Comparative energetics is presented for a series of four general circulation model simulations for January 1979 conducted by the Goddard Laboratory for Atmospheres. The simulations include cases of coarse and fine horizontal model resolutions with two slightly different initial conditions. Using a three-dimensional normal mode expansion, it is found that the gravity-mode energy levels are significantly reduced in the higher wavenumbers and in the higher-order internal vertical modes by the increase of horizontal model resolution.

Energetics of the observed and simulated global circulation are evaluated in the zonal spectral domain for the special observing periods of FGGE. The study utilizes GLA analyses of FGGE observational data and parallel simulation experiments. There are noticeable differences in energy transformations between the observation and simulation during SOP-1. These include the baroclinic conversion C(n) by the zonal mean motion and short-wave disturbances, and the nonlinear wave-wave interaction L(n) at the long and short waves. The energy transformations of the short-wave disturbances are much more intense in the simulated circulation than in the observation. However, good agreement is noted in the conversion and dissipation of kinetic energy in the large- and cyclone-wave range n = 1-10. Spectral distributions of global energy transformations at the long- and cyclone-wave range indicate that the SOP-2 simulation agrees more closely with the observed fields than the SOP-1 simulation. Other pertinent points of energetics diagnosis are also included in the discussion.

The global scale divergent and rotational flow components of the Global Weather Experiment (GWE) are diagnosed from three different analyses of the data. The rotational flow shows closer agreement between the analyses than does the divergent flow. Although the major outflow and inflow centers are similarly placed in all analyses, the global kinetic energy of the divergent wind varies by about a factor of 2 between different analyses while the global kinetic energy of the rotational wind varies by only about 10 percent between the analyses. A series of real data assimilation experiments has been performed with the GLA general circulation model using different amounts of tropical wind data during the First Special Observing Period of the Global Weather Experiment. In exeriment 1, all available tropical wind data were used; in the second experiment, tropical wind data were suppressed; while, in the third and fourth experiments, only tropical wind data with westerly and easterly components, respectively, were assimilated. The rotational wind appears to be more sensitive to the presence or absence of tropical wind data than the divergent wind. It appears that the model, given only extratropical observations, generates excessively strong upper tropospheric westerlies. These biases are sufficiently pronounced to amplify the globally integrated rotational flow kinetic energy by about 10 percent and the global divergent flow kinetic energy by about a factor of 2. Including only easterly wind data in the tropics is more effective in controlling the model error than including only westerly wind data. This conclusion is especially noteworthy because approximately twice as many upper tropospheric westerly winds were available in these cases as easterly winds.

The use of a flow-dependent correlation function to improve the accuracy of an optimum interpolation (OI) scheme is examined. The development of the correlation function for the OI analysis scheme used for numerical weather prediction is described. The scheme uses a multivariate surface analysis over the oceans to model the pressure-wind error cross-correlation and it has the ability to use an error correlation function that is flow- and geographically-dependent. A series of four-day data assimilation experiments, conducted from January 5-9, 1979, were used to investigate the effect of the different features of the OI scheme (error correlation) on forecast skill for the barotropic lows and highs. The skill of the OI was compared with that of a successive correlation method (SCM) of analysis. It is observed that the largest difference in the correlation statistics occurred in barotropic and baroclinic lows and highs. The comparison reveals that the OI forecasts were more accurate than the SCM forecasts.

The augmented observational data base provided by FGGE offers a unique opportunity to improve the understanding and prediction of atmospheric planetary waves. Substantial progress was made, but a number of problems remain. The research on planetary waves conducted thus far with FGGE data is reviewed. Areas of progress are summarized, and some remaining problems are discussed.

A system of seven tables, which cover analysis archiving, observation types, quality control, data assimilation cycles, assimilating models, initialization, and analysis techniques was adopted. The set of prepared tables allows side-by-side comparison of the characteristics of the six data assimilation systems (European Center for Medium Range Weather Forecasts, Geophysical Fluid Dynamics Laboratory, Goddard Laboratory for Atmospheric Science, National Meteorological Center, Florida State University, and Naval Environmental Prediction Research Facility) used to produce FGGE IIIb analyses.

Simulation studies and pre-FGGE data impact studies were briefly reviewed. Impact of Goddard Laboratory for Atmospheric Science temperature soundings and cloud tracked winds was also examined.

The observed kinetic energy balance is calculated over North America and compared with that computed from forecast fields for the 13-15 January 1979 cyclone. The FGGE upper-air rawinsonde network serves as the observational database while the forecast energetics are derived from a numerical integration with the GLAS fourth-order general circulation model initialized at 00 GMT 13 January. Maps of the observed and predicted kinetic energy and eddy conversion are in good qualitative agreement, although the model eddy conversion tends to be 2 to 3 times stronger than the observed values. Both the forecast and observations exhibit the lower and upper tropospheric maxima in vertical profiles of kinetic energy generation and dissipation typically found in cyclonic disturbances. An interesting time lag is noted in the observational analysis with the maximum observed kinetic energy occurring 12 h later than the maximum eddy conversion over the same region.

The eddy conversion which is stronger in the 12 h forecast than in observations and may be due to several factors is studied; (2) vertical profiles of kinetic energy generation and dissipation exhibit lower and upper tropospheric maxima in both the forecast and observations; and (3) a lag in the observational analysis with the maximum in the observed kinetic energy occurring at 0000 GMT 14 January over the same region as the maximum Eddy conversion 12 h earlier is noted.

A series of realistic simulation studies is being conducted as a cooperative effort between the European Centre for Medium Range Weather Forecasts (ECMWF), the National Meteorological Center (NMC), and the Goddard Laboratory for Atmospheres (GLA), to provide a quantitative assessment of the potential impact of future observing systems on large scale numerical weather prediction. A special objective is to avoid the unrealistic character of earlier simulation studies. Following a brief review of previous simulation studies and real data impact tests, the methodology for the current simulation system will be described. Results from an assessment of the realism of the simulation system and of the potential impact of advanced observing systems on numerical weather prediction and preliminary results utilizing this system will be presented at the conference.

Several densities of tropical divergent wind data were included in a fourth-order GCM to examine the effects on the accuracy of the model predictions. The experiments covered assimilation of all available tropical wind data, no tropical wind data between 20 deg N and 20 deg S, only westerly tropical wind data and only easterly tropical wind data. The predictions were all made for the 200 mb upper troposphere. Elimination of tropical data produced excessively strong upper tropospheric westerlies which in turn amplified the globally integrated rotational flow kinetic energy by around 10 percent and doubled the global divergent flow kinetic energy. Retaining only easterly wind data, ameliorated most of the error. Inclusion of all the tropical wind data however, did not lead to overall positive effects, as the data were linked to tropical wave energetics and ageostrophic winds which were already assimilated in the model.

The development of a state of the art optimum interpolation (O/I) objective analysis procedure for use in numerical weather prediction studies was investigated. A three dimensional multivariate O/I analysis scheme was developed. Some characteristics of the GLAS O/I compared with those of the NMC and ECMWF systems are summarized. Some recent enhancements of the GLAS scheme include a univariate analysis of water vapor mixing ratio, a geographically dependent model prediction error correlation function and a multivariate oceanic surface analysis.

A three-dimensional, multivariate, statistical analysis method, optimal interpolation (OI) is described for modeling meteorological data from widely dispersed sites. The model was developed to analyze FGGE data at the NASA-Goddard Laboratory of Atmospherics. The model features a multivariate surface analysis over the oceans, including maintenance of the Ekman balance and a geographically dependent correlation function. Preliminary comparisons are made between the OI model and similar schemes employed at the European Center for Medium Range Weather Forecasts and the National Meteorological Center. The OI scheme is used to provide input to a GCM, and model error correlations are calculated for forecasts of 500 mb vertical water mixing ratios and the wind profiles. Comparisons are made between the predictions and measured data. The model is shown to be as accurate as a successive corrections model out to 4.5 days.

The features and preliminary results from a simulation system being implemented to develop realistic estimates of the impacts future data acquisition systems will have on large-scale numerical weather simulation are described. The new instruments may include advanced passive IR and microwave satellite sensors, as well as active scatterometer and lidar sounders. A main goal of the impact study is to identify those sensor systems which will provide the most benefit. The realism of the study is being enhanced by assimilating as much real-world data as possible and generating global weather maps for comparison with maps generated on the bases on the projected new, higher resolution data. Early results have indicated a preference for higher resolution wind data than for temperature data for making 1-5 day forecasts. The prime instrument candidate for collecting the data is lidar, provided the sensor resolution design goals are met.

It is well-known that divergent wind estimates are much more dependent upon the analysis system than are estimates of the rotational wind. This conclusion is supported in recent analyses of FGGE SOP1 data produced by the Goddard Laboratory for Atmospheres (GLA), the Geophysical Fluid Dynamics Laboratory (GFDL) and the European Center for Medium Range Weather Forecasting (ECMWF). These analyses differ in the forecast models that are used for the four-dimensional assimilation, in the data rejection criteria, and, to a certain extent, in the data density. Because the final divergent wind is a product of both model constraints and observation, it is relevant to inquire how much of each goes into the final product. We presently investigate this question through a systematic analysis of tropical data that are sampled at different densities by the GLA GCM.

A series of simulation experiments is being conducted as a cooperative effort between the European Center for Medium Range Weather Forecasts (ECMWF), the National Meteorological Center (NMC) and the Goddard Laboratory for Atmospheres (GLA), to provide a quantitative assessment of the potential impact of proposed observing systems on large scale numerical weather prediction. For these studies an advanced analysis/forecast simulation system was developed which provides for a more realistic assessment of the impact of proposed observing systems than was possible in earlier studies. This system consists of four elements: (1) An atmospheric model integration to provide a complete record of the true state of the atmosphere (called nature); (2) a conventional data assimilation cycle that is used as the control experiment; (3) a satellite data assimilation that differs from the control in also including fabricated satellite data incorporated in the forecast-analysis cycle; and (4) forecasts produced from both control and satellite initial conditions. Comparison of these forecasts with nature provides an assessment of the impact of satellite data.

A series of data assimilation experiments is performed to assess the impact of Seasat A satellite scatterometer (SASS) wind data on Goddard Laboratory for Atmospheric Sciences (GLAS) model forecasts. The SASS data are dealiased as part of an objective analysis system utilizing a three-pass procedure. The impact of the SASS data is evaluated with and without temperature soundings from the NOAA 4 Vertical Temperature Profile Radiometer (VTPR) instrument in order to study possible redundancy between surface wind data and upper air temperature data. In the northern hemisphere the SASS data are generally found to have a negligible effect on the forecasts. In the southern hemisphere the forecast impact from SASS data is somewhat larger and primarily beneficial in the absence of VTPR data. However, the inclusion of VTPR data effectively eliminates the positive impact over Australia and South America. This indicates that SASS data can be beneficial for numerical weather prediction in regions with large data gaps, but in the presence of satellite soundings the usefulness of SASS data is significantly reduced.

The impact of SEASAT-A scatterometer (SASS) winds on coarse resolution atmospheric model forecasts was assessed. The scatterometer provides high resolution winds, but each wind can have up to four possible directions. One wind direction is correct; the remainder are ambiguous or "aliases'. In general, the effect of objectively dealiased-SASS data was found to be negligible in the Northern Hemisphere. In the Southern Hemisphere, the impact was larger and primarily beneficial when vertical temperature profile radiometer (VTPR) data was excluded. However, the inclusion of VTPR data eliminates the positive impact, indicating some redundancy between the two data sets.

The purpose of this paper is to quantify the impact of the FGGE SOS on the GLAS analyses and forecasts in the Southern Hemisphere, and to evaluate the relative importance of its components, and in particular, the impact of the loss of surface buoys. This discussion is limited to the forecast impact of the FGGE system upon a region between 28 deg S and 56 deg S, 50 deg W-80 W which includes essentially the southern cone of South America. Although forecast skill is verified against the NMC analysis, which used only VTPR but no TIROS-N data in the Southern Hemisphere, enough conventional data exists over this region to avoid biased verifications.

For this project, a version of the GLAS Analysis/Forecast System was developed that includes an objective dealiasing scheme as an integral part of the analysis cycle. With this system the (100 sq km) binned SASS wind data generated by S. Peteherych of AER, Canada corresponding of the period 0000 GMT 7 September 1978 to 1200 GMT 13 September 1978 was objectively dealiased. The dealiased wind fields have been requested and received by JPL, NMC and the British Meteorological Office. The first 3.5 days of objectively dealiased fields were subjectively enhanced on the McIDAS system. Approximately 20% of the wind directions were modified, and of these, about 70% were changed by less than 90 deg. Two SASS forecast impact studies, were performed using the dealiased fields, with the GLAS and the NEPRF (Navy Environmental Prediction Research Facility) analysis/forecast systems.

The present multivariate analysis method for surface pressure and winds incorporates ship wind observations into the analysis of surface pressure. For the specific case of 0000 GMT, on February 3, 1979, the additional data resulted in a global rms difference of 0.6 mb; individual maxima as larse as 5 mb occurred over the North Atlantic and East Pacific Oceans. These differences are noted to be smaller than the analysis increments to the first-guess fields.

To study the potential impact of advanced passive sounders and lidar temperature, pressure, humidity, and wind observing systems on large-scale numerical weather prediction, a series of realistic simulation studies between the European Center for medium-range weather forecasts, the National Meteorological Center, and the Goddard Laboratory for Atmospheric Sciences is conducted. The project attempts to avoid the unrealistic character of earlier simulation studies. The previous simulation studies and real-data impact tests are reviewed and the design of the current simulation system is described. Consideration is given to the simulation of observations of space-based sounding systems.

The effects of tropical wind data from the FGGE and tropical latent heating on numerical modeling of ultralong waves are considered in a two-part study. The model studied is the global fourth-order GLAS general circulation model, an energy-conserving format with horizontal differences calculated with fourth-order accuracy. Data assimilation experiments were performed with and without the wind data, with account taken of eastward and northward wind components, the geopotential height, and the relative humidity, all over pressure surfaces. The initial conditions were used to generate six pairs of forecasts, and the tropical wind error decreased after two days of prediction when the initial conditions contained the wind data. The deviations from the measured planetary wave data were attributed to differences in the initial rotational wind field, which varied on a three-day basis. The latent heat initial data had a five-day period and extended its influence beyond the tropical zone. The tropical heat sources sustained the tropical westerlies in the GLAS model, and removal of the tropical heat sources reversed the wind to easterlies.

An objective analysis scheme is presented for the assimilation of meteorological data in which wind, geopotential height, and relative humidity are analyzed on mandatory pressure levels, and surface pressure and temperature are reduced to sea level for analysis. The present analysis/forecast system demonstrates a reasonable degree of forecast skill over the Northern Hemisphere for an ensemble of five-day integrations during the First Special Observing Period of the First GARP Global Experiment (FGGE) The vertical motion field shows outstanding agreement with the large scale synoptic pattern for the sample analysis presented, and the mean meridional circulation portrayed in the FGGE analysis is in close agreement with observational estimates.

A series of experiments have been conducted to examine the sensitivity of forecast skill to various data and data analysis techniques for the 0000 GMT case of January 21, 1979. These include the individual components of the FGGE observing system, the temperatures obtained with different satellite retrieval methods, and the method of vertical interpolation between the mandatory pressure analysis levels and the model sigma levels. It is found that NESS TIROS-N infrared retrievals seriously degrade a rawinsonde-only analysis over land, resulting in a poorer forecast over North America. Less degradation in the 72-hr forecast skill at sea level and some improvement at 500 mb is noted, relative to the control with TIROS-N retrievals produced with a physical inversion method which utilizes a 6-hr forecast first guess. NESS VTPR oceanic retrievals lead to an improved forecast over North America when added to the control.

An examination is undertaken of the sensitivity of short term Southern Hemisphere circulation prediction to tropical wind data and tropical latent heat release. The data assimilation experiments employ the Goddard Laboratory for Atmospheric Sciences' fourth-order general circulation model. Two of the experiments are identical, but for the fact that one uses tropical wind data while the other does not. A third experiment contains the identical initial conditions of forecasts with tropical winds, while suppressing tropical latent heat release.

The effect of SASS (Seasat-A Satellite Scatterometer) data on the GLAS analysis and forecast system is assessed. After discussing the objective analysis and assimilation of SASS winds, consideration is given to a scheme developed to objectively dealias the SASS data. Results are then presented from analysis and forecast experiments. The evaluation finds a negligible effect of the SASS data in the Northern Hemisphere. In the Southern Hemisphere, the impact is larger and for the most part beneficial when the VTPR (vertical temperature profile radiometer) is excluded. However, the inclusion of VTPR data effectively eliminates this positive impact, suggesting some redundancy between the two data sets.

Time averages of the latitudinal distribution of kinetic energy and terms of the kinetic energy equation are presented as depicted by analyses of the First GARP Global Experiment during the First Special Observing Period. It is found that the monthly averages exhibit peaks in the stationary wave energy at 30 degrees N and in the tropics, while global decompositions of the streamfunction and velocity potential in spherical harmonics are truncated at the fourth degree. The kinetic energy distribution of the associated wind field displays peaks in the tropics and northern mid-latitudes in January, but only a tropical peak in February. These analyses support the Eliassen-Palm relationship for latitudinal momentum and geopotential wave transport, particularly in the mid-latitudes. However, in the deep tropics, latitudinal convergence of the fully resolved stationary wave momentum transport accompanies latitudinal convergence of stationary wave geopotential flux in westerly flow.

The global scale mass and wind fields observed during FGGE special observing period (SOP) are studied, with attention given to the time variation and vertical structure of the ultralong waves. A spherical harmonic representation is developed for the global fields. The tropical circulation is found to imprint more amplitude on the lower-order components than the midlatitude circulation does. High amplitude oscillations are determined to be present in the divergent fields on all time scales, i.e., diurnal to monthly. The global scale wind was found to change on scales approaching a week. Good agreement with teleconnection predictions was demonstrated for the cross-equatorial divergent and zonal rotational flow changes. The global scale was concluded to resemble force modes of linear tidal theory, with important contributions from longitudinal heating gradients.

The sensitivity of a Goddard Laboratory for Atmospheric Sciences global objective analysis cycle to the addition of FGGE level II-b data is assessed. The GOAS system comprises a predictive continuity provided by a model first-guess forecast integrated from a previous forecast and updated by data gathered in the interim. FGGE data originated in the Jan.-Mar. 1979 period and were acquired by rawinsondes, pilot balloons, surface stations, satellites, ships, and drifting buoys deployed during SOP-1. Focussing on 2-5 and 8-day forecasts, comparisons were made of the 6 hr forecast error at the 300 mb height in three experiments using all, no-satellite (NOSAT), and without rawinsondes or pilot balloons modes. Larger errors occurred in the case of NOSAT, while significant corrections to the GOAS predictions were noted using all the FGGE data. It was concluded that all forecasts were improved by inclusion of full FGGE data sets, including forecasting beyond one week.

Data assimilation experiments were performed to test the influence of different elements of the satellite observing systems. Results from some of the experiments are presented. These findings show that the FGGE satellite systems are able to infer the three-dimensional motion field and improve the representation of the large-scale state of the atmosphere. Preliminary results of the forecast impact of the FGGE data sets are also presented.
