Abstract

Between 2015 and 2020, the city centre of Brussels witnessed the creation of its first major pedestrian zone, one of the largest urban projects in recent decades. Has the Brussels city centre finally done away with the car hegemony? Can the city centre be extended to become the centre of the Brussels metropolis where everyone can find his or her own place? This book presents scientific background to the issue and brings together in words and images the research carried out over the past four years by the Brussels Centre Observatory.

18. Patterns of car dependency of metropolitan areas worldwide: Learning from the outliers.

Abstract

Despite the development of alternative modes of urban transport, the private car is still the most popular transport option in many regions around the world. Various spatial and socio-economic characteristics of metropolitan areas (MAs) seem to be generally correlated with levels of car use, and thus with car dependency. In this research, we study car dependency in a subgroup of global MAs, that are characterized profiles of car dependency, and are therefore considered outliers. Drawing on data that are available from the Mobility in Cities Database (MCD), we consider 56 MAs and use Mahalanobis distance to identify 7 outlier MAs that are either more, or less car dependent than anticipated by the regression model. We investigate the driving forces behind unpredicted levels of car use and position the outlier MAs in a catalogue of mobility profiles. A combination of urban form, convenience of car use, availability of alternative modes to car and car ownership characteristics were found to contribute to the level of car dependency in these MAs. Abstract

People who are depending on public transport for their daily mobility are generally more vulnerable to transport poverty and related social exclusion. This observation is particularly salient in sparsely populated regions, where the link between restricted mobility and accessibility, and transport poverty has been well-documented. In those areas, demand-responsive transport services are often implemented as a way to alleviate this precarious situation for inhabitants with few mobility opportunities. Despite an emerging body of research documenting and examining the functioning and usage of these flexible and on-demand transport solutions, user-centric approaches that examine the social and spatial inequalities and investigate the needs and preferences of actual users remain thin on the ground. In this paper, which reports on ongoing research, we illustrate how we (will) apply this user-centric approach to the case of a demand-responsive transport system in the region of Flanders. We devise a two-fold researchstrategy in which we complement (i) extensive insights from a trip dataset covering a four-year period with (ii) intensive insights from a survey with current users of the system. To this end, we aim to (i) improve our understanding of the socio-demographic, spatial, and temporal dimensions that are linked to the demand for demand-responsive transport in Flanders, and (ii) foreground actual user experiences, needs, and preferences in relation to their participation in society.

Abstract

The authors of this BSI Position Paper argue that social justice should be an integral part of the car-restrictive policy agenda through specific and explicit claims. In this context, they propose that the distribution of the benefits and burdens related to car-restrictive policies should not reproduce – let alone exacerbate – socio-economic inequalities. First, these policies should not simply make driving or parking a car more expensive without being adapted to the financial capacities of those who pay. Second, there should be measures to ensure a fairer distribution of the spatial benefits of car-restrictive policies. Third, the capacity to shape the car-restrictive agenda should not be dependent on socio-economic status. And finally, an efficient public transport network that is accessible and affordable should be the centrepiece to provide mobility for all., Urban Studies

Abstract

In April 2021, the Flemish government published their plans for the redevelopment of the R0, the larger ring road around Brussels. These plans include a social cost-benefit analysis (SCBA) and an environmental impact assessment report (EIA) in which the pros and cons of various plan alternatives are weighed against each other. The current paper is a critical analysis of both official documents, and assesses to what extent recent academic insights regarding induced travel are being dealt with in the planning process for this motorway redevelopment project. Drawing upon a literature review, it is concluded that the existing body of knowledge on induced travel is largely ignored by the planning documents scrutinised, which suggests that the SCBA overestimates the economic benefits of the project, while the EIA underestimates the environmental impacts. While a road pricing scheme would potentially support the achievement of the stated planning objectives, it is not included in any of the proposed plan alternatives. [ABSTRACT FROM AUTHOR]
