Managers of institutional data repositories consistently navigate complex datasets, metadata, policies, and a wide array of ethical questions while fulfilling their primary mission: sharing research data as “open as possible and as closed as necessary.” The risks to the institution, and more importantly, to communities and individuals is significant when data contains information about, or created in partnership with, underserved and underrepresented groups. The CARE Principles for Indigenous Data Governance, which focus on collective benefit, authority to control, responsibility, and ethics, is one of the best tools developed to guide processes to include indigenous and community data sovereignty in our systems and services. At the same time, adopting CARE and other forms of reparative justice for research data stewardship requires intentional, dedicated time for building relationships and establishing discourse to develop flexible solutions. These critical actions rarely fit within the framing of Western research practices. In this presentation we address implementation of practices like the CARE principles in connection with our roles as maintainers and administrators of three different institutional data repositories. Each devoted to open and ethical data sharing and stewardship, we share a goal to integrate and operationalize the principles, a need heightened by advances in big data, machine learning, and lack of diversity in many research fields. Through this dialogue we consider necessary reframing and continuous questioning of our repositories and support practices that will allow us to better serve people and communities.

This is a content analysis of state government cattle traceability information resources from all 50 states. I searched the state department of agriculture website and the cooperative extension website in each state for the first 10 records pertaining to cattle traceability (additional search terms were used to account for some of the discrepency in terminology) Information topics, types, formats, and elements of information quality were evaluated. The study used state-level demographic data from the NASS 2012 agriculture census to give a picture of the information needs of the cattle producers in the state. States were compared for their ability to provide information based on these information needs. Additionally, the study incorporated social network analysis of the external resources with which each state linked out to - to provide understanding of what information is common across certain states and whether states are sharing information or are in anyway connected via information resources.

The multifaceted frequent attention to transgender and gender non-conforming experiences in the media and in the daily lives of so many individuals is a powerful motivator in research about the trans community and related communities. Medical research in/for/of these groups and documentation of the research products has been sparse and riddled with controversy. We see research on trans communities becoming more prevalent, as in the case of the newly created Johns Hopkins Transgender Health Research Collaborative, and questions are emerging about data management and access surrounding avenues of research in the realm of trans medical care. This presentation will identify key questions and nascent ideas from experiences as a data management consultant at JHU . From access to discovery, to ensuring the safety of a vulnerable and extremely diverse group, this presentation seeks to illuminate how bias can complicate practices, how we can begin to address the questions we need to answer, and will put forth steps to deliver quality data management services to researchers and the trans community as a whole.

Openness in research can lead to greater reproducibility, an accelerated pace of discovery, and decreased redundancy of effort. In addition, open research ensures equitable access to knowledge and the ability for any community to assess, interrogate, and build upon prior work. In order for research to succeed, openness and reproducibility are required. In turn, this requires open infrastructure and distributed access; but few institutions can provide all of these services alone. Providing a trustworthy network for perpetual availability of research data is critical to ensuring reproducibility, transparency, and ongoing inquiry. There is increased attention on the importance of open research and data sharing, leading to a proliferation of platforms to store data, materials, etc. These platforms exist in a fragmented environment that lacks technical integration and coordination with local library expertise and services, hampering curation and long-term stewardship. For example, the open source OSF enables researchers to directly create and manage research projects and integrates with other tools researchers use (Google Drive, Dropbox, Box, etc.), but lacks the ability to archive that materialle locally at a researcher’s institution. Long-term stewardship and preservation requires multiple copies of data archived in different locations, and creating archives seamlessly would be ideal. COS and IA propose to address the preservation and stewardship challenges by providing open, cooperative infrastructure to ensure long-term access and connection to research data, and by supporting and promoting adoption of open science practices to enhance research reproducibility as well as data sharing and reuse. In this workshop, participants will gain skills to implement reproducible research practices using OSF and other tools, and then curate and preserve research artifacts on Internet Archive. We will further demonstrate the possibilities to preserve such content in local institutional repositories or other distributed networks, uses community-developed standards and protocols.

A part of "Triage in the data ward: A collaborative working session for developing a data rescue decision framework", this presentation introduces the Data Nomination Tool, a web-based system that allows users at all levels, federal, state, local, etc. to request help in performing data related tasks. The presentation shows the functionality - shares the importance of the work for the future and elicits a lot of questions to the group about building sustainable support for this and other related efforts. This presentation was given at the Earth Science Information Partners (ESIP) Winter Meeting in January 2019.

The Data Rescue Nomination Tool allows all users to request help in performing Earth science data rescue related tasks for any type of issue. The nomination tool team saw a need for such an applications because there was currently no known resource which would provide a mechanism for individuals to submit data sets and request help with them. Our goal is to connect folks with data needs to folks with data rescue expertise. Submitting a request is easy - Create an account, or enter as a guest and fill out the short form. Want to be a “Data Hero” and assist in data rescue? Create an account and choose the data hero option. Publishers, funders, and scientific practice increasingly require sharing research data via online repositories. Libraries have a tradition of sharing/archiving materials and are now more involved with research data sharing and archiving. However, large data files - particularly from HPC systems - are very challenging to distribute and archive. Storage can also be a challenge for researchers working in field stations and remote sites. However, NSF-funded cyberinfrastructure (XSEDE) has traditionally emphasized computing power, with little effort to provide data storage/archiving beyond what is needed for a specific computation. Science gateways and resources targeted at smaller computing jobs (like Comet and Jetstream) have succeeded in increasing the accessibility of NSF-funded computing resources. Accessible computational resources should include provision for long-term data storage and take advantage of developments in Library data services. This workshop will feature ongoing efforts around research data storage and sharing, and how Libraries and Research Computing groups can work together to provide infrastructure and best practices to support the full research lifecycle. These presentations will highlight tools supported by campus services to help researchers archive and share their data.

This is a poster that presents the results of our analysis of the stories that ESIP members told via the ESIP slack channel and on video in the Spring and Summer of 2017. For ESIPs 20th birthday present, we looked at the larger ideas expressed in these stories and the overarching patterns and topics, additionally highlighting some exceedingly unique quotes and elements that contribute to the ESIP story.
