A mid-century net zero target creates a challenge for reducing the emissions of emissions-intensive, trade-exposed sectors with high cost mitigation options. These sectors include aluminium, cement, chemicals, iron and steel, lime, pulp and paper and petroleum refining. Available studies agree that decarbonization of these sectors is possible by mid-century if more ambitious policies are implemented soon. Existing carbon pricing policies have had limited impact on the emissions of these sectors because their marginal abatement costs almost always exceed the tax rate or allowance price. But emissions trading systems with free allowance allocations to emissions-intensive, trade-exposed sectors have minimized the adverse economic impacts and associated leakage. Internationally coordinated policies are unlikely, so implementing more ambitious policies creates a risk of leakage. This paper presents policy packages a country can implement to accelerate emission reduction by these sectors with minimal risk of leakage. To comply with international trade law the policy packages differ for producers whose goods compete with imports in the domestic market and producers whose goods are exported. Carbon pricing is a critical component of each package due its ability to minimize the risk of adverse economic impacts on domestic industry, support innovation and generate revenue. The revenue can be used to assist groups adversely impacted by the domestic price and production changes due to carbon pricing and to build public support for the policies. A country with a mid-century net zero GHG emission target likely will need to implement more ambitious mitigation policies soon for emission-intensive sectors such as aluminium, cement, chemicals, iron and steel, lime, pulp and paper and petroleum refining. The Paris Agreement has underlined the role of cities in combating climate change. The Global Covenant of Mayors for Climate and Energy (GCoM) is the largest dedicated international initiative to promote climate action at city level, covering globally over 10,000 cities and almost half the population of the European Union (EU) by end of March 2020. The latest Intergovernmental Panel on Climate Change (IPCC) report denotes that there is a lack of comprehensive, consistent datasets of cities' Greenhouse Gas (GHG) emissions inventories. To address part of this gap, we present here a harmonised, complete and verified dataset of GHG inventories for 6,200 cities in European and Southern Mediterranean countries, signatories of the GCoM initiative. To complement the emission data reported, a set of ancillary data that have a direct or indirect potential impact on cities' climate action plans were collected from other databases, supporting further research on local climate action and monitoring the EU's progress on Sustainable Development Goal 13 on Climate Action. Climate change is recognised as one of the key challenges humankind is facing. The Information and Communication Technology (ICT) sector including data centres generates up to 2% of the global CO2 emissions, a number on par to the aviation sector contribution, and data centres are estimated to have the fastest growing carbon footprint from across the whole ICT sector, mainly due to technological advances such as the cloud computing and the rapid growth of the use of Internet services. There are no recent estimations of the total energy consumption of the European data centre and of their energy efficiency. The aim of this paper is to evaluate, analyse and present the current trends in energy consumption and efficiency in data centres in the European Union using the data submitted by companies participating in the European Code of Conduct for Data Centre Energy Efficiency programme, a voluntary initiative created in 2008 in response to the increasing energy consumption in data centres and the need to reduce the related environmental, economic and energy supply security impacts. The analysis shows that the average Power Usage Effectiveness (PUE) of the facilities participating in the programme is declining year after year. Traditionally, energy efficiency policies have mainly targeted and promoted energy efficient technologies (e.g., energy performance standards for vehicles, appliances and buildings, financial incentives for new technologies, etc.). In some cases, the energy savings achieved have been less than expected, due to a rebound effect, or because external factors (e.g., growth in populations or economies) have increased energy consumption. The "traditional" energy efficiency policies are still very necessary, but are not sufficient for reaching the Paris Agreement target and the rapid reduction of the energy demand. Policies focusing on energy conservation and sufficiency principles complement efficiency policies, in particular those aiming at changing end-user consumer behaviour and lifestyle by imposing some limitation to the demand for energy services. The article first reviews the concept of energy savings compared to energy efficiency and introduce the concept of energy sufficiency. Then the article explores and discusses some existing and new policy instruments that can address energy conservation and sufficiency such as: personal carbon allowances; energy/carbon taxation; progressive appliance and vehicles standards, and progressive building codes. The article's focus is mainly on individual end-users and on residential buildings. Finally, the article provides an ex-ante assessment of the policies analysed, including their limitations, and offers some policy recommendations, based on a combination of instruments. A lot of policy interest and analysis has been focused on energy saving obligations on energy distributors or suppliers (mainly electricity and gas) coupled with trading of certified energy savings via tradable white certificates. While in the European Union the Energy Services Directive (2006/32/EC) also applies to transport fuels and some of the existing energy saving obligations allow certification of savings from transport projects, as of the end of 2009 no EU Member State has energy saving obligations on transport fuel distributors. The article explores the application of energy saving obligations in road transport, discussing the imposition of energy saving obligations on transport fuel suppliers, the definition of eligible technologies and projects, and considering energy saving obligations as a stand-alone tool or integrated with existing electricity and gas obligations. Abstract: In early 2006 the European Commission launched the GreenBuilding Programme (GBP), aimed at improving the energy efficiency of existing as well as newly constructed non-residential buildings in Europe on a voluntary basis. Building owners from different sectors are participating in the programme, e.g., public authorities with schools, hospitals or swimming pools, companies from the services and industry sectors with office buildings, sports centres and hotels. The aim of the paper is to provide a summary analysis of the results of the GBP over its almost four-year operation – from the launch of the programme in 2006 until the end of 2009. By the end of 2009, 167 Partners had joined the programme with almost 300 buildings from all sorts of fields and sectors of operation. The total savings achieved by the Partners are 304GWh/year. The buildings themselves may vary in age, size and use, but they all have in common the energy performance, which goes far beyond the average performance of buildings in the participating countries. Abstract: The European Commission-DG JRC has an ongoing research activity on assessing the electricity end uses and energy saving potential, with particular attention to the residential sector. Better equipment efficiency is one of the fastest and most cost-effective responses to limiting growing demand for electricity and at the same time to reduce CO2 emissions . Electricity end-use consumption is well documented for the former European Union 15 Member States (EU-15). However, there is still a lack of information about electricity end-use consumption in New Member States (NMS) and Candidate Countries (CC). NMS together with Romania and Bulgaria which will join the EU on 1 January 2007 represents more than 20% of the population and households in the enlarged EU (EU-27). Household electricity consumption is mainly due to appliances and lighting use and in these countries the relative saving potential in percentage is much greater than in the EU-15. The aim of the paper is to report on the status of electricity consumption for main appliances and lighting and to identify the saving potential resulting from the introduction of appropriate policies and programmes in New Member States and Candidate Countries. Climate neutrality is one of the greatest challenges of our century, and a decarbonised energy system is a key step towards this goal. To this end, the electricity system is expected to become more interconnected, digitalised, and flexible by engaging consumers both through microgeneration and through demand side flexibility. A successful use of these flexibility tools depends widely on the evaluation of their effects, hence the definition of methods to assess and evaluate them is essential for their implementation. In order to enable a reliable assessment of the benefits from participating in demand response, it is necessary to define a reference value ("baseline") to allow for a fair comparison. Different methodologies have been investigated, developed, and adopted for estimating the customer baseline load. The article presents a structured overview of methods for the estimating the customer baseline load, based on a review of academic literature, existing standardisation efforts, and lessons from use cases. In particular, the article describes and focuses on the different baseline methods applied in some European H2020 projects, showing the results achieved in terms of measurement accuracy and costs in real test cases. The most suitable methodology choice among the several available depends on many factors. Some of them can be the function of the Demand Response (DR) service in the system, the broader regulatory framework for DR participation in wholesale markets, or the DR providers characteristics, and this list is not exclusive. Energy efficiency in buildings has a central role to play in reaching the climate neutrality goal set by the European Green Deal. With detailed knowledge of their building stock and the profile of their occupants, regional and local authorities can forge an important link between financiers, industry professionals and homeowners to ensure the successful deployment of financial schemes that support the uptake of energy efficiency upgrades. This paper provides a first assessment of the role of regional and local authorities by reviewing relevant initiatives and programmes on energy efficiency. Based on a questionnaire completed for more than 150 schemes, it explores how European municipalities and regions stimulate energy upgrades in residential, commercial and public buildings through public financial support. It is found that 60% of the examined schemes are offered in the form of grants and subsidies, and 45% of them targeted residential upgrades. The use of EU cohesion policy funds in supporting regional schemes, and promotion of energy efficiency investments at local level through the European Covenant of Mayors initiative are also explored. In spite of possible resource limitations at this level of governance, regional and local authorities are in a good position to utilise European structural or research funds to develop financial schemes, as standalone programmes or blended with national ones, thus providing additional support and funds for deep renovations. The results suggest that energy efficiency in buildings has become an important part of local and regional strategies in several European countries, but could be further enhanced. This article analyses the status and trends of the European Union (EU) residential energy consumption in light of the energy consumption targets set by the EU 2020 and 2030 energy and climate strategies. It assesses the energy efficiency progress from 2000 to 2016, using the official Eurostat data. In 2016, the residential energy consumption amounted to 25.71% of the EU's final energy consumption, representing the second largest consuming sector after transport. Consumption-related data are discussed together with data on some main energy efficiency policies and energy consumption determinants, such as economic and population growth, weather conditions, and household and building characteristics. Indicators are identified to show the impact of specific determinants on energy consumption and a new indicator is proposed, drawing a closer link between energy trends and policy and technological changes in the sector. The analysis of these determinants highlights the complex dynamics behind the demand of energy in the residential sector. Decomposition analysis is carried out using the Logarithmic Mean Divisia Index technique to provide a more complete picture of the impact of various determinants (population, wealth, intensity, and weather) on the latest EU-28 residential energy consumption trends. Local authorities and cities are at the forefront of driving the energy transition, which plays a crucial role in mitigating the effects of climate change. The greenhouse gas emissions in cities, due to energy consumption, are placed into two categories: direct emissions generated from the combustion of fossil fuels mainly in buildings and transport sectors, and indirect emissions from grid-supplied energy, such as electricity and district heating and/or cooling. While there is extensive literature focused on direct greenhouse gas emissions accounting in cities' inventories, research has focused to a lesser extent on allocation methods of indirect emissions from grid-supplied energy. The present paper provides an updated definition for the concept of local energy generation within the Covenant of Mayors initiative and proposes a new methodology for indirect emission accounting in cities' greenhouse gas emission inventories. In addition, a broader policy framework in which local action is taken is discussed based on the European Union energy and climate policies, and over 80 exemplary Covenant of Mayors good practices are identified across the technology areas of local energy generation and four modes of urban climate governance. EU member states have been encouraged to introduce energy efficiency obligation schemes (EEOS) to help meet energy saving objectives. As a result, there are now 15 EU EEOS in existence, compared with just six prior to the introduction of the 2012 Energy Efficiency Directive. At the same time, the long-standing EEOS in Denmark and the UK have faced challenges because of concerns over increasing costs. This paper considers the role of EEOS in current and future EU and national policy. Firstly, this paper sets out in more detail the place of EEOS in EU energy policy. Then, the future of longer-established EEOS is explored, using Denmark and the UK as case studies. Recent and planned redesigns in these two countries are detailed, with analysis of the factors which led to changes in policy ambition. For new EEOS, key risks to delivery of savings are an over-ambitious delivery target and time line in the absence of policy learning opportunities. The policy risk for nine EEOS is assessed, with savings being most at risk in Croatia, Latvia and Spain. The paper concludes with an analysis of EEOS within the future policy mix. The discussion considers the place of EEOS in evolving EU policy, future savings from EEOS, their relationship with energy companies and the possible influence of different framings of energy efficiency. Energy Efficiency is an international journal dedicated to research topics connected to energy with a focus on end-use efficiency issues. In 2018, the journal celebrates its 10th anniversary. In order to mark it and analyze not only how the journal has been performing over the years, but also which are the trends for academic debate and research in this journal, this article presents a bibliometric overview of the publication and citation structure of the journal during period 2008-2017. The study relies on the Web of Science Core Collection and the Scopus database to collect the bibliographic results. Additionally, the work exploits the visualization of similarities (VOS) viewer software to map graphically the bibliographic material. The research analyses the most cited papers and the most popular keywords. Moreover, the paper studies how the journal connects with other international journals and identifies the most productive authors, institutions, and countries. The results indicate that the journal has rapidly grown over the years, obtained a merited position in the scientific community, with contributions from authors all over the world (with Europe as the most productive region). Moreover, the journal has focused so far mainly on energy efficiency issues in close relationship with policies and incentives, corporate energy efficiency, consumer behavior, and demand-side management programs, with both industrial, building and transport sectors widely involved. Our discussion concludes with suggested future research avenues, in particular towards coordinated efforts from different disciplines (technical, economic, and sociopsychological ones) to address the emerging energy efficiency challenges. This paper analyses historical energy consumption trends of the EU road transport sector and examines the role of key determinants, such as economic and population growth, fuel prices, passenger and tonne-kilometres and vehicle fleet characteristics. In light of the EU 2030 and 2050 energy and climate targets, the paper assesses the energy efficiency and decarbonisation progress from 2000 to 2018. A detailed analysis is carried out using a balanced panel dataset from 1995 to 2018 and a test for causality between energy consumption and the selected explanatory variables. The results suggest that the declining trend of the normalised energy consumption of cars, trucks and light vehicles, which both dropped significantly in 2018 compared to 2000, can be related to energy efficiency and decarbonisation policies adopted by the EU and its Member States over the studied period. Decomposition analysis based on the Logarithmic Mean Divisia Index technique confirms the role of energy efficiency gains in curbing energy consumption of road transport, even with the strong upward force exerted by motorisation and population effects, especially in passenger transport. It also suggests that during the recession years (2008–2013), road transport consumption fell due to a sharp drop in the mileage but not in the motorisation effect, which continued to drive up consumption even in this period. Despite some positive developments, the increased demand for road transportation has led to continued energy consumption growth. This has been further compounded by differences between real-world and vehicle certification fuel consumption data. The article highlights the need to strengthen the current policy framework at the EU and MS levels in the next decade to reach the long-term decarbonisation targets. Reducing energy consumption in buildings and increasing renewable production are key goals of European policies to achieve a sustainable and competitive low-carbon economy by 2020 and beyond. Non-residential buildings constitute a heterogeneity sector characterized by high energy consumption and various building types, sizes and energy characteristics over Europe. This paper presents the overall results of the data collected by the GreenBuilding Programme (GBP), launched in 2006 to promote and improve energy efficiency in new and existing European non-residential buildings. The GPB involved building owners willing to adopt energy efficiency measures to decrease energy consumption of their buildings by of at least 25%. Based on voluntary participation, hundreds of partners joined the project, which collected data from more than a thousand buildings of different age, size, use and type (such as offices, hotels, and industry). This paper provides an overview of the Programme and its main results up to its completion in 2014. The paper focuses on building characteristics, energy performance, efficiency measures and energy savings, which are globally estimated to be around 985 GWh/year. A more detailed focus is then given to office buildings, which represent the most frequent building category in the Programme. Case studies are presented to show best practices in various countries with consolidated energy efficiency policy strategies. The paper categorises the main technological measures related to envelope, appliances and systems. It shows how a wide range of technologies are becoming an integral part of buildings and how technology plays a major role in exploiting the massive potential benefits of reducing building energy consumptions. Although a substantial economic energy saving potential exists in the residential sector of the European Union, the energy efficiency service (EES) market is much less developed in this market segment than in other demand sectors (e.g. the industry or the public/service sector). This paper presents an analysis of the current situation and existing potentials for future expansion. A specific analysis methodology has been developed and applied by a research consortium in 18 EU countries. This methodology has mostly built upon an extensive review of the existing literature and on interviews of a large number of acknowledged experts. Its application has allowed identifying encouraging development trends in specific market segments where the possibility of aggregating the EES demand or of exploiting good relationships with customers have created interesting investment opportunities. These trends have been observed in particular in Germany, Denmark, France, Flanders (BE), Hungary, Romania and UK. The assessment performed has also allowed discussing a series of strategies and policy measures that can be adopted to overcome existing barriers to market development. The general conclusion drawn in the paper is that energy efficiency policies supporting EES markets in the residential sector are highly needed. Although EU policies have typically a limited direct impact, they can increase trust into EESs and EES providers. By asking how renewable energy sources (RES) prosumerism, integrates sufficiency and inclusivity concerns and/or practices, the study presents the results of a narrative literature review of RES prosumerism research. The review focuses on how these concerns and/or practices emerge across the socio-technical narratives that characterise RES prosumers' research. The study takes stock of a machine-learning topic model and a qualitative thematic coding to identify and discuss key topics, themes, and narrative elements related to sufficiency and inclusivity in RES prosumerism. The results show a crosscutting narrative from early discussions (2005–2018) on energy citizenship, grassroots initiatives, and collective prosumer initiatives, to regulated and institutionalised energy communities (2019–2023). The narrative highlights the relational and systemic dynamics of prosumer projects, embedded in local socioeconomic, sociopolitical, and cultural contexts, and shows that inclusivity and sufficiency have not always been major concerns. However, there are exceptions found in research into "energy commons" and "grassroots innovations". These findings are discussed in relation to the role of new policy options for sustainable RES prosumerism. The study's conclusions offer therefore policy directions for sustainable energy systems, guided by sufficiency and inclusivity principles. Cities representing more than one third of the EU population have already developed their mitigation action plans with the support of the Covenant of Mayors initiative. This study digs into the drivers leading European cities in setting ambitious GHG reduction targets by 2030. A total number of 246 local action plans, accepted in the Covenant of Mayors initiative, were evaluated, and ambitious municipalities (with reduction targets over 50%) were compared against those committing to regular targets (40–50%). Results show that the key factor enabling a higher climate ambition in cities is to develop local mitigation actions in line with the results of the baseline emission inventory, focusing on implementing actions in the most emitting sectors of activity. Furthermore, the study reveals the abilities of specific cities to set highly ambitious mitigation targets: to municipalise energy facilities increasing renewable energy production, and to be able of developing mitigation actions even tackling highly emitting sectors (e.g., transport) that traditionally are not under the competence of local governments. This paper shows how electricity is used by electric motors in both the industrial and the services’ sectors in the European Union, as well as the potential electricity savings by the year 2015 with the application of Energy-Efficient Motors and Variable Speed Drives. In order to achieve the goal of the Paris Agreement and reduce energy consumption there is the need for a behavior change in energy end-users. Many studies have demonstrated that by delivering to energy users customized feedback on their energy consumption it can encourage a change in their behavior and support investments in energy efficiency and sustainable energy use. However, the resulting impact on energy consumption can vary largely depending on how, when, and to whom the feedback is delivered. This paper aims to provide an updated overview of the energy savings for the main energy consumptions in residential buildings associated with different types of feedback and against some key determinants, i.e., geographical area, time period, type of medium. This analysis is based on a comprehensive literature review of over 70 studies. Based on the review the paper draws conclusions relevant for policymakers and stakeholders interested in developing feedback strategies and tools for their wide applications. The paper focuses also on the ongoing process implementing the EU Energy Efficiency Directive articles related to billing and metering, which will enable more proactive consumer feedback. It is central for climate policy to understand, monitor and forecast greenhouse gas (GHG) emissions, generating insights on the key factors and actions with a greater impact to mitigate and adapt to global warming. Focusing on the leading role of cities, it is relevant to build robust and reliable GHG emissions prospects for every city committing to mitigate and adapt to climate change. In this paper, a novel methodology is proposed to build those prospects, presenting a case study with 6231 EU-27 cities and local municipalities taken from the Global Covenant of Mayors (GCoM). Key GHG emissions predictors for the target years of 2020 and 2030 refer to the baseline energy consumption and associated GHG emissions, as well as the population and the national emissions per capita trend. Additionally, other informative predictors are the baseline inventory year, the reduction target, the disaggregated baseline emissions by type of fuel (fossils or renewables), the heating and cooling degree days and the NUTS urban/rural categorization. Motors systems are a major electricity consumer (about 70% of the industrial electricity consumption and about 35% in the non-residential buildings sector). Several studies showed the very large energy saving potential deriving from motor improved efficiency. After a period of Voluntary Agreement with a somehow limited impact, the EU introduced in 2009 Minimum Efficiency Performance Standards (MEPS) with the Commission Regulation 640/2009, which specifies requirements regarding Ecodesign of electrical motors and the use of electronic speed drives (VSD). The Regulation is based on the findings of the first Energy using Products (EuP) study on motors (Lot 11), which highlighted the importance of introducing Minimum Efficiency Performance Standards (MEPS) relating to these products in the EU. A new Ecodesign preparatory study (European Commission - Lot 30 on special motors and drives) has since then been carried out to evaluate the possibility of extending the scope of the Regulation to motors outside the current power range and to technologies other than three-phase induction motors. Six policy options (PO) were identified, as well as their possible implementation timelines, that will lead to the reduction of environmental impacts taking into consideration the Life Cycle Cost and the best available technologies in the market. How to ensure success for climate change mitigation policies? For the past decades, local climate action has been amongst the main global priorities. The Covenant of Mayors initiative is a major example of bottom-up climate initiative gathering municipalities of all sizes towards GHG reduction under a harmonised framework. Now, after the end of the first phase of the initiative in 2020, would be the time to assess the impact and effectiveness of the planed actions, based on the results of the monitoring exercise. However, the level and quality of monitoring reported by participating municipalities was not as expected and required an initial deep analysis. This study investigates the reasons behind this low number by comparing statistically the action plans of the 1643 CoM municipalities monitoring their emissions against the 3411 municipalities not doing it. The paper describes how, despite technical and financial barriers, key factors such as the direct involvement of local staff, stakeholders in participatory processes from an early stage, accurate budget allocation, or the development of the plan and deployment of actions as soon as possible, enabling municipalities to track and monitor their progress towards their climate target. • Assessing CoM impact is challenging due to the lack of monitoring/progress reports. • The lack of monitoring is explained by technical and financial barriers. • Direct engagement of local staff and stakeholders is key for successful monitoring. • Barriers and drivers found are a valuable guidance for global climate actors. The Covenant of Mayors (CoM) is a successful European initiative which encourages local authorities to be proactive in fighting climate change. Recently, it expanded to cover adaptation and energy access/poverty and became a global initiative. In this study we investigate an additional perspective: synergies and trade-offs between climate and air quality. Signatories pledge to reduce their Greenhouse gas (GHG) emissions and voluntarily report their emissions, energy consumption and the measures that they carry out to reach their goals. We develop a methodology to estimate air pollutant emissions corresponding to CO 2 emissions CoM signatories report, using information they already submit and national estimates of air pollutant emission factors. The methodology is applied to over 1600 signatories in Europe, representing over 80 million inhabitants. Results show that, in general, signatories are reducing both types of emissions. However, there are also cases where emissions increase. We explore the reasons behind these changes and highlight the role of technological improvement. This work calls for an increased coherence between climate and air quality plans at the local scale and provides a first step and a tool to support signatories, even the smallest ones, to move in this direction.
