1. Governing the nurturing city: the uneven enforcement of street food vending regulations

Abstract

ABSTRACTStreet vending has drawn recent attention from city governments in both the Global North and the Global South. This paper focuses on the regulation of street food vending and its enforcement in four cities: Bangkok, Chicago, Hanoi and Montpellier. It draws upon qualitative interviews, archival and newspaper research, and ethnography. The regulatory frameworks raise several issues, because they deny access to space and income for groups that are often underprivileged, and they neglect the roles of street food in the urban food system. We show that the actual enforcement of regulations is uneven between and within cities and between vendors. In some cases, street-level negotiations around enforcement may actually mitigate the negative effects on underprivileged vendors. Hence, the governance of street food vending appears to be more nuanced than the formal regulations that exist. We argue that the design of regulations should better consider the street vendors’ voice and their needs.

Abstract

International audience; The StreetFood project is a cross-national comparison of the regulatory history, current geography and culture, and links to production of street food in Chicago, Montpellier, Bangkok, and Ha Noi. This presentation focuses on preliminary results comparing the history of food peddling, outdoor markets, and street food in Chicago, Montpellier, Ha Noi and Bangkok. In all four communities, the presence and activities of food vendors on the streets have been contested in terms of what kinds of people and products may be sold, as well as at what times and where. This study relies on archival material, newspapers, and current-day research and interviews to compare the evolution of street food regulation in these four cities. Results indicate that all four cities, at different times, have tried to balance the need for relatively inexpensive and easily accessible food with the desires of the city government to control traffic and the kinds of people and activities present on the streets. The question of whether street food is thought of as healthy or unhealthy, dirty or clean, hip and modern or backward, and the amount of consideration given to street peddling as an entrepreneurial activity, also varies over time and space. Through this, we discuss social outcomes (in terms of equity or inequity) that may arise from these regulations, and how street food may contribute to a more just food system.

10. It Just Happened: The Student Walkouts of 2006.

Abstract

This paper presents findings from our ongoing research on the pro-immigrant student walkouts in March of 2006. Drawing on 30 in-depth interviews with students, educators, and community activists involved in half a dozen walkouts across four Texas cities, we reconstruct students' actions and experiences just before, during, and after the walkouts. In our reconstruction of the events, we highlight four interrelated social and psychological processes that have a long, if checkered, history in the sociology of collective behavior and social movements: 1) the role of anxiety as a collective mood shaping protests; 2) the centrality of non-normative or rule-breaking collective action; 3) the spontaneous, undirected, and fluid nature of the protests; and 4) the symbolic and emotional significance of the walkouts to the students involved. These themes recall insights from the collective behavior tradition and support more recent calls by scholars to resist normalizing protest and to attend to the role of emotions and ambiguity in social protest. Abstract

This paper presents preliminary findings from our ongoing research on the Dallas walkouts in March of 2006. Drawing on journalistic accounts of the events of March 27-28 and data from in depth interviews with students involved in the protests, we outline four major themes highlighted by the student walkouts protesting legislation to criminalize undocumented immigrants and their supporters: the role of rapid communication mediated by social networking software, the spontaneity of the events, and the stirring emotions that attended the walkouts and lingered long after the events. Abstract

In one week in the spring of 2006 more than 100,000 students walked out of schools all across America to protest the threat of H.R. 4437 to immigrants. Drawing on 50 interviews with students, educators, and community activists involved in 11 walkouts across five Texas metropolitan areas, we reconstruct the lived experience of these spontaneous protests. We identify three tightly interrelated aspects of a social and psychological process shaping these protests: the relationship between political threat and telescoping anxiety; the role of defiance and its emotion-switching effect; and the emergent and situational nature of the walkouts. We argue that the collective psychological process of telescoping anxiety punctuated by the situational thrill of defiance is indispensable in explaining these massive, farflung, and spontaneous protests. 14. Rhetorical dimensions of movement empathy : a case study of the 2006 immigration marches

Abstract

The immigration marches in the spring of 2006 immediately drew scores of headlines across the United States. More than 160 cities witnessed protest marches with a reported estimate of 3.5 to 5.1 million participants. Yet despite the massive and highly visible demonstrations at that time, protesters fell short of their goal of bringing about national comprehensive immigration reform. How did the actions of so many produce so little? What contributes to turning a manifestly visible protest into one that is marginalized and of little or no consequence, essentially rendering it an invisible incident? I contend that rhetorical work is a force of mediation that can have significant impact on Movement Empathy. Movement Empathy occurs when a movement group becomes relevant to the mass media, opinion leaders, policy makers, and the public so that real policy implications become possible, even necessary. To investigate this claim, this study examines the rhetorical presence of the 2006 Immigration Marches and how rhetoric can contribute to Movement Empathy. I performed a careful textual analysis of eight newspapers (four English language and four Spanish language) in four major U.S cities (Dallas, Chicago, Los Angeles, and Miami) to examine four textual dimensions conceptually related to Movement Empathy: tone, narrative, agency and values. Each of these dimensions was studied along a binary axis in an attempt to discover language patterns conducive to low vs. high Movement Empathy. I found that two cities saw low Movement Empathy and one had a mixture of high and low. Only Miami’s coverage displayed significant levels of Movement Empathy. I also discovered that each newspaper had unique rhetorical characteristics that produced a distinct flavoring for the city involved. In essence, the cities themselves, their histories and cultures, were refracted in the rhetorical characteristics of the reporting. I conclude from these observations that there exists a geocentric aspect to the news, one that mixes fact and interpretation with the history and values of the place in which the reporting is done. Simply put, where the news is reported can affect what news is reported and how.

Abstract

To run under a party label, local candidates must attach themselves to a series of symbols, issues, and figures associated with their national political party. This study examines how local campaigns deal with the reputation of their national political party. We examine the issues and frames that campaigns use in their television advertisements, assessing how district partisanship affects the willingness of a campaign to discuss issues owned by their party or the opposition. We find little relationship here. We find a stronger relationship when we examine how campaigns talk about the issues. When their national party is regarded favorably in their district, a campaign will frame issues similarly to the national party. When the partisanship of a district is less favorable for a campaign, they are less likely to frame their issue positions like the co-partisan campaigns do. ..PAT.-Conference Proceeding [ABSTRACT FROM AUTHOR]
