Following China’s rise as an economic powerhouse, the country’s immigrant population has quickly increased and diversified, leading to an increase in romantic relationships between foreign and Chinese citizens. This article analyzes the racialization of belonging and citizenship of Chinese nationals born into Chinese-foreign families living in China. Drawing on data gathered through analyzing online debates and media reports, supplemented by interviews and fieldwork observations, the article investigates how discussions about the identity of vloggers, pop stars, and athletes of mixed Chinese-foreign descent shed light on rising Chinese racial nationalism at a time when China has become a destination for international migration and a new frontier for racial knowledge production. We argue that this process is characterized by a tension between China’s emergence as an immigrant society and the hardening boundaries of its national identity. [ABSTRACT FROM AUTHOR]

Cross-border migration for the purpose of marriage is on the rise, and at present it constitutes one of the most common forms of long-term international mobility in East Asia. This special issue of Cross-Currents analyzes marriage migration in the People’s Republic of China (PRC) and Taiwan as a subject of governance. The articles included here demonstrate that marriage migration has attracted considerable policy attention and public anxiety not because it is about “marriage” or “migration” per se, but because it is perceived to be inseparable from a wide range of other issues, such as sexual morality, family norms, national identity, and border security. In particular, the long-lasting social relationships marriage migration creates and the role of marriage migrants (the vast majority of whom are women) in rearing the next generation of the state’s sovereign subjects tie marriage migration to state security concerns. Popular anxieties about marriage migration are often based on projections into the future rather than observations about the present reality. On one hand, the fact that marriage migration is deeply embedded in myriad social institutions and relations that cannot be dealt with in isolation causes a projection-based mode of governance; on the other hand, it renders transnational marriage particularly hard to govern, which further exacerbates anxiety. But this should not be seen as a failure in public policy. The articles in this special issue argue that such projections, imaginations, and self-perpetuating anxieties are important parts of how nationhood is constructed in the current era. As such, marriage migration as a subject of governance provides us with a special angle to examine how politics works in subtle and sometimes invisible ways on local, national, and transnational levels.

This article examines changing governing practices in the context of the Sino-Vietnamese border in the Guangxi Autonomous Region of China. The groups inhabiting the mountainous ranges of this ethnically diverse part of Southeast Asia evaded the reach of the state until the 1970s, when China and Vietnam started tightening control over the land border after the border war. With an increasingly rigid and clearly delimited Sino-Vietnamese borderland, binary forms of classification began to replace earlier fluid identifications, and the room for diverse social and cultural expressions became restricted. It is within this context that the ethnic marriage practices straddling the borders of China and its southern neighboring states discussed in this article took place. Cross-border ethnic Yao marriages have gone from customary to illegal in recent years as a result of China’s strict population control, its changing demography, and the accelerated shortage of manual labor in its border area. Border politics have permeated the private sphere, transforming common ethnic marriage partners into illegal migrants. Although ethnic marriage partners are relegated to an illegal status, they are indispensible in the local labor market and moral economy as mothers, caretakers, translators, guides, and manual workers. This article argues that, despite being antithetical to the bordering logic of state sovereignty, they are important agents who depend on and capitalize on the border economy. In this introduction to the special section on "Engaging Geopolitics through the Lens of the Intimate", we first locate the papers collected here in the context of developing an "Intimate Geopolitics" project at the University of Manchester. We then review the importance of 'intimacy' and the concept of 'the intimate' across an array of disciplinary studies, drawing especially on the rich body of work by critical geopolitics scholars who have long challenged categorical binaries and territorial boundaries. Our focus here is exploring what insights we can bring to understanding the nexus of intimacy and global politics by deploying the lens of the intimate--understood as a variety of processes of attachment and relationality--in six globally dispersed case studies. Collectively, the papers presented here not only engage a wide range of issues and locations, but also contribute to research engaging geographically specific contexts and practices. We note that the papers 'cluster' around issues of migration, borders, 'home', asylum and visa regimes, prompting us to suggest that the papers productively inform three foci of inquiry. Specifically, the papers 1) enrich our understanding of bordercrossing beyond simple association of this with the movement of people, things and ideas; 2) deepen our understanding of how geopolitics is constituted by forms of attachments and relationality that are integral to forms of governance; and 3) help us explore how attachments are not simply additive but productive of geopolitical concerns. Drawing on the life stories of post-Soviet women from Ukraine and Russia who married Chinese citizens and moved their married lives to China, this article examines how these women engage in intimate geopolitics in the adverse immigration environment for foreign family members. The elaborated argument maintains that the women – driven by the uncertainty surrounding their legal and socio-economic status and the fear of forced separation from their children – resort to their home citizenship or informal dual citizenship arrangements as leverage to defend parental rights against the backdrop of China's strict single citizenship regime. The women develop strategies to ensure their parental rights through citizenship structures available to them, and seek to remedy their emotional uncertainties amid the environment of limited and tenuous immigrant and family statuses in China. This paper develops analytical potential of intimate geopolitics through an analysis of post-Soviet wives' subjectivities constituted through the interplay of geopolitical structures and their emotional intensities. Research on Chinatowns stresses the spatial aspects of their production as communal urban spaces. This is particularly evident in the prevailing rhetoric of ethnic ‘enclaves’ that is common in the literature on Chinatowns. This article stresses the importance of taking into account the temporal dimensions of the examinations of space and migrants’ relationships with the city. The argument maintains that, although Manchester Chinatown incorporates many layers of time, only some of them are acknowledged. This view ties both space and people into a particular temporality that is associated with a predetermined culture and tradition. The article shows how relocation from Chinatown to a non-ethnically defined urban area makes it possible for community organisations to depart from the essentialised ethnic, cultural, and social associations produced through dominant understandings of migrant communal space.
