The development of industrial areas with difficult climatic conditions and high environmental burden on the population requires innovative management approaches from the construction industry, including energy construction as a factor of safety and reliability, as a basis for the development of enterprises in the region and urban development. The purpose of this study is to determine the place and role of complex construction contracts (CСC) in the life cycle (LC) of an industrial capital construction facility and to form mechanisms for improving the implementation of CСC to ensure the innovative nature of such an object at all stages of its LC within the framework of the relationship with the development of the economy of the studied region as a whole. The LC model proposed in the study allows us to determine the place and role of innovation engineering assessment at each stage of the implementation of large engineering projects during the construction of capital construction facilities within the framework of territorial development management. The combination of methods for assessing innovativeness will reveal the necessary reserves for accelerated development of territories with maximizing environmental and economic effects.

This research examines the profound effects of integrating IoT-enabled predictive maintenance in sustainable transportation fleets. By using real-time sensor data, this implementation aims to enhance fleet dependability and operational efficiency. The fleet, including a variety of vehicles such as electric buses, hybrid cars, electric trucks, CNG-powered vans, and hybrid buses, is constantly monitored using IoT sensors that capture important characteristics like engine temperature, battery voltage, and brake wear percentages. The predictive maintenance algorithms adapt maintenance schedules in response to live sensor data, enabling a proactive strategy that tackles prospective problems before they result in major failures. The examination of the maintenance records reveals prompt actions, showcasing the system’s efficacy in reducing operational interruptions and improving the overall dependability of the fleet. Moreover, the examination of percentage change confirms the system’s flexibility, demonstrating its capacity to anticipate fluctuations in engine temperature, battery voltage, and brake wear. The findings highlight the system’s ability to adapt to various operating situations and its contribution to lowering maintenance expenses while enhancing operational effectiveness. The established approach incorporates ethical issues, such as data security and privacy, to ensure responsible adoption of IoT technology. This study has broader ramifications beyond the particular dataset, providing a detailed plan for incorporating IoTenabled predictive maintenance into contemporary transportation infrastructures. The study’s findings offer valuable insights into the potential of proactive maintenance strategies to transform the transportation industry towards sustainability. This contributes to a future where fleets operate with increased efficiency, reduced environmental impact, and improved reliability.

The main volume of generation in the Russian electric power industry is provided by thermal power plants, causing the most extensive damage to the environment. The growing problems in ensuring environmental safety and the urgent need to reduce the harm to nature and public health must be addressed within the framework of the construction of new and reconstruction of existing facilities in the implementation of state programs to ensure sustainable development of territories. Organizational and managerial aspects of the application and improvement of mechanisms for the implementation of eco-innovations in the framework of industrial construction should be considered in the context of organizational and contractual modeling of the interaction of milestones of participants in investment and construction activities. The use of costly evaluation methods to confirm the results of the development and implementation of eco-innovations is a promising direction in using of complex contracts and their evaluation in the industrial construction of electric power facilities, taking into account their innovative nature.

In the article the authors managed to trace the connection between the architecture of the enterprise and the management of the social system. Many organizations have ongoing challenges and are in constant search of synchronization of business goals and objectives and their information system development processes. Enterprise architecture is used to solve these problems. These problems reflect the need for research and change in the methods of management of social systems in the organization.

The rationale for the choice of technological solutions in the framework of construction design is largely interrelated with the effectiveness of solving problems that arise during the stages of the project life cycle. The modeling of the project's technological support is based on a systematic approach, which is a connecting element between various tools and techniques by presenting the project's processes in the context of the life cycle, as well as their mutual correlation with technological solutions. This approach eliminates the adoption of chaotic decisions in the process of project development, since its implementation occurs directly at the initiation stage. As part of a comprehensive solution to this task, a system of principles of technological support for construction projects has been developed, including the principles of unity, balance, compliance and synergy. The results obtained in the framework of the study, the key of which are the scheme of principal modeling of technological support for construction projects and the algorithm for modeling technological support for construction projects, develop approaches to scientific and methodological approaches to managing the effectiveness of investment and construction activities in general and, in particular, to the development and justification of design solutions for construction. The article is devoted to the consideration of theoretical issues and methodology for building an effective investment policy of an enterprise, taking into account that for enterprises operating in most fundamental sectors of the economy, including construction, oil and gas, transport, industrial production, etc., an important aspect that requires consideration in the development of investment policy is the impact on the environment. Environmental aspects impose restrictions on the choice of investment directions, applied methods and technical and economic indicators of projects and determine the potential competitive advantages of projects, including through the use of forms of state support. Environmental aspects of investment activity should be considered not only as basic constraints in the development of project solutions, but also as one of the factors of the enterprise’s competitiveness, which significantly affects its investment potential in the medium and long term. The authors also present a system of key principles for the formation of an enterprise’s investment policy taking into account environmental aspects and form a schematic diagram for the development of an enterprise’s investment policy taking into account environmental aspects. The use of the proposed methodological tools will help to increase the stability and efficiency of both the internal environment of the enterprise and its external environment, that is, the socio-economic system in which it operates.

The article is devoted to one of the most relevant areas of research in modern Russian conditions - the consideration of issues related to the formulation and justification of methodological approaches to the design of buildings belonging to the category of “green” construction in smart city concept. Designing such facilities includes a comprehensive analysis of the building as a single energy system, and also includes the study of issues related to energy conservation at all stages of the life cycle of the property, the environmental regime of land use, water conservation and wastewater treatment use in the construction of environmentally friendly materials, etc. Planning of any investment and construction project is associated with an analysis of the feasibility of its implementation, taking into account all stages of its life cycle: conceptual study and design, construction, operation, utilization. When planning projects using “green” building technologies, the solution of these problems requires the use of specific approaches and tools. Substantiation of decisions on resource and energy saving in the design of buildings can be carried out on the basis of the following methodological approaches: construction and (or) functional. Based on the presented approaches, the authors have developed a comprehensive algorithm for planning and implementing an investment and construction project using “green” building technologies.

Investment projects of high-rise construction have a number of features that determine specific risks and additional opportunities that require analysis and accounting in the formation of an effective project concept. The most significant features of high-rise construction include long construction time, complexity of technical and technological solutions, complexity of decisions on the organization of construction and operation, high cost of construction and operation, complexity in determining the ratio of areas designed to accommodate different functional areas, when organizing and coordinating the operation of the facility, with internal zoning. Taking into account the specificity of high-rise construction, among the factors determining the effectiveness of projects, it is advisable to consider as key factors: organizational, technological and investment factors. Within the framework of the article, the author singled out key particular functions for each group of factors under consideration, and also developed a system of principles for the formation of an effective concept of multifunctional high-rise construction investment projects, including the principle of logistic efficiency, the principle of optimal functional zoning, the principle of efficiency of equipment use, the principle of optimizing technological processes, the principle maximization of income, the principle of fund management, the principle of risk management . The model of formation of an effective concept of investment projects of multifunctional high-rise construction developed by the author can contribute to the development of methodological tools in the field of managing the implementation of high-rise construction projects, taking into account their specificity in the current economic conditions.

The process of industrial production is dynamic. It flows in time, undergoing numerous (deliberate and forced) changes. The current rates of scientific and technological progress methodically increasingly require anticipatory long-term forecasts. By selected critical points can be analyzed the general different processes associated with the risk of building the industrial park facilities, although the cycles of reproduction and its individual phases will at the same time have particular differences in magnitude and interpretation. The scientific and methodological basis for the application of program management as an organizational form of managing the construction phase is the implementation of completed construction queues using the nodal method at critical points in the lifecycle of the multiproject, which makes it possible to identify possible options and methods for shortening construction times that become important reserves for increasing the efficiency of operation and reducing costs construction at the expense of costs in total cost of ownership of the real estate of the industrial park.

In the article, the author developed the classification of the main models of implementation of the “car-free city” concept depending on organizational and technological solutions in the construction and reconstruction of the urban environment. The author determined that the problem of selecting the optimal model should be decided on the basis of a comprehensive analysis of various factors that determine the specific features and problems of a specific urban situation (social, technical, organizational, environmental, cultural, economic, climatic, etc). The developed solution should meet the criteria of ensuring the comfort of the urban environment and investment attractiveness. The author developed the basic algorithm of choosing the optimal organizational and technological solutions for the development of urban development within the “car-free city” concept, the use of which will contribute to maximizing socio-economic, environmental and other effects while ensuring the investment attractiveness and competitiveness of construction project decisions.

The low effectiveness of symptomatic pharmacotherapy for Parkinson's disease (PD), which compensates for dopamine (DA) deficiency under degeneration of nigrostriatal dopaminergic (DAergic) neurons, could apparently be improved with neuroprotective therapy, which slows down neurodegeneration and PD progression. For this, it is necessary to have a DAergic cell line for the development of a PD model to screen neuroprotectors. We used immortalized human embryonic mesencephalon LUHMES cells (LCs) differentiated into DAergic neurons. The aim of this study was to characterize the phenotype of differentiated LCs and develop an 1-methyl-4-phenylpyridinium iodide (MPP+)-based test system for screening neuroprotectors. Using polymerase chain reaction (PCR) and immunocytochemistry, it has been shown that all differentiated LCs express genes and synthesize proteins characteristic of all neurons (microtubule-associated protein 2, bIII-tubulin, synaptotagmin 1) and specifically of DAergic neurons (tyrosine hydroxylase, aromatic L-amino acid decarboxylase, DA transporter, vesicular monoamine transporter 2). Furthermore, LCs are able to produce a small amount of DA, but under special conditions. To assess the mechanisms of neurodegeneration and neuroplasticity under the influence of toxins and antiparkinsonian drugs, including neuroprotectors, we have developed an LCs-based MPP+ PD model and proposed an original panel of markers for testing functional and structural cell disorders. The article analyzes the performance indicators of the investment and construction sector in the Russian Federation in the conditions of the crisis, the main trends of development of this sphere in the period from 2008 to 2016 in the projects of construction of residential and commercial real estate are considered. It was noted that during this period there has been a significant growth in construction and commissioning of buildings, while consumer demand for both residential and commercial real estate is declining. Also considered are the main participants of the housing construction market, analyzed the specifics of mortgage lending in this period. Among the negative prospects for the development of the industry, a reduction in the volume of input, freezing or reformatting of projects was noted.

In the article the methods of choice of optimal administrative decisions are examined on the development of objects energy supplies of housing and communal services. That would take into account nascent risks related to investment-building activity of energy supplying enterprises. It is shown that the basic condition of housing and utilities on an energy supply is the building of objects with a subsequent production, distribution and realization of electric energy, that allows at their reproduction to provide quality and reliability of energy supply to the consumers. Also the questions of decline of risks and exposure of factors, influencing on the processes of management development of objects of energy supply in the field of housing and utilities, estimation of organizationally-economic reliability and combined risks, estimation of possibility of the use of innovative energy technologies, alternative sources of energy supply, are investigated in the article. It is fixed, that risk indexes must be appraised not only on the investment stage of building object, but also on his operating stage (after commissioning) on the basis of account of the great number of risks characterizing the combined risk.
