Sektor kesehatan merupakan salah satu hal yang sangat krusial dalam penyelenggaraan pemerintahan. Oleh karena itu, kebijakan terkait kesehatan perlu dirumuskan sebaik mungkin dan mempertimbangkan opini publik sebagai partisipan dalam proses formulasi kebijakan. Adapun penelitian ini bertujuan untuk memberikan visualisasi tentang diskursus dan opini publik yang berkembang mengenai isu kesehatan secara umum di D.I. Yogyakarta. Di era digital seperti sekarang, opini publik dapat diperoleh dan dianalisa melalui media sosial seperti alat yang dipilih pada penelitian ini, yaitu Twitter dan juga sebagai data pendukung yaitu portal berita daring. Melalui pengumpulan dan Analisa data, ditemukan fakta bahwa pembahasan terkait isu kesehatan di D.I.Y. sangat beragam, mulai dari BPJS, Fasilitas Kesehatan, Germas, JKN, Pasca Covid, Penanganan Covid, Stunting, dan Tenaga Kesehatan. Secara keseluruhan, sentimen publik terhadap isu kesehatan di D.I.Y. masih didominasi oleh sentiment positif.

Proyek MRT (Moda Raya Terpadu) Jakarta fase pertama telah diselesaikan dan digunakan pada awal tahun 2019. Keberadaan MRT Jakarta ini menimbulkan masifnya interaksi dalam ruang publik, khususnya pada media sosial Twitter. Interaksi yang terbentuk dapat diidentifikasikan sebagai aktivitas keterlibatan pemangku kepentingan karena berfungsi sebagai mekanisme kontrol oleh publik terhadap MRT Jakarta saat periode kemunculannya. Artikel ini bertujuan untuk menilai bagaimana efektivitas dari keterlibatan pemangku kepentingan yang terbentuk di platform Twitter dalam kasus MRT Jakarta. Metode penelitian yang digunakan dalam penelitian ini adalah metode analisis konten secara kualitatif. Dengan melakukan kategorisasi tipe pesan sebanyak 1.853 pesan menjadi lima tipe, penelitian ini menemukan dominasi pesan dari kategori keterlibatan pemangku kepentingan. Hasil penelitian ini menunjukkan bahwa aktivitas keterlibatan pemangku kepentingan di MRT Jakarta mampu memenuhi lima dimensi seperti representasi, keterlibatan awal, pengaruh, transparansi, dan pembelajaran.

Proses pelaksanaan kebijakan penanganan anak jalanan di Provinsi DIY melibatkan berbagai stakeholder pemerintah maupun non-pemerintah dan tergabung dalam tim koordinasi khusus yakni Tim Penjangkau. Tim Penjangkau merupakan tim koordinasi khusus yang dibentuk sesuai amanat Perda DIY Nomor 6 Tahun 2011 tentang Perlindungan Anak yang Hidup di Jalan. Penelitian ini berupaya menjelaskan interaksi antar stakeholder dalam Tim Penjangkau Penanganan Anak Jalanan di Provinsi DIY. Penelitian ini bertujuan untuk memperoleh gambaran terkait stakeholder yang terlibat serta pola interaksi antar stakeholder yang mencakup peran dan kerjasama stakeholder. Metode penelitian yang digunakan adalah penelitian kualitatif dengan menggunakan pendekatan studi kasus. Data primer dikumpulkan dengan menggunakan teknik wawancara semi terstruktur. Wawancara dilakukan terhadap seluruh anggota Tim Penjangkau yang beranggotakan Dinas Sosial DIY, Satuan Polisi Pamong Praja DIY, Ikatan Pekerja Sosial Masyarakat DIY, Komunitas Taabah, Panti HAFARA, Rumah Anak Indonesia, Rumah Singgah Ahmad Dahlan, Rumah Singgah Anak Mandiri, RSB Diponegoro, Yayasan Indriya Nati, dan Yayasan Rumah Impian. Terdapat adanya kerjasama dan koordinasi yang berjalan dengan baik di antara stakeholder. Didukung dengan tren penurunan anak jalanan di Provinsi DIY pada Tahun 2011-2019. Hasil penelitian menunjukkan bahwa adanya Tim Penjangkau mampu memperkuat penanganan anak jalanan di Provinsi DIY.

Collaborative management is one approach to the management of common pool resource at the local level. Study of collaborative management is expected to offset the weakness of the hierarchical and market approach that is also existent in natural resource management. This study describes the conceptual framework and discourse of the collaborative approach of network structure-based natural resource and environmental management at the local level. Using literature review, this paper critically summarizes the views of researchers and academicians about network structure based collaborative management. This study concludes that network structure based collaborative management can address the dilemma and challenges in sustainable natural resource and environmental management. Sustainable development in the context of natural resource and environmental management is the resilience to environmental degradation, social vulnerability of local communities and the capacity to protect and adapt, along with the conservation of natural resources through innovations and revitalizations.

The study of video games can be fun, and it is interesting to see what players can explore inside video games. This paper explores public policy practice and its political content or aspects in video games. The very idea itself may sound vague and unclear; can such a thing be found inside a mere video game? To strengthen the argument of what kind of political aspects can be found in video games, the authors use a comparative case study, comparing two games: Animal Crossing: New Horizon and Genshin Impact. By comparing the two games, this paper forms an understanding of how political aspects are found inside each game and their influence on affairs and issues in certain countries. The result of this research shows that video games have become an election-winning strategic political marketing and communication policy. Video games have also used procedural rhetoric, which reveals how game producers promote certain ideologies through legislation and rules in their games.

Major studies in emergency decisions are focusing on how techno-rational approaches applied in early warning systems to produce an output; rarely explore its opponent, the naturalistic intervention, or how both paradigms function in a crisis decision process. This research aims to identify the actual process of emergency decision making in the context of natural hazard studies, whether it employs the techno-rational or purely naturalistic approach. A systematic review is adopted to assess papers in the period 2000-2018 within the ‘emergency decision making’ AND “natural disaster” keywords. Research finds a non-techno-rational paradigm that contributes to producing a decision outcome. Instead of categorizing it the naturalistic paradigm as named by the scholars, we labelled it a non-technological paradigm. It consists of two main instruments: individual and institutional interventions, that together with the techno-rational instrument develop an adaptive continuum behavior while operating in uncertainty condition in order to generate an effective evacuation order for vulnerable people.

Most of the research on social movement and digital advocacy through hashtags is concentrated on the identifications of social media usage. There is limited research concerning the comprehensive understanding and analysis on how it can develop and interact with social networks. This research aims to further identify the process of the successful social movement that has been mobilized by Indonesian’s musicians and public by using a hashtag as a form of advocacy in thwarting the Music Draft Bill and in understanding the role of the actors and public engagement behind this social movement. We have analyzed #TolakRUUPermusikan as a social movement that formed into digital advocacy by referring to the literature review that was conducted by the previous studies. This research will map out the actors and public engagement behind the movement. In each criterion, the result has been aligned with the conceptual framework in application of #TolakRUUPermusikan as a social movement, the use of online petition as a digital advocacy tool, and the network structure of #TolakRUUPermusikan to find the actors and understanding the engagements of the public. The implication of this study is to show the success of a social movement to assess policy making and policy failure. Sebagian besar penelitian tentang gerakan sosial dan advokasi digital melalui tagar terkonsentrasi pada identifikasi penggunaan media sosial. Penelitian kecil mempertimbangkan pemahaman dan analisis yang komprehensif tentang bagaimana hal itu dapat berkembang dan berinteraksi dengan jaringan sosial. Penelitian ini bertujuan untuk lebih mengidentifikasi proses keberhasilan Gerakan sosial yang telah dimobilisasi oleh musisi dan masyarakat Indonesia, dengan menggunakan tagar sebagai bentuk advokasi dalam menggagalkan RUU Permusikan dan memahami peran para actor dan keterlibatan publik di balik gerakan sosial ini. Kami telah menganalisis #TolakRUUPermusikan sebagai gerakan sosial yang terbentuk menjadi advokasi digital dengan mengacu pada tinjauan literatur yang telah dilakukan oleh penelitian sebelumnya. Penelitian ini akan memetakan aktor dan keterlibatan publik di balik gerakan tersebut. Pada setiap kriteria, hasilnya telah diselaraskan dengan kerangka konseptual dalam penerapan #TolakRUUPermusikan sebagai gerakan sosial, penggunaan petisi online sebagai alat advokasi digital, serta struktur jaringan #TolakRUUPermusikan untuk menemukan para pelaku dan memahami keterlibatan para pelaku. masyarakat. Implikasi dari penelitian ini adalah untuk menunjukkan keberhasilan suatu gerakan sosial dalam menilai pembuatan kebijakan dan kegagalan kebijakan.

Digital advocacy is a growing and interesting area of research. This study aims to analyze the actors, processes, and effectiveness of digital advocacy regarding the postponement of the local elections in Indonesia in 2020 carried out by collective action using Twitter hashtags. Data in this study is the tweet related to the hashtag “Tunda Pilkada” from March 15 to December 8, 2020. The author argues that despite social media facilitating advocacy, not all digital advocacies provide effectiveness in influencing public policy. This study uses mixed research methods by combining a social network analysis approach to identify the actors. Hence, this study uses a qualitative content analysis approach to analyze social media-based advocacy models and identify failures in digital advocacy. The research findings found that individuals, not advocacy groups drove collective action. Furthermore, research also proves that hashtags are effective in reaching, building connections in public, and mobilizing. Finally, this study found that the failure of digital advocacy was caused by various factors that came from internal and external collective action. Our research contributes to the development of studies on digital advocacy.

PurposeThis study addresses the critical factors that contribute to the success of e-government programs in the Association of Southeast Asian Nations (ASEAN) member states (AMS). We investigate the factors that play key roles in e-government adoption and implementation in AMS that stem from multiple dimensions.Design/methodology/approachOur qualitative study on eight ASEAN countries with different political situations and economic developments suggests that in general, institutions (formal and informal institutions), resources, leadership, organizational design and culture values determine the success of e-government.FindingsThe provision of adequate information and communication technology infrastructure alone is insufficient to ensure the success of e-government.Research limitations/implicationsOur findings lead to a conceptual framework of factors that drive the success of e-government projects that advances the literature on e-government, particularly the research about e-government in the context of developing countries.Originality/valueAn empirical evidence and in-depth understanding suggest that different factors are associated with detrimental impacts on e-government implementation.

Purpose This paper aims to compare the implementation of public–private partnership (PPP) in Western and non-Western countries by analyzing several predetermined aspects such as government and political system, PPP’s model of agreement, political commitment and the role of PPP supporting unit. Design/methodology/approach This study uses comparative case studies to compare the implementation of PPP in seven Western and non-Western countries by using various appropriate data such as frequently used agreements, government systems, political commitments and PPP-supporting units to understand the extent of differences in the success of PPP implementation found in each country. Findings The results reveal that the implementation of PPPs in Western and non-Western countries do not significantly differ, except for in the instance of political commitments. Political interventions in PPP implementation still frequently occurred in non-Western countries, which consequently disrupted the implementation of PPP itself. Originality/value Previous comparison of PPP studies only focused on the implementation of PPP without analyzing the political context in each country. One of the contributions that this paper will bring to the conversations around PPP is that the implementation of PPP will be analyzed with regard to political contexts.

Communication channels play a crucial role in times of crisis, especially during disasters. Social media have become substantial means of communication, playing coextensive roles to those of traditional media. Social media present a communication format that can operate not only within areas directly affected by a disaster but also throughout the rest of the world. Twitter has proven to be an important social media platform for providing services and information conveyed by credible organizations in times of crisis when other means of communication become inaccessible. This study focuses on the different uses of Twitter during disasters in Asia and the Pacific in 2014 and 2015. The purpose of this study is to show the pattern of use of Twitter to send warnings and identify crucial needs and responses. This study is based on the premise that Twitter has considerable potential as a communication channel during disasters given its advantages and high compatibility with rapid information dissemination. We gather tweets by scraping https://twitter.com/search-advanced results using the Application Programming Interface of Twitter. The scraping process is conducted with the Python Tweepy library. Data are classified based on a social media framework, geographical area, and user type. We find that the pattern of Twitter users plays a crucial role in raising awareness as well as coordinating relief efforts during disasters. Various types of users utilize Twitter in ways that are consistent with its traditional role. News organizations participate in secondhand reporting, and nongovernment organizations and celebrities are committed to relief coordination. Results cast light on not only how various types of users utilize Twitter in times of disaster but also on how a number of potential Twitter users are absent during disasters. Twitter use for relief coordination occurs understandably in the aftermath of a disaster, but the speed and reach of Twitter make it an ideal platform for disaster preparedness coordination and planning.

This article aims to observe the dynamics of policy implementation involving various stakeholders in the effort of conserving one of the National Parks in Indonesia, particularly Merapi Mountain National Park (Taman Nasional Gunung Merapi – TNGM). Following the Zoning Policy implemented in the TNGM area, there is a zone that should have been protected from mining activities, namely the reconstruction and mitigation zone. However, in its implementation, the conservation collaboration agreement of one of the areas in the zone, namely the Kali Putih Area, is instead used by some parties to engage in sand mining activities. The principal-agent theory is, thus, employed in this study to examine the extent of the relationship of every party in the zoning policy implementation process of an area designated as a Reconstruction and Mitigation Zone. The qualitative approach is used to gain direct insights pertaining to the implementation of efforts conducted by several relevant parties in conserving the Kali Putih Area in TNGM’s Reconstruction and Mitigation Zone. Study results ultimately show that moral hazard in the principal-agent theory should not only be understood as deviant behaviors enacted by the agent, but the moral hazard performed by the agent may also inϐluence the principal’s decision making process. This research is expected to provide an outlook to the government, which functions as the principal in a policy, to make several considerations prior to entering into any collaborative agreement or making any decision, so that the implementation process of policies can align with what has been previously planned.

Administrative reform has been recognized as one of the most prominent activities of governments intending to keep up with the recent trends of dynamic societies around the world. In recent years, the discussion in the reform literature has attracted signifi cant attention from public administration scholars. It includes various methods and discusses a series of experiences of the reform movement around the world within multiple political landscapes, economic settings, and international turbulences. This paper presents the experience of administrative reform in Indonesia as one of the developing countries in Southeast Asia with a complex history of a colonial legacy. This study analyzes the prominent works of literature discussing the reform experience in Indonesia combined with theoretical perspectives of administrative reform. It highlights three major fi ndings; first, the phenomenon of administrative reform in Indonesia was moving against the reform trend of most other developing countries; second, institutional arrangements play a critical role in repairing the reform trajectory; and third, the current progress of administrative reform in Indonesia still indicates the minimum achievement in some institutions. The discussion of this study, bordered by the settled time frame of reform implementation in Indonesia, is comprised of past and current experiences as well as the future projection of Indonesia administrative reform.

This article aimed to review how the policy adoption process occurs based on published case studies, and explain the conceptualization of policy adoption, adding a theoretical overview to the conceptual definition. This study was conducted through a literature review. The researchers found 37 relevant articles to map the development of policy adoption. Qualitative descriptive analysis was used. Terms mapping was carried out using VoSviewer. Policy adoption was defined by general conceptualization. The findings showed that policy adoption is a part of the decision to choose policy alternatives after the policy formulation process. Mostly, the policy adoption process is influenced by internal and external determinants, often called policy diffusion. These determinants are each associated with elements that influence a government’s decision to adopt a policy. Keywords: policy adoption, public policy, policy diffusion

Purpose The purpose of this paper is to attempt to address basic empirical and theoretical queries on why and how insiders have the courage to voice their concerns and reveal corruption on corruption-related crimes that have been committed in Indonesia. Design/methodology/approach This exploratory research uses the qualitative method and uses a multi-case study in exploring the reality of whistleblowing cases in Indonesia by treating each case with a unique case orientation. Data were acquired through in-depth interviews conducted with whistleblowers and other supporting informants. Findings By analysing the rationalisation of an insider’s courage in revealing the corruption act, this study finds out that the act of whistleblowing is driven by the intention developed in the whistleblower’s attitude to defy the actions of wrongdoers. Such an attitude can invoke courage in whistleblowers despite the perceived norms and control that are internally prevalent in the organisation being non-conducive to such acts. Practical implications The findings in this paper are expected to guide the government in drafting a policy creating a more effective whistleblowing system that protects whistleblowers. Originality/value This study endeavours to fill the existing gap in mainstream research regarding corruption-related crimes in Indonesia that, to date, focusses more on aspects relating to the perpetrators of corruption. This research, conversely, approaches the subject matter from the perspective of whistleblowers.

This research aims to see how policy is formulated by policy actors. This study revealed how official policy actors and non-official policy actors can influence a public policy formulation because of its significant contribution. The research method used was a qualitative method with a case study approach to the policy of relocating shrimp farming in Bantul Regency. Analysis of actors and political strategy typologies, namely positioning strategies; power strategy; player strategy; and perceptual strategies were used in this study. The research found that bargaining power occurred between actors in the form of negotiations and each actor carried out his own political strategy. In addition, this study was expected to overcome the ignorance of various parties regarding the process behind the formulation of policy. The implication to many people was to inform that formulation makers were not only from government and its increased community involvement in policy formulation. Penelitian ini memiliki tujuan khusus untuk mengungkap dan menganalisa bagaimana para pemeran resmi (aktor negara) dan pemeran tidak resmi (aktor non negara) dapat memengaruhi sebuah formulasi kebijakan publik dikarenakan aktor memiliki kontribusi yang signifikan dalam formulasi kebijakan. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan studi kasus kebijakan relokasi tambak udang di Kabupaten Bantul. Analisis aktor dan tipologi strategi politik, yaitu strategi posisi; strategi kekuasaan; strategi pemain; dan strategi persepsi digunakan dalam penelitian ini. Terjadi tawar-menawar (bargaining) antar aktor dalam bentuk negosiasi dan setiap aktor melakukan strategi politiknya masing-masing. Selain itu, penelitian ini diharapkan dapat mengatasi ketidaktahuan berbagai pihak mengenai proses dibalik pembentukan sebuah kebijakan. Implikasi kepada masyarakat banyak adalah agar masyarakat mengerti bahwa aktor perumusan tidak hanya dari pemerintah dan meningkatkan keterlibatan masyarakat dalam perumusan kebijakan. This study aims to provide an overview of the literature on network research that developed in public administration studies over a period of ten years (2007-2016). Besides this, it also observes whether a consensus on the network concept was reached among scholars during this time period. The differences in approaches and perspectives used by public administration scholars in understanding networks each have their own implications on the heterogeneity of network research. Such differences, hence, influence the way they define networks. The rise in the amount of research and differences in the use of the “term” network indicates that clarity in the network concept has yet to be reached. The contribution of this study is based on the fact that the field of public administration needs to be more aware of the network literature in other disciplines and to employ this research to advance the understanding of network issues in the public sector context.
