5 figures, published version

The MICROMEGAS (MICRO-MEsh GAseous Structure) charge amplification structure has found wide use in many detection applications, especially as a gain stage for the charge readout of Time Projection Chambers (TPCs). Here we report on the behavior of a MICROMEGAS TPC when operated in a high-energy (up to 800 MeV) neutron beam. It is found that neutron-induced reactions can cause discharges in some drift gas mixtures that are stable in the absence of the neutron beam. The discharges result from recoil ions close to the MICROMEGAS that deposit high specific ionization density and have a limited diffusion time. For a binary drift gas, increasing the percentage of the molecular component (quench gas) relative to the noble component and operating at lower pressures generally improves stability.

In a conventional light water reactor loaded with a range of uranium and plutonium-based fuel mixtures, the variation in antineutrino production over the cycle reflects both the initial core fissile inventory and its evolution. Under the assumption of constant thermal power, we calculate the rate at which antineutrinos are emitted from variously fueled cores, and the evolution of that rate as measured by a representative ton-scale antineutrino detector. We find that antineutrino flux decreases with burnup for Low Enriched Uranium cores, increases for full mixed-oxide (MOX) cores, and does not appreciably change for cores with a MOX fraction of approximately 75%. Accounting for uncertainties in the fission yields, in the emitted antineutrino spectra, and the detector response function, we show that the difference in core-wide MOX fractions at least as small as 8% can be distinguished using a hypothesis test. The test compares the evolution of the antineutrino rate relative to an initial value over part or all of the cycle. The use of relative rates reduces the sensitivity of the test to an independent thermal power measurement, making the result more robust against possible countermeasures. This rate-only approach also offers the potential advantage of reducing the cost and complexity of the antineutrino detectors used to verify the diversion, compared to methods that depend on the use of the antineutrino spectrum. We present a method for detecting neutrons using scintillating lithium gadolinium borate crystal shards in a plastic matrix while maintaining high gamma rejection. We have procured two cylindrical detectors, 5"\times5", containing 1% crystal by mass. Crystal shards have a typical dimension of 1 mm. One detector was made with scintillating plastic, and one with nonscintillating plastic. Pulse shape analysis was used to reject gamma ray backgrounds. The scintillating detector was measured to have an intrinsic fast fission neutron efficiency of 0.4% and a gamma sensitivity of less than 2.3 \times 10-9, while the nonscintillating detector had a neutron efficiency of 0.7% and gamma sensitivity of (4.75\pm3.94)\times10-9. We determine that increasing the neutron detection efficiency by a factor of 2 will make the detector competitive with moderated 3He tubes, and we discuss several simple and straightforward methods for obtaining or surpassing such an improvement.
