Abstract

The Extreme Universe Space Observatory on a Super Pressure Balloon 1 (EUSO-SPB1) was launched in 2017 April from Wanaka, New Zealand. The plan of this mission of opportunity on a NASA super pressure balloon test flight was to circle the southern hemisphere. The primary scientific goal was to make the first observations of ultra-high-energy cosmic-ray extensive air showers (EASs) by looking down on the atmosphere with an ultraviolet (UV) fluorescence telescope from suborbital altitude (33~km). After 12~days and 4~hours aloft, the flight was terminated prematurely in the Pacific Ocean. Before the flight, the instrument was tested extensively in the West Desert of Utah, USA, with UV point sources and lasers. The test results indicated that the instrument had sensitivity to EASs of approximately 3 EeV. Simulations of the telescope system, telescope on time, and realized flight trajectory predicted an observation of about 1 event assuming clear sky conditions. The effects of high clouds were estimated to reduce this value by approximately a factor of 2. A manual search and a machine-learning-based search did not find any EAS signals in these data. Abstract

JEM--EUSO is an international program for the development of space-based Ultra-High Energy Cosmic Ray observatories. The program consists of a series of missions which are either under development or in the data analysis phase. All instruments are based on a wide-field-of-view telescope, which operates in the near-UV range, designed to detect the fluorescence light emitted by extensive air showers in the atmosphere. We describe the simulation software ESAFin the framework of the JEM--EUSO program and explain the physical assumptions used. We present here the implementation of the JEM--EUSO, POEMMA, K--EUSO, TUS, Mini--EUSO, EUSO--SPB1 and EUSO--TA configurations in ESAF. For the first time ESAF simulation outputs are compared with experimental data.

Abstract

We investigate strongly gravitationally lensed type II supernovae (LSNe II) for time-delay cosmography incorporating microlensing effects, which expands on previous microlensing studies of type Ia supernovae (SNe Ia). We use the radiative-transfer code ${\rm \small TARDIS}$ to recreate five spectra of the prototypical SN 1999em at different times within the plateau phase of the light curve. The microlensing-induced deformations of the spectra and light curves are calculated by placing the SN into magnification maps generated with the code ${\rm \small GERLUMPH}$. We study the impact of microlensing on the color curves and find that there is no strong influence on them during the investigated time interval of the plateau phase. The color curves are only weakly affected by microlensing due to the almost achromatic behavior of the intensity profiles. However, the lack of non-linear structure in the color curves makes time-delay measurements difficult given the possible presence of differential dust extinction. Therefore, we further investigate SN phase inference through spectral absorption lines under the influence of microlensing and Gaussian noise. As the spectral features shift to longer wavelengths with progressing time after explosion, the measured wavelength of a specific absorption line provides information on the epoch of the SN. The comparison between retrieved epochs of two observed lensing images then gives the time delay of the images. We find that the phase retrieval method using spectral features yields accurate delays with uncertainties $\small {\lesssim}$2 days, making it a promising approach., Comment: 19 pages, 17 figures

Abstract

The High Energy Rapid Modular Ensemble of Satellites (HERMES) Technological and Scientific pathfinder is a space borne mission based on a constellation of LEO nanosatellites. The payloads of these CubeSats consist of miniaturized detectors designed for bright high-energy transients such as Gamma-Ray Bursts (GRBs). This platform aims to impact Gamma Ray Burst (GRB) science and enhance the detection of Gravitational Wave (GW) electromagnetic counterparts. This goal will be achieved with a field of view of several steradians, arcmin precision and state of the art timing accuracy. The localization performance for the whole constellation is proportional to the number of components and inversely proportional to the average baseline between them, and therefore is expected to increase as more. In this paper we describe the Payload Data Handling Unit (PDHU) for the HERMES-TP and HERMES SP mission. The PDHU is the main interface between the payload and the satellite bus. The PDHU is also in charge of the on-board control and monitoring of the scintillating crystal detectors. We will explain the TM/TC design and the distinct modes of operation. We also discuss the on-board data processing carried out by the PDHU and its impact on the output data of the detector., Comment: 11 pages, 10 figures. Abstract

The Extreme Universe Space Observatory on a Super Pressure Balloon 1 (EUSO-SPB1) instrument was launched out of Wanaka, New Zealand, by NASA in April, 2017 as a mission of opportunity. The detector was developed as part of the Joint Experimental Missions for the Extreme Universe Space Observatory (JEM-EUSO) program toward a space-based ultra-high energy cosmic ray (UHECR) telescope with the main objective to make the first observation of UHECRs via the fluorescence technique from suborbital space. The EUSO-SPB1 instrument is a refractive telescope consisting of two 1m$^2$ Fresnel lenses with a high-speed UV camera at the focal plane. The camera has 2304 individual pixels capable of single photoelectron counting with a time resolution of 2.5$\mu$s. A detailed performance study including calibration was done on ground. We separately evaluated the properties of the Photo Detector Module (PDM) and the optical system in the laboratory. An end-to-end test of the instrument was performed during a field campaign in the West Desert in Utah, USA at the Telescope Array (TA) site in September 2016. The campaign lasted for 8 nights. In this article we present the results of the preflight laboratory and field tests. Based on the tests performed in the field, it was determined that EUSO-SPB1 has a field of view of 11.1$^\circ$ and an absolute photo-detection efficiency of 10%. We also measured the light flux necessary to obtain a 50% trigger efficiency using laser beams. These measurements were crucial for us to perform an accurate post flight event rate calculation to validate our cosmic ray search. Laser beams were also used to estimated the reconstruction angular resolution. Finally, we performed a flat field measurement in flight configuration at the launch site prior to the launch providing a uniformity of the focal surface better than 6%.

Abstract

EUSO-Balloon is a pathfinder mission for the Extreme Universe Space Observatory onboard the Japanese Experiment Module (JEM-EUSO). It was launched on the moonless night of the 25$^{th}$ of August 2014 from Timmins, Canada. The flight ended successfully after maintaining the target altitude of 38 km for five hours. One part of the mission was a 2.5 hour underflight using a helicopter equipped with three UV light sources (LED, xenon flasher and laser) to perform an inflight calibration and examine the detectors capability to measure tracks moving at the speed of light. We describe the helicopter laser system and details of the underflight as well as how the laser tracks were recorded and found in the data. These are the first recorded laser tracks measured from a fluorescence detector looking down on the atmosphere. Finally, we present a first reconstruction of the direction of the laser tracks relative to the detector., Comment: 18 pages, 14 figures

Abstract

Feedback control of quantum mechanical systems is rapidly attracting attention not only due to fundamental questions about quantum measurements but also because of its novel applications in many fields in physics. Quantum control has been studied intensively in quantum optics but recently progress has been made in the control of solid-state qubits as well. In quantum transport only a few active and passive feedback experiments have been realized on the level of single-electrons, though theoretical proposals exist. Here we demonstrate the suppression of shot noise in a single-electron transistor, using an exclusively electronic closed-loop feedback to monitor and adjust the counting statistics. With increasing feedback response we observe a stronger suppression and faster freezing of charge current fluctuations. Our technique is analog to the generation of squeezed light with in-loop photodetection as used in quantum optics. Sub-Poisson single-electron sources will pave the way for high precision measurements in quantum transport similar to its optical or opto-mechanical equivalent.

Abstract

This study examines the potential economic and labour market impacts of a hypothetical but plausible migration scenario of 250,000 new migrants inspired by Austria’s experience in 2015. Using the agent-based macroeconomic model developed by Poledna et al. (Eur Econ Rev, 151:104306, 2023. 10.1016/j.euroecorev.2022.104306, the study explores the detailed labour market outcomes for different groups in Austria’s population and the macroeconomic effects of the migration scenario. The analysis suggests that Austria’s economy and labour market have the potential to be resilient to the simulated migration influx. The results indicate a positive impact on GDP due to increased aggregate consumption and investment. The labour market experiences an increase in the unemployment rates of natives and previous migrants. In some industries, the increase in the unemployment rates is more significant, potentially indicating competition among different groups of migrants. This research provides insights for policymakers and stakeholders in Austria and other countries that may face the challenge of managing large-scale migration in the near future.

Abstract

We evaluate the exposure during nadir observations with JEM-EUSO, the Extreme Universe Space Observatory, on-board the Japanese Experiment Module of the International Space Station. Designed as a mission to explore the extreme energy Universe from space, JEM-EUSO will monitor the Earth's nighttime atmosphere to record the ultraviolet light from tracks generated by extensive air showers initiated by ultra-high energy cosmic rays. In the present work, we discuss the particularities of space-based observation and we compute the annual exposure in nadir observation. The results are based on studies of the expected trigger aperture and observational duty cycle, as well as, on the investigations of the effects of clouds and different types of background light. We show that the annual exposure is about one order of magnitude higher than those of the presently operating ground-based observatories., Comment: published in Astroparticle Physics by the JEM-EUSO Collaboration

Abstract

There is increasing evidence that anthropogenic climate change and socioeconomic development are altering the dynamics of extreme wildfire events, leading to increasing wildfire risk globally and causing potential new conflicts in wildfire risk management (WFRM). Managing these risks in increasingly complex governance settings raises important equity concerns; in particular, what is perceived as just in terms of outcomes and processes. We develop a framework for identifying and categorizing along the WFRM cycle (prevention, preparedness, response, and recovery and adaptation) crucial and generally applicable aspects of distributional, procedural and restorative justice. We argue that policymakers and decision-makers should proactively consider all three justice aspects within collaborative governance policy processes to successfully innovate integrated WFRM strategies that respond to equity concerns.

Abstract

This paper explores how claims for transformative adaptation toward more equitable and sustainable societies can be assessed. We build on a theoretical framework describing transformative adaptation as it manifests across four core elements of the public-sector adaptation lifecycle: vision, planning, institutional frameworks, and interventions. For each element, we identify characteristics that can help track adaptation as transformative. Our purpose is to identify how governance systems can constrain or support transformative choices and thus enable targeted interventions. We demonstrate and test the usefulness of the framework with reference to three government-led adaptation projects of nature-based solutions (NBS): river restoration (Germany), forest conservation (China), and landslide risk reduction (Italy). Building on a desktop study and open-ended interviews, our analysis adds evidence to the view that transformation is not an abrupt system change, but a dynamic complex process that evolves over time. While each of the NBS cases fails to fulfill all the transformation characteristics, there are important transformative elements in their visions, planning, and interventions. There is a deficit, however, in the transformation of institutional frameworks. The cases show institutional commonalities in multi-scale and cross-sectoral (polycentric) collaboration as well as innovative processes for inclusive stakeholder engagement; yet, these arrangements are ad hoc, short-term, dependent on local champions, and lacking the permanency needed for upscaling. Abstract

The European Commission is investing considerably in nature-based solutions to position Europe as a leader for ‘innovation with nature’. While ambition is growing, implementation remains problematic. Lack of expertise and knowledge, limited evidence on effectiveness and co-benefits, stakeholder conflicts, and grey measure path dependency represent formidable obstacles to the adoption and implementation of nature-based solutions (NBS). To address these areas, research done under the European Union’s Horizon 2020 PHUSICOS Innovation Action Project has four recommendations to promote innovation in the NBS sector.

Abstract

Nature-based solutions (NBS) face distinct policy and financing barriers that differentiate them from conventional grey infrastructure. The lack of evidence on their efficacy and co-benefits poses an almost intractable challenge to public authorities and private businesses intent on justifying NBS over their conventional counterparts. For many NBS, this evidence will not be forthcoming in time for their urgent scale up. Moreover, entrenched institutional, regulatory, and financial factors or ‘grey path dependency’ inadvertently enable conventional infrastructure. To add to the challenges, the public-good nature of most NBS means few bankable projects in contrast, for example, to private investments in renewable energy.

Abstract

This report fulfils the ABM2Policy project Deliverable 2.2: A scientific report describing the protocol and outcomes of the migration-focused gamification exercise and the usefulness of an agent-based model for policy assessment. The goals guiding the research of the ABM2Policy project are twofold: i) to advance macroeconomic agent-based model (ABM) methodology for a realistic and verifiable analysis of migration as an external economic shock to the Austrian national economy, and ii) to explore the usefulness of an ABM combined with a gamified user-interface to support the Austrian migration policymaking discussions and to enhance stakeholder engagement. This Deliverable reports on the second project goal. The ABM was ‘gamified’ by developing a model-based policy exercise (PE) in the complex policy setting of climate migration to Austria. The results of the simulations of a macroeconomic ABM informed (role-playing) stakeholder deliberations, and in some instances, consensus emerged on complex climate migration policy issues. The PE brought to the fore the diverse and often conflicting viewpoints regarding migration through a process of discussion and negotiation, which in turn helped the participants understand the complexities of migration issues in the Austrian context. Overall, the PE participants assessed the game to be an effective tool for gaining knowledge and understanding of the policy process on environmental migration. The preliminary trials show promise in combining an ABM with a PE to support stakeholder deliberations on the migration policy process. The next step is to conduct a similar policy exercise with relevant Austrian stakeholders, e.g., political party members and public officials, to inform actual policy processes.

Abstract

Increasing resilience has become the favoured approach in efforts to curb the impact of disasters. It is central to the United Nations’ International Strategy for Disaster Risk Reduction and to its Sustainable Development Goals, and it is now championed by most of the nations and civil society organisations working with hazards. But who decides what resilience looks like? We explore this question through the Nepali phrase ke garne? (what to do?). Often seen as an expression of fatalism, its true meaning is pretty much the opposite: resilience in the face of adversity. Drawing on the theory of plural rationality, we show how the proponents of Disaster Risk Reduction in Nepal, in making the invalid fatalist assumption, are bent on bestowing resilience on a social and cultural system that unbeknown to them is already, of its very nature, resilient: unnecessary at best; positively harmful at worst. This is not to say that they should not intervene; only that they need to first understand what it is that they are intervening in. And central to that understanding is the indigenous knowledge – in the case of landslides, the ethnogeomorphology – of those they have mistakenly assumed to be fatalistic.

Abstract

This presentation explores how claims for transformative adaptation toward more equitable and sustainable societies can be assessed. We build on a theoretical framework describing transformative adaptation as it manifests across four core elements of the public-sector adaptation lifecycle: vision, planning, institutional frameworks, and interventions. For each element, we identify characteristics that can help track adaptation as transformative. Our purpose is to identify how governance systems can constrain or support transformative choices and thus enable targeted interventions. We demonstrate and test the usefulness of the framework with reference to three case studies of nature-based solutions (NBS): river restoration (Germany), forest conservation (China), and landslide risk reduction (Italy). Building on a desktop study and open-ended interviews, our analysis adds evidence to the view that transformation is not an abrupt system change, but a dynamic complex process that evolves over time. While each of the NBS cases fails to fulfill all the transformation characteristics, there are important transformative elements in their visions, planning, and interventions. There is a deficit, however, in the transformation of institutional frameworks. The cases show institutional commonalities in multi-scale and cross- sectoral (polycentric) collaboration as well as innovative processes for inclusive stakeholder engagement; yet, these arrangements are ad hoc, short-term, dependent on local champions, and lacking the permanency needed for upscaling. For the public sector, this result highlights the potential for establishing cross-competing priorities among agencies, cross-sectoral formal mechanisms, new dedicated institutions, as well as programmatic and regulatory mainstreaming.

49. Nature-based solutions for wildfire risk management: the role of insurance

Abstract

A consensus is emerging that restoring the fire-adapted forest ecology through nature-based solutions (NBS), such as prioritizing fire-resistant vegetation, promoting less fire-prone forests, enabling grazing by herbivores in areas facing land abandonment, prescribed burns, and restricted or risk-adapted development in wildlands, can reduce the risk of extreme wildfires. This paradigm shift away from fire suppression towards a fire loss-prevention strategy is urgently needed. The question is whether risk financing strategies, especially insurance, can untap the potential for promoting NBS, for example, by providing protection in case of damages from livestock grazing or prescribed burns, or by giving discounts to forest owners and homeowners that pursue ecological fire-prevention measures. Additionally, insurers can provide (parametric) policies that repair ecological damage, for example, for coral reefs after extreme storms, or policies that transfer the construction or liability risk of NBS. Since wildfire mitigation is to a large extent collective, another potential policy option to support NBS is community-based insurance strategies. This presentation will explore the opportunities and constraints for public and private insurers to support NBS for wildfire risk management. It reflects on-going research in three recently funded Horizon Europe projects: (Cross sector dialogue for wildfire risk management (FireLogue), Building a safe haven for climate extremes (The HuT), and Nature for insurance and insurance for nature (NATURANCE).
