Abstract

This paper addresses the challenge of managing and maintaining road pavements effectively throughout their lifecycle. Emphasizing the need for a cohesive data collection and handling approach, the paper highlights the vulnerability caused by the absence of a structured information system, resulting in reworks, information loss, and misinterpretation of collected data. A unified data handling and collection structure, introducing the concept of a pavement Digital Twin through a standardized data structure is presented. The Digital Twin aims to integrate information regarding pavement failures, with the future aim of predicting deterioration and facilitating informed decision-making in management and maintenance interventions. Complexities in pavement failures, categorized into surface and subsurface modes, prompt the necessity for a reliable classification and representation system. The proposed methodology introduces a grid of cells for surface failures and three-dimensional voxels for subsurface failures, providing a structured approach for data integration throughout the pavement's lifecycle. An approach for the semantic representation of pavement distresses is also presented. The proposed methodology stresses the importance of scalability and flexibility in data storage, forming the basis for a comprehensive Digital Twin of road pavements. Finally, through the use of multiple pavement failure datasets, the methodology is shown to have a high potential in providing a structure for comprehensive management of road data. 30. “Recovering” the political: Unpacking the implications of (de)politicization for the transformative capacities of urban experiments

Abstract

In many European cities, urban experimentation is increasingly preferred as a method for testing and disseminating innovations that might ignite a transformation toward more sustainable cities. By both academics and practitioners, these experiments tend to be approached as relatively neutral initiatives through which plural urban stakeholders willfully collaborate, while their success is seen as above all dependent on effective management. For this reason, the political nature of urban experiments, in the sense that they entangle different and often contending stakeholders in their innovation processes, remains relatively unarticulated in both practice and the academic literature. Building on the urban experimentation literature and political theory, this conceptual paper argues that the depoliticization of experimental initiatives is especially problematic for unleashing their transformative potential, which requires revealing the existing power-relations and biases keeping the status quo in place and negotiability of radical alternatives. From this perspective, the paper sketches out four ideal-typical trajectories for experiments as related to their (de)politicization; optimization, blind leap, antagonistic conflict and transformation. Bringing insights from political theory to bear on the urban experimentation literature, we proceed to hypothesize the implications of our ideal-types for urban experiments’ transformative capacities. The paper closes by presenting a future research and policy agenda.

Abstract

International audience; Transport and mobility systems need to be transformed to meet climate change goals and reduce negative environmental and social effects. Despite EU policies having targeted such problems for more than three decades, transitions have been slow and geographically uneven. For effective change to happen, transport and mobility research needs fresh perspectives and better integration of knowledge from the Social Sciences and Humanities. Based on a Horizon Scanning approach, which allowed for a great deal of openness and variety in scholarly viewpoints, this paper presents a novel research agenda consisting of 8 themes and 100 research questions that may contribute to achieving environmentally sustainable mobility transitions within Europe. This research agenda highlights the need to not only support technological solutions for low-carbon mobility, but the importance of transformative policies that include new processes of knowledge production, civic participation and epistemic justice. We contend that the agenda points to the need for further research on the dynamics of science-society interactions.
