Following intense negotiation over several years, the Convention on Biological Diversity’s Kunming-Montreal Global Biodiversity Framework1 — adopted in December 2022 — includes an ambitious target for area-based conservation as part of the global effort to halt and reverse biodiversity loss. Target 3 of the framework aims to increase the global coverage of protected areas and other effective area-based conservation measures to at least 30 per cent by 2030 (sometimes referred to as ‘30×30’), such that this increase delivers benefits for biodiversity and human society, while “recognizing and respecting the rights of indigenous peoples and local communities, including over their traditional territories”1. We seek to emphasize that achieving target 3 requires new knowledge about the social implications of different scenarios by which it might be implemented. Generating this knowledge will require innovative collaboration across disciplines and sectors.

Human activities in areas beyond national jurisdiction (ABNJ) are increasing in the types, scale and intensity, having the potential to impact upon marine biodiversity in this vast area of the marine realm. Area-based planning is one way in which sectors operating in ABNJ can spatially plan their activities, yet such plans are often sector-specific and do not take into account the activities of other sectors. Marine spatial planning (MSP) is a type of area-based planning that is well established in national waters but doesn’t currently occur in ABNJ. It can be used to achieve ecological, social and economic objectives. This report showcases a MSP framework for ABNJ, for the purposes of conserving and sustainably using biodiversity. It considers the framework under different governance scenarios, highlighting how an international legally binding instrument would aid undertaking MSP in ABNJ.

​This synthesis report draws on the different studies developed under the ABNJ Deep Seas project and provides insights into the future of cross-sectoral area-based planning in ABNJ.

Door beperkte middelen voor natuurbehoud en toenemende bevolkingsdichtheden, is het belangrijk om te bepalen welke condities noodzakelijk zijn om een diverse gemeenschap van plant- en diersoorten te behouden. Nina Bhola onderzocht de soortenrijkdom van zoogdieren in 300 beschermde gebieden in Afrika. Om de soortenrijkdom te verklaren maakte zij gebruik van de grootte van een natuurgebied, de variatie in het landschap en de productiviteit van vegetatie. Verrassend genoeg bleek de variatie in het landschap meer invloed te hebben op soortenrijkdom dan de grootte van een natuurgebied. Een nog belangrijkere factor om soortenrijkdom te behouden ligt in de aanwezigheid van weidegronden buiten de beschermde gebieden. Natuurreservaten bieden niet altijd voldoende geschikte leefgebieden voor zoogdieren om zowel het regen- als het droge seizoen te overleven. Vaak liggen enkele of meer benodigde leefgebieden buiten de natuurreservaten, waar herders leven en hun vee laten grazen. Bhola bestudeerde de verspreiding van de dichtheid van herbivoren en carnivoren van variërende lichaamsgrootte in het beschermde Mara-Serengeti ecosysteem en de aangrenzende weidegronden. Tijdens het regenseizoen, wanneer voedsel en water volop aanwezig is, zijn de door het vee kort gegraasde en voedselrijke weidegronden erg aantrekkelijk voor kleine en middelgrote herbivoren. In deze korte vegetatie is het bovendien gemakkelijker om een roofdier op te merken. Tijdens het droge seizoen, wanneer er weinig voedsel en water is, vermijden de middelgrote herbivoren de competitie met vee op de weidegronden en migreren naar het reservaat. De gebieden rondom natuurreservaten komen steeds meer onder druk te staan door bevolkingsgroei en economische ontwikkeling. Naast deze ontwikkelingen, maken verschuivingen in regenval en stijgende temperaturen de weidegronden een steeds belangrijker leefgebied voor dieren, maar wordt de migratie er naar toe moeilijker. Dit resulteert in een afname van de dichtheid van bijna alle diersoorten. Nina Bhola heeft het belang aangetoond van de variatie van het landschap en de verbinding tussen beschermde gebieden en hun omgeving voor de soortenrijkdom in de context van veranderingen in zowel landgebruik en klimaat.

1. The distributions of large herbivores in protected areas and their surroundings are becoming increasingly restricted by changing land use, with adverse consequences for wildlife populations. 2. We analyse changes in distributions of herbivore hotspots to understand their environmental and anthropogenic correlates using 50 aerial surveys conducted at a spatial resolution of 5 x 5 km(2) (n = 289 cells) in the Mara region of Kenya during 19772010. We compare the distributions across seasons, land use types (protection, pastoralism and agro-pastoralism) and 10 species with different body sizes and feeding styles. 3. Small herbivores that are the most susceptible to predation and dependent on high-quality forage concentrate in the greenest and wet areas and close to rivers in Masai pastoral ranches in both seasons. Livestock grazing creates conditions favouring small herbivores in these ranches, including high-quality short grasses and better visibility, implying facilitation. But in the reserve, they concentrate in browner, drier and flatter areas and farther from rivers, suggesting facilitation by large grazers in the wet season, or little competition with migratory herbivores occupying the reserve in the dry season. 4. In the wet season, medium herbivores concentrate in similar areas to small herbivores in the ranches and reserve. However, in the dry season, they stay in the reserve, and also concentrate in green and wet areas close to rivers when migrants occur in the reserve. As such areas typically have higher predation risk, this suggests facilitation by the migrants by absorbing most predation pressure or, alternatively, competitive displacement by the migrants from preferred habitats. 5. Large herbivores, which suffer the least predation, depend on bulk forage and are the most likely to engender conflicts with people, concentrate in the reserve all year. This suggests attraction to the taller and denser grass and perceived greater safety in the reserve in both seasons. 6. These results reveal how predation risk, forage quantity and quality, water, competition with and facilitation by livestock interact with individual life-history traits, seasons and land use in shaping the dynamics of herbivore hotspots in protected and human-dominated savannas.
