Straipsnyje yra analizuojamas vaikų globos organizacijos vadovų nuostatos apie lyčių vaidmenis formuojant kolektyvą. Pasirinkta kokybinio tyrimo strategija. Tyrimo duomenims rinkti taikytas pusiau struktūruotas interviu metodas. Rezultatai analizuojami remiantis turinio analizės metodu. Tyrimas atliktas 2015-2016 metais vaikų globos organizacijos 5 padaliniuose. Taikant kriterinę imtį tyrimo dalyviais buvo pasirinkti 5 skyrių direktoriai turintys ne trumpesnį nei 3 metų vadovavimo organizacijoje stažą. Vienas tyrimo dalyvis buvo įgijęs socialinio darbo kvalifikaciją, dauguma turėjo nemažą darbo stažą socialinio darbo srityje – darbo vaikų globos organizacijoje vidurkis 13 m. Tyrimo dalyvių amžius – nuo 35 metų iki 55 metų. Vidutinė interviu trukmė – 40 minučių. Rezultatai rodo, kad aukštas administracines pareigas einančių asmenų nuostatos apie lytis ir jiems priskiriamus vaidmenis reiškiasi per tradicinį požiūrį į vyrus ir moteris ir apibrėžia kriterijus, kuriais vadovaujamasi formuojant darbuotojų kolektyvą vaikų globos organizacijoje. Tyrimo dalyviai patvirtina stereotipinį požiūrį į susiformavusias lyčių vaidmenų tradicijas kaip savaime egzistuojančias, išskiria vyrų ir moterų prigimtį, dėl kurios vienai ar kitai lyčiai „natūraliai“ sekasi geriau save realizuoti skirtingose profesinės veiklos sferose. Į moteris darbuotojas vis dar tradiciškai žiūrima kaip į vaikų globėjas, todėl vyrai šioje srityje yra traktuojami kaip nepajėgūs, per silpni susitvarkyti su pareigomis. Kita vertus, vyrai, neatitinkantys visuomenėje dominuojančio vyriškumo modelio, taip pat nėra pageidaujami vaikų globos institucijoje. Tie vyrai, kurie dirba socialinį darbą, dažniausiai siekia vadovaujančių pozicijų. Moterys yra kaltinamos, kad nenori siekti vadovės posto, nors tikroji priežastis yra „stiklo lubos“, kurios užkerta kelią moterų karjerai. Atranka į vadovaujančias pareigas yra paliekama savieigai, tarsi lyčių galimybės būtų visiškai lygios. Tuo tarpu, feminizuotose profesinėse srityse pasireiškia „stiklo eskalatoriaus“ reiškinys – vyrai įgyja pranašumą, nes yra labiau vertinami, turi geresnes karjeros galimybes. Vadovų tradicinės lyčių vaidmenų nuostatos palaiko ir puoselėja lyčių nelygybę darbo rinkoje. The purpose of this article is to investigate the attitudes of the managers towards gender hiring staff for a chidl-care institution. The subject of the research is the attitude of the managers towards gender. The scientific problem is formulated on the question: What are the manager’s attitudes towards gender ghiring staff for a chidl-care institution? A qualitative research strategy was used. The data were collected through semi structured interview. The results are analysed using the content analysis method. The study was carried out in 2015-2016 at the 5 units of the child-care organization. By applying a criterion sampling 5 managers who have not less than 3 years of senior management experience were chosen to participate in the study. One participant in has acquired a social work qualification and the majority of participant has had considerable work experience in the field of social work (the average of the work at the child-care organization was 13 years). The age of the participants is from 35 to 55 years. The average length of the interview is 40 minutes. The results indicate that the high profile of gender-based attitudes of managers are manifested through the traditional approach to men and women and defines the criteria used to shape the workforce in a child care organization. Participants in the study confirm the stereotypical attitude towards the emerging traditions of gender roles as self-existent, distinguishing the nature of men and women, for which one or another gender “naturally” is better able to realize themselves in different spheres of professional activity. A female employee is still traditionally seen as a guardian of the children, so men in this area are treated as incapable, too weak to handle their duties. On the other hand, men who do not conform to the dominant masculine model in society are also not desirable in the child-care organization. Those men who work as social workers tend to take leadership positions. Women are accused of not wanting to reach the manager’s position, although the real reason is “glass ceilings” that prevent women’s career. Selection of people for a manager’s position is left to the policy of drift, as if gender possibilities were completely equal. Meanwhile, the phenomenon of “glass escalators” appears in feminized professional areas as men gain an advantage, because they are more valued and have better career opportunities. The results show that managers’ attitudes towards gender (though not necessarily conscious) support gender inequality in the labor market.

Despite there is an operating social support system for families, social workers are affected by factors that limit the effectiveness of their activities in working with families whose children are taken into temporary custody. The article aims to uncover what hinders social worker to carry out effective work in providing social services to families whose children are in temporary custody (care). A qualitative study was carried out in January - February, 2015. The data were collected through documentary analysis and semi-structured interviews. For document analysis 5 custody cases were taken from a department of The State Child Rights Protection and Adoption Service. Using semi-structured interview four social workers from Social services center were interviewed. The workers worked with the families of those child who were in temporary custody (one social worker worked with the two cases). The research data showed that the awareness of the research participants about social work effectiveness is limited to its individual components. While these components putting together you can get a broad definition of social work effectiveness, the research participant themselves do not operate such a concept. The research date reveals that the micro-level factors influencing effectiveness of social workers activities in working with families whose children are in temporary custody are as follows: absents of parental motivation to seek changes and unfavorable environment as well as negative community approach to social risk families. Macro level factors limiting social work effectiveness working with the families at social risk lie in the system of the social services. Inadequate management of social work, limited social worker’s access to resources necessary to restore family functions, excessive workloads for social workers are essential factors limiting social work effectiveness. The research participants pointed out that their activity would be more effective if they could work in a system closely collaborating not only with the client’s environment but also with a local community, institutions, working in a team and using different and numerous resources in a family helping process. This means that it is not enough for social workers just to intervene into micro level, but it is very important to target an intervention to mezzo and macro levels initiating changes in a community and social services system. The responsibility for social work effectiveness have to take not only social workers, but also representatives from municipalities and different ministries as well as politicians.

Violence is one of the most complex psychosocial problems, especially if it is experienced from close person like spouse. This problem is not related to social status or other sociodemographic characteristics like ethnicity, religion, etc., it could occur in any place and under any circumstances. Domestic violence becomes one of the most relevant problems in a society, however, scientific research more often focuses on women who suffer from spouses violence and there is a lack of research about men who suffer from women violence. This article aims to fill this gap and to analyse some aspects of women violence against men. The goal of the article is to find out what are attitudes of Parliament members toward women violence against men. The quantitative research was conducted in order to answer three research questions: what actions of women can be understood as violence, what support men search after the violence, what is attitude to men who suffered women violence. Literature review revealed that violence against women and children are analysed more often, usually men are described as aggressive, dominant offenders. However, researchers in masculinity field state that men also could experience violence but they tend to hide the fact because they are ashamed, afraid of disapprobation of society, they don’t know where to apply for support. Research data showed that respondents count violence such actions of women as offensive remarks and jokes, shouting and scolding, pushing, damaging things, forcing for sexual intercourse, threatening to refuse to see their children, threatening to divorce. These are forms of psychological, physical and sexual violence. However, respondents don’t recognize such economic and psychological violence as prohibition to work or study, constantly expressed unfounded jealousy, ignorance and not speaking, obstruction to communicate with friends and reproaches. Most respondents stated that they would not apply for a support after experiencing violence from women, because they don’t see violent action of women as serious problem, they don’t think that it is violence. Respondents’ attitude toward men who suffered violence from women is controversial. On the one hand, they said that violence experienced men should search for a support, but they personally in case of women’s violence, are not going to ask for a help. Respondents are not minded to feel sorry for men who suffered violence from women, but they are not prone to stigmatize or blame such men as well. Research participants think that any men, not only weak ones, can suffer violence from women. Very small proportion of respondents said that their attitude toward mistreated men is negative.

Straipsnyje pateikiami kokybinio tyrimo „Ekspertų požiūris į šeimos politiką“ rezultatai. Tyrimas atskleidė, jog šeimos politika nėra prioritetinė politikos sritis: politinių jėgų kaita ir finansinių išteklių šeimos politikos priemonėms trūkumas daro neigiamą įtaką šeimos politikos formavimo nuoseklumui ir veiksmingumui. Šeimos klausimus veiksmingai spręsti trukdo valdžios lygių, institucijų ir sektorių bendradarbiavimo stoka, šeimos politikos koordinavimo problemos. Nors vyriausybės skiria vis daugiau dėmesio šeimos politikos klausimams, jis nepakankamai pagrįstas realiais veiksmais. Politikams dažniau patrauklios trumpalaikės, greitą efektą duodančios šeimos politikos priemonės nebūtinai pagerina šeimų padėtį. Aktyvus pilietinės visuomenės įsitraukimas į šeimos politikos formavimą aktualizuoja šeimos politikos klausimus. Kurti šeimai palankią aplinką sunkiau dėl menko nevyriausybinio sektoriaus įsitraukimo, katalikiškosios pakraipos organizacijų dominavimo, sąlygojančio neproporcingą interesų atstovavimą formuojant šeimos politiką. Šeimos politikos stebėjimas ir veiksmingumo vertinimas yra labai svarbus politikos formavimo etapas. Tačiau, ekspertų požiūriu, šio etapo nepakanka, todėl neišplėtojamos galimybės formuoti šeimos politiką. Modernizuojant šeimos politiką, būtina nuodugniai išanalizuoti situaciją, nustatyti įgyvendinamų politikos veiksmų ir priemonių adekvatumą, pasinaudoti rezultatyviomis kitų šalių paramos šeimai modelių idėjomis. Kadangi dar nepakankamai... [toliau žr. visą tekstą] The article presents the results of a qualitative research regarding experts’ attitude to family policy formation. Pursuant to the outcomes of the qualitative research, family policy formation faces the following obstacles: the problem of family policy as a priority area, change of political powers, inadequate situation analysis and the use of its results in the decision-making process, insufficient cooperation between different authorities, politicians and scientists, comparatively weak non-governmental organisations and inadequate representation of interest; insufficient attention to monitoring and evaluation of implemented family policy measures.

Šeimos politikos stebėjimas ir veiksmingumo vertinimas yra labai svarbus politikos formavimo etapas. Tačiau, ekspertų požiūriu, šio etapo nepakanka, todėl neišplėtojamos galimybės formuoti šeimos politiką. Modernizuojant šeimos politiką, būtina nuodugniai išanalizuoti situaciją, nustatyti įgyvendinamų politikos veiksmų ir priemonių adekvatumą, pasinaudoti rezultatyviomis kitų šalių paramos šeimai modelių idėjomis. Kadangi dar nepakankamai išnaudotos galimybės pasitelkti mokslinius tyrimus formuojant šeimos politiką, šeimos politikos srityje priimami moksliškai nepagrįsti sprendimai.
