`Menâfi'-i vataniyye ve havâdis-i umûmiyeye dâir millet gazetesidir.` İbaresi ile misyonunu en güzel şekilde ifade eden Basîret gazetesi, gerek ülke içi gerekse ülke dışındaki haberlere yer vermeye çalışmıştır. Basîret, yayınının üçüncü yılı olan 1872 senesinde özellikle Antakya'da yaşanan deprem, Berlin'de yapılacak görüşmeler, şimendifer hatları yapımı, Anadolu'da ve İran'da yaşanan kıtlık, kuraklık ile yaşanan sel olayları, kolera, çiçek ve benzeri hastalıklar, yapılan ıslahatlar, Alabama meselesi, İstanbul ile ilgili bazı konular olmak üzere haberleri günü gününe okuyucularına aktarmıştır. Ayrıca, şehirlerden muhabirler aracığıyla bazı haber ajanslarından alınan telgraflar ve mektuplarla haberler halka aktarılmıştır. Gazete, dikkate değer yorumlar ve fikir yazıları ile kamuoyunu etkilemeyi amaçlamıştır. Bu çalışma ile adı geçen yıl ve konuların yanında, gerek Osmanlı İmparatorluğu içerisinde ve gerek Dünya'da meydana gelen ekonomik, sosyal, politik, eğitim, askeri ve sağlık alanlarındaki gelişim ve değişimler tespit edilmeye çalışılmıştır. Basîret gazetesinin 1872 yılını ihtiva eden (558-807) nüshaları taranmıştır. Basîret newspaper, which was expressed its mission in the best way with its statement that `Menâfies-i Vataniyye and the air of the nation is the nation's newspaper`, tried to include news both inside and outside the country. Basiret, in the third year of publication, in 1872, have been conveyed to the readers the news day by day; which especially the earthquake in Antakya, the negotiations in Berlin, the railway- lines construction, the famine in Anatolia and Iran, the floods events with drought, the cholera, the smallpox and the similar diseases, the reforms made, the matter of Alabama, the some issues about Istanbul. In addition, through news reporters from the cities, which from some news agencies, have been transferred to the public via telegrams and letters. Newspaper can be aims to influence public opinion with remarkable comments and insights. With this study, in addition to the mentioned year and subjects, both in the Ottoman Empire and in the world in the economic, social, political, educational, military and health areas have been attempted to be determined the developments and changes. For this reason, containing copies of Basîret Newspaper in the year 1872 (558-807) that were published were screened. 513

XIX. yüzyılın ikinci yarısında basın hayatında faaliyet gösteren Basîret Gazetesi'nde eğitim, sağlık, sosyal, politik ve ekonomik alanda hem Osmanlı Devleti hem de dünyadaki olaylarla ilgili değişime ve gelişmelere dair haberler yer almıştır. Özellikle 1874 yılında Anadolu'da ortaya çıkan kıtlık gibi önemli olaylarla ilgili haberler memlekette yankı uyandırmış, toplanan iâneler Emniyet Sandığı'nda toplanmış ve kurulan İâne Komisyonu ile ülkenin dört bir tarafından yardımlar toplanarak gazetenin toplumsal hayattaki rolü artmıştır. Basîret Gazetesi halkın anlayabileceği sade bir dil kullanması ve halkında gazeteye yazı göndermesi ve gönderilen yazıların aynen yayınlanması tarafsız gazetecilik yaptığını göstermektedir. Bu çalışma ile 1874 yılında ülke içindeki ve dışındaki olaylarla ilgili değişim ve gelişimler arşiv ve monografik kaynaklar ışığında irdelenmeye çalışılmıştır. Bu amaçla 1874 yılı Basîret Gazetesi'nde yayınlanan 292 (1121-1413) nüsha taranmıştır. Basîret newspaper, which was active in the press in the second half of the nineteenth century, included news about changes and developments in the Ottoman Empire and world events in education, health, social, political and economic fields. Especially, femine news in 1874 were poopular in the news. The aid collected was collected in the Safety Fund and the assistance of the Council of the Assembly was increased and the role of the newspaper in the social life increased.Basîret newspaper uses a simple language that the public can understand, and it sends an article to the newspaper in its people and the publication of the articles sent to it shows that it is an independent journalist. With this study, in 1874, the changes and developments related to the events inside and outside of the country have been studied in the light of archives and monographic sources. For this purpose, 292 (1121-1413) copies which were published in Basîret newspaper in 1874 were scanned. 646

Basiretçi Ali tarafından 1870 yılında kurulan Basiret Gazetesi, beşinci yılını tamamlarken gerek ülke içi gerekse ülke dışındaki haberlere büyük ölçüde yer vermeye çalışmıştır. Özellikle 1875 yılı Hersek İsyanı ve Moratoryum meselesi gibi devrin pek çok önemli olaylarıyla ilgili haberler gazetede yer almıştır. Bununla birlikte, şehirlerden muhabirler aracılığıyla ve bazı haber ajanslarından alınan telgraflar ve mektuplarla da halka haberler aktarılmıştır. Halka haber verme amacıyla hareket etmiş olan Basiret Gazetesi, diğer taraftan dikkate değer yorum ve fikir yazılarıyla da kamuoyunu etkilemeyi amaçlamıştır. Bu noktada, millete hitap eden bir millet gazetesi olma çabası içerisinde olduğunu anlayabiliyoruz. Bu çalışma ile 1875 yılına dair, hem Osmanlı Devleti’nde hem de dünyada meydana gelen pek çok siyasi, sosyal ve ekonomik olaylarla ilgili değişimler ve gelişimler ortaya koyulmaya çalışılmıştır. Bu amaçla, 1875 yılı Basiret Gazetesinde yayımlanan toplam 285 (1414-1699) nüsha taranmıştır. Basiret Newspaper which was founded in 1870 by Basiretçi Ali was trying to inform about domestic and international news to Ottoman society. Especially, news about the many important events of 1875 such as the Hersek Revolt and the Moratorium issue were included in the newspaper. In addition to this, news, were transferred to the public by reporters via telegrams and letters obtained from some news agencies. Thus, the public was informed with accurate news. As well as, the goal of informing to public with the news, Basiret Newspaper influenced public opinion with important ideas and comments writings. At this point, we can understand that Basiret Newspaper had ambition to be national newspaper and had aim to serve the nation. With this study, the changes and developments related to many political, social and economic events that took place both in the Ottoman State and in the world in 1875 have been tried to be revealed. With this aim, 285 copies (1414-1699) that were published in Basiret Newspaper was screened.

Bunun için de Basîret gazetesinin 1871 yılını ihtiva eden (281-557) nüshaları taranmıştır. The best phrase that can summarize the Basiret and its mission is; `It is a national newspaper which is about national benefits and general news`. This is well documented with the publicated news and the related articles and opinions that try to accomplish that mission.In 1871 at the second year of its publication, the major topics that were published on daily basis were the consequences of France-Prussian War, Paris Events, Shkodra Events, the Victory of Asir, Chemin de Fer ( railway) construction, Reforms, Tenkihat (establishing a balance between revenue and expenses reducing wages and the number of officers in a state agency) and Istanbul.In this study, in addition to aforementioned years and events It is also examined developments and changes in the field of economics, social, political, educational system, military and health care systems inside of the Ottoman Empire and all over the World. Hence, It has been searched (281-557) issues of the Basiret newspaper that describes year 1871. 590

Tanzimat döneminin önemli gazetelerinden olan Basîret, ülkenin karşı karşıya olduğu sorunları halka duyurmak, dış olayları olduğu kadar iç olayları da okuyucuya aktarmak, batıdaki ve komşu milletlerdeki gelişmeler ile icatları millete aktarmak gayesiyle yola çıkmış ve gittikçe çok satan gazetelerden biri olmuştur.Basîret Gazetesi'nin ilk bir yılı olan 1870 senesinin haberlerine bakıldığında, gazetede halkın anlayacağı bir dil ve üslup kullanıldığı gözlemlenmiştir. Özellikle, ülke içinde yaşanan toplumsal olaylar, iç karışıklar, Osmanlı Devleti'nin dış politikası, Almanya ile Fransa arasında süren savaşın ülke içerisindeki yankıları, Girid isyanı, Mısır Meselesi, Rusya, İngiltere, Amerika, İtalya ve İspanya gibi devletlerin iç ve dış politikaları ele alınmıştır. Günümüz gazetelerinde olduğu gibi içerde ve dışarda vuku bulan olaylar çok yakından takip edilmiştir. One of the important journal of the Tanzimat period Basîret, aimed to announce the problems that the country facing to the public, to narrate the external events as well as internal events, to the readers and to narrate the improvements from neighbour countries with their inventions and increasingly became one of the most selling journals.When looking at the news of the first year 1870, of Basîret Journal, it is a observed that a language and a style the public could understand used in the journal. Especially, public events within the country, domestic disturbances, Ottoman Empire's foreign policy, reflections of the war between Germany and France within the country, Cretan rebellion, Egyptian issue, internal and external policies of the countries such as Russia, England, America, İtaly and Spain were mentioned. As in recent Journals, internal and external events had been followed closely. It was also mentioned widely that the country's health, education and technological improvements and announcements and advertisements about city life of Istanbul. Bu çalışma oluşturulurken Basiret Gazetesi'nin 1870-1878 dönemine ait bütün sayıları tarandı. Mısır meselesiyle ilgili bütün haber ve yorum yazıları incelendi. Basiret Gazetesi'nde Osmanlı Devleti'ni bir dönem çok fazla uğraştıran ve olayların uluslararası boyuta taşınmasına neden olan Mısır meselesi ve Hıdivle ile ilgili oluşan bakış açısını göreceksiniz.XVIII. yüzyıla kadar Osmanlı topraklarında sıkıntı çekmeden yaşayan Rumlar Fransız İhtilali'nin yaydığı milliyetçilik akımının etkisiyle bağımsızlık mücadelesi başlattı. 1821 yılında Rumların Eflak ve Boğdan'da başlattıkları ayaklanmayı bastıran Osmanlı Devleti Mora'da aynı başarıyı gösteremedi.II. Mahmut Mora'da Rumlara karşı başarı sağlamak amacıyla Mısır Valisi Kavalalı Mehmet Ali'den yardım istedi. Karşılığında Mora ve Girit valiliği verilecekti. İsyan Osmanlı Devleti'nin umduğu gibi sonuçlanmadı. Aynı şekilde Mehmet Ali Paşa'da istediklerini alamamıştı.Mehmet Ali Paşa Mora isyanının bastırılmasında yardımlarına karşılık Osmanlı Devleti'nden Suriye'yi istedi. Osmanlı'nın bunu kabul etmemesi üzerine 1831'de oğlu İbrahim Paşa komutasındaki bir orduyu Suriye üzerine gönderdi. Bu isyana tek başına karşı koyamayacağını anlayan Osmanlı Devleti Rusya'nın yardım tekliflerini kabul etmek zorunda kaldı. Rusya ile Hünkâr İskelesi Antlaşması imzalandı.Mısır meselesi, 15 Temmuz 1840 yılında toplanan Londra Konferansı ve 13 Temmuz 1841'de ilan edilen Mısır Valiliği İmtiyaz Fermanı ile çözümlendi. Mısır valiliği babadan oğula geçmek suretiyle Mehmet Ali Paşa'ya verildi. Osmanlı Devleti Mısır üzerindeki, etkisini kaybetti. While this study was carried out, all editions of the newspaper Basiret between 1870 and 1878 were scanned. All written news an comments on the Egyptian Issue were analyzed. In this newspaper, you will be able to see the viewpoint about the Egyptian Issue and Hıdiv which constituted trouble for the Ottoman State during that period and caused the events to gain an international dimension.The Greek who lived in Ottoman lands without having problems until the 18th century began to struggle for independance by the influence of the nationalist movement seperated as a result of the French Revolution. The Ottoman State which suppressed the rebellion started by the Greek in Wallachia and Moldavia in 1821 could not exhibit the same success in Morea.II.Mahmut asked for help from the governor of Egypt Kavalalı Mehmet Ali in order to to overcome the Greek in Morea. The governorship of Morea and Crete would be given in return.The rebellion did not end as the Ottoman State expected. For this reason, Mehmet Ali Pasha could not get what he wanted.Mehmet Ali Pasha demanded to get the administration of Syria in return for his help in the suppression of the Morean Rebellion.He assigned an army under the commandership of his son Ibrahim Pasha to Syria as Ottomans rejected his demand. Having realised that it would not be able to suppress that rebellion alone, the Ottoman State had to accept the offer of Russia for help. Hünkar İskelesi Agreement was made with Russia.The Egyptian Issue was solved with the London conference held on July 15,1840 and Egpyt Governorship İmtiyaz Edict declared on July 13,1841. Administration of the Governorship of Egypt was given to Mehmet Ali Pasha on the condition that the power would pass from the father to son. Hence, the Ottoman State lost its influence on Egypt. 436

II ÖZET YÜKSEK LİSANS BASİRET GAZETESİ'NE GÖRE 93 HARBİ'NDE RUMELİ (1877-1878) Sacit UĞUZ Danışman: Prof. Dr. Besim ÖZCAN 2003-Sayfa: 389 Jüri: Prof. Dr. Besim ÖZCAN 1853-1856 Kırım Savaşı'ndan yenilgi ile ayrılan Rusya planlı bir şekilde kendisini toparlayarak bu yenilginin acısını çıkarmak ve Karadeniz'de üstünlük sağlamak amacıyla güçlenmeye başlamıştı. Rusya geleneksel hale getirdiği Boğazlara ve Ortadoğu'ya egemen olmak ve sıcak denizlere inmek amacına ulaşmak için büyük bir gayret gösteriyordu. İşte Rusya kendisine en büyük hedef olarak Osmanlı Devleti'nin parçalamayı seçmiş ve 1 877 yılında da bu emeline ulaşmak için harekete geçmiştir. 1877-1878 Osmanlı-Rus Savaşı Rumeli ve Kafkas cephelerinde kara harekâtı ve Karadeniz ile Tuna' da da deniz harekâtı olarak cereyan etmiştir. Gerek Rumeli ve gerekse Anadolu'da halk savaşla iç içe yaşamış ve büyük sıkıntılar çekmiştir. Bu savaş hakkında bilgi alabileceğimiz kaynakların başında devrin en önemli iletişim ve haberleşme araçlarından biri olan gazeteler gelir. Dönemin gazeteleri içerisinde savaş hakkında en fazla malumat verenlerden birisi de ''Basiret Gazetesi' 'dir. Gazetede bizim inceleme alanımıza giren Rumeli cephesi ile ilgili haberler, telgraflar, dahiliye haberleri, mektûbat ve havadis-i harbiye olmak üzere dört bölümde incelenmiş, bu bölümler de kendi içlerinde sınıflandırılmıştır. Gazetede çıkan haberler genel olarak değerlendirildiğinde ise gerek resmi haberler, gerek telgraflar ve gerekse yabancı basında yer alan haberlerin aynı doğrultuda olduğu ve muhteva olarak paralellik arz ettiği görülmektedir. Well, for this reason, Russia had decided to divide the Ottoman Empire and started movement to achieve its aim. 1877-1878 Ottoman Empire-Russia War took place in Rumeli and Kafkas sides as land operations and in Black Sea and Danube as sea operation. In both Rumeli and Anatolia people lived one inside the other with the war and suffered from it too much. One of the best sources of communication was newspapers from which we can get information about this war. Basiret is one of the newspapers, giving the widest information about war, of that time. In the newspaper there are four parts including in our examination field, such as telegraphs, internal news, communication documents and news of army and these parts are classifield in themselves, as well. When the news in Basiret are evaluated in general, it is seen that the informations on it are diametrically same or in the same way, not only for official news and for telegraphs but also for the news took place in foreing press. 389

ÖZET 1877-1878 yılları Osmanlı Devleti için oldukça sıkıntılı ve dönüm noktası olan bir devredir. Bu devredeki en önemli hadise ise, sözkonusu yıllardaki Osmanlı-Rus muharebesidir. Bu muharebenin biri Rumeli ve diğeri Anadolu olmak üzere iki önemli cephesi vardır. Harbin neticesini bu cephelerde yapılan muharebeler tayin itmiştir. Dolayısıyle doğu bölgeleri ve halkı bu olaylar ile iç içe yaşamak, bütün zorluk ve sıkıntıları çekmek mecburiyetinde kalmıştır. Bu bölge hadiselerine geniş yer veren gazetelerden biri de `Basiret'tir. Sözkonusu gazetelerdeki doğu haberleri Erzurum-Kars ve Batum bölgesi olmak üzere iki ana kısma ayrılmıştır. Bu bölgelerden gelen haberlerin bir kısmı telgraf haberleri olup, bölgedeki ordu komutanları ve valilerden merkeze gelen resmi haberleri ihtiva etmektedir. Bir kısmı ise, dahiliye haberleri olarak gazetelerde yer almaktadır ve gelişen hadiseler anlatılmaktadır. Diğer bir bölümü ise, Avrupa basınından iktibas adını taşımaktadır. Bu bölümdeki haberler, doğu* bölgesinde bulunan Avrupalı gazetecilerin gazetelerine gönderdikleri raporlar ve Avrupa gazetelerinin olaylar hakkındaki yorumlarından meydana gelmektedir. Özellikle bu bölüm olaylara farklı bir açıdan bakılmasına imkan verdiği için önemlidir. Son bölüm ise, bölgedeki^ muhabirler ve halk tarafından gazeteye gönderilen mektuplardan oluşan Mekatib'tir. Gazete haberleri genel olarak değerlendirildiğinde ş u hususlar dikkati çekmektedir. Gerek resmi haberler, gerek muhabirlerin gönderdiği haberler ve gerekse Avrupa basınındaki haberlerin aynı parelelde olduğu görülmektedir. II ABSTRACT The years of 1877-1878 is a Period vvhich is rather the critical point and diffucult for the Ottoman State. The most important event in this period is the Ottoman - Russian Wer in the important fronts as öne of them is Rumelia, the other is Anatolia. The result.of war determined the battles wich were engaged in these fronts. By reason of, the Eastern places and public had to live together vvith these evets and suffer ali of the diffuculties. Öne of the vevvspaper also taker a place largely for the evets of this district Js `Basiret`. The Eastern nevs in the called nevvspaper became separatedtvvo main divisions as Erzurum-Kars and Batum sections A kind of news came from these places were the telegraphic messages and they have been Containing the official nevs ca'me to the centre from the Commanders of the Army and Governrs in the district. A şort of them also took a place in the nevvspaper as an internal news and were told the developed events. Another section are the letters carne into existence fıom the letters vvhich are sent to the nevvspaper by the special correspondents and public, too. The las section is called quattion from the European press. The nevvs in this section have been realizing from the comments about the event of the European nevvspapers and the reports vvhich wsre sent to their nevvspapers by the European journalists in the Eastern place. Especially this section is important because of possibilitiy to be seen from the different point of view to the events. VVhen the nevvspaper informations are geherally appreciated, those subjects are remarkable. İt is seen that both the official nevvs and the nevvs vvhich are sent by the corres pondents and the nevvs in the European press in the same parallel. 315
