28. Improving the Teaching of Economics: Achievements and Aspirations.

Abstract

Achievements and possible future projects of the American Economic Association's Committee on Economic Education (CEE), whose goal is to improve teaching in college and university economics, are discussed. The Teacher Training Program (TTP) was established by the CEE in the 1970's to develop programs to train economic educators. To date the project has developed a resource manual and conducted workshops for graduate students and training programs for 25 institutions. The CEE has also successfully emphazised the promotion of research on economic education. For example, economic research has benefited enormously from the development of a standardized test, the Test of Understanding College Economics, originally sponsored by CEE in 1968. A third CEE achievement was the co-founding with the Joint Council on Economic Education of the Journal of Economic Education, which publishes research reports on teaching. The focus of new projects which the CEE is considering includes computer-assisted instruction, the use of radio in teaching economics, learning theory and research as a foundation for teaching economics, increasing the supply of women as economics teachers, and cooperation with schools of education. 29. What Is a Principles Course in Economics?

Abstract

Designed to improve undergraduate economics instruction, this paper outlines general learning theory and describes two innovative courses in elementary economics. The courses are based on the objectives that economic learning should be generally applicable to different problems which a student will face in the future and that economics concepts be simple and important enough for a student to remember and use independently. Consequently, the contents of most introductory economics courses need to be condensed to contain essential information for a student to know and retain after the course ends. Twenty major economic concepts that are essential for an introductory economics course are listed in order to help teachers reduce content load. Two courses based on these criteria and objectives are described. The second course has been taught recently and incorporates the innovative techniques of programmed instruction, case studies, and macrocomputer simulation games. Student retention of the concepts after completing the course is positive for both courses. (Author/DE)

Abstract

The article focuses on the role of monetary policy in economic stabilization in the U.S. during the 1950s and the politics of monetary policy making. The author describes the interrelations between monetary, fiscal and debt policy and how they all contribute to economic stability. He advocates a cooperative working arrangement between the Federal Reserve and the Treasury, as they balance monetary policy and the public debt. Instead of trying to separate monetary and debt policy, he feels they need to be used together, strategically, to ensure continued economic growth.

Abstract

The article analyzes the impending threat of inflation in the U.S. during the 1960's. Despite the country's good economic record during the 1960's, businessmen, statesmen, and economists still question whether inflationary pressures are building up again in the country. The author believes that they are, for two main reasons. Elaborating on these reasons, the author explains that the U.S. may face a difficult problem over the period ahead, as both the expending private economy and the federal tax cut move total spending up, with the resulting likelihood of at least some drop in unemployment and renewed inflationary pressure — barring restrictive monetary policy which offsets the expansionary forces. The author then takes a look at the role of moderate inflation in business cycle upswings and probes whether there is a direct connection between moderate inflation and the rate of economic growth.

Abstract

The article discusses inflation and economic policy in the United States. According to economic theory and historical observation, moderate inflation over the past two decades did not have a significant effect on capital accumulation. Mild inflation in the early 1950s had little impact on production or total real output. In order to prevent creeping inflation in the U.S. from becoming hyperinflation, the money supply should be limited via federal monetary and fiscal policies. This anti-inflationary measure will need public support because it could result in temporary unemployment, a mild recession, or loss of purchasing power. Topics include data showing the change in national income from 1939 to 1956, a shift in wealth, and references to Sumner H. Slichter and Peter l. Bernstein.

Abstract

The article examines a correlation between monetary policy and business cycles in the United States, in light of a reversal of the country's dependence on fiscal policy. Congressional investigations by Senator Paul Douglas and by Representative Wright Patman led to the economic stabilization policy against inflation and recession. The investigation hearings found: fiscal and monetary policy together might control economic instability; quantity of money affects business cycles; monetary theory should have been used since 1946; the effectiveness of monetary policy on total consumer spending, government security prices, and yields was not determined; and the Federal Reserve has the power to stop inflation, but risks deflation and mass unemployment.
