6. Projects of transition.

Abstract

This paper develops an analysis of the politics and temporality of infrastructure through a focus on the idea of a project. A project (noun) is an assemblage of expertise, labour, materials and resources. The development of a project to build a port, pipeline, a mine, or a hydropower plant entails the mobilization of ideas, finance, political support and the law, the containment of material forces, as well as the organization of expertise, resources and labour. To project is also a verb; to throw forwards or to imagine, visualize or speculate on a possible future, which may or may not be actualized in practice. Moreover, individual infrastructural projects are often built on the legacy of earlier projects and conceived as contributions to ambitious projections of the future – including modernization, socialism, development and state building. Our analysis of the politics and temporality of projects is both developed and illustrated through an account of infrastructural projects in the Republic of Georgia which are also understood as contributions to a larger project of transition. Abstract

We present a novel stereo vision algorithm that is capable of obstacle detection on a mobile-CPU processor at 120 frames per second. Our system performs a subset of standard block-matching stereo processing, searching only for obstacles at a single depth. By using an onboard IMU and state-estimator, we can recover the position of obstacles at all other depths, building and updating a full depth-map at framerate. Here, we describe both the algorithm and our implementation on a high-speed, small UAV, flying at over 20 MPH (9 m/s) close to obstacles. The system requires no external sensing or computation and is, to the best of our knowledge, the first high-framerate stereo detection system running onboard a small UAV.

Abstract

The recent efforts to mount an R&D response to public health emergencies of international concern have led to the formation of what we term a biochemical infrastructure of vaccine development and production. In principle, this infrastructure is expected not only to curtail existing pandemics but also anticipate and contain yet-to-emerge future threats. Critically, by nature of its geographical distribution and technical modularity, that infrastructure promises both to accelerate and expand access to essential medical tools, and in so doing, redress global health inequities. In practice, however, the biochemical infrastructure of vaccines remains highly uneven, fragmented and unjust. Moving beyond calls for 'global health solidarity', this paper examines the key actors, normative techniques and socio-technical assemblages, from viral platform technologies to intellectual property waivers and from accelerated regulatory pathways to advance market commitments, that serve to link 'just-in-case' and 'just-in-time' modalities of global health R&D. We argue that the biomedical infrastructure of vaccine development and production emerging in the wake of the COVID-19 pandemic is unfolding across an innovation ecosystem that is more-than-national and yet less-than global: a reconfiguration that may offer possibilities for a new, radically-overhauled, model of vaccine equity. Abstract

The anaerobic oxidation of methane (AOM) is a crucial component of the methane cycle, but quantifying its role in situ under dynamic environmental conditions remains challenging. We use sediment samples collected during IODP Expedition 347 to the Baltic Sea to show that relative abundances of 12CH2D2 and 13CH3D in methane remaining after microbial oxidation are in internal, thermodynamic isotopic equilibrium, and we attribute this phenomenon to the reversibility of the initial step of AOM. These data suggest that 12CH2D2 and 13CH3D together can identify the influence of anaerobic methanotrophy in environments where conventional bulk isotope ratios are ambiguous, and these findings may lead to new insights regarding the global significance of enzymatic back reaction in the methane cycle.

Abstract

All protein-coding regions of the genome (the 'exome') are sequenced in two family members with combined hypolipidemia, marked by extremely low plasma levels of low-density lipoprotein (LDL) cholesterol, high-density lipoprotein (HDL) cholesterol and triglycerides. The analysis of ANGPTL3 (the angiopoietinlike 3 protein) mutations has highlighted a role for the gene in LDL cholesterol metabolism in humans and has displayed the usefulness of exome sequencing for identification of novel genetic causes of inherited disorders.

Abstract

This paper interrogates influential contemporary accounts of interdisciplinarity, in which it is portrayed as offering new ways of rendering science accountable to society and/or of forging closer relations between scientific research and innovation. The basis of the paper is an eighteen-month empirical study of three interdisciplinary fields that cross the boundaries between the natural sciences or engineering, on the one hand, and the social sciences or arts, on the other. The fields are: 1) environmental and climate change research, 2) ethnography in the IT industry and 3) art-science. In the first part of the paper, in contrast to existing accounts, we question the idea that interdisciplinarity should be understood in terms of the synthesis of two or more disciplines. We stress the forms of agonism and antagonism that often characterize relations between disciplinary and interdisciplinary research, and distinguish between three modes of interdisciplinarity. In the second part we outline three distinctive logics or rationales that guide interdisciplinary research. In addition to the logics of accountability and innovation, we identify the logic of ontology, that is, an orientation apparent in diverse interdisciplinary practices in each of our three fields towards effecting ontological transformation in the objects and relations of research. While the three logics are interdependent, they are not reducible to each other and are differently entangled in each of the fields. We point to the potential for invention in such interdisciplinary practices and, against the equation of disciplinary research with autonomy, to the possibility of forms of interdisciplinary autonomy.
