4. Interdependence of macroeconomic environment and credit risks in Croatia

Purpose: The relationship between the macroeconomic environment and banking risks is one of the basic conditions for the stability of the state financial system. The purpose of this paper is to show the interdependence between the macroeconomic environment and the financial system, i.e., to highlight the importance of various macroeconomic factors and their impact on the banking system in Croatia. Methodology: Statistical data for the period from 2010 to 2022, obtained from publicly available databases, are analysed. Correlation analysis was performed to determine the intensity and direction of the relationship between macroeconomic and banking variables. Regression analysis was conducted to determine if macroeconomic variables could explain some of the changes in banking variables. Results: The results of the analysis show a significant correlation between the macroeconomic variable unemployment rate and all banking variables, as well as between the macroeconomic variable inflation rate and the banking variables: non-performing loans (NPL) and bank loans. Gross domestic product (GDP) is not correlated with any of the observed variables, which is a very interesting result. The unemployment rate is the predictor that is significant for all banking variables, while the inflation rate is the predictor that is significant only for non-performing loans. Conclusion: The conducted analyses show that economic development plays a role in the business policies of banks. These results can be particularly useful for bank management and the government, as they provide all stakeholders with important information about the role of macroeconomic policies of financial institutions in Croatia and, consequently, the Croatian economy.

U prošlom, dvadesetom stoljeću gospodarstvo je obilježilo industrijsko doba u kojem su dominirali materijalni resursi. Danas svjedočimo informatičkoj revoluciji koja je uz pomoć informatičkih i komunikacijskih tehnologija ušla u sve pore našeg svakodnevnog života. Zato je znanje postalo jedan od najvažnijih nematerijalnih resursa u dvadeset prvom stoljeću, a u budućnosti će kroz intelektualni kapital zauzimati sve važniju ulogu u razvoju gospodarstva. U literaturi susrećemo nekoliko pristupa teoriji poduzetništva, a činjenica da su o poduzetništvu pisali ekonomisti, sociolozi, filozofi, matematičari, psiholozi i dr., potvrđuje kompleksnost samog pojma. Općeprihvaćena definicija poduzetništva i poduzetnika još se nije pojavila, a u knjizi se daje kratki prikaz samog pojma „poduzetništvo“, povijesnog razvoja poduzetništva, pojašnjenja načina poduzetničkog promišljanja, misije, vizije i ciljeva u poduzetništvu, vrsta i modela poduzetništva te objašnjenja pojma „poduzetnik“. Predmet istraživanja obuhvaća financijsku analizu poslovanja poduzetnika po pojedinim gospodarskim sektorima u Republici Hrvatskoj.

8. Capital Requirements Package and Banking Union – Influence on Croatian Banking Market

Financial crises in 2008 and, a few years later, sovereign debt crises accelerated tighter integration of European financial market and more profound compliance of prudent regulation for all banking systems. The new post-crisis risk regulatory Basel III rules were transposed to EU regulation in the so-called “banking package” consisting of Capital Requirements Regulation (CRR) and the Capital Requirements Directive (CRD). The banking union for euro-area member states was developed as a foundation for uniformed application of the integrated framework and supranational supervision over the common market to avoid or, at least, minimize the cost of future crises. Concerning the recent Croatian accession to BU and planned close entrance to the euro area market, scheduled for January 2023, this article focuses on the current state of the banking union and the comparation of Croatian banking market indicators. Econometric analyses of banking sectors panel data of 19 euro-area member states for the period of 2014-2020 have been performed to analyse the impact of new risk capital requirements on the profitability of the euro area. Although the data show an overall decline in profitability ratios in the euro area in 2020, the research reveals a significant positive impact of capital strength on selected banking sector profitability ratios. The negative impact of T1 varies according to the measure of profitability used.

9. Behaviour model 'NUDGEU' in the light of Croatian entry to eurozone

Incentive-based behavioural models are today important topic in developed countries and applied in many economic policies. Recent economic theory is fully aware that classical economics is no longer sufficient in explaining and coordinating of recent economic phenomena. In the focus of this paper is the behavioural concept of 'Nudge' that is presented through the conceptual innovative model named 'NudgEU' in the light of Croatian entry into the Eurozone (hopefully in 2023). Prescribed regulation for Croatia's entry into the Eurozone has been met. Croatia together with Bulgaria entered the ERM II system. Formal conditions are fulfilled but authors point the question whether public is aware of the momentum. There is a lack of a quality information campaign or public polemic with clear message regarding economic benefits of the entry to Eurozone. The advantages of a country's entry into the Eurozone are mainly reflected in the reduction of risk premiums, reduction of transaction costs, development of capital markets, increased trade in the European market, attracting foreign investment etc. Therefore, authors propose the new model for policy makers to provide an incentive for the introduction of the Euro that could be applied especially for businesses, institutions and small and medium- sized enterprises. The model involves the establishment of a Centre on Behavioural Insights that could produce targeted different behavioural insights and nudges. Such centres are already established in the EU and some individual countries outside or within the EU. The main aim of this paper is to contribute to existing behavioural models used in public policy and in financial and monetary integration particular that could be applied in Croatia and in some other EU countries on their way to Eurozone through the model ‘NudgEU’ as author’s original scientific contribution.

11. Impact of COVID-19 on the Introduction of Euro in the Republic of Croatia

This paper presents the effects of COVID-19 on the introduction of the euro in the Republic of Croatia, i.e. the effects on the nominal convergence criteria, which are a prerequisite for Croatia’s entry into the monetary union. The analysis covers the period from 2019, before the start of the COVID-19 pandemic, until the mid of 2021 when the corona pandemic is still existent and has a significant impact on the trends in the economy. In fact, the aim of this paper is to collect the data prior to the start of the pandemic and compare them with the data from 2020, as well as the last available data from 2021 for the purpose of observing the changes in the already achieved values of the convergence criteria in this period. As a result, it will be defined where the Republic of Croatia is in terms of the introduction of the euro in relation to the pre-crisis period. The Republic of Croatia has taken the first step towards the introduction of the euro, as it has joined the European exchange rate mechanism ERM II. It is important to maintain macroeconomic stability where structural reforms and fiscal policy will play a key role. The biggest problem could be meeting fiscal criteria. However, there is still uncertainty due to the pandemic, which according to the results of the analysis in 2020 led to a deterioration of fiscal criteria that were beyond the limits of nominal convergence even in the pre-crisis period. Therefore, it is necessary to conduct economic policy in order to meet the criteria of convergence and reduce the vulnerability of the economy.

The level of wages and their ability to cover the cost of living is a key issue for both employees and economic policy makers. In some cases, wages paid to a worker are not sufficient to cover the average cost of living, which is especially relevant in Croatia, Bosnia and Herzegovina, Serbia and Montenegro, so the topic of this paper is the level of wages in Croatia, Bosnia and Herzegovina, Serbia and Montenegro in the period from 2011to 2019 and comparing them with the EU. The survey is based on Eurostat data and authors calculations. The average monthly net salary is not sufficient to cover the average cost of living in Croatia, Bosnia and Herzegovina, Serbia and Montenegro. The observed countries record significantly lower levels of purchasing power and living standards compared to other European countries, and achieving stronger economic growth has been hampered by inefficient economic policies. The corona crisis will have a profound effect on the economy of these countries.

The aim of this paper is to present new guidelines for commercial banks established by the European Council and decrease the negative effect of nonperforming exposure (NPE) in banks’ books, which has a direct effect on the profitability of banks. To decrease non- performing exposure (NPE) in banks’ books, a clear NPE strategy needs to be determined. This paper examines the readiness of the Croatian banking system to implement new strategies for decreasing the negative effect of NPE, as laid down by the European Council. The NPE strategy includes the internal capabilities of credit institutions, their external conditions and the capital implications. The research covers several measures that financial institutions in Croatia can take to decrease NPE and emphasizes the importance of creating a clear operational plan for the banks in Croatia by taking into consideration macroeconomic conditions, NPE markets development, legal framework, and tax implications in the country. It also shows the importance of the organizational structure of the NPE workout units, human and technical resources, as well as control functions. All collection measures and the strategy for decreasing of NPE described in the paper are in line with the European Council guidelines. Using empirical analysis, the authors claim that the Croatian banking system faces several issues when collecting bad debts, such as legal difficulties and still insufficiently developed NPE markets.

15. Influence of regulatory capital requirements on the self-financing capacity of a banking company

This paper explores activities of the banking companies in the new regulatory environment of the European banking system. For this purpose, the dynamic panel data models are estimated by utilizing the system GMM estimator. The research sample consists of 35 publicly listed groups of banks operating in the period from 2000 to 2016, selected by size of assets. The chosen banking companies are unquestionably market makers on the bank-centric economy of the EU. Hence, the research is in line with other current empirical works regarding the post-Basel III Standard adjustment of the banking industry as a whole. The model results show that the required increase in capital position affects the lack of bank credit activity towards the non-financial sector. The banks can maintain the higher regulatory capital ratio and self-finance the required growth by increasing the volume of share capital. Asymmetric information about the bank's net worth discourage public investors to get into the shareholders position, which results in further bank lending constraints and reduced profitability. Potential growth of the revenue from non-credit risk operations cannot compensate for the negative pressure on the real value of the banking firm. From the policy-making perspective, the paper concludes that the resolution of structural problems of non-performing credit assets under new regulatory conditions should contribute to restoring the confidence of the investment public towards the self-financing capacity of the banking industry as well as bring the banking system back to the traditional client-oriented business model.

Doing business in a modern environment exposes small companies to numerous risks. Due to changes in economy, which are primarily dictated by the global crisis, companies must adapt to changeable market conditions to continue their business operations. Therefore, their market survival depends on the timely conduct of certain activities by the company management, resulting in operational savings and ensuring their competitive advantage. This requires changes in the business strategy as well as the market, organizational and financial structure of these companies. The paper will show an in- depth analysis of the market position taken up by small businesses using three practical examples, and indicating the pros and cons of restructuring which does not necessarily result in a desired effect.

By this collaboration, interest of public (public good) and private (profit) sector has been interconnected on different ways with the aim of satisfying certain needs for quality enhancement and availability of products and services. On the basis of analysed literature and two successful case studies, authors proposed model of the public-private partnership for the purpose of local government development which has not yet been envisaged as the most appropriate.

Sve su češće i učestalije pojave nezakonitosti i nepravilnosti u poslovanju poduzeća, što utječe na podatke iskazane u financijskim izvještajima. Stoga je pored obavljanja eksterne revizije nužno uspostaviti interni nadzor nad financijskim izvještavanjem. Interninadzor nad financijskim izvještavanjem se sastoji od politika i procedura poduzeća, a oblikovan je i djeluju da pruži razumno uvjerenje o pouzdanosti financijskog izvještavanja i fer prezentiranja financijskih izvještaja. Uspostavljene interne kontrole, a tako i interna revizija pružaju veće mogućnosti otkrivanja i sprječavanja prijevara i nepravilnosti. Pojavi neželjenih ponašanja je pogodovao i ubrzani razvoj računalne tehnologije.Iako s jedne strane unapređuje poslovanje, s druge strane olakšava nedozvoljene pojavnosti i povećava mogućnosti financijskih prijevara o čemu svjedoči sve veći broj računalnih prijevara u poduzećima.Stoga treba posvetiti veću pozornost novim alatima, tehnikama i revizijskim modelima kako bi se poboljšala kvaliteta i vjerodostojnost izvještavanja.U okruženju koje se neprestano mijenja, poduzeća su izložena velikom broju rizika. Procjena rizika i upravljanje rizicima postali su sastavni dio poslovnih aktivnosti na svakoj organizacijskoj razini. Cilj rada je utvrditi da interna revizija kao instrument upravljanja rizicima može doprinijeti pri sprječavanju pogrešaka i prijevara u uvjetima računalne obrade podataka.

Izazov za brendiranje destinacija vidi se istodobno u hrvatskim gradovima i regijama. Sve veći naglasak u razvojnoj strategiji hrvatskog turizma daje se intenzivnijem ulaganju u razvoj kontinentalnog turizma, a Slavonija i Baranja posjeduje sve atribute i potencijale za razvoj prepoznatljivog turističkog brenda. Zato pristup spomenutoj temi zahtijeva detaljnu analizu i izradu dugoročne strategije razvoja. Polazeći od postavljenih strateških ciljeva, marketinška strategija subregije zasniva se na odabiru ciljnih segmenata kupaca, u skladu s čijim se obilježjima, odnosno potrebama i očekivanjima, razrađuju subregionalni brend, opisuju moguće prilagodbe turističkog proizvoda i predlažu promocijske aktivnosti. U ovome su radu prikazani rezultati dvaju istraživanja koja su provedena među gostima koji posjećuju Slavoniju i Baranju, te među domicilnim stanovništvom, a provedena je i komparativna analiza prikupljenih podataka u oba istraživanja. Na temelju dobivenih informacija proizašli su zaključci o ciljnom segmentu gostiju, te načinu na koji bi se Slavonija i Baranja trebala pozicionirati kao turistička destinacija.

U radu je detaljno obrađen Zakon o autorskim i srodnim pravima, njegova primjena u praksi sa primjerima knjženja, predočeno na primjeru poslovanja izdavačke kuće Dancing bear d.o.o. Zagreb. Zakon o autorskom pravui srodnim pravima kao temeljni pravni institut koji štiti intelektualno vlasništvo u Republici Hrvatskoj, njegovo razumjevanje i ispravna primjena u praksi, osnova su adekvatne zaštite svih sudionika, korisnika, autora djela i nositelja imovinskih koristi. Predmet proučavanja ovog rada je analiza zaštite autora glazbenih djela u pravnom smislu, dohodaka autora i prihoda vlasnika autorskih imovinskih prava koji po toj osnovi nastaju ui poreznom smislu, te kroz primjere obračuna dohotka od autorskih djela glazbenika i obračuna prihoda korisnika autorskih imovinskih prava, pokazati tijek poslovnih promjena, njihov bilančni položaj i utjecaj na financijski rezultat poslovanja trgovačkog društva.Zadatak ovog rada je sistematizirati sve relevantne činjenice, rezultate i posljedice primjene zakona, te na jednom mjestu detaljno prikazati tijek poslovnih promjena na primjeru izdavačke kuće kao nositelja isključivog prava korištenja autorskog dijela glazbenika.

In today’s globalized conditions of business, country’s foreign trade exchange is of great importance to its economy. The Republic of Croatia, according to its territorial constitution, is comprised of 21 counties, and the subject of this article is the analysis of foreign trade exchange of the Brod-Posavina County. According to the size and the number of residents, the Brod-Posavina County is in the middle of the mentioned 21 counties. The main objective of this paper is to determine involvement and influence of some of the counties in foreign trade exchange through the level of openness by analyzing the secondary data gathered from the Croatian Chamber of Economy and the Central Bureau of Statistics. This paper analyzes the level of foreign trade exchange, import dependence, export development and the level of openness of the Brod-Posavina County.

Poslovi sa nekretninama i sve ono što prati te poslove na našim prostorima se intenziviralo oko devedesetih godina, od uspostave titulara vlasništva nad zemljištima. Vlasništvo je osnova za poslove sa nekretninama iz jednostavnog razloga što ne postoji pravo zaloga (bez zaloga nema hipotekarnih kredita) bez vlasništva zemljišta. Industriju nekretnina možemo definirati kao tržišno orijentiranu igru-igru koja ima svoje igrače, pravila igre i vlastitu metodu odlučivanja o pobjedniku. Specifičnost te igre je u činjenici da se ona stalno mijenja, pravila joj stalno evoluiraju, a pobjednik je obično onaj igrač koji je najuspješniji u predviđanju budućih promjena i iskorištavanju novih mogućnosti koje one nose. Ovaj rad će objasniti utjecaj tržišta nekretnina na današnju krizu koja nas sve pogađa, a čiji korijeni dolaze iz SAD-a. Težište ovog rada je na tržištu nekretnina u SAD-u, zbog toga što je ono najveće i najrazvijenije, a samim time određuje sve dobre ili loše strane tržišta nekretnina. Stručnjaci smatraju da je ova kriza koja nas pogađa prva globalizacijska kriza i ona se ugrubo objašnjava nemogućnošću američkog društva da srednjoj klasi pruži pristojnu plaću. Ono je, naprotiv tjera da se zadužuje pri kupnji stambenog prostora, što za sobom povlači rast vrijednosti imetka i proizvodnje. Budući da ih središnja banka, vlade i međunarodne institucije ni na koji način ne nadziru, financijske ustanove bez ikakva rizika prisvajaju veći dio tako proizvedenog bogatstva, zahvaljujući sekuritizaciji odnosno osiguranim dužničkim obavezama te pseudo osiguranjima, odnosno kupoprodaji rizika izdavatelja za određenu premiju. Zbog njih međutim raste zaduživanje, koje na kraju postaje neizdrživo i za sobom povlači paniku, gubitak povjerenja i bijeg od dugovanja svake vrste.

Izrada projekta (programa) Strategije razvoja ruralnog turizma u Brodsko-posavskoj županiji slijedi kao logičan nastavak projekta "Analiza postojećeg stanja ruralnog turizma Brodsko posavske županije". Zapravo, oba projekta čine cjelinu i treba i treba ih na taj način tretirati. Stoga rezultati i zaključci projekta "Analiza postojećeg stanja ruralnog turizma Brodsko-posavske županije" predstavljaju, jednim djelom, polaznu osnovu za koncipiranje Strategije razvoja ruralnog turizma u Brodsko-posavskoj županiji. Hipoteza da turizam inače, svojim multiplikativnim efektima, potiče ukupni društveno-ekonomski razvoj, bila je nit vodilja na način da i turizam na ruralnom prostoru izaziva iste efekte i ide u prilog razvoju ukupnog ruralnog prostora.

Brendiranje u turizmu proces je koji izdvaja određenu destinaciju po njezinim karakteristikama, stvarajući identitet destinacije. Pritom se najveći uspjeh postiže isticanjem autentičnosti, a Slavonija u tome ima mnogo potencijala. Stvaranjem međunarodne prepoznatljivosti regije turistički brend privlači ulaganja i stručnu radnu snagu, a posredno djeluje i na povećanje izvoza. U brend se ugrađuju vrijednosti koje trebaju privući pozornost domaćih i stranih turista, odnosno vrijednosti dovoljno privlačne da ih dovedu u posjet destinaciji. To bi trebale biti realno utemeljene vrijednosti. Iako je Slavonija u turističkom smislu nerazvijena regija ona ima realnu perspektivu postati poželjna turistička destinacija. U radu se analiziraju rezultati provedenoga primarnog istraživanja o percepciji koju turisti imaju o Slavoniji kao turističkoj destinaciji. Jedan od ciljeva bio je utvrditi ključne komponente i područja koji bi u budućnosti poslužili kao osnova za definiranje jedinstvenoga brend identiteta Slavonije i stvaranje poželjnoga turističkog ozračja na tom prostoru. Na temelju provedenog istraživanja došlo se do jasnih pokazatelja koji ujedno odražavaju stav turista koji su posjetili Slavoniju, o tome što je čini jedinstvenom i privlačnom za turistička putovanja te koji su elementi njezina jedinstvenoga brend identiteta. Rezultati su pokazali kako snažna pokretačka snaga razvoja turizma na području Slavonije mogu biti proizvodi poput ruralnog turizama, tematska događanja, posebni interesi (biciklizam, pješačenje, lov i ribolov, vjerski turizam), zdravstveni i nautički turizam. Tijekom istraživanja proizašao je i zaključak kako bi se Slavonija trebala usmjeriti ka ciljanoj populaciji. Tako se segmentiranjem dolazi do nekoliko ciljnih skupina poput turista s posebnim interesima, turista koji preferiraju kulturnu baštinu i druge tradicionalne vrijednosti, ljubitelja prirode, rekreativaca i sportaša. Cilj je bio doći do podataka koji bi u budućnosti poslužili kao polazišne točke pri definiranju i izradi projekta brendiranja Slavonije kao turističke destinacije.

Izrada projekta „Analize postojećeg stanja ruralnog turizma na prostoru Brodsko-posavske županije“ uslijedila je nakon donesenih razvojno-strateških dokumenata u kojima je prepoznato značenje razvoja turizma na ruralnom prostoru i njegov doprinos razvoju tog ruralnog prostora. Također se nedvojbeno ističe potreba razvoja ovog vida turizma u različitim dokumentima Republike Hrvatske . Ocijenili smo da se radi o dokumentima koji imaju karakteristike načelnosti, afirmativnosti, pozitivnosti, što je dobro, koji, međutim, ne definiraju konkretno i primjenjivo strategiju i koncepciju razvoja i to sustavno, integralno s kvantifikacijama i dinamički razrađeno. Posebno tu treba podvući potrebu organiziranog upravljanja razvojem, ali opet s elementima marketinškog pristupa. Inače, razvoj ruralnog prostora poseban je izazov iz čitavog niza razloga, a neki su od njih: nerazvijenost ruralnog prostora, nedovoljno razvijene strategije razvoja, nepoznata tržišna pozicija za proizvode i usluge itd. Činjenica je da je to problem ne samo RH nego i većeg dijela Europe. To nam ipak ne daje za pravo da kontinuirano ističemo ovaj problem prebacujući krivca na nekog drugog, a sami ne činimo dovoljno kako bi se stanje promijenilo. Ovaj je problem sve interesantniji što se više bliži dan ulaska u EU, a još je naglašeniji zbog gospodarske krize koja ga svojim negativnim zakonitostima samo zaoštrava. Smatra se da turizam na ruralnom prostoru, s obzirom na trendove potražnje u Europi i svijetu, a i na njegovu razvijenost u nekim državama, ima puno neiskorištenih mogućnosti. To je i bila polazna premisa i razlog izrade analize postojećeg stanja ruralnog turizma na području Brodsko-posavske županije, s namjerom dijagnosticiranja stanja te s naznakama mogućnosti razvoja baziranog na raspoloživim resursima

36. The role of pre-accession funds in the process of Croatian accession to the European Union

Membership in the European Union is a priority of the foreign policy of the Government of the Republic of Croatia. Croatia's integration into the European Union is a major challenge and extensive task because it requires numerous adjustments in the national, political, legal and economic system and in all segments of society. This process is longlasting, however, required, primarily for building a stable, modern, efficient and economically succesfull Republic of Croatia. Before the accession to the European Union, each candidate country has to fulfill the uniform criteria for the membership. In order to complement its pre-accession strategy and to help the candidate countries, European Union established pre-accession funds which provide funding for adaption to EU standards. Pre-accession funds are programms for financial and technical assistance. Funds received from pre-accession funds are non-refundable. This paper represents projects of EU pre-accession funds that Croatia has implemented. Programs that ended: CARDS, PHARE, ISPA and SAPARD. Listed programs were replaced by the IPA program. IPA is a new program and Croatia is the user since 2007. This paper also tries to answer questions about financial value approved Croatia for the impletation of each program, ways in which Croatia realized certain program and how it all influenced on Croatia's development and the further process of association to European Union.

38. Analysis for time-cost optimization of construction projects in Republic of Croatia

The construction sector is one of the largest and most significant sectors in Republic of Croatia. Business in this sector has largely declined in the past few years as a result of the global economic crisis. Because the goal is to achieve a cost leader strategy, a lot of attention has been focused on decreasing operating expenses through the optimization of production planning. This study examines linear and matrix planning methods. The most common linear planning method is the Gantt chart, while CPM/PERT analysis is the most common matrix method. Based on the use of these methods, the type of planning and project execution in the context of construction business is researched. Analysis is based on testing which is conducted in large and medium construction companies. Results of this study indicate that linear and matrix planning methods are equally utilized in planning. Construction companies are more likely to use matrix planning methods when dealing with complex and long term projects where significant savings can be achieved both in terms of time and expenses. Linear planning methods are only used when dealing with smaller projects or for certain groups of activities within large projects.

Rural tourism, including farm tourism, fulfils an important role in the activation of rural areas, especially regions of high unemployment and particular natural and cultural qualities. Croatia is designated majorly as rural area according to OECD and EU standards. About half of total population lives in rural areas, therefore the needs of rural communities in frames of sustainable living and income conditions are important. In this paper the research included the farm-tourism enterprises in Brodsko-Posavska County. Analysis is based on primary research by questionnaire which was conducted on thirty farm-touristic enterprises in 2011. The aim of the paper was paper to present the current state of rural tourism and farm-tourism in the region and suggest activities for improving the farm-tourism position in Brodsko-Posavska County, as well as to present its role in the development of rural area.

41. The introduction effect of the cash pooling on the costs of the payment transaction in the city of Slavonski Brod

The aim of the each financial director or a manager of the Treasury is to have legitimate information about the balance account in order to optimally manage with the liqidity of the company. Cash pooling, as the product, allows integration of the positive and negative balances on the various bank accounts. As such, it facilitates the management of the daily liquidity, provides timely information about the status in order to optimally manage the company's liquidity, and reduces the interest expense but also increases the interest income. Potential users of the cash pooling are holdings, a major business systems and local government and self- government ( counties, cities and municipalities). For example, the city of Slavonski Brod and companies and institutions in its ownwrship will make a comparative analysis of the costs of payment before the introduction of the cash pooling, and than after the introduction of the cash pooling. It will be analyzed the status before the introduction of the cash pooling according to the costs of payment and interest income in Slavonski Brod, but also in the individual companies and institutions in its property. The above will be compared with the status after the introduction of the cash pooling on the same position, but now as a collective account. As a result of the introduction of the cash pooling, it will be the reduction of the expense payment by comparison with the period before the introduction.

Osnovni cilj koji treba ispuniti Model kontrolinga za trgovačka društva je omogućiti upravi trgovačkog društva da može upravljati poslovnim rezultatom u smislu ostvarivanja planiranih ciljeva poslovanja. Sve informacije koje proizlaze iz Modela kontrolinga za trgovačka društva trebaju imati svrhu podloge donošenju odluka uprave određenog trgovačkog društva. Model kontrolinga za trgovačka društva zasnovan je primarno na bazi podataka iz računovodstva, te financijskim izvješćima- računu dobiti i gubitka i bilanci. Na temelju postavljenog modela izrađen je algoritam navedenog modela u kojem su prikazane aktivnosti vezane za praćenje, prognoziranje i optimiranje dobiti, likvidnosti te na kraju i praćenje realizacije plana financijskih pokazatelja.

Upravljanje troškovima u poslovnom sustavu zahtijeva planiranje, budžetiranje, praćenje i uspoređivanje svih vrsta troškova. Pri obračunu proizvodnje putem sustava radnih naloga uvijek se javlja ista dilema, koji ključ ili ključeve treba odabrati za alociranje neizravnih troškova. Zbog toga je, pored poznatih klasičnih metoda za alociranje neizravnih troškova, razvijena i jedna nova metoda u obliku Modela za alociranje neizravnih troškova. Primjenom spomenutog modela izostavljaju se klasične metode iz postupka alokacije neizravnih troškova, što doprinosi lakšem i bržem planiranju, praćenju, uspoređivanju i smanjivanju troškova.

Every activity that needs to be done for accomplishment of income usually implies certain costs. So costs are a normal thing in business activity of every business system. It is incorrect to give negative connotation to business costs, because they by themselves are not a negative figure. When creating products, certain costs appear, which are a result of the material consumption and other factors of the manufacturing process, like: labor force, tools, energy, spending basic assets and so on… One of the most important items in the manufacturing process is cost of energy-generating product. When speaking about energy consumption we have to bear in mind the quality functioning of the system, which is impossible without energy consumption. The conclusion is that all economic decisions are based on costs, so we need to pay particular attention on cost management. Respectively, it's not possible to manage a business and avoid costs. This paper suggests the allocation of indirect costs of energy-generating products according to work orders with the purpose of embedding costs of energy-generating products into the product (work order) and only which are spent according to work orders and in the end optimal energy consumption.

50. Prognoziranje i praćenje dobiti (gubitka) u trgovačkom društvu

U trgovačkim društvima je ponekad prisutno zakašnjenje u informiranju menadžmenta o visini dobiti ili gubitka, što uzrokuje teškoće menadžmentu pri upravljanju poslovnim rezultatom. Stoga je svrha ovog rada izraditi i provjeriti model za prognoziranje i praćenje dobiti (gubitka) u trgovačkom društvu, koji će menadžmentu omogućiti prognoziranje i praćenje poslovnog rezultata svaki mjesec u tekućoj godini. Od poznatih metoda za prognoziranje, dvije su uzete u uži izbor ; metoda eksponencijalnog izglađivanja i metoda eksponencijalnog izglađivanja s trendom. Provjerom točnosti prognostičkih metoda pomoću prosječne apsolutne prognostičke pogreške (MAE – mean absolute error), odabrana je metoda eksponencijalnog izglađivanja jer je pokazala veću točnost u prognoziranju nego metoda eksponencijalnog izglađivanja s trendom, kod obrade poslovnih rezultata komunalnog trgovačkog društva. Model je postavljen tako da svaki mjesec u poslovnoj godini, prognozira dobit ili gubitak na godišnjoj razini, tj. na dan 31. prosinca prognozirane godine. Tako u siječnju daje prognozu za svih dvanaest mjeseci u godini, dok u veljači model daje prognozu za razdoblje veljača – prosinac, a za siječanj uzima u obzir ostvarene poslovne rezultate. Isti slijed prognoziranja i praćenja se ponavlja za period ožujak – prosinac, pa sve do kraja tekuće godine. Testiranjem modela za prognoziranje i praćenje dobiti (gubitka) sa podacima iz komunalnog trgovačkog društva, dokazana je primjenjivost modela u trgovačkim društvima s tim, da je model potrebno integrirati u informacijski sustav trgovačkog društva. Ovaj model pruža menadžmentu mogućnost poduzimanja pravovremenih preventivnih korektivnih akcija, radi postizanja planiranih ciljeva poslovne politike, odnosno ostvarivanje načela upravljanja poslovnim rezultatom.
