The most important factor in increasing the sustainability of development companies is the emergence of an eco-oriented demand for residential real estate on the market. The purpose of the study is to form a complex of organizational, economic and managerial mechanisms to ensure the competitiveness of investment and construction organizations with a primary focus on market relations based on balanced eco–oriented supply and demand, ensuring the sustainability of development systems. Materials of domestic and foreign researchers in the field of implementation of projects of various scales with priority in the fields of ecology, economics, marketing, management of companies both in construction and in related industries served as the theoretical basis of the study. The article actualizes: transformations in the housing market based on the formation and growth of segments of eco-oriented demand and supply with conceptual refinement; analysis of trends in the development of the territorial housing market and priorities of its ecological development and eco-oriented consumer demand; a competitive strategy for sustainable and eco-oriented development of a development company is formed. Measures for the effective application of the development strategy will ensure a significant increase in both the volume of eco-oriented demand and the volume of eco-oriented supply for residential real estate.

The article studies problems of sustainable housing construction modeling as part of complex development of the territory projects with consideration of requirements of green, energy-efficient and resource-saving approaches as an obligatory condition of sustainable urban development. The aim of the study is to develop methodical approaches and scientific and practical recommendations in the field of integrated green construction modelling on the basis of assessment and cost management of environmental eco-oriented life cycles of a set of capital construction objects. The object of the study is taken in the form of a portfolio of capital construction projects as part of investment programs for integrated residential development of territories at the stage of prospective construction preparation in the conditions of their competitive selection for financing based on the priority. The article demonstrates the obtained scientific results in the form of: conceptual clarification of the category of integrated green construction; methods of estimation of the environmental-ecological cost oriented life cycles of buildings in the competitive selection of complex residential development projects for its application in the selection procedures for financing; justification of the author’s coefficient «infrastructure» in the assessment of the cost of the life cycle of buildings; modeling the effects of reducing the cost of environmentally-oriented life cycles of objects of complex green development.

The study focused on the challenges of establishing a national market for green housing construction in Russia, particularly highlighting the importance of regional-industry level management in its implementation. Using the example of the Penza region, problematic trends in the reproduction of green housing stock through long-term processes of sustainable housing construction are demonstrated. The object of the study is the national housing construction market in the process of its transformation into a green construction market with the priority of environmentally-oriented development and green certification. The purpose of the study is to assess the current state, problems and prospects for the development of green housing construction at the national and regional level based on environmentally-oriented development. The following main scientific results of the study are presented: a review of the modern concept of sustainable development of the construction industry; analysis of the problems of green, energy-efficient construction and eco-development in the Penza region; issues of strategic development of green housing construction; directions for improving the organizational and economic mechanisms of green construction in the context of the priority of environmental development. The study confirms the relevance of the priority transformation of housing markets into green housing construction markets.

The analysis focuses on current trends in the development of the national land market within the framework of sustainable development projects. It also addresses the challenges related to ensuring the market’s long-term sustainability and harmonization. This study examines the national land market and its ongoing structural changes in terms of both land ownership entities and categories, with an emphasis on sustainable and harmonious development. Attention is focused on the problematic aspects of stability, which become obvious when studying the current situation on the land market. These problems affect the economy, ecology, construction market, public and legal areas. The researchers also consider the unique characteristics of the land market that influence investment activity, emphasizing that these characteristics make the process of investing in the development of the land market complex and multifaceted. This process requires active advanced preparation for the harmonious development of the land market, which precedes sustainable construction. The paper also provides information about the system of state land registration in Russia, which is based on their categorization. This study focuses on the characteristics of the dynamic structural transformation of the national land market from 2005 to 2022, specifically examining the changes in ownership entities and categories. The analysis takes into account the market’s harmonization as a distinct commodity market with stringent requirements for sustainable development. In conclusion, the paper draws attention to the need for further research in the field of the land market, as a unique type of commodity market with special requirements for its sustainable and harmonious development.

The aim of the research is to work out theoretical provisions to model processes of estimating and managing costs of owning residential realty on the basis of measures aimed at increasing energy efficiency. The existing Russian and foreign experience in the field of investigated topic is provided. The proprietary methodology for calculating the cost of owning residential realty and managing it in accordance with actual expenditures for the purposes of their minimizing is described. The methodology was tested on a single apartment, a section of residential building and a whole apartment house in the city of Penza, pertaining to certain homeowners. The structure of expenditures of an owner was analyzed on the basis of Pareto chart and ABC-analysis; indicators of ownership within yearly, monthly and daily cycles for the period from 2014 to 2019 were calculated. The effect of owning residential real estate in the context of its secondary sale was demonstrated. The measure consists in using the innovative heating boiler ATP-TermaRON within the limits of, first, a single apartment, second, a cluster-system of homeowners living in one section of a building, and, third, a whole apartment house. Some basic conclusions on the problematics under consideration were made and certain recommendations were given.

The paper studies changes in methodology for appraisal activity that pursues effective management of sustainable and breakthrough growth in economy and social sector through ensuring priorities of the National projects and resource efficiency when evaluating cost of life cycles as a result of value-centered management. Gravity to tackle economic problems of need to kick-start innovative high-tech investment cycles for the development of industries, enterprises and investment projects, built upon updated methodological framework for appraisal activity, defines the relevance of this study. In addition, a model to formalize processes of appraisal and management of costs and expenses in economic systems on the basis of life cycles of goods, products and services is proposed to be used as a bedrock of appraising concept. The goal of the study is to develop a set of sound methodological solutions for design of concepts of value appraisal of life cycles in appraisal activity in Russia. It should be done to make its reformation sufficient for cost management of sustainable and breakthrough growth of the country in social and economic fields through effective implementation of the National projects and resource efficiency. The objects of this study are processes of theoretical elaborations and concept-based approaches to the modeling of methodological grounds for value appraisal and management of life cycles of goods within the implementation of national projects by minimizing the cost of their cycles, lifecycle contract, total expenditures and ownership cost of life cycles based on the energy efficient and high-technology products. The applied methods dwell on a comprehensive approach which comprises analysis and synthesis, logical analysis, expert-based approach, methods of economic and mathematical modeling and forecasting.

The object of this research is the primary housing market related to the activities of investment and construction enterprises participating in attraction of investments based on the shared construction participation agreements for construction of multi-apartment residential blocks, as well as major trends in sphere of "distressed" objects and population. The purpose of this research is to perform complex analysis in sphere of issues in functioning of the shared construction market in relation to multi-apartment blocks, as well as to reveal major trends in the development of funding risks under shared construction participation agreements, as well as to analyze methodological issues related to the assessment of losses of deceived investing citizens. Results were obtained in major development trends of the shared construction market. Here we show the dynamics in the number of hoodwinked investors and objects, growth in the overall number of executed shared construction agreements in the all-Russian market, as well as the structure of this housing market segment pursuant to the types of executed agreements and the volume of economic losses for investors.

Building and developing an affordable housing market is a huge challenge for Russia’s national economy. Today, the housing construction industry finds itself in a situation torn by a conflict caused by the simultaneous needs to minimize the housing construction costs in order to make housing more affordable for Russians and to increase the energy efficiency of the housing projects, which is associated with additional costs for developers. To find solutions to this contradictory situation, one needs new theoretical and practical approaches and economic tools. The global economic trend of managing goods and services on the basis of the value of goods and services over the life cycle is also manifested in the construction industry in Russia. The problem of forming a new economic thinking in the housing sector predetermines the perception of the value of housing not only as the price of purchased real estate, but as the equivalent of the total cost of ownership of real estate throughout its life cycle. This approach allows to compensate the initial rise in the cost of construction resulting from the introduction of energy-efficient technologies by savings in the operational phase of the life cycle of the property. In this regard, management of the total cost of real estate ownership based on energy modeling is of high research and practical relevance.

Analysis of housing construction in the Russian Federation showed that the development and regulation of the segment of the housing market for the integrated development of territories for residential development, is a priority national socio-economic task. Currently in the construction complex of the country it can provide a maximum supply of affordable housing from major developers that in the context of the turbulent economy it is especially important. In this regard great scientific and practical interest is the modeling of the investment value of land plots for housing development. The article presents the results of research on the development of the main stages of the method of calculation of the investment cost of land plots for integrated residential development areas, and give an algorithm of its application.

The article deals with relevant issues of the modern development of the Russian land market in the segment of municipal auction sales of land for housing construction. The article shows that municipalities play an important role in the Russian market of auction sales of land plots for housing construction. It presents statistics showing the current situation, characteristics and development trends of the land market for housing construction and its segment of auction sales at the level of the Russian Federation and the municipality of Penza. Elements of procedural modeling of the territorial land market for housing construction are shown, including a classification analysis of the structure of the auction sales segment of the market. Methodological proposals are formulated on modeling and forecasting growth functions of the starting auction price according to the theory of auctions in the context of the municipalities of the Russian Federation and Penza. Classification and analysis is given of key factors affecting the likelihood of sales of land plots for individual housing construction at municipal auctions in Penza, including economic and mathematical modeling.
