As a place to live, work and play, urban spaces are the nerve centers of human activity. The urban spaces, which are becoming increasingly extensive and dense, are particularly sensitive to the effects of climate change. Greening cities has been identified as one of the most effective ways to mitigate one of these effects, the urban heat island. In this context, the city of Liège, Belgium, has adopted a greening plan, called “Plan canopée”, to increase the tree canopy area at city level. The aim of this study is to present the methodology used to objectivize and prioritize the selection of potential planting sites. This research proposes the production of a series of spatial indicators allowing, on the one hand, the precise mapping of urban surfaces ready for planting, and on the other hand, the objective prioritization of city districts to be vegetated. The research integrates airborne image classification, urban heat island modeling and a series of reference geodata combinations. The set of data produced provides a transparent decision support tool to the authorities for the operational planning of tree plantations. These results contribute to the development of a planting strategy that maximizes the chances of ownership by the citizens, and consequently the sustainable and effective impact of the achievements.

Roof materials can be a significant source of pollution for the environment and can have negative health effects. Analyses of runoff water revealed high levels of metal traces but also polycyclic aromatic hydrocarbons and phthalates. This contamination would result from corrosion and alteration of roof materials. Similarly, the alteration or combustion of asbestos contained in certain types of roofs may allow the emission and dispersion of asbestos fibres into the environment. Therefore, acquiring information on roof materials is of great interest to decrease runoff water pollution, and to improve air and environmental quality around our homes. To this end, remote sensing is a particularly relevant tool since it allows semi-automatic mapping of roof materials using multispectral or hyperspectral data. Wallonia wishes to acquire reproducible methodologies for mapping Land Cover (LC) and Land Use (LU) in order to meet, by 2020, the requirements of the European INSPIRE Directive. To this end, the regional authorities are financing the development of automatized, scalable and high quality open-source methodologies, making the most of the rich catalogue of geodata available over the Region. LC and LU play both important roles in territorial planning and environmental assessments relative to a large number of themes and issues, and thus stakeholders. Consequently, the first challenge is that the new developments must take into account a broader vision of needs, from regional to city representatives, research labs and data producers, and should not simply follow the specifications provided by INSPIRE to the letter. In Wallonia, Belgium, the population density of the Walloon municipalities shows significant variability. Like all territories, Wallonia is changing, transformed by a set of spatial planning decisions and regional policies. Knowledge of these aspects is essential to understand and solve problems in many areas. A fine-scale and precise population distribution map, combined with high- resolution thematic data such as land use and land cover, is essential for analysing urban development, monitoring human-environment interactions and spatial planning. Very high-resolution maps are produced from National Register (RNPP) data but they are not freely accessible due to privacy or only in a degraded format. Construire les « Smart Cities » de demain est un enjeu de développement durable tant pour les pouvoirs publics régionaux que locaux. Pouvoir quantifier et localiser précisément la population est important pour la gestion des villes et l’analyse des risques (pollution, inondations, déchets…). Le projet SmartPop propose de désagréger les statistiques démographiques sur base de la carte d’occupation du sol wallonne (COSW). L’adaptation et la comparaison d’algorithmes de cartographie dassymétrique en Wallonie et en particulier à Liège sont présentées dans ce papier. La calibration et la validation des premiers résultats utilisent des données du Registre National des Personnes Physiques. La cartographie dassymétrique dépend fortement de la qualité et de la précision de la donnée ancillaire. Pour répondre aux obligations et recommandations de la directive européenne INSPIRE, les autorités wallonnes souhaitent valoriser leur riche catalogue de géodonnées et de données d’observation de la Terre pour développer de nouvelles méthodologies opérationnelles de cartographie de l’occupation et de l’utilisation du sol. Les acteurs wallons compétents en aménagement du territoire et en gestion de l’environnement sont contraints, à l’heure actuelle, de travailler avec des données d’occupation et d’utilisation du sol non mises à jour, incomplètes et à l’information thématique mélangée. La carte de référence actuelle, la Carte d’Occupation du Sol de Wallonie, en abrégé la COSW, a en effet plus de dix ans et une légende mixte en occupation et utilisation du sol. Cet article traite du développement de deux méthodes de classification semi-automatisée orientée-objet pour la cartographie à très haute résolution spatiale de l’occupation et de l’utilisation du sol en milieu urbain, avec la ville de Liège (Belgique) comme cas d’étude, dans le cadre du projet SmartPop. Premièrement, une carte d’occupation du sol est produite par classification automatisée de données d’observation de la Terre multispectrale et tridimensionnelle acquises par capteurs aéroportés sur la période 2012-2014. Cette carte est ensuite améliorée par combinaison avec des bases de données géographiques disponibles sur la Wallonie. Le produit final est une carte d’occupation du sol répondant aux recommandations techniques d’INSPIRE. L’exactitude globale de la carte est supérieure à 90 %. Un tel produit offre de nouvelles opportunités pour le suivi de l’environnement et du territoire à grande échelle, notamment par son unité minimale de collecte fixée à 15 m². Deuxièmement, une méthodologie automatique de cartographie de l’utilisation du sol, proposant plusieurs niveaux de représentation, a été développée. Ces premiers résultats ont permis d’envisager leur application à l’échelle de la Wallonie. L’automatisation et la robustesse des procédures doivent être renforcées. Des séries temporelles de données satellitaires Sentinel seront également intégrées au processus de cartographie de l’occupation du sol afin d’améliorer la qualité thématique des classes de végétation. INSPIRE and PSI directives induced major changes in the Walloon geomatics ecosystem. INSPIRE aims at establishing an infrastructure for spatial information in the European community for environmental policies. PSI is the European legislation on the re-use of public sector information, including all government-held geodatasets. For compliance purposes, Wallonia proposed to develop a Georeferential aiming at providing free, open-access and consistent reference geodatasets to the Walloon stakeholders. Some of the current data being outdated, the Georeferential proposes pilot projects for a collaborative and user-oriented design of new maps. One of the categories being identified for the Georeferential is land cover and land use. Build on the knowledge of past researches, the Walous project aims at combining very high spatial with very high temporal resolution Earth observation and thematic data in a classification scheme. To ensure that the new data covers the general interest and to ensure his appropriation by the users, gathering requirements is one of the most vital pieces. Poor gathering of user needs could lead to an unused final product. Walous carried out interviews for clarifying data requirements. This paper introduces this methodology and illustrates how the results impacted the priorities and the specifications of the land cover and land use data.

Les cartes de densité de population détaillées sont nécessaires à la planification territoriale, à la gestion des risques ou comme données de base pour différents modèles et outils d’aide à la décision. Le plus souvent calculées au niveau des entités administratives, elles en gomment les variations internes, parfois très importantes. De plus, elles sont sujettes à des biais liés à la taille et à la forme de ces entités par rapport aux zones de peuplement. Cet article examine les performances de trois méthodes de désagrégation spatiale des données de la population wallonne selon une grille régulière d’un hectare (ha). Les données utilisées sont la population de l’année 2013, agrégée au niveau des communes et des secteurs statistiques, la Carte d’Occupation du Sol de Wallonie (COSW) (SPW, 2007) et le taux d’imperméabilisation du sol (EEA, 2012a). Ces trois méthodes sont adaptées des travaux de Batista et al. (2013) et sont implémentées dans le module WEISS développé par le Vlaamse Instelling voor Technologisch Onderzoek (VITO). Les résultats sont comparés et validés grâce aux données du Registre National des Personnes Physiques (RNPP) (2013) disponibles selon une grille identique, permettant une validation à la même échelle. International audience; Dans le contexte d'une croissance régulière de la population urbaine et une augmentation des risques inhérents à ces populations à cause des changements climatiques, les villes se doivent d'élaborer des stratégies de gestion pour comprendre, mesurer, cartographier afin d'atténuer les défis et les risques. Cet article traite de l'utilisation des géodonnées, des analyses spatiales et de la télédétection pour développer des méthodes de cartographie d'occupation / utilisation du sol mais aussi de densité de population. Ces cartes sont non seulement essentielles dans l'analyse des risques, que ce soit dans l'évaluation des dangers ou dans l'exposition de la population mais elles répondent également aux exigences de la directive européenne INSPIRE et donc aux obligations de l'administration.

Due to its cost-effectiveness and repeatability of observations, high resolution optical satellite remote sensing has become a major technology for land use and land cover mapping. However, inventory compilers for the Land Use, Land Use Change, and Forestry (LULUCF) sector are still mostly relying on annual census and periodic surveys for such inventories. This study proposes a new approach based on per-pixel supervised classification using Sentinel-2 imagery from 2016 for mapping greenhouse gas emissions and removals associated with the LULUCF sector in Wallonia, Belgium. The Land Use/Cover Area frame statistical Survey (LUCAS) of 2015 was used as training data and reference data to validate the map produced. Then, we investigated the performance of four widely used classifiers (maximum likelihood, random forest, k-nearest neighbor, and minimum distance) on different training sample sizes. We also studied the use of the rich spectral information of Sentinel-2 data as well as single-date and multitemporal classification. Our study illustrates how open source data can be effectively used for land use and land cover classification. This classification, based on Sentinel-2 and LUCAS, offers new opportunities for LULUCF inventory of greenhouse gas on a European scale.
