After the end of the cold war a new wave of expectations has come to the forefront. Accordingly, many substantial concepts and institutions are, and will be, changing. Within the margins of the global line of action, some concepts deserve a re-evaluation since they have become the determining facts of our political/international system. We have had these concepts for more than centuries, and we will continue to have them in the future. What makes them important is the changing role/meaning of these 'old,' or known, concepts/values. Of all discussed concepts and institutions, some of them, such as nation states, are now part of the ongoing discussions. However, considering the various sides of these ongoing discussions, one should note that the main discussion around the concept of identity - identification theory - constitutes a large portion of this disputation. This article discusses why it is the case. It points out that ethnic identity formation brings out its social and political outcomes due to the nature of the process, social and political environment and actors. Hence, in each different case it plays a different role.

This article examines a well-used informal institution in Turkish politics, the emanetçilik, which translates as 'proxy leadership'. The emanetçi/proxy is the person who represents a political actor banished from public life and deprived of political rights. In so doing, the article presents several findings to observe how certain informal dynamics affect actors' behavior in Turkish politics. To analyze the case in more detail, the article also studies how several significant facts such as the bureaucratic-authoritarian system affect the rise of such informal institutions. Once the actors' purposes and the general political structure are identified, the emanetçilik emerges as the best-fit category of accommodating informal institutions. After presenting the operational logic of proxy leadership, the article concludes with explaining how such an informal mechanism is binding in politics.

Bu çalışma Türkiye’nin nükleer enerji ilgili gündemini maddi ve maddi olmayan temeller üzerinden irdelemektedir. Her iki temel de Türkiye’nin uluslararası pozisyonunun bölgesel ve iç politika düzlemlerinde ele alınmasını gerektirmektedir. Çalışma, Türkiye’nin iç ve uluslararası düzeyde izlediği politikalardaki değişiklikleri nükleer enerji gibi hassas bir konu üzerinden izlemektedir. Buradaki amaç değişen politikaların ülkeyi nereye taşıdığının görülmek istenmesidir. Bir diğer deyişle, Türkiye’nin uluslararası hukuka saygılı bir nükleer ülke mi yoksa nükleer enerji ihtiyacını iç ve bölgesel anlamdaki liberal gündemiyle buluşturan bir ülke mi olacağı tartışması yazının temelini oluşturmaktadır. Metodolojik anlamda; temel problematik ‘normlar modeli’ üzerinden ele alınmaktadır. Bu bağlamda Türkiye’nin bölgesel politikalarının anatomisinin çıkarılması amacıyla komşu ülkelerle ilişkiye geçtiği “yeni kurumsal yaklaşım” ele alınmıştır. Bölge ülkeleriyle ilişkilerde Türkiye’nin nükleer enerjiye ve bölgedeki istikrara duyduğu ihtiyaç kimlik sorunundan bağımsız olarak maddi temeller üzerinden tartışılmıştır., The article studies the nuclear agenda of Turkey from two grounds: material and non-material. Both bases are discussed at length regarding Turkey’s position in international policy at regional position and domestic level. Turkey’s changing policy at home and abroad are analyzed over a sensitive issue, the nuclear, to grasp whether it would be annoying a nuclear gone state with negative aspirations or a state successful for combining its nuclear need with its liberal agenda in the region and at home. Methodologically, the issues are discussed over ‘the norms model’. In order to anatomize the Turkey’s changing role in the region the new institutional approaches of Turkey to neighboring countries are handled. Referring relations with her neighbors the materialistic grounds of the nuclear- rather than an identity matter- are explored especially addressing Turkey’s energy hunger and its need of stability in regional setting

Bu makale Soğuk Savaş sonrası dönemde uluslararası sistem üzerine belirli kuramsal önermeler ortaya koymayı amaçlamaktadır. İlk olarak, bu makalenin ikincil bir tezi olarak, Soğuk Savaş’ın sonar ermesinden beri tecrübe ettiklerimizin Westfalyan sistemin temel özellikleriyle çelişen yeni bir oluşuma işaret ettiği belirtilmektedir. İkinci olarak, bu makalenin temel tezi olarak, şu tartışma yapılmaktadır: 11 Eylül saldırılarından beri Westfalyan model ile onu hedef alan yeni akımlar arasındaki rekabet yeni bir evreye girmiştir. Makale 11 Eylül örnek olayı bağlamında Westfalyan model ve yenilikçi akımlar arasındaki çatışmayı kuramsal olarak ele almaktadır., This article aims to present several assumptions about world politics since the end of the Cold War. First, as the ancillary argument of this paper, what we have been experiencing since the end of the Cold War era is a sign of a newly emerging world system which bears contradictions with the Westphalian one. I explain the existence of the challenge to the Westphalian model by focusing on new developments that are inconsistent with the principles of this model. Second, as the basic argument of this paper, since September 11, the struggle between the Westphalian structure and newly emerging forces has entered a new phase. I take the cognitive process of the current world powers to analyze the struggle between the Westphalian structure and the challenging forces.

This thesis analyses the issue of sovereignty in the Arab Middle Eastern context with a special reference to three cases: Jordan, Kuwait and Iraq. The basic argument of this thesis is the inapplicability of Western sovereignty in the related cases. The thesis will discuss that Western sovereignty which was brought to the region has been limited by certain facts. Instead, what we have is a hybrid sovereignty model in which both modern and primordial patterns co-exist. The thesis will also trace the history of Western sovereignty in the region since the early periods of colonization and modernization, and will seek to answer such questions as how the failure of colonially brought Western sovereignty affects Arab politics in different levels.
