Waterbird populations in eastern Australia have been declining over the past 35 years primarily due to water resource development and resultant changes to natural river flows and flooding. To mitigate these impacts there is an increased allocation of water for the environment, including waterbird populations. We used population viability models to identify the frequency of breeding events required to reverse the trend and achieve long-term species’ management objectives. We found that the population size of straw-necked ibis was primarily dictated by the frequency of large breeding events and to a lesser extent by adult annual survival and the frequency of small breeding events. We identified combinations of small and large breeding events over the next 10 years required for increased population growth. We also assessed the likelihood of current water management policies increasing populations and thereby reversing the decline in eastern Australia’s waterbird populations.

The Okavango Delta is renowned as an extraordinary ecosystem of high biodiversity, listed as both a Ramsar and World Heritage Site, with part protected in the Moremi Game Reserve. This extensive floodplain ecosystem has 444 recorded bird species, with just under a quarter of these waterbirds, including at least 16 breeding and 4 threatened (1 endangered, 3 vulnerable) species. Despite the global importance of this ecosystem, and its transboundary nature, there are surprisingly few long-term assessments of status of the ecosystem or waterbird communities, a key indicator of ecosystem health, with threats such as upstream water extraction, and climate change threatening its outstanding biodiversity. We compiled a comprehensive 53-year dataset comprised of citizen science and other datasets (1970–2019), on 36 waterbird species (Anhingidae, Ardeidae, Ciconiidae, Gruidae, Pelecanidae, Phalacrocoracidae, and Phoenicopteridae), including eight waterbird breeding colonies in the Okavango Delta. We investigated trends in waterbird biodiversity as well as responses to temperature, flow, flooding, and local rainfall. Waterbird breeding colonies were associated with relatively high areas of riparian woodland, and experienced moderate flooding frequencies (> 1 in 5 years). Total abundance of all 36 waterbird species was positively related to river flows. Despite increased citizen science effort over time, total abundance within the Okavango Delta significantly declined with declining average inundation. Four species led these declines (African darter Anhinga rufa, green-backed heron Butorides striata, slaty egret Egretta vinaceigula, squacco heron Ardeola ralloides) and one marabou stork Leptoptilos crumenifer, increasing (only sufficient data to analyse 15 species individually). Decreased inundation within the Delta and other internal factors (urbanisation, tourism, vegetation change) as well as external factors (habitat loss elsewhere) are likely driving these declines. The Ramsar Convention (or the Convention on Wetlands), signed in 1971, was one of the first international conservation agreements, promoting global wise use of wetlands. It has three primary objectives: national designation and management of wetlands of international importance; general wise use of wetlands; and international cooperation. We examined lessons learnt for improving wetland conservation after Ramsar’s nearly five decades of operation. The number of wetlands in the Ramsar Site Network has grown over time (2,391 Ramsar Sites, 2.5 million km2, as at 2020-06-09) but unevenly around the world, with decreasing rate of growth in recent decades. Ramsar Sites are concentrated in countries with a high Gross Domestic Product and human pressure (e.g., western Europe) but, in contrast, Ramsar Sites with the largest wetland extent are in central-west Africa and South America. We identified three key challenges for improving effectiveness of the Ramsar Site Network: increasing number of sites and wetland area, improved representation (functional, geographical and biological); and effective management and reporting. Increasing the number of sites and area in the Ramsar network could benefit from targets, implemented at national scales. Knowledge of representativeness is inadequate, requiring analyses of functional ecotypes, geographical and biological representativeness. Finally, most countries have inadequate management planning and reporting on the ecological character of their Ramsar Sites, requiring more focused attention on a vision and objectives, with regular reporting of key indicators to guide management. There are increasing opportunities to rigorously track ecological character, utilizing new tools and available indicators (e.g., remote sensing). It is critical that the world protect its wetlands, with an effective Ramsar Convention or the Convention on Wetlands at the core.

Recognizing the imperative to evaluate species recovery and conservation impact, in 2012 the International Union for Conservation of Nature (IUCN) called for development of a "Green List of Species" (now the IUCN Green Status of Species). A draft Green Status framework for assessing species' progress toward recovery, published in 2018, proposed 2 separate but interlinked components: a standardized method (i.e., measurement against benchmarks of species' viability, functionality, and preimpact distribution) to determine current species recovery status (herein species recovery score) and application of that method to estimate past and potential future impacts of conservation based on 4 metrics (conservation legacy, conservation dependence, conservation gain, and recovery potential). We tested the framework with 181 species representing diverse taxa, life histories, biomes, and IUCN Red List categories (extinction risk). Based on the observed distribution of species' recovery scores, we propose the following species recovery categories: fully recovered, slightly depleted, moderately depleted, largely depleted, critically depleted, extinct in the wild, and indeterminate. Fifty-nine percent of tested species were considered largely or critically depleted. Although there was a negative relationship between extinction risk and species recovery score, variation was considerable. Some species in lower risk categories were assessed as farther from recovery than those at higher risk. This emphasizes that species recovery is conceptually different from extinction risk and reinforces the utility of the IUCN Green Status of Species to more fully understand species conservation status. Although extinction risk did not predict conservation legacy, conservation dependence, or conservation gain, it was positively correlated with recovery potential. Understanding the mechanisms which drive large scale population dynamics of highly mobile organisms, such as birds, is as challenging as it is important. For waterbirds depending on Australia's dryland rivers, little is known about the spatiotemporal dynamics and degree of population synchrony, despite its importance for conservation theory and practice. We examined spatial synchrony in 50 waterbird species using aerial survey data over the past three decades (1983–2016), across two of Australia's largest river basins, representing almost a third of the continent using state-space models. There was broad synchrony in the responses of Australian waterbird numbers in wetlands, varying among functional response groups, reflecting the spatiotemporal mosaic of flooded wetlands across multiple scales. Ducks, the most abundant functional response group, and herbivorous waterbirds displayed strong spatiotemporal synchrony within and between the Lake Eyre Basin and Murray-Darling Basin, while synchrony of piscivores was patchier. In contrast, large waders and particularly shorebirds had poor synchronicity. While rainfall among catchments within river basins was highly correlated, streamflow was correspondingly weakly correlated in the Murray-Darling Basin primarily because river regulation had separated rainfall from flow and inundation, potentially compromising waterbird response triggers. There are clear conservation implications for wetlands and their waterbird populations, principally the protection of natural flow regimes in the Lake Eyre Basin and where needed, restoration of environmental flows in the Murray-Darling Basin. Also, management of waterbirds needs to often extend beyond the boundaries of basins.

The platypus (Ornithorhynchus anatinus) is one of the world's most evolutionarily distinct mammals, one of five extant species of egg-laying mammals, and the only living species within the family Ornithorhynchidae. Modern platypuses are endemic to eastern mainland Australia, Tasmania, and adjacent King Island, with a small introduced population on Kangaroo Island, South Australia, and are widely distributed in permanent river systems from tropical to alpine environments. Accumulating knowledge and technological advancements have provided insights into many aspects of its evolutionary history and biology but have also raised concern about significant knowledge gaps surrounding distribution, population sizes, and trends. The platypus' distribution coincides with many of Australia's major threatening processes, including highly regulated and disrupted rivers, intensive habitat destruction, and fragmentation, and they were extensively hunted for their fur until the early 20th century. Emerging evidence of local population declines and extinctions identifies that ecological thresholds have been crossed in some populations and, if threats are not addressed, the species will continue to decline. In 2016, the IUCN Red Listing for the platypus was elevated to "Near Threatened," but the platypus remains unlisted on threatened species schedules of any Australian state, apart from South Australia, or nationally. In this synthesis, we review the evolutionary history, genetics, biology, and ecology of this extraordinary mammal and highlight prevailing threats. We also outline future research directions and challenges that need to be met to help conserve the species.

Water resource development on rivers significantly affects life cycles of species reliant on wetlands. However, assessing ecological impacts is often difficult because they are realised over long-time periods and large spatial scales, particularly on highly variable dryland rivers. Thirty percent of all Ramsar wetlands are in drylands. We examined the effects of diversions of water upstream on colonial waterbird breeding at the Narran Lakes, supplied by a highly variable dryland river. Narran Lakes is an important Ramsar-listed wetland in Australia for its provision of habitat for wetland fauna during key life history stages, including colonially breeding waterbirds. We use historical ibis breeding data over five decades (1970–2016) to determine the flow requirements for colonial waterbird breeding and modelled the impacts of water resource management options (current and restoration) on breeding. We identified thresholds (>154,000 ML in 90 days with a secondary threshold of >20,000 ML in the first 10 days) of river flow volume necessary to stimulate breeding. Water resource development reduced the frequency of large flows resulting in ibis breeding by 170%, from 1 in 4.2 years to 1 in 11.4 years. Restoration efforts by government to recover water for the environment was predicted to improve colonial waterbird breeding frequency associated with large flow events to 1 in 6.71 years, representing a 59% reduction from pre-development periods. Our framework has global application as a method for identifying long-term impacts of water resource development on key Ramsar wetland areas. This is important, as few mechanisms exist for assessing impacts and identifying restoration options on the listed criteria for many Ramsar wetlands.

The platypus (Ornithorhynchus anatinus) is an evolutionarily distinct mammal, endemic to Australian freshwaters. Many aspects of its ecology and life-history, including detailed understanding of movements, are poorly known, hampered by its cryptic and mainly nocturnal habits and small numbers. We effectively trialled intraperitoneal implanted acoustic transmitters in nine platypuses in the Severn River (NSW), Australia, as a potential approach for studying movements in this challenging species. We tracked platypus movements over six months, at fine and broad spatial scales, using an array of acoustic sensors. Over six months (March-August 2016), four of five adult platypuses (two females\three males) maintained localized movements (average monthly maximums 0.37 km ± 0.03 sd), while one adult, one sub-adult, and one juvenile (males) moved further: average monthly maxima 1.2 km ± 2.0 sd, 0.9 km ± 0.6 sd, 4.5 km ± 5.9 sd, respectively. The longest recorded movement was by a male adult, covering 11.1 km in three days and travelling a maximum distance of about 13 km between records. Only one implanted animal was not detected immediately after release, indicative of transmission failure rather than an adverse event. High cumulative daily movements (daily 1.9 km ± 0.8 sd) indicated high metabolic requirements, with implications for previous estimates of platypus abundances and carrying capacities, essential for effective conservation. This novel approach offers new avenues to investigate relating to mating, nesting, and intraspecific competition behaviours and their temporal and spatial variation.

Drawing on the experience and lessons of wetland researchers and managers in Australia and New Zealand, we examined the implications of climate change for wetland policy and management, and identified potential adaptation responses and the information needed to support these. First, we considered wetland vulnerability to climate change, focusing on wetland exposure and sensitivity. We then outlined the existing policy context for dealing with climate change, with an emphasis on the Ramsar Convention on Wetlands. We then considered how the objectives and targets for wetland management can be set in the face of climate change, how management can be adapted to climate change given the uncertainties involved, and how we can monitor and evaluate wetland condition in the face of climate change. We concluded with a set of principles to guide adaptation of wetland conservation and management policy to climate change.

Animals disperse in response to poor resource conditions as a strategy of escaping harsh competition and stress, but may also disperse under good resource conditions, as these provide better chances of surviving dispersal and gaining fitness benefits such as avoiding kin competition and inbreeding. Individual traits should mediate the effect of resources, yielding a complex condition-dependent dispersal response. We investigated how experimental food reductions in a food-rich environment around poultry-growing villages interact with individual-traits (age, gender, body-mass) in two sympatric canids, red foxes and golden jackals, to jointly affect emigration propensity and survival during dispersal. Sub-adult foxes emigrated more frequently from the food-rich habitat than from the pristine, food-limited habitat, while adult foxes showed the opposite trend. During dispersal, adults exhibited lower survival while sub-adults did not experience additional mortality costs. Although fox mortality rates increased in response to food reduction, dispersal remained unchanged, while jackals showed strong dispersal response in two of the three repetitions. Jackal survival under food reduction was lowest for the dispersing individuals. While resources are an important dispersal determinant, different age classes and species experience the same resource environment differently and consequently have different motivations, yielding different dispersal responses and consequences.

Knowledge of the life-history and population dynamics of Australia's iconic and evolutionarily distinct platypus (Ornithorhynchus anatinus) remains poor. We marked-recaptured 812 unique platypuses (total 1,622 captures), over four decades (1973-2014) in the Shoalhaven River, Australia. Strong sex-age differences were observed in life-history, including morphology and longevity. Apparent survival of adult females (Φ = 0.76) were higher than adult males (Φ = 0.57), as in juveniles: females Φ = 0.27, males Φ = 0.13. Females were highly likely to remain in the same pool (adult: P = 0.85, juvenile: P = 0.88), while residency rates were lower for males (adult: P = 0.74, juvenile: P = 0.46). We combined survival, movement and life-histories to develop population viability models and test the impact of a range of life-history parameters. While using estimated apparent survival produced unviable populations (mean population growth rate r = -0.23, extinction within 20 years), considering residency rates to adjust survival estimates, indicated more stable populations (r = 0.004, p = 0.04 of 100-year extinction). Further sensitivity analyses highlighted adult female survival and overall success of dispersal as most affecting viability. Findings provide robust life-history and viability estimates for a difficult study species. These could support developing large-scale population dynamics models required to underpin a much needed national risk assessment for the platypus, already declining in parts of its current distribution.

Dryland rivers have considerable flow variability, producing complex ecosystems, processes, and communities of organisms that vary over space and time. They are also among the more vulnerable of the world's ecosystems. A key strategy for conservation of dryland rivers is identifying and maintaining key sites for biodiversity conservation, particularly protecting the quantity and quality of flow and flooding regimes. Extreme variability considerably challenges freshwater conservation planning. We systematically prioritised wetlands for waterbirds (simultaneously for 52 species), across about 13.5%of the Murray-Darling Basin (1,061,469 km2), using a 30-year record of systematic aerial surveys of waterbird populations. Nine key wetlands in this area, primarily lakes, floodplains, and swamps, consistently contributed to a representation target (80%) of total abundances of all 52 waterbird species. The long temporal span of our data included dramatic availability (i.e., booms) and scarcity (i.e., busts) of water, providing a unique opportunity to test prioritisation at extremes of variation. These extremes represented periods when waterbirds were breeding or concentrating on refugia, varying wetland prioritisation. In dry years, important wetlands for waterbirds were riverine and lacustrine (12 wetlands) but this changed in wet years to lacustrine and palustrine (8 wetlands). Such variation in ecosystem condition substantially changes the relative importance of individual wetlands for waterbirds during boom and bust phases. Incorporating this variability is necessary for effective conservation of Murray-Darling Basin waterbirds, with considerable generality for other similarly variable systems around the world. Monitoring for species occupancy is often carried out at local scales, reflecting specific targets, available logistics, and funding. Problematically, conservation planning and management operate at broader scales and use information inventories with good scale coverage. Translating information between local and landscape scales is commonly treated in an ad hoc manner, but conservation decision-making can benefit from quantifying spatial-knowledge relationships. Fauna occupancy monitoring, in particular, suffers from this issue of scale, as there are many different survey methods employed for different purposes. Rather than ignoring how informative these methods are when predicting regional distributions, we describe a statistical approach that identifies survey combinations that provide the greatest additive value in mammal detection across different scales. We identified minimal sets of survey methods for 53 terrestrial mammal species across a large area in Australia (New South Wales (NSW), 800,000 km2) and for each of the 18 bioregions it encompasses. Utility of survey methods varied considerably at a landscape scale. Unplanned opportunistic sightings were the single largest source of species information (35%). The utility of other survey methods varied spatially; some were retained in minimal sets for many bioregions, while others were spatially restricted or unimportant. Predator scats, Elliot and pitfall trapping, spotlighting, and diurnal herpetofauna surveys were the most frequently included survey methods at a landscape scale. Use of our approach can guide identification of efficient combinations of survey methods, maximising detection and returns for monitoring. Findings and methodologies are easily transferable and are globally applicable across any taxa. Protected areas are established to conserve biodiversity and facilitate resilience to threatening processes. Yet protected areas are not isolated environmental compounds. Many threats breach their borders, including transportation infrastructure. Despite an abundance of roads in many protected areas, the impact of roads on biota within these protected areas is usually unaccounted for in threat mitigation efforts. As landscapes become further developed and the importance of protected areas increases, knowledge of how roads impact on the persistence of species at large scales and whether protected areas provide relief from this process is vital. We took a two-staged approach to analysing landscape-scale habitat use and road-kill impacts of the common wombat (Vombatus ursinus), a large, widely distributed herbivore, within New South Wales (NSW), Australia. Firstly, we modelled their state-wide distribution from atlas records and evaluated the relationship between habitat suitability and wombat road fatalities at that scale. Secondly, we used local-scale fatality data to derive an annual estimate of wombats killed within an optimal habitat area. We then combined these two approaches to derive a measure of total wombats killed on roads within the protected area network. Our results showed that common wombats have a broad distribution (290,981 km 2), one quarter (24.9 %) of their distribution lies within protected areas, and the percentage of optimal habitat contained within protected areas is 35.6 %, far greater than the COP10 guidelines of 17 %. Problematically, optimal habitat within protected areas was not a barrier to the effects of road-kill, as we estimated that the total annual count of wombat road-kill in optimal habitat within protected areas could be as high as 13.6 % of the total NSW population.
