Risk assessment and management based hurricane and earthquake criteria have been developed for design and requalification of Petroleos Mexicano platforms in the Bay of Campeche. Results from recent field tests were used to verify the loading and capacity analytical models and to characterize the biases and uncertainties in these models. American Petroleum Institute wind and wave loading and earthquake response spectra-based procedures were used to determine the loadings associated with extreme condition hurricanes and earthquakes. Assessment of the platform capacities included recognition of the time-dependent loading and nonlinear platform capacity characteristics. The platform element capacities were based on current American Petroleum Institute working stress design and load and resistance factor design procedures. Design and requalification criteria to evaluate the platform system reserve strength ratios that resulted from the application of the risk assessment and management are summarized in this paper. Working stress design and LRFD parameters are not detailed in this paper due to paper length limitations.
