Abstract

This 2020 Decadal Survey White Paper reviews what is known about lunar and martian lander Plume Surface Interactions (PSI) during powered descent. This includes an overview of the phenomenology and a description of the induced hardware and environmental impacts. Then it provides an overview of mitigation techniques and a summary of the outstanding questions and strategic knowledge gaps. It finishes with five recommendations: to include dedicated descent imagers on every surface mission so that PSI can be directly recorded and reviewed by ground teams; as far as possible, to make all data related to PSI effects publicly accessible; to develop methods and instruments for making key measurements of PSI; to assess and record key flight data; and to invest funding into studies of long-term infrastructure architectures and mitigation techniques., Comment: 8 pages

This white paper (submitted to the US National Academies' Decadal Survey in Planetary Science and Astrobiology 2023-2032) summarizes recent advances in our understanding of lunar volatiles, identifies outstanding questions for the next decade, and discusses key steps required to address these questions.

Abstract

Government interest has increased in recent years regarding the viability of contracting out for the Life-Cycle Support of military weapon systems. This thesis addresses the legal ramifications and possible contracting avenues that Program Managers could use to obtain support for Army tactical missile systems. Congress has enacted numerous statutes that the Program Manager must adhere to regarding depot maintenance activities when considering Life-Cycle Contractor Support. Within the Program Executive Office (PEO), Tactical Missiles, two programs have received approval for contracting out support efforts. One program awarded a contract in 2000 and the second is in the planning stages. The potential exists for numerous programs to pursue this avenue for supporting DoD weapon systems.

Abstract

The article focuses on the Moon suspected of being enveloped in a lunar magma ocean. It indicates that answers to the fundamental questions on the timing, amount and composition of lunar magmatism will allow a better understanding of the thermal and compositional evolution of the Moon's interior. It notes that exploring the microscopic products left by ancient lunar geologic processes provides a better understanding on how all terrestrial worlds began and evolved.
