We show that `Oumuamua's excited spin could be in a high energy LAM state, which implies that its shape could be far from the highly elongated shape found in previous studies. CLEAN and ANOVA algorithms are used to analyze `Oumuamua's lightcurve using 818 observations over 29.3~days. Two fundamental periodicities are found at frequencies (2.77$\pm$0.11) and (6.42$\pm$0.18)~cycles/day, corresponding to (8.67$\pm$0.34)~h and (3.74$\pm$0.11)~h, respectively. The phased data show that the lightcurve does not repeat in a simple manner, but approximately shows a double minimum at 2.77~cycles/day and a single minimum at 6.42~cycles/day. This is characteristic of an excited spin state. `Oumuamua could be spinning in either the long (LAM) or short (SAM) axis mode. For both, the long axis precesses around the total angular momentum vector with an average period of (8.67$\pm$0.34)~h. For the three LAMs we have found, the possible rotation periods around the long axis are 6.58, 13.15, or 54.48~h, with 54.48~h being the most likely. `Oumuamua may also be nutating with respective periods of half of these values. We have also found two possible SAM states where `Oumuamua oscillates around the long axis with possible periods at 13.15 and 54.48~h, the latter as the most likely. In this case any nutation will occur with the same periods. Determination of the spin state, the amplitude of the nutation, the direction of the TAMV, and the average total spin period may be possible with a direct model fit to the lightcurve. We find that `Oumuamua is "cigar-shaped"', if close to its lowest rotational energy, and an extremely oblate spheroid if close to its highest energy state for its total angular momentum., Comment: 8 pages, 3 figures

We investigate the size-frequency distribution of Jupiter Family comets to determine whether they are primordial accreted objects or collisional fragments. We develop a list of effective radii and their uncertainties for 161 active JFCs and compute the observed size-frequency distribution using a Probability Index technique. The radii range from 0.2 to 15.4 km. This is then corrected for the effects of observational selection using a model published earlier by Meech et al.(2004). We estimate that the total number of active JFCs between 0.2 and 15.4 km is approximately 2300.The active JFC size-frequency distribution, over the range from 0.6 to 10 km where it is best defined, is found to be closer to an exponential distribution in character than a power-law. We then develop a statistical model, based on the assumption of a steady state, for converting the distribution of active JFCs to the SFD of the source population among the TNOs. The model includes the effects of devolatization (that produces a large sub-class of defunct nuclei) and surficial mass-loss. Comparison with available TNO observations shows that to simultaneously attain continuity with the data on objects in the hot TNO population (Fuentes et al,2010), satisfy constraints on the number of TNOs set by the occultation detections of Schlichting et al.(2012), and to remain within upper limits set by the Taiwanese-American Occultation Survey (TAOS; Zhang et al,2013) the total JFC population must contain a large fraction of small defunct nuclei. The effective power-law index of the inferred TNO differential SFD between 1 and 10 km is -4.5 +/- 0.5 indicating a population in this range that is not in fully relaxed collisional equilibrium. We conclude that the cometary nuclei visited by spacecraft and many JFCs are primordial accreted objects relatively unaffected by collisional evolution., Comment: 47 pages, 12 Figures, 2 Tables. We report on the Hubble Space Telescope program to observe periodic comet 9P/Tempel 1 in conjunction with NASA's Deep Impact mission. Our objectives were to study the generation and evolution of the coma resulting from the impact and to obtain wide-band images of the visual outburst generated by the impact. Two observing campaigns utilizing a total of 17 HST orbits were carried out: the first occurred on 2005 June 13-14 and fortuitously recorded the appearance of a new, short-lived fan in the sunward direction on June 14. The principal campaign began two days before impact and was followed by contiguous orbits through impact plus several hours and then snapshots one, seven, and twelve days later. All of the observations were made using the Advanced Camera for Surveys (ACS). For imaging, the ACS High Resolution Channel (HRC) provides a spatial resolution of 36 km (16 km/pixel) at the comet at the time of impact. Baseline images of the comet, made prior to impact, photometrically resolved the comet's nucleus. The derived diameter, 6.1 km, is in excellent agreement with the 6.0 +/- 0.2 km diameter derived from the spacecraft imagers. Following the impact, the HRC images illustrate the temporal and spatial evolution of the ejecta cloud and allow for a determination of its expansion velocity distribution. One of the goals of the Hubble Space Telescope program to observe periodic comet 9P/Tempel 1 in conjunction with NASA's Deep Impact mission was to study the generation and evolution of the gaseous coma resulting from the impact. For this purpose, the Solar Blind Channel of the Advanced Camera for Surveys was used with the F140LP filter which is sensitive primarily to the ultraviolet emission (>1400 A) from the CO Fourth Positive system. Following the impact we detected an increase in brightness, which if all due to CO corresponds to 1.5 x 10^31 molecules or a mass of 6.6 x 10^5 kg, an amount that would normally be produced by 7-10 hours of quiescent outgassing from the comet. This number is less than or equal to 10% of the number of water molecules excavated, and suggests that the volatile content of the material excavated by the impact did not differ significantly from the surface or near sub-surface material responsible for the quiescent outgassing of the comet., Comment: 10 pages, 4 postscript figures. We derive the spin state of the nucleus of Comet 103P/Hartley 2, its orientation in space, and its short-term temporal evolution from a mixture of observations taken from the DIXI (Deep Impact Extended Investigation) spacecraft and radar observations. The nucleus is found to spin in an excited long-axis mode (LAM) with its rotational angular momentum per unit mass, M, and rotational energy per unit mass, E, slowly decreasing while the degree of excitation in the spin increases through perihelion passage. M is directed toward (RA, Dec; J2000) = 8+/-+/- 4 deg., 54 +/- 1 deg. (obliquity = 48 +/- 1 deg.). This direction is likely changing, but the change is probably <6 deg. on the sky over the approx. 81.6 days of the DIXI encounter. The magnitudes of M and E at closest approach (JD 2455505.0831866 2011-11-04 13:59:47.310) are 30.0 +/- 0.2 sq. m/s and (1.56 +/- 0.02) X 10(exp -3) sq. m /sq. s respectively. The period of rotation about the instantaneous spin vector, which points in the direction (RA, Dec; J2000) = 300 +/- 3.2deg., 67 +/- 1.3 deg. at the time of closest approach, was 14.1 +/- 0.3 h. The instantaneous spin vector circulates around M, inclined at an average angle of 33.2 +/- 1.3 deg. with an average period of 18.40 +/- 0.13 h at the time of closest approach. The period of roll around the principal axis of minimum inertia (''long'' axis) at that time is 26.72 +/- 0.06 h. The long axis is inclined to M by approx. 81.2 +/- 0.6 deg. on average, slowly decreasing through encounter. We infer that there is a periodic nodding motion of the long axis with half the roll period, i.e., 13.36+/- 0.03 h, with amplitude of 1 again decreasing through encounter. The periodic variability in the circulation and roll rates during a cycle was at the 2% and 10-14% level respectively. During the encounter there was a secular lengthening of the circulation period of the long axis by 1.3 +/- 0.2 min/d, in agreement with ground-based estimates, while the period of roll around the long axis changed by approx. -4.4 min/d at perihelion. M decreased at a rate of 0.038 (sq m/s) per day in a roughly linear fashion. Assuming a bulk density between 230-300 kg/m3 and a total volume for the nucleus of 8.09 X 10(exp 8) cubic m, the net torque acting on the nucleus was in the range 0.8-1.1 X 10(exp 5) kg m(exp 2) /s(exp 2). In order to bring the spacecraft photometric and imaging data into alignment on the direction of M, the directions of the intermediate and short principal axes of inertia had to be adjusted by 33 deg (on the sky) from the values indicated by the shape model with an assumed homogeneous interior. The adjusted direction of the intermediate axis is RA, Dec = 302 deg., -16.5 deg.. The morning and evening terminators in the images are identified, and the variation of the insolation at three regions on the nucleus associated with active areas calculated. The plume of water vapor observed in the inner coma is found to be directed close to the direction of local gravity over the sub-solar region for a range of reasonable bulk densities. The plume does not follow the projected normal to the surface at the sub-solar point.

Data from the Extrasolar Planet Observation and Deep Impact Extended Investigation (EPOXI) mission show Comet 103P/Hartley 2 is a bi-lobed, elongated, nearly axially symmetric comet 2.33 km in length. Surface features are primarily small mounds <40 m across, irregularly-shaped smooth areas on the two lobes, and a smooth but variegated region forming a “waist” between the two lobes. Assuming parts of the comet body approach the shape of an equipotential surface, the mean density of Hartley 2 is modeled to be 200–400 kg /cubic m.. Such a mean density suggests mass loss per orbit of >1%. The shape may be the evolutionary product of insolation, sublimation, and temporary deposition of materials controlled by the object’s complex rotation.

The evolution of the spin rate of comet 9P/Tempel 1 through two perihelion passages (CYs 2000 and 2005) is determined from 1922 Earth-based observations taken over a period of 13y as part of a World-Wide observing campaign and 2888 observations taken over a period of 50d from the Deep Impact spacecraft. We determine the following sidereal spin rates (periods): 209.023 +/- 0.025 degrees /day (41.335 +/- 0.005 h) prior to the 2000 perihelion passage, 210.448 +/- 0.016 degrees/day (41.055 +/- 0.003 h) for the interval between the 2000 and 2005 perihelion passages, 211.856 +/- 0.030 degrees/day (40.783 +/- 0.006 h) from Deep Impact photometry just prior to the 2005 perihelion passage, and 211.625 +/- 0.012 degrees /day (40.827 +/- 0.002 h) in the interval 2006-2010 following the 2005 perihelion passage. The period decreased by 16.8 +/- 0.3 min during the 2000 passage and by 13.7 +/- 0.2 min during the 2005 passage suggesting a secular decrease in the net torque. The change in spin rate is asymmetric with respect to perihelion with the maximum net torque being applied on approach to perihelion. The Deep Impact data alone show that the spin rate was increasing at a rate of 0.024 +/- 0.003 degree/d/d at JD2453530.60510 (i.e., 25.134 d before impact) and provides independent confirmation of the change seen in the Earth-based observations. The rotational phase of the nucleus at times before and after each perihelion and at the Deep Impact encounter is estimated based on the Thomas et al. pole and longitude system. The possibility of a 180 degree error in the rotational phase is assessed and found to be significant. Analytical and physical modeling of the behavior of the spin rate through of each perihelion is presented and used as a basis to predict the rotational state of the nucleus at the time of the nominal (i.e., prior to February 2010) Stardust-NExT encounter on 2011 February 14 20:42. We find that a net torque in the range of 0.3 - 2.5 x 10(exp 7) kg.square m2/square s acts on the nucleus during perihelion passage. The spin rate initially slows down on approach to perihelion and then passes through a minimum. It then accelerates rapidly as it passes through perihelion eventually reaching a maximum post-perihelion. It then decreases to a stable value as the nucleus moves away from the sun. We find that the pole direction is unlikely to precess by more than approximately 1 degree/perihelion passage. The trend of the period with time and the fact that the modeled peak torque that occurs before perihelion is in agreement with published accounts of trends in water production rate and suggests that widespread H2O out-gassing from the surface is largely responsible for the observed spin-up.

Understanding how comets work, i,e., what drives their activity, is crucial to using comets to study the early solar system. EPOXI flew past comet 103P/Hartley 2, one with an unusually small but very active nucleus. taking both images and spectra. Unlike large, relatively inactive nuclei, this nncleus is outgassing primarily due to CO2, which drags chnnks of ice out of the nnclens. It also shows significant differences in the relative abundance of volatiles from various parts of the nucleus.

We apply our experience of modeling the rotational state and non-gravitational forces of comet 1 P/Halley and other comets to comet 46P/Wirtanen. While the paucity of physical data on 46P/Wirtanen makes this process somewhat speculative, this comet's place as target for the important Rosetta mission gives significance to such a study. Our arguments are based on the summary of observational data provided by Jorda and Rickman (1995) and a comparative study of the behavior of other periodic comets. We find 46P/Wirtanen to have a level of surface activity relative to its mass that is dynamically more akin to that found in comet 1 P/Halley than in a typical periodic comet. We show through an illustrative numerical example that this apparent fact should likely lead to an excited spin state for this comet and that significant changes in the spin period could occur in a single pass through perihelion. We argue that the available observations are not sufficient to substantiate the claim of Jorda and Rickman (1995) that the nucleus is undergoing retrograde rotation and it is possible that the rotation is either prograde as well as retrograde. The substantial requirements that must be placed on any future observing program necessary to determine the precise rotational state are outlined. We advocate an extended (approx. two month) southern hemisphere observing campaign to determine the nuclear rotational state in 1996 if possible before activity turns on.

We show by numerical simulations that the CO distribution in the coma of Comet P/Halley as measured by neutral gas mass spectrometer aboard Giotto spacecraft (P. Eberhardt et al., 1987) can be explained by an extended jet source originating from vent 1 in the rotational model of M. J. S. Belton et al. (1991). This is an alternative interpretation for the origin of the CO distribution where Eberhardt et al. (1987) explained the observations in terms of a spherically symmetric extended source function. We still find nearly 1/3 of CO is due to CO sublimating directly at the nucleus, possibly from the vent itself. Approximately 50% of CO that originates in the extended jet source may be formed via photolysis of H2CO while the rest can be due to CO trapped in grain mantels and other C=O-bearing molecules. The overall production rates of CO in the two models differ by less than 29%. The prediction of the jet source model compares satisfactorily with the distribution of CO observed in the coma by the IUE satellite but unfortunately does not allow one to discriminate between the two models.

Time series photometric measurements are presented of Comet P/Schwassmann-Wachmann 1 at a heliocentric distance of 5.886 AU when the comet possessed an extensive coma. The light curve shows a modulation caused by the rotation of the nucleus. The rotation period is considerably shorter than the 5 day period found by Whipple (1980), and we find substantial evidence that the nucleus may be in a complex spin state characterized by two periods 14.0 and 32.3 hr. Models of the rate at which the rotational light curve range decreases as a function of the amount of coma in the aperture have determined that the projected maximum to minimum axis ratio of the comet is 2.6 and that the product of the albedo times the rotationally averaged nucleus radius size is 9.54 +/- 0.3 sq km. Assuming a minimum geometric albedo of pR = 0.04, the maximum projected average nucleus radius is 15.44 +/-0.2 km, which is only 44 percent of the size estimated by Roemer (1966). However, using the albedo determined by Cruikshank & Brown (1983) of p = 0.13, the nucleus radius is only RN = 8.6 +/-0.l km. Because of the unknown nucleus orientation, these will be upper limits to the nucleus size. It appears that the nucleus of P/Schwassmann-Wachmann 1 is not the large nucleus that it has been believed to be for nearly 40 yr.

The Galileo Orbiter's Solid-State Imaging (SSI) experiment uses a 1.5-m focal length TV camera with 800 x 800 pixel, virtual-phase CCD detector in order to obtain images of Jupiter and its satellites which possess a combination of sensitivity levels, spatial resolutions, geometric fidelity, and spectral range that are unmatched by earlier imaging data. After describing the performance of this equipment on the basis of ground calibrations, attention is given to the SSI experiment's Jupiter system observation objectives; these encompass atmospheric science, satellite surfaces, ring structure, and 'darkside' experiments.

Multispectral images of the lunar western limb and far side obtained from Galileo reveal the compositional nature of several prominent lunar features and provide new information on lunar evolution. The data reveal that the ejecta from the Orientale impact basin (900 kilometers in diameter) lying outside the Cordillera Mountains was excavated from the crust, not the mantle, and covers pre-Orientale terrain that consisted of both highland materials and relatively large expanses of ancient mare basalts. The inside of the far side South Pole-Aitken basin (greater than 2000 kilometers in diameter) has low albedo, red color, and a relatively high abundance of iron- and magnesium-rich materials. These features suggest that the impact may have penetrated into the deep crust or lunar mantle or that the basin contains ancient mare basalts that were later covered by highlands ejecta.

We propose a series of low-cost flyby missions to perform a reconnaissance of near-Earth cometary nuclei and asteroids. The primary scientific goal is to study the physical and chemical diversity in these objects. The mission concept is based on the Pegasus launch vehicle. Mission costs, inclusive of launch, development, mission operations, and analysis are expected to be near $50 M per mission. Launch opportunities occur in all years. The benefits of this reconnaissance to society are stressed.

Since VEGA and GIOTTO flybys of comet Halley, there was a rising controversy about the nature of the spin state of its nucleus. The problem was resolved by M. J. S. Belton et al., who found a spin state that simultaneously satisfies the VEGA and GIOTTO imaging data and a wide range of ground-based data. The total spin is not fixed in the nucleus but is inclined to the total angular momentum vector at an average angle of 21.4 deg and precesses around it with an average period of 3.69 days.

The present model of the spin rate of Comet Halley, which takes the form of an excited, axially symmetric rotator with prolate spheroid shape, accommodates both the imaging data from the Vega and Giotto encounters and a range of ground-based data for CN jets and shells, C2 production rates, and photometric variability. The model ratio of moments-of-inertia maxima to minima, at 2.28, implies a nearly constant density distribution throughout its interior. One of the five localized areas on the nucleus which dominate the activity observed appears to be uniquely responsible for the initiation of CN-shell boundaries which propagate through the coma, and may be indicative of either large-scale chemical inhomogeneity or a surface region with unusual physical structure.

Io's corona and extended atmosphere, i.e., the plasma torus and neutral Na and K clouds, were the subject of intensive ground-based studies. E. Lellouch et al. not only detected but also fully resolved the profiles of two pure rotational lines of SO2. The lines were found in emission showing that early theoretical predictions for a thermally inverted atmospheric structure were correct.

The scientific objectives are to make millimeter observations of SO2 and other neutral molecules in Io's atmosphere and to conduct a program of observational and interpretive studies of the Jovian system in connection with the Galileo mission.

The scientific objectives were as follows: (1) to construct a well sampled photometric time series of comet Halley extending to large heliocentric distances both post and pre-perihelion passage and derive a precise ephemeris for the nuclear spin so that the physical and chemical characteristics of individual regions of activity on the nucleus can be determined; and (2) to extend the techniques in the study of Comet Halley to the study of other cometary nuclei and to obtain new observational data.

Images of Venus taken at 418 and 986 nm show that the morphology and motions of large-scale features change with depth in the cloud deck. Poleward meridional velocities, seen in both spectral regions, are much reduced in the NIR. In the south polar region the markings in the two wavelength bands are strongly anticorrelated. The images follow the changing state of the upper cloud layer downwind of the subsolar point, and the zonal flowfield shows a longitudinal periodicity that may be coupled to the formation of large-scale planetary waves. No optical lightning was detected.

The authors profile the field of astronomy, identify some of the key scientific questions that can be addressed during the decade of the 1990's, and recommend several facilities that are critically important for answering these questions. Scientific opportunities for the 1990' are discussed. Areas discussed include protoplanetary disks, an inventory of the solar system, primitive material in the solar system, the dynamics of planetary atmospheres, planetary rings and ring dynamics, the composition and structure of the atmospheres of giant planets, the volcanoes of IO, and the mineralogy of the Martian surface. Critical technology developments, proposed projects and facilities, and recommendations for research and facilities are discussed.

The primary methods used to determine the spin state of cometary nuclei and the pitfalls and successes experienced in their use are reviewed. Attention is given to the theory of rigid body rotation from the standpoint of remote (astronomical) observers, with emphasis on what is known of the effects of nutation of lightcurves, the influence of torques induced by jet activity, the effects of internal energy and mass dissipation, and nuclear splitting. The available knowledge on rotation for eight comets, including Comet P/Halley, is reviewed. The following questions are addressed: achievement of a consensus on the rotational state of P/Halley, the possibility of accurately determining the amplitude of the transverse nongravitational force associated with rotation, and whether the orientations of fanlike comas are a valid indicator of the orientation of the spin vector. The prerequisites for answering these questions are discussed.

An explanation for 2060 Chiron's behavior, which focuses on the influence of Chiron's mass on the development of its dust coma, is presented. It is suggested that dust is entrained by the flow of CO or another gas of similar volatility from an active region. It remains gravitationally bound on orbits confined to a region, roughly 5000 km in extent, that lies between the surface and an exopause imposed by radiation pressure forces. The influence of radiation pressure transforms the initial particle trajectories into satellite orbits with a characteristic period of 20 days and orbital residence time of about 25 revolutions. The particle population in the coma slowly increases, explaining Chiron's photometric behavior.

The sense of long axis orientation of Comet Halley during the Vega 1 encounter must be reversed from that deduced by Sagdeev et al. (1986) in order to harmonize the comet nucleus' Vega/Giotto-observed orientations with periodicities extracted from time-series brightness data. It is also demonstrated that Vega/Giotto observations can be satisfied by either a 2.2- or 3.7-day long-axis free precession period. A novel Fourier algorithm is used to reanalyze five independent data sets; strong evidence is adduced for periods harmonically related to a 7.4-day period. The preferred candidate models for Halley's nuclear rotation are characterized by a long-axis precession period of 3.7 days.
