PR, IFPRI3; CRP4, A4NH, CGIAR Research Program on Agriculture for Nutrition and Health (A4NH), Background: Nutrition-sensitive agriculture is an efective multi-sectoral approach to address the underlying causes of malnutrition. However, successful implementation requires the involvement of diferent sectors to jointly plan, monitor, and evaluate key activities, which is often challenged by contextual barriers. Previous studies in Ethiopia have not adequately explored these contextual barriers. Hence, the current study aimed to qualitatively explore the challenges to joint planning, monitoring, and evaluation for nutrition-sensitive agriculture among sectors in Ethiopia. Methods: A qualitative exploratory study was conducted in Tigray and Southern Nations, Nationalities, and Peoples (SNNP) of Ethiopia regional states in 2017. Ninety-four key informants were purposively selected from government agencies primarily in health and agriculture, from local (kebele) to national levels, and ranging from academic organizations, research institutions, and implementing partners. Researchers developed a semi-structured guide and conducted key informant interviews which were audiotaped, transcribed verbatim in local language, and translated to English. All transcriptions were imported into ATLAS.ti Version 7.5 software for coding and analysis. The data analysis followed an inductive approach. Transcriptions were coded line by line; then similar codes were grouped into categories. Subsequently, non-repetitive themes were identifed from the categories using thematic analysis methodology. Results: The following themes were identifed as challenges that hinder joint planning, monitoring, and evaluation to link nutrition to agriculture: (1) limited capacity, (2) workload in home sector (agriculture or nutrition), (3) lack of attention to nutrition interventions, (4) inadequate supportive supervision, (5) problematic reporting system, and (6) weak technical coordinating committees. Conclusions and recommendations: Gaps in human and technical resources, limited attention from difere

- Abstract
Limited information exists on the economics of horticultural production in Ethiopia. For instance, while the yield of shallot is fairly known, its production costs and benefits are grossly unknown. The objective of this study was, therefore, to estimate the profit and technical efficiency of small-scale irrigation farming by monitoring the costs incurred. Based on farm-level data from 106 small-scale irrigation producers, the farm level profit and output-oriented technical efficiency indices were determined using the SPSS computer package and stochastic production function, respectively. The average cost to produce one kilogram of shallot was estimated at Birr 0.72 whereas the average farm gate price was estimated at Birr 1.87. This indicated that producing shallot under smallscale irrigation farming is a financially viable venture, and it significantly contributed to household cash income and food security. The profit levels at the the three studied areas ranged from24-145%. The stochastic frontier results revealed mean technical efficiency of 0.77 for all the farms. This means that average levels of farms were below the frontier by 23%, which otherwise means that the total output of shallot could be increased by up to 23% above the actual output levels attained in the study area during the survey year. The most limiting factors for small-scale irrigation farming were the demand of the irrigation husbandry for strenuous efforts of the farmers (95%), lack of fertilizer (91%), input-costs (70%), lack of credits (45%) and shortage of water in May (30%).

However, the productivity of the crop remains low mainly due to the limited use of improved technologies including seeds. In this study, three recently released and one old (as a check) tef varieties were evaluated on 254 lead farmers’ fields with the main aim of increasing farmers’ access to quality breed seeds. Each lead farmer was provided with breeder seeds of four improved tef varieties, namely Kora, Tesfa, Dagim, and Boset. The seed yield from the four tef varieties were comparable (Kora = 1.94, Tesfa = 2.31, Dagim =2.24 and Boset = 2.36 t ha-1). Given the input and output prices that prevail in the selected districts, the mean revenue was 65,355.90 Birr ha-1 while the mean production cost was 26,355.52 Birr ha-1. Among production costs, labor took for the lion’s share as it contributed to 58% of the total cost. In general, with a benefit-cost ratio of 1.5, our technology is highly profitable and attractive to farmers if newly released tef varieties are disseminated in the seed-business-oriented method.

Induced mutation has been playing a significant role in the improvement of diverse crop types. This led to the release of over 3200 crop varieties in over 70 countries. We implemented induced mutation on tef (Eragrostis tef (Zucc.) Trotter), one of the most important cereal crops in the Horn of Africa, especially in Ethiopia, where it is annually cultivated on over 3 million hectares of land, equivalent to 30% of the total area allocated to cereals. Although tef is extensively cultivated in Ethiopia due to its resilience to diverse environmental stresses, the productivity of the crop is very low. The Tef Improvement Project based at the University of Bern in Switzerland employs mutation breeding to tackle major constraints in tef in order to enhance crop productivity. About 12,000 EMS (ethyl methanesulfonate) mutagenized M2 families were generated from four improved tef varieties, namely Tsedey, Dukem, Kora and Dagim. Screening for major traits of importance helped us to obtain several candidate lines, including semi-dwarf and lodging-tolerant, drought-tolerant and acid-soil-tolerant lines. Among these, the most promising ones were introgressed to locally adapted improved varieties followed by several years of testing at representative locations for traits of interest. As a result, a new variety called Tesfa with a novel and desirable combination of traits was approved for release to the farming community. This shows that the project has been actively involved in all three phases of induced mutation: mutation induction, mutation detection and mutation breeding.

As to the researcher’s subjective experience and observations, the teaching of listening skill in government secondary schools in Ethiopian pedagogic context seems to be neglected. For instance, it seems that English language teachers do not seriously teach this skill as compared to the other language skills. Therefore, the objective of this study was to investigate the practice of teaching listening skill in secondary schools with specific reference to General Tadese Biru Secondary School Grade 9 English language teachers. To this effect, the researcher focused on the actual practice of English language teachers in teaching listening skill in terms of employing listening strategies and sub listening skills, the extent to which English language teachers use the three stages of listening skill, and the English language teachers’ use of appropriate listening materials. Descriptive case study design involving both qualitative and quantitative research approaches was employed. Three English language teachers were selected through availability sampling technique and 78 students were selected using simple random sampling technique. Three data gathering tools: questionnaire for students, classroom observations and interview for English language teachers were used. To ensure the validity and reliability of the tools, a pilot study was conducted in selected secondary schools. The data obtained through questionnaire and classroom observations were analyzed quantitatively and qualitatively, whereas; the data obtained through interview were analyzed qualitatively. The findings of the study revealed that the English language teachers failed to employ perceptive strategies, cognitive strategies and meta-cognitive strategies well in teaching listening skill, and did not make student practice well the sub listening skills; the English language teachers employed the while listening stage to some extent, but they used the pre listening stage and the post listening stage to some extent; the English language teachers failed to use appropriate listening materials- both printed and electronic. Based on the findings, pertinent recommendations were suggested to the concerned stakeholders. DOI: 10.7176/JCSD/62-04 Publication date: October 31 st 2020

Trotter] is the most important food crop in Ethiopia. It is annually cultivated on over three million hectares of land, which is equivalent to 30% of the total area allocated to cereals in the country. Compared to other cereal crops, such as wheat and maize, tef has higher tolerance to unfavorable environmental conditions, which include both biotic and abiotic stresses. Since the inception of Tef Improvement Program in Ethiopia in the late 1950s, the National Research System has released 42 improved varieties. However, cost of production and economic benefit derived from tef farming was not clearly understood. Thus, a study was carried out in the field plots of 46 lead farmers in four districts (namely, Ada’a, Gimbichu, Moretna-Jirru, and Minjar-Shenkora) where tef is the major cereal crop in order to assess the economics aspects of the tef faming venture. Two recently released tef varieties Kora and Boset were used for the study. On average, the total variable cost of production was 19,308.70 birr ha-1 for Kora and 18,859.27 birr ha-1 for Boset. Although the average grain yield was 1,963.00 kg ha-1 for Kora and 2,540.00 kg ha-1 for Boset, it ranged from 1,200 to 2,500 kg ha-1 for Kora and from 2,000 to 2,800 kg ha-1 for Boset. Kora was sown at appropriate agro-ecologies that receive better rainfall but Boset gave higher yield as a result of climate change and erratic rainfall in 2016. The average profit was 22,676.43 birr ha-1 for Kora and 35,721.12 birr ha-1 for Boset. The two highest production costs were labor (58%) and fertilizer (22%). From the total labor costs used in tef production, the lion’s share went to harvesting (43%) and weeding (35%). The study revealed that harvesting and weeding are the most critical factors to escalate cost of production, and thereby to decrease its profitability. Thus, technologies should be sought to minimize cost of labor for harvesting and for weeding in tef production.

Global development goals increasingly rely on country-specific estimates for benchmarking a nation's progress. To meet this need, the Global Burden of Diseases, Injuries, and Risk Factors Study (GBD) 2016 estimated global, regional, national, and, for selected locations, subnational cause-specific mortality beginning in the year 1980. Here we report an update to that study, making use of newly available data and improved methods. GBD 2017 provides a comprehensive assessment of cause-specific mortality for 282 causes in 195 countries and territories from 1980 to 2017. The Lancet Publishing Group

Trotter] is extensively cultivated cereal crop in Ethiopia where it is annually grown by about 6.5 million smallholder farmers on about 30% of the total area allocated to cereal crops. However, the productivity of tef is very low compared to other cereals mainly due to lack of high yielding and lodging tolerant cultivars. The objective of this study was to evaluate the performance of the recently released tef variety called Tesfaand to provide unique morphological and agronomic descriptions of this new variety. Ten genotypes which were derived from three independent crosses and bred for at least eight generations plus a local and standard check varieties were tested at six tef growing sites in Ethiopia (namely, Adet, Chafe Donsa,DebreZeit black soil, DebreZeit light soil,Ginchiand Holetta) using RandomizedCompleteBlock Design with three replications. The study found that Tesfa(DZ-Cr-457 RIL-181) which was obtained from a cross between kinde (a semi-dwarf mutant line developed at the University of Bern, Switzerland) and Kay Murri(a landrace) outperformed other genotypes and approved for release by the Ethiopian National Variety Release Committee in March 2017.The main advantages of Tesfa over other tested lines were its higher grain yield and higher lodging tolerance. In addition, Tesfa possesses unique properties for which high acceptance by growers is expected. These are its compact panicle, lack of shattering, and thick and strong culm which makes it potentially cultivated under irrigation and also mechanically harvested.

We used the Global Burden of Diseases, Injuries, and Risk Factors Study 2016 (GBD 2016) to assess personal health-care access and quality with the Healthcare Access and Quality (HAQ) Index for 195 countries and territories, as well as subnational locations in seven countries, from 1990 to 2016. Methods Drawing from established methods and updated estimates from GBD 2016, we used 32 causes from which death should not occur in the presence of effective care to approximate personal health-care access and quality by location and over time. To better isolate potential effects of personal health-care access and quality from underlying risk factor patterns, we risk-standardised cause-specific deaths due to non-cancers by location-year, replacing the local joint exposure of environmental and behavioural risks with the global level of exposure. Supported by the expansion of cancer registry data in GBD 2016, we used mortality-to-incidence ratios for cancers instead of risk-standardised death rates to provide a stronger signal of the effects of personal health care and access on cancer survival. As derived from the broader GBD study and other data sources, we examined relationships between national HAQ Index scores and potential correlates of performance, such as total health spending per capita. Findings In 2016, HAQ Index performance spanned from a high of 97·1 (95% UI 95·8–98·1) in Iceland, followed by 96·6 (94·9–97·9) in Norway and 96·1 (94·5–97·3) in the Netherlands, to values as low as 18·6 (13·1–24·4) in the Central African Republic, 19·0 (14·3–23·7) in Somalia, and 23·4 (20·2–26·8) in Guinea-Bissau. The pace of progress achieved between 1990 and 2016 varied, with markedly faster improvements occurring between 2000 and 2016 for many countries in sub-Saharan Africa and southeast Asia, whereas several countries in Latin America and elsewhere saw progress stagnate after experiencing considerable advances in the HAQ Index between 1990 and 2000. Striking subnational disparities emerged in personal health-care access and quality, with China and India having particularly large gaps between locations with the highest and lowest scores in 2016. In China, performance ranged from 91·5 (89·1–93·6) in Beijing to 48·0 (43·4–53·2) in Tibet (a 43·5-point difference), while India saw a 30·8-point disparity, from 64·8 (59·6–68·8) in Goa to 34·0 (30·3–38·1) in Assam. Japan recorded the smallest range in subnational HAQ performance in 2016 (a 4·8-point difference), whereas differences between subnational locations with the highest and lowest HAQ Index values were more than two times as high for the USA and three times as high for England. State-level gaps in the HAQ Index in Mexico somewhat narrowed from 1990 to 2016 (from a 20·9-point to 17·0-point difference), whereas in Brazil, disparities slightly increased across states during this time (a 17·2-point to 20·4-point difference). Performance on the HAQ Index showed strong linkages to overall development, with high and high-middle SDI countries generally having higher scores and faster gains for non-communicable diseases. Nonetheless, countries across the development spectrum saw substantial gains in some key health service areas from 2000 to 2016, most notably vaccine-preventable diseases. Overall, national performance on the HAQ Index was positively associated with higher levels of total health spending per capita, as well as health systems inputs, but these relationships were quite heterogeneous, particularly among low-to-middle SDI countries. Interpretation GBD 2016 provides a more detailed understanding of past success and current challenges in improving personal health-care access and quality worldwide. The study was designed to assess the performance of an improved and recently released tef variety called Kora. Districts selected for the study were Ada, Minjar-Shenkora and Moretna-Jirru. Primary data were collected using a set of validated interview schedule and testing the tef variety on field plots of ten lead farmers who were randomly selected from forty-five lead farmers. Data analysis was carried out using frequency counts, minimum, maximum, mean, standard deviation and analysis of variance. The results of the analysis showed that eight of the lead farmers were very satisfied with the new variety. High grain yield was obtained at the 10 on-farm sites due to the introduction of new variety. While the grain yields ranged from 0.7 and 2.9 tons/ha, the mean yield was 2.2 tons/ha. On average, the total variable costs and total revenues of farms per/ha were Birr 18135.90 and Birr 43414.00, respectively. The cost structure analysis revealed that the two highest production costs were labor (56%) and fertilizer (23%). Hence, labor appears to be the most important limiting factor of production in small-scale tef farming.

- Abstract
English: The main objective of the study is to analyze the effect of farm size on farm efficiency at household level in cereal based farming systems and to suggest policy recommendations. The survey was conducted in the Moretna-Jirru district of Ethiopia during the 2000/2001 cropping season. The district was selected for this study on the basis of the relatively longer experience of farmers to use new technology, the number of crop growers and the high potential for crop production. As part of the methodology, a structured questionnaire was developed and used during personal interviews with farmers. The collected data was analyzed using statistical package SPSS Version 10.1. The empirical model used for the estimation of technical efficiency of smallholders in this study was the stochastic production function. The stochastic frontier model results revealed that land area and seed application rate contributed the most to growth in wheat yield whereas increase in land size and application of urea led to statistically significant increases in tef yield. In view of the research objectives the major results/findings of the study were: • The stochastic frontier model analysis revealed that large farms were technically more efficient than small farms regarding both wheat and tef production; • The mean technical efficiency of wheat was calculated to be 0.83 for large farms and 0.79 for small farms (P= .001). The mean technical efficiency of tef for large and small farms was calculated to be 0.74 and 0.68, respectively (P= .001); • The average technical efficiencies of wheat and tef were calculated to be 80.85 % and 70.72 %, respectively. Under the current technology, farmers can thus increase the actual output levels of wheat and tef by about 19.1% and 29.3%, respectively, to become 100% efficient. The challenge remains to decrease technical inefficiency factors and to raise the production level towards the frontier production level.

These are its compact panicle, lack of shattering, and thick and strong culm

Indigenous crops also known as orphan crops are key contributors to food security, which is becoming increasingly vulnerable with the current trend of population growth and climate change. They have the major advantage that they fit well into the general socio-economic and ecological context of developing world agriculture. However, most indigenous crops did not benefit from the Green Revolution, which dramatically increased the yield of major crops such as wheat and rice. Here, we describe the Tef Improvement Project, which employs both conventional- and molecular-breeding techniques to improve tef—an orphan crop important to the food security in the Horn of Africa, a region of the world with recurring devastating famines. We have established an efficient pipeline to bring improved tef lines from the laboratory to the farmers of Ethiopia. Of critical importance to the long-term success of this project is the cooperation among participants in Ethiopia and Switzerland, including donors, policy makers, research institutions, and farmers. Together, European and African scientists have developed a pipeline using breeding and genomic tools to improve the orphan crop tef and bring new cultivars to the farmers in Ethiopia. We highlight a new variety, Tesfa, developed in this pipeline and possessing a novel and desirable combination of traits. Tesfa’s recent approval for release illustrates the success of the project and marks a milestone as it is the first variety (of many in the pipeline) to be released., Euphytica, 214 (2), ISSN:0014-2336, ISSN:1573-5060
