Abstract

In the managed forest of Canada, forest fires are actively suppressed through efficient initial attack capability; however, the impact of different factors on the suppression success remains to be understood. The aim of this paper was to analyze the influence of operational suppression objectives (fire detection, initial attack, and fire control) along with fire intensity, fuel type, fire ignition cause, year, workload, and homogeneous fire regime zones on the achievement of the fire suppression objective (fire < 3 ha) using the Forest Fire Protection Agency of Quebec (SOPFEU) as a case study. The overall success of the suppression objective was very high (88%) over the study period (1994-2015). Both detection and control had significant effects on the suppression success through their interaction with fuel type, ignition cause, fire intensity, and zone variables. When the suppression objective was not achieved, final fire size was influenced by control, fuel type, fire intensity, and zone. The paper highlights the importance of the operational objectives and of regional differences for both fire suppression success and final fire size. Our results can help forest fire protection agencies to better understand their wildland fire suppression systems for a better adaptation to the upcoming fire regime changes. Dans les forets amenagees du Canada, les feux de foret sont reprimes rapidement grace a une capacite d'attaque initiale tres efficace; cependant, les facteurs qui influencent la reussite de la suppression necessitent une meilleure comprehension. L'objectif de cette etude etait d'analyser l'influence des objectifs operationnels de la suppression (la detection, l'attaque initiale et le controle de l'incendie) ainsi que de l'intensite du feu, du type de combustible, de la cause de l'incendie, de l'annee, de la charge de travail et des zones homogenes de feux dans l'atteinte de l'objectif de suppression des feux (feux < 3 ha) en utilisant la Societe de protection des forets contre le feu du Quebec (SOPFEU) comme etude de cas. Le taux d'atteinte de l'objectif final de suppression etait tres eleve (88 %) au cours de la periode d'etude (1994-2015). La detection et le controle avaient un effet significatif sur le succes de la suppression en interaction avec le type de combustible, la cause de l'allumage, l'intensite du feu et les caracteristiques des zones. Lorsque l'objectif de suppression n'etait pas atteint, la taille finale du feu etait influencee par le succes du controle, le type de combustible, l'intensite du feu et la zone. L'article souleve l'importance des objectifs operationnels et des differences regionales dans le succes de la suppression des feux et dans la taille finale du feu. 5. Sovereignty in a global village

Abstract

This thesis subjects the relevance of sovereignty in the context of globalization to critical examination, mindful of the increasing contentions today that sovereignty should either be abandoned or relegated to practical insignificance. Defined as a spatio-temporal revolution whose implications are corrosive of the assumptions upon which modern territorial sovereignty lay, the thesis recognises that sovereignty certainly faces significant challenges. Having subjected this spatio-temporal revolution and its implications for sovereignty to detailed analysis, however, it pursues what might be described as a middle way identifying the ongoing importance of sovereignty but also the urgent need for a measure of reconceptualisation. In the first instance the thesis observes that, whilst the reality of a growing extra-territorial realm is beyond question, it coexists with territoriality and thus territorial sovereignty rather than displacing it. Indeed the thesis argues that the extra-territorial realm depends on sovereign territoriality in many different ways, especially in terms of legitimacy. In the second instance, however, whilst state sovereignty is not displaced by the spatio-temporal revolution its influence is most certainly eroded. Furthermore, the reality of extra-territorial flows means that there can be no doubt that, whilst sovereignty remains a significant concept, it will be the source of much distortion if it fails to recognise those flows. This thesis responds to these observations pursuing the reconceptualisation of sovereignty in search of a new form of 'open sovereignty'. In rising to this challenge it provides a critique both of those seeking to jettison sovereignty or relegate it to insignificance and those who maintain that globalization has no impact on sovereignty. In pursuing this course the thesis exploits the spatio-temporal hermeneutic of traditional Welsh nationalism which, recognizing the new temporality of globalization in the context of an enduring spatial orientation, provides a significant conceptual frame for IR in the 21st century.

Abstract

Seeking the signs of life on Mars is often considered the "first among equal" objectives for any potential Mars Sample Return (MSR) campaign. Among the geological settings considered to have the greatest potential for recording evidence of ancient life or its pre-biotic chemistry on Mars are lacustrine (and marine, if ever present) sedimentary depositional environments. This potential, and the possibility of returning samples that could meaningfully address this objective, have been greatly enhanced by investigations of an ancient redox stratified lake system in Gale crater by the Curiosity rover.

Abstract

Highly promising locales for biosignature prospecting on Mars are ancient hydrothermal deposits, formed by the interaction of surface water with heat from volcanism or impacts. On Earth, they occur throughout the geological record (to at least approx. 3.5 Ga), preserving robust mineralogical, textural and compositional evidence of thermophilic microbial activity. Hydrothermal systems were likely present early in Mars' history, including at two of the three finalist candidate landing sites for M2020, Columbia Hills and NE Syrtis Major. Hydrothermal environments on Earth's surface are varied, constituting subaerial hot spring aprons, mounds and fumaroles; shallow to deep-sea hydrothermal vents (black and white smokers); and vent mounds and hot-spring discharges in lacustrine and fluvial settings. Biological information can be preserved by rapid, spring-sourced mineral precipitation, but also could be altered or destroyed by postdepositional events. Thus, field observations need to be followed by detailed laboratory analysis to verify potential biosignatures. See Attachment

Abstract

The frequency of forest fires is predicted to increase in Canada, which may affect the availability of timber for industrial purposes. We therefore carried out an evaluation of the timber supply vulnerability to current and future fire risk through simplified calculations involving historical forest growth and harvest rates and current and projected forest burn rates. Calculations were performed at the level of forest management areas (FMAs) across the boreal and montane ecozones of Canada. For some FMAs, the vulnerability of timber supply to fire was estimated to be high to extreme by the middle of the century. For those FMAs, the increases in tree growth necessary to negate these risks were generally unrealistic. A modest simulated decrease in tree growth over time, however, was sufficient to raise the vulnerability of many other FMAs from low to moderate. Known biases in the analysis suggest that our assessment might underestimate the level of vulnerability in all FMAs. Other natural disturbances are not included in the analysis but their impact on timber supply may be additive to that of fire. Some adaptation measures to face these increasing risks are discussed. Les predictions courantes suggerent une augmentation de la frequence des feux au Canada, ce qui pourrait affecter la disponibilite en bois pour des fins industrielles. Nous avons donc evalue la vulnerabilite de l'approvisionnement en bois au risque de feux actuel et futur grace a des calculs simplifies impliquant les taux de recolte et la croissance historiques de la foret, ainsi que les regimes de feux actuels et projetes. Les calculs ont ete effectues au niveau des unites d'amenagement forestier (UAF) compris dans les ecozones boreales et montagnardes du Canada. Pour certaines UAF, l'analyse suggere une vulnerabilite elevee a extreme de l'approvisionnement en bois au feu d'ici le milieu du siecle. Pour ces UAF, les augmentations de croissance des arbres necessaires a attenuer ces risques sont generalement irrealistes. Une diminution modeste de la croissance de l'arbre au fil du tempsserait cependant suffisante pour augmenter de faible a moderee la vulnerabilite de nombreuses autres UAF. Des biais connus dans l'analyse suggerent que notre evaluation pourrait sous-estimer le niveau de vulnerabilite dans toutes les UAF. Les autres perturbations naturelles ne sont pas incluses dans l'analyse, mais leurs impacts sur l'approvisionnement en bois pourraient etre additifs a celui du feu. Abstract

International audience; Objectives: Our aim was to assess if switching from a protease inhibitors (PI)-based regimen to a PI-free one is associated with an increased risk of Kaposi Sarcoma (KS) relapse among patients living with HIV (PLHIV) with history of KS and controlled HIV replication.Methods: In a retrospective analysis of the prospectively collected Dat'AIDS database we selected patients who both had a past KS history and a HIV-1 viral load below 200 copies/mL while being PI-treated. We searched for KS relapses while persistent virological success was maintained for at least 6 months, whether patients kept taking the PI, or switched to PI-free regimen.Results: Among the 216 patients with past KS event and a history of HIV-1 infection efficiently treated by a PI-based regimen, 148 patients (68.5%) later switched to a PI-sparing regimen. Their baseline characteristics were not different from non-switching patients. We described 7 cases of relapse (3.2% of the 216 patients). Five cases of relapse occurred in switching patients (3.4%). The remaining two relapses occurred in PI-treated patients (2.9%). At KS relapse, CD4 cell count was 459 cells/μL (range 225-560) for switching patients, compared with 362 and 136 cells/μL for the other two patients.Conclusions: In this large cohort of PLHIV with a history of KS and ART-controlled HIV replication, KS relapses were described in 3.2% of the patients, and were not more frequent when a PI-containing ART regimen has been switched to a PI-free regimen. Our results do not support a specific effect of PI on KS.

Abstract

Background The arrival of highly effective, well-tolerated, direct-acting antiviral agents (DAA) led to a dramatic decrease in hepatitis C virus (HCV) prevalence. Human immunodeficiency virus (HIV)-HCV–coinfected patients are deemed a priority population for HCV elimination, while a rise in recently acquired HCV infections in men who have sex with men (MSM) has been described. We describe the variations in HIV-HCV epidemiology in the French Dat’AIDS cohort. Methods This was a retrospective analysis of a prospective cohort of persons living with HIV (PLWH) from 2012 to 2018. We determined HCV prevalence, HCV incidence, proportion of viremic patients, treatment uptake, and mortality rate in the full cohort and by HIV risk factors. Results From 2012 to 2018, 50 861 PLWH with a known HCV status were followed up. During the period, HCV prevalence decreased from 15.4% to 13.5%. HCV prevalence among new HIV cases increased from 1.9% to 3.5% in MSM but remained stable in other groups. Recently acquired HCV incidence increased from 0.36/100 person-years to 1.25/100 person-years in MSM. The proportion of viremic patients decreased from 67.0% to 8.9%. MSM became the first group of viremic patients in 2018 (37.9%). Recently acquired hepatitis represented 59.2% of viremic MSM in 2018. DAA treatment uptake increased from 11.4% to 61.5%. More treatments were initiated in MSM in 2018 (41.2%) than in intravenous drug users (35.6%). In MSM, treatment at the acute phase represented 30.0% of treatments in 2018. Conclusions A major shift in HCV epidemiology was observed in PLWH in France from 2012 to 2018, leading to a unique situation in which the major group of HCV transmission in 2018 was MSM.
