In this article I make a critical analysis of the role played by primary goods within the second principle of justice, in an attempt to identify one of the reasons by which the democratic interpretation is not enough to talk about equality. I contend that fair equality of opportunities will not ultimately depend on equality in the expectations of success of those who have the same developed natural assets, but on the capacity of society's basic structure to deal with stratification in these assets, which leads to inequalities in the earning levels of the jobs in which the capacities and talents developed by individuals can be applied. This argument is based on a recognition of the importance that the idea of "common reserve" should command within the framework of Rawlsian theory. [ABSTRACT FROM AUTHOR]
