7. Political economy considerations on the supply of trade protection in regional integration agreements

Abstract

The purpose of this article is to discuss the institutional aspects of regional integration and its implication for the determination of external trade policies by a trade bloc. In particular, this study raises the question, can institutional designs in a regional integration area increase the responsiveness of trade authorities to protectionist demands? Contrary to some previous research, the analysis shows that the answer is affirmative. As illustrated by the European Union (EU) experience, the supply of trade protection in the context of regional integration crucially depends on the design and evolution of institutions adopted by the trade bloc. Moreover, the dynamic process of regional integration entails a redefinition of rules which inevitably attracts lobbying activities (in particular from those with protectionist interests). In consequence, in the absence of a strong political commitment, the danger exists that the design of new institutions will be captured by protectionist forces.

Abstract

A case for a regional approach to competition policy, particularly in the case of deep forms of regional integration including customs unions, exist. International trade liberalisation inside regional blocs permits economies of scale and the transformation of the internal market which impels inefficient companies to egress the market. As a result, a more concentrated market structure that is consistent with efficiency and welfare gains emerge.

Abstract

"The upcoming Economic Partnership Agreements (EPAs) between the European Union and African, Caribbean and Pacific (ACP) countries and regions are extremely challenging. Conceived as a follow-up to the non-reciprocal trade preferences granted to the ACP since 1975, the aim of the EPAs is sustainable development and poverty reduction through the establishment of a Free Trade Area. Many challenges and opportunities arise from this ambitious trade and development partnership between some of the world's poorest and richest countries. Throughout the negotiations, several stakeholders have expressed concerns about the possible negative effects in ACP countries that risk jeopardizing the developmental impacts of EPAs. The ambition, as well as the uncertainties around EPAs make a results-oriented monitoring of the agreements imperative. This study, commissioned by the German Ministry for Economic Cooperation and Development, addresses the possible goals of EPA monitoring, drawing conclusions on what broad areas need to be monitored, which principles should be followed and which stakeholders involved. The study then outlines the challenges involved in implementing a results-oriented monitoring system: which steps need to be taken, how best to derive indicators, which characteristics the latter should have and how they may be identified. The study also presents a number of recommendations on how to ensure that monitoring is given due consideration in the EPA legal texts." (author's abstract)

Abstract

The European Commission has completed a study on the impact of state aid on economic efficiency. State aid is regulatory mechanism that allows a government to provide monetary assistance in case of market failure in the local economy. However, this form of economic intervention causes a paradoxical effect on welfare and may also cause negative crossborder spillovers. Control of state aid by the European Commission should be improved and aligned to efficiency considerations.
