Research has studied less the embeddedness of the relationship between parental educational expectations and teacher judgments in the neighborhood. We use data that were collected in a longitudinal study conducted in Belgium, which focused on children in the fifth and sixth grades of primary school. We found that the effect of neighborhood on teacher judgments is mediated by the nonnative background of students. The effect of neighborhood seems to be mainly one of selecting pupils in the school. Teachers have--under control of deductive ability and previous teacher judgments--a lower judgment of students with an immigrant background.

Educational transitions are crucial sites of social selection. Whereas social bias in teacher recommendations is well-established, less is known about teacher guidance in the process preceding the actual choice. Bridging the literature on social class and educational choice and home-school relations this study explores classed patterns in the course and outcome of parent-teacher interactions regarding educational decision-making (EDM) at the transition from primary to secondary education in Flanders (Belgium). We used a qualitative research design combining observational data from 104 parent-teacher conferences in two schools in the final year of primary education, with 26 in-depth interviews with parents reflecting on educational choice and teacher guidance. Using grounded theory, our results show that the importance of teacher guidance for parents' decision-making is strongly dependent on their social and cultural resources on the one hand and the types of educational decisions they are facing on the other. Nevertheless, teachers remained largely blind to the social dynamics in the choice market. Our results depict how teacher guidance regarding EDM is little proactive and unstandardized. In this context parents' cultural and symbolic capital came into play. When needed, middle-class parents proved to be entitled and effective in their exchanges with the primary school. Working-class and migrant parents more often showed constraint and therefore failed to extract the necessary information. Disagreement and fear for biased recommendations further complicated the interaction, alienating those most in need of assistance.

The transition from primary to secondary education is regarded as a crucial phase in pupils' school careers. Changes in the school environment have a negative influence on pupils' perceived control and engagement. However, until now little attention has been devoted to the role of the onset of ability grouping therein, which often coincides with the start of secondary education. Research has shown that students in non-academic tracks display lower levels of perceived control and engagement. In this study we examine the relation between pupils' prospective track choice and feelings of perceived control and behavioural and cognitive engagement "before" the transition to secondary education. Stepwise multilevel regression models were run on data collected from pupils in their last year of primary education in 36 schools in the cities of Antwerp and Ghent (Flanders, Belgium) in May-June 2016. The results show that pupils who indicated that they would start secondary education in non-academic tracks displayed lower levels of perceived control and behavioural and cognitive engagement than pupils who indicated that they would start in an academic track. Further analyses suggest that teacher assessments of pupils' competence play an important role in explaining these differences according to prospective track choice--with regard to perceived control and behavioural disengagement, this effect is established net of students' actual competence. This study demonstrates that differences in perceived control and engagement according to track originate in primary education, and that primary school teachers play a vital part in labelling students according to their future careers.

Background: The recent influx of Newly Arrived Migrant Students (NAMS) in Western-European societies poses important educational questions about how best to support migrant students within the education system. Purpose: We sought to study how elements that are associated with cultural capital -- namely a sense of entitlement and strategic knowledge -- have relevance to NAMS' educational trajectories. In studying the process of how cultural capital relates to educational careers, this study argues for a general shift from a resource-focused approach towards a strategy-focused approach to cultural capital. Sample: We collected data from 33 NAMS from six secondary schools in a city in Flanders (the Dutch-speaking part of Belgium). A maximum difference approach was used: this allowed comparison of NAMS who followed the most academic track (general track) and the least academic track (vocational track) in secondary education in Flanders. Design and methods: We undertook 33 in-depth biographical interviews during which the NAMS reconstructed their educational trajectories. Data were analysed qualitatively. We used structural approach analysis to identify each narrative's core structure. These structured fragments were then thematically coded. Results: Within the categories 'a sense of entitlement' and 'strategic knowledge of the education system', the analysis detected differences in strategies of action between pupils in the general track and in the vocational track. Conclusion: The findings offer insights that could support the development of better strategies to guide and support NAMS in education. As NAMS' integration in the educational system appears to be a stretched and slow process of orientation, studying their trajectory has the potential to deepen our understanding of known mechanisms of the reproduction of inequalities in education.

Increasing numbers of youngsters are at risk of early school leaving. In this study, we examine educational decision-making of inner-city youth during their educational trajectories and how this could contribute to the decision to leave school without an educational qualification. Based on interviews with 34 youngsters in a Flemish city (Antwerp, Belgium; 2014-2016), our findings show that the educational trajectories of these youngsters were very diverse in terms of educational choices, characterized by frequent, illogical movements across fields of study, institutions and type of educational programmes. These educational trajectories can be seen as the result of a series of short-term decisions made throughout the school career, in which youngsters relied on the information available within their social networks. Educational decisions seemed influenced by the often precarious living conditions in which these youngsters live. The value of education is constantly negotiated against the importance of other life domains.

Social class differences in educational decision-making form an important explanation for persisting educational inequalities, particularly in choice-driven systems with early tracking. Nevertheless, little is known about the process preceding these choices, especially when school and track choice are interrelated. Building on school choice literature, this study aims to explore how parents from different social backgrounds shape their decision-making process at the transition from primary to secondary education in Flanders (Belgium). To this end, we adopt an explanatory mixed-methods design. Quantitative findings from a parent survey conducted in 36 primary schools were complemented with 32 in-depth interviews with parents. Our findings show two parental profiles regarding educational decision-making, which can be traced back to differences in social and cultural capital. Although effective navigation of the complex field of educational decision-making proved to be strongly class related, parents' educational and immigrant biographies led to specific approaches, transcending the middle class versus working class binary.

Teacher recommendations are an important factor in the process of track placement, but research has shown that they are biased by pupils' social background. Pupils from higher socio-economic backgrounds are more likely to get the advice to enrol in an academic track than pupils from lower socio-economic backgrounds, irrespective of prior achievement. Previous studies looked primarily at individual pupil or parent characteristics and their influence on teacher recommendations. However, in this article, the authors argue that the class context forms the frame of reference within which a teacher forms his/her recommendation for pupils. Therefore, this article investigates class composition effects on teacher recommendations at the transition between primary and secondary education in Flanders. More specifically, we look at the socio-economic, ethnic and ability composition of a class. Multilevel logistic models were tested on data collected in 36 primary schools in the cities of Ghent and Antwerp in May 2015. The results show that only the ability composition of the classroom exerts a frame-of-reference effect on teacher recommendations for academically versus practically oriented tracks. A pupil with a low individual ability in a low-ability class was more likely to get the advice to enrol in an academically oriented track than an equally able pupil in a high-ability class. This study demonstrated the limited importance of class composition in teacher recommendations, but calls for more research on teacher bias in the process of track assignment.

Urban-rural disparities in educational outcomes have so far primarily received attention in U.S.-based research. These studies show that pupils in rural areas are at a disadvantage compared with pupils in (sub)urban areas. This article aims to examine urban-nonurban differences in educational choice in a European context, namely Flanders (the northern part of Belgium). To do so, we make use of data gathered from 1,339 parents of pupils in a sample of 53 primary schools (24 urban, 29 nonurban). We find that pupils in urban areas make more ambitious choices and that this is partly explained by local labor market conditions.

The influence of the ethnic composition of schools on interethnic relations and attitudes has been studied extensively and has received ample interest from policy makers. However, less attention has been paid to the structures and processes inside schools that organize interethnic relations and attitudes. In Flanders (Belgium), secondary education is organized by grouping students in different tracks, which are hierarchically ordered and prepare students for different futures. Tracking in Flanders is intended to group students according to their abilities but together with this, students are grouped according to their ethnic and socioeconomic background. In the present study, the interethnic relations and attitudes in each track will be explored, based on ethnographic observations and semi-structured interviews in three multi-ethnic secondary schools in one city. Our findings suggest that different patterns occur across three groups of tracks: the most appreciated fields of study in academic, the intermediary (less appreciated fields of study in academic and technical tracks) and vocational tracks. According to the relative sizes of ethnic groups and track specific characteristics, interethnic relations were characterized respectively by ethnic segregation, positive experiences of interethnic contact or ethnic conflict/tensions. The ethnic composition of classrooms seemed to matter for students' ethnic in-group identifications and evaluations and perceived out-group threats.
