Conservation professionals are familiar with value‐driven research and practice. However, recent efforts to use strategic communication, specifically conservation messaging, to affect targeted behaviour change or influence values and attitudes towards conservation introduce new ethical dilemmas that conservation professionals may not have considered or are ill‐equipped to deal with. Drawing from strategic communication theory and professional guidelines, including from public relations, social marketing, advocacy, and the social sciences more broadly, we provide a framework and discuss important ethical considerations for conservation messaging. The considerations discussed include those that apply across all stages of conservation messaging (be reflexive, engage responsibly, and consider power), as well as those that apply when defining the problem (ensure fairness in audience targeting), designing the solution (use equitable messages and calls to action and use truthful messaging and authentic messengers), and considering outcomes (consider intended and unintended consequences). We present these considerations not as a fail‐safe checklist to prevent unethical conduct in conservation messaging, but rather as points of reflection to consider in the design of ethical conservation messages and campaigns. We present a series of prompting questions to guide this process. We believe taking the time to reflect in this way paves the way for more effective and ethical strategies for conservation messaging, leading to more open, trusting, and sustainable relationships with our audiences. Biodiversity loss is driven by human behavior, but there is uncertainty about the effectiveness of behavior-change programs in delivering benefits to biodiversity. To demonstrate their value, the biodiversity benefits and cost-effectiveness of behavior changes that directly or indirectly affect biodiversity need to be quantified. We adapted a structured decision-making prioritization tool to determine the potential biodiversity benefits of behavior changes. As a case study, we examined two hypothetical behavior-change programs--wildlife gardening and cat containment--by asking experts to consider the behaviors associated with these programs that directly and indirectly affect biodiversity. We assessed benefits to southern brown bandicoot (Isoodon obesulus) and superb fairy-wren (Malurus cyaneus) by eliciting from experts estimates of the probability of each species persisting in the landscape given a range of behavior-change scenarios in which uptake of the behaviors varied. We then compared these estimates to a business-as-usual scenario to determine the relative biodiversity benefit and cost-effectiveness of each scenario. Experts projected that the behavior-change programs would benefit biodiversity and that benefits would rise with increasing uptake of the target behaviors. Biodiversity benefits were also predicted to accrue through indirect behaviors, although experts disagreed about the magnitude of additional benefit provided. Scenarios that combined the two behavior-change programs were estimated to provide the greatest benefits to species and be most cost-effective. Our method could be used in other contexts and potentially at different scales and advances the use of prioritization tools to guide conservation behavior-change programs.

Biodiversity within cities is fundamental for human health and well-being, and delivers a wide range of critical ecosystem services. However, biodiversity is often viewed as an afterthought or final addition once an urban development nears completion. As such, provisions for biodiversity are typically tokenistic and do not achieve the experience of everyday nature that people need. Considering biodiversity requirements at the start of an urban development allows for strategic, intentional design with biodiversity enhancement in mind. Biodiversity Sensitive Urban Design (BSUD) is a protocol that aims to create urban areas that deliver on-site benefit to native species and ecosystems through the provision of essential habitat and food resources. Here we present a case study demonstrating how BSUD methods can be used to (a) encourage successful outcomes for nature, (b) improve the aesthetics and liveability of the urban form, and (c) engage stakeholders in a process that supports other aspects of urban design including park and streetscape design. Fishermans Bend (Melbourne) is the largest urban renewal project in Australia, and one of the first of this scale to explicitly include biodiversity targets. We outline the methods used to co-create biodiversity objectives with diverse stakeholders, and how these, combined with a quantitative analysis of their potential biodiversity impact, were translated into clear design and planning recommendations. We critically reflect on the success of this method for 1) communicating and facilitating provisions for biodiversity across different stakeholders and 2) providing clear messaging around biodiversity across different planning disciplines.

With COVID-19 (coronavirus disease 2019) dominating headlines, highlighting links between the pandemic and biodiversity may increase public awareness of the biodiversity crisis. However, ill-considered messages that frame nature as the problem rather than the solution could inadvertently propagate problematic narratives and undermine motivations and individual self-efficacy to conserve nature.

Communication and advocacy approaches that influence attitudes and behaviors are key to addressing conservation problems, and the way an issue is framed can affect how people view, judge, and respond to an issue. Responses to conservation interventions can also be influenced by subtle wording changes in statements that may appeal to different values, activate social norms, influence a person's affect or mood, or trigger certain biases, each of which can differently influence the resulting engagement, attitudes, and behavior. We contend that by strategically considering how conservation communications are framed, they can be made more effective with little or no additional cost. Key framing considerations include, emphasizing things that matter to the audience, evoking helpful social norms, reducing psychological distance, leveraging useful biases, and, where practicable, testing messages. These lessons will help communicators think strategically about how to frame messages for greater effect.

Island biogeography theory posits that species richness increases with island size and decreases with isolation. This logic underpins much conservation policy and regulation, with preference given to conserving large, highly connected areas, and relative ambivalence shown toward protecting small, isolated habitat patches. We undertook a global synthesis of the relationship between the conservation value of habitat patches and their size and isolation, based on 31 systematic conservation planning studies across four continents. We found that small, isolated patches are inordinately important for biodiversity conservation. Our results provide a powerful argument for redressing the neglect of small, isolated habitat patches, for urgently prioritizing their restoration, and for avoiding simplistic application of island biogeography theory in conservation decisions.

Despite evidence from other disciplines that strategic messaging can influence behavior and attitudes, it remains unclear how to best design messages to benefit biodiversity. We conducted a systematic literature review to investigate the status of conservation messaging research, and to evaluate whether studies address essential elements of message design and theory from other disciplines. We show that academic interest in conservation messaging is growing rapidly. However, our results suggest that conservation scientists are not effectively drawing from the long-standing expertise of disciplines with well-established messaging techniques. Many studies do not draw on established behavior change theories or audience segmentation techniques. Given the urgent need to address the loss of biodiversity, we discuss how conservation messaging can draw on existing empirical and theoretical knowledge, with a focus on the application of established techniques used in messaging for pro-environmental behavior.

Global conservation efforts are increasingly focused on expanding the amount of permanently protected private land, with the aim of preserving biodiversity. These efforts are often constrained by financial resources, particularly where land acquisition is expensive, or where landowners are reluctant to enter into conservation agreements. Purchase–protect–resale (PPR) programs are used by conservation organizations in a number of countries to facilitate the purchase, resale, and protection of private land. We conducted the first systematic review of the literature on PPR and collated information on its use around the world. In total, we found that funds exceeding US$384 million were available for PPR, and over 684,000 ha have been protected to date. We identify the unique attributes of this approach and the challenges of its implementation, and discuss its potential for protecting land unsuitable for other conservation approaches. Our analysis highlights the importance of selecting appropriate properties, and we suggest that insights from the economics literature could help to improve the effectiveness of PPR programs.

Finding sustainable ways to increase the amount of private land protected for biodiversity is challenging for many conservation organizations. In some countries, organizations use revolving-fund programs, whereby land is purchased and then sold to conservation-minded owners under condition they enter into a conservation covenant or easement. The sale proceeds are used to purchase, protect, and sell additional properties, incrementally increasing the amount of protected private land. Because the effectiveness of this approach relies on selecting appropriate properties, we explored factors currently considered by practitioners and how these are integrated into decision making. We conducted exploratory, semistructured interviews with managers from each of the 5 major revolving funds in Australia. Responses indicated although conservation factors are important, financial and social factors are also highly influential. A major determinant was whether the property could be resold within a reasonable period at a price that replenishes the fund. To facilitate resale, often selected properties include the potential for the construction of a dwelling. Practitioners face with clear trade-offs between conservation, financial, amenity, and other factors in selecting properties and 3 main challenges: recovering the costs of acquisition, protection, and resale; reselling the property; and meeting conservation goals. Our findings suggest the complexity of these decisions may constrain revolving-fund effectiveness. Drawing from participant responses, we identified potential strategies to mitigate these risks, such as providing adequate recreational space without jeopardizing ecological assets. We suggest managers could benefit from a shared-learning and adaptive approach to property selection given the commonalities between programs. The critically endangered golden sun‐moth Synemon plana occurs in urban fringe areas of southeastern Australia that are currently experiencing rapid and extensive development. The urban fringe is a complex and uncertain environment in which to manage threatened species with the intersection of fragmented natural habitats, built environments and human populations generating novel, poorly understood interactions. In this context, management frameworks must incorporate ecological processes as well as social considerations. Here, we explore how biodiversity sensitive urban design might improve the fate of the golden sun‐moth, and threatened species generally, in urban fringe environments. We: (i) developed an expert‐informed Bayesian Belief Network model that synthesizes the current understanding of key determinants of golden sun‐moth population viability at sites experiencing urbanizing pressure; (ii) quantified the nature and strength of cause‐effect relationships between these factors using expert knowledge; and (iii) used the model to assess expectations of moth population viability in response to different combinations of management actions. We predict that adult survival, bare ground cover and cover of resource plants are the most important variables affecting the viability of golden sun‐moth populations. We also demonstrate the potential for biodiversity sensitive urban design as a complementary measure to conventional management for this species. Our findings highlight how expert knowledge may be a valuable component of conservation management, especially in addressing uncertainty around conservation decisions when empirical data are lacking, and how structured expert judgements become critical in supporting decisions that may help ameliorate extinction risks faced by threatened species in urban environments.

Environmental impact assessment (EIA) is a key mechanism for protecting threatened plant and animal species. Many species are not perfectly detectable and, even when present, may remain undetected during EIA surveys, increasing the risk of site-level loss or extinction of species. Numerous methods now exist for estimating detectability of plants and animals. Despite this, regulations concerning survey protocol and effort during EIAs fail to adequately address issues of detectability. Probability of detection is intrinsically linked to survey effort; thus, minimum survey effort requirements are a useful way to address the risks of false absences. We utilized 2 methods for determining appropriate survey effort requirements during EIA surveys. One method determined the survey effort required to achieve a probability of detection of 0.95 when the species is present. The second method estimated the survey effort required to either detect the species or reduce the probability of presence to 0.05. We applied these methods to Pimelea spinscens subsp. spinescens, a critically endangered grassland plant species in Melbourne, Australia. We detected P. spinescens in only half of the surveys undertaken at sites where it was known to exist. Estimates of the survey effort required to detect the species or demonstrate its absence with any confidence were much higher than the effort traditionally invested in EIA surveys for this species. We argue that minimum survey requirements be established for all species listed under threatened species legislation and hope that our findings will provide an impetus for collecting, compiling, and synthesizing quantitative detectability estimates for a broad range of plant and animal species.

Spatial models of population dynamics have been proposed as a useful method for predicting the impacts of environmental change on biodiversity. Here, we demonstrate advances in dynamic landscape metapopulation modelling and its use as a decision support tool for evaluating the impacts of forest management scenarios. This novel modelling framework incorporates both landscape and metapopulation model stochasticity and allows their relative contributions to model output variance to be characterized. It includes a detailed sensitivity analysis, allowing defensible uncertainty bounds and the prioritization of future data gathering to reduce model uncertainties. We demonstrate this framework by modelling the landscape-level impacts of eight forest management scenarios on the red-backed salamander ( Plethodon cinereus (Green, 1818)) in the boreal forest of Ontario, Canada, using the RAMAS Landscape package. The 100 year forest management scenarios ranged in intensity of timber harvesting and fire suppression. All scenarios including harvesting predicted decreases in salamander population size and the current style of forest management is predicted to produce a 9%–17% decrease in expected minimum population size compared with scenarios without harvesting. This method is amenable to incorporating many forms of environmental change and allows a meaningful treatment of uncertainty.
