6. Improving Program Results through the Use of Predictive Operational Performance Indicators: A Canadian Case Study

Abstract

In Canada, in-depth evaluations of federal programs are intended to occur every 5 years. As such, evaluation is a periodic retrospective (lag) indicator examining results achieved versus program objectives. In a Canadian context, stand-alone evaluations have proved challenging to implement, time consuming, and not well adapted to annual management accountability needs. Consequently, there are important benefits from developing parallel ongoing operational performance measurements, complementing periodic evaluations as an integrated system. With links to program evaluations, ongoing performance feedback can include predictive (lead) indicators of progress, through operational linkages to a program's intended long-term outcomes. The present case study examines program efficiency concerns demonstrating lead indicators as an "early warning system"--targeting problem areas, producing speedier program adjustments (including accountability and efficiency improvements) and also demonstrating potential to increase quality, timeliness, and usefulness of longer term in-depth evaluations. 19. Evaluation of an Australian Aboriginal model of maternity care: The Malabar Community Midwifery Link Service

Abstract

© 2019 Background: The urban-based Malabar Community Midwifery Link Service integrates multidisciplinary wrap-around services along-side continuity of midwifery care for Aboriginal and Torres Strait Islander mothers and babies. Aim: To evaluate the Malabar Service from 1 January 2007 to 31 December 2014. Methods: A mixed method design. Outcomes for mothers of Aboriginal and/or Torres Strait Islander babies cared for at an urban Australian referral hospital by the Malabar Service were compared to mainstream. Primary outcomes are rates of low birth weight; smoking >20 weeks gestation; preterm birth; and breastfeeding at discharge. Malabar outcomes are also compared to national and state perinatal outcomes. Results: The Malabar Service (n = 505) demonstrated similar rates of preterm birth (aOR 2.2, 95% CI 0.96–4.97); breastfeeding at discharge (aOR 1.1, 95% CI 0.61–1.86); and a higher rate of low birth weight babies (aOR 3.6, 95% CI 1.02–12.9) than the comparison group (n = 201). There was a 25% reduction in smoking rates from 38.9% to 29.1%. Compared to national and state populations, Malabar outcomes were better. Women experienced greater psychosocial complexity but were well supported. Malabar Mothers (n = 9) experienced: accessibility, preparedness for birth and cultural safety. Staff (n = 13) identified going ‘above and beyond’ and teamwork to provide culturally safe care counterbalanced with concerns around funding and cultural support. Conclusions: Dedicated integrated continuity of midwifery care with wrap-around services for Aboriginal and/or Torres Strait Islander mothers is highly valued and is culturally safe. The service is as safe as main stream services and promotes better clinical outcomes compared to national and state outcomes.

Abstract

The copying of longer, mixed-sequence RNA templates and a series of nucleic acid templates were explored to assess the sequence-general copying ability of 2'-amino-2',3'-dideoxynucleotide-5'-phosphorimidazolides. The results showed that more efficiently copied sequences could be generated by replacing the adenine nucleobase with diaminopurine, and uracil with C5-(1-propynyl)uracil.

42. Sacred, secular, or sacrilegious? prehistoric sites, pagans and the Sacred Sites project in Britain

Abstract

This paper explores issues and tensions developing within today's Britain around prehistoric 'sacred sites' and their appropriation by a wide range of interested or concerned groups. In examining and theorising competing constructions of 'sacredness' and its inscription today, we will draw on examples from well-known and less well-know British prehistoric places, to illustrate how claims and appropriations emerge from spiritual and political processes, and to question how places are themselves agents in the demarcation of their own sacredness. We focus on contemporary pagans as ‘new-indigenes’ and their engagements with the past and performances of spirituality on the stage of the heritage of Britain, as examined in our ‘Sacred Sites, Contested Rites/Rights Project’ (www.sacredsites.or.uk), now in its fifth year. From the deposition of votive offerings at West Kennet long barrow and long-running disputes over access to Stonehenge as a ‘sacred site’, to the display of ritual paraphernalia derived from archaeological contexts (a Thor’s hammer pendant, for instance), pagans perform their worldviews and engage with heritage in diverse ways. Pagan re-enchantment of the past not only re-places heritage, myth, artefacts, ‘cultures’ in/out of time, highlighting (im)permanence as a linking theme in our analysis, but also disrupts the fixed and unchanging ‘past’ imposed onto heritage by much heritage discourse – challenging the permanent to yield, bend and accommodate.

46. Pasts and pagan practices: moving beyond Stonehenge

Abstract

Theorizing the past is not restricted to archaeology and interpretations of 'past' both influence and are themselves constituted within politicized understandings of self, community and in certain instances, spirituality. 'The past in the imagination of the present' is appropriated, variously, to give meaning to the present or to justify actions and interpret experiences. Summer solstice at Stonehenge, with an estimated 21,000 celebrants in 2005, is only the most publicized appropriation (by pagans and other adherents of alternative spirituality and partying) of a 'sacred site'; and conflicts and negotiations occurring throughout Britain are represented in popular and academic presentations of this 'icon of Britishness'. This paper presents work from the Sacred Sites, Contested Rites/Rights Project (http://www.sacredsites.org.uk) project, a collaboration of archaeology and anthropology informed by pagan and alternative approaches and standpoints investigating and theorizing discourse and practice of heritage management and pagan site users. Whether in negotiations around the Stonehenge solstice access or in dealing with numerous other sites, boundaries between groups or discourses are not clearly drawn - discursive communities merge and re-emerge. But clearly 'past' and 'site' are increasingly important within today's Britain, even as television archaeology increases its following, and pagan numbers continue to grow.
