À la lecture de décisions de la Cour de cassation surgissent des crises épidémiques régionales ou nationales. Il est possible de voir au fil de ces deux siècles d’exercice la mise en place de pratiques et méthodes d’organisation dont la finalité est d’empêcher l’apparition ou la propagation de la maladie. Les citoyens vont recourir à la juridiction suprême pour trouver un responsable à la crise sanitaire ou empêcher une contrainte perçue comme injuste. L’article abordera les épisodes épidémiques des XIXe et XXe siècles par le prisme de la jurisprudence en matière de salubrité publique. Upon reading the decisions of the Court of Cassation, regional or national epidemic crises emerge. It is possible to see over the course of these two centuries of practice the establishment of organizational practices and methods whose purpose is to prevent the appearance or spread of the disease. Citizens will resort to the supreme jurisdiction to find someone responsible for the health crisis or prevent a constraint perceived as unfair. The article will approach the epidemic episodes of the 19th and 20th centuries through the prism of public health case law.

International audience; The floods from Cevennes mountains are known for their suddenness and magnitude. These floods have been the subject of various studies, but the hydrological processes at the origin of these floods remain poorly understood. The objective of this presentation is to summarize the results and conclusions of an article recently published in Hydrological Processes, characterizing the vertical and lateral water flows in the critical zone (0-10m) during heavy rains. The study concerns a plot of 10 m2, monitored under natural rains and under artificial rains, located in the granite zone. Water transfers are monitored by various measurement sensors underlying the plot: water content probes, piezometers, tracers and electrical resistivities in the 0-1m zone, deep piezometer in the 0-10m zone. The results show that the rains are completely infiltrated at the surface, that the flows are essentially vertical in the 0-10m zone, and that lateral flows appear in depth, at the base of this zone. The relatively fast transfer speeds do not, however, explain the very short response times of the C ́evennes basins by a mass transfer, and suggest that the trigger of the C ́evennes floods is due to the propagation of a pressure wave along theslope.

International audience; In Dakar, floods have been recurring since 2005 with negative social and economic impacts. These flooding are caused by: (1) physical environment (nearly 4,800 ha of wetlands in Dakar) on which (2) increased urbanization without proper management and (3) frequency of heavy rainfall intensities. The recurrence of these floods in the context of rainfall recovery requires monitoring tools to reduce risks. This study aims to develop a methodology, capable of providing, in real or deferred time, a fine-scale representation (5m) of the flowflux over the entire Dakar metropolitan area and of identifying areas presenting overflow during a rainy episode. Two key steps are followed to achieve this objective: (a) reconstitute the trajectories of the flows by taking into account the terrain and the modifications induced by urban objects; (b) define and validate the flow models, by coupling a hydrological model for calculating flows at the outlet of small urbanized watersheds with a hydraulic network propagation model. This article mainly deals with the first phase of the study. It is based on a 5m resolution DEM from which we extract a first drainage model which is then modified in order to integrate urban conditions and thus spatialize the new directions of flow flux. The processing chain has been implemented in the ATHYS software.; A Dakar, les inondations sont récurrentes depuis 2005 avec de lourds impacts sur les actifs sociaux comme économiques. Trois facteurs permettent d'expliquer les causes : (1) le milieu physique (composé de près 4 800 ha de zones humides) sur lequel s'est opéré (2) un étalement urbain rapide sans aménagements adéquats et (3) la fréquence de fortes intensités pluviométriques. La récurrence de ces inondations dans un contexte de reprise pluviométrique nécessite de développer des outils de monitoring permettant de réduire le risque. Cette étude vise à développer une méthodologie originale et performante, capable de fournir, en temps réel ou différé, une représentation à échelle fine (5m) des flux d'écoulements sur l'ensemble de l'agglomération de Dakar et d'identifier des points de débordement du réseau pluvial lors d'un épisode pluvieux. Deux étapes méthodologiques sont combinées pour atteindre cet objectif : (a) reconstituer les trajectoires des écoulements en tenant compte du terrain et des modifications induites par les objets urbains ; (b) définir et valider les modèles d'écoulement, en procédant au couplage d'un modèle hydrologique de calcul des écoulements à l'exutoire de petits bassins versants urbanisés avec un modèle hydraulique de propagation en réseau. Cet article traite principalement de la première phase de l'étude. Elle est basée sur un MNT de résolution 5m à partir duquel on extrait un premier modèle de drainage qui est ensuite modifié afin d'intégrer les conditions urbaines et ainsi spatialiser les nouvelles directions des flux d'écoulement. La chaîne de traitement a été implémentée dans le logiciel ATHYS.

Predicting climate change impacts on hydrological fluxes in ungauged basins remains a challenging task. In this study, we investigated the transferability of a modified version of a simple conceptual and spatially distributed hydrological model available within the ATHYS plattform to simulate hydrological behaviour within catcthments of a large South Mediterranean transboundary basin of the Medjerda bordering between Tunisia and Algeria, and characterized by contrasting climatic and physiographic conditions

International audience; This communication deals with a GIS-based urban flooding model operating at high spatial resolution (~10m) over a large urban conglomerate, for real-time forecasting purpose. Although floods involve multi-directional flows, 2D-models cannot be applied over a whole urban area, because these models require long computation times and detailed topographic information which may not be available. That is the reason why we put forward an alternative, simplified and easy-to–use model offering reasonable performance, and fast computation times in agreement with real-time forecasting requirements. The model operates on the basis of a 10m spatial resolution DEM, which is first modified to account for artificial drainage directions induced by the built-up areas and the channel network. Runoff conditions (e.g. land use) and routing conditions (e.g. friction, slopes and cross-sections) can be distributed in space. The flows are first computed at the outlet of elementary urban catchments of 1km2 area by the SCS-LR hydrological model, then the output of the catchments are injected as inputs into the drainage network and routed using the kinematic wave model. The outputs of the model are the flood hydrographs at the outlet of each urban elementary catchment, and the discharges at any time and any location of the drainage network, which allow estimating the overloading of the network and its impact in terms of flooded areas. The model was tested in African cities like Ouagadougou (Burkina-Faso) and Bamako (Mali). In addition to real-time forecasting, it allows impact assessments for future urban development or climate change scenarios, and also supplies the boundary conditions for 2D models to be used in restricted urban areas. The model is available within the open source ATHYS platform.; Cette communication présente les principales caractéristiques d’un modèle d’inondations urbaines opérant à l’échelle de l’agglomération complète à une très fine résolution spatiale (~10m), dans une optique de prévision en temps réel. Alors que les inondations sont caractérisées par des écoulements multi-directionnels, il n’est pas possible d’utiliser des modèles d’écoulement 2D à l’échelle de l’agglomération entière, en raison de temps de calcul très longs et de difficultés d’accès à une information topographique détaillée. Nous proposons donc une alternative de modélisation simplifiée, offrant des performances raisonnables, une mise en place rapide et des temps de calcul de quelques minutes, compatibles avec la prévision en temps réel. Le modèle opère sur la base d’un Modèle Numérique de Terrain au pas de 10m, modifié pour prendre en compte les conditions urbaines : drainage artificiel, obstacles liés au bâti. Les conditions de production (ex : occupation des sols) ou de transfert (ex : rugosités, sections des ouvrages) peuvent être spatialisées. Les écoulements sont d’abord calculés à l’exutoire de petits bassins urbains de surface approximativement égale à 1 km2 (modèle SCS-LR), puis sont injectés comme entrée dans le réseau de drainage (modèle de l’onde cinématique). Les sorties du modèle sont les hydrogrammes à la sortie de chaque bassin élémentaire, et les débits en tout point du réseau de drainage, permettant de déterminer les points de saturation des ouvrages et l’extension spatiale des débordements. Ce modèle a été testé dans plusieurs villes africaines, telles que Ouagadougou (Burkina Faso) et Bamako (Mali). Outre la prévision en temps réel, il permet de tester l’impact de différents scénarios d’aménagement urbain ou de variabilité du climat sur les inondations, et fournit également les conditions aux limites pour des modélisations 2D localisées sur des secteurs urbains restreints. Le modèle est disponible dans la plate-forme de modélisation ATHYS.
