In line with the progression of time, business licensing has also become a focus of the Central Government, especially with the opening of extensive investment opportunities through the enactment of Law Number 11 of 2020 concerning Job Creation, or the Omnibus Law. The Job Creation Law has led to adjustments in several laws, one of which is in the realm of licensing in Indonesia. One of the changes in licensing is the establishment of Government Regulation Number 5 of 2021 concerning the Implementation of Risk-Based Business Licensing, referred to as the Business Licensing Regulation. This study aims to analyze how the implementation of risk-based business licensing policies is carried out by examining Regional Regulation No. 10 of 2021 of the City of Bandung on the Implementation of Business Licensing. The results indicate that the implementation of the OSS RBA-based business licensing policy for MSMEs in Bandung City is maximized in accordance with the theories of Edward and Van Metter Van Horn. The implementation results also align with Regional Regulation No. 10 of 2021 of Bandung City. Each indicator shows results with each implementation of Regional Regulation No. 10 of 2021 carried out by the DPMPTSP of Bandung City. The implementation is in accordance with Regional Regulation No. 10 of 2021 of Bandung City and also aligns with the theories of Edward and Van Metter Van Horn. [ABSTRACT FROM AUTHOR]

Various reports state that investment in the ASEAN region has a good future, especially investment in the agricultural sector in general. One of the important instruments in investment is the permits obtained, which are widely reported to influence good governance and the level of public trust in licensing actors. The research aims to reveal the effects of implementing easy permits, and public trust in good governance, by taking cases as the latest research in agricultural-based areas. The research uses a quantitative paradigm, taking cases in Southeast Sulawesi Province, Indonesia. The sample size of 100 people was determined purposively. An important finding that is a scientific contribution is the proof that ease of business licensing can create public trust, and good governance, as well as the public trust that is formed can improve good governance, especially in areas that generally operate in the agricultural sector. The practical consequence is that every government, to absorb investment activities in the future, must strengthen good governance created through ease of doing business and creating public trust. Since 2012, twenty-four states have legalized adult-use recreational cannabis. To varying degrees, state laws allow for the production, distribution, retail sale, and on-site consumption of cannabis in licensed businesses. Accompanying cannabis, some legalization has acknowledged that black and brown communities were disproportionately impacted by the war on drugs. To address this, social equity provisions have been a component of their public policies related to cannabis legalization. These provisions include measures to expunge cannabis-related criminal records and create social equity set-asides for cannabis business licenses. This paper's research question asks if, under its current structure and implementation, recreational cannabis laws achieve social equity goals. The methods for the analysis apply content analysis to public policy documents and quantify recreational cannabis licensing outcomes. These methods were applied to a comparative analysis of social equity provisions in state and local cannabis laws applicable to large U.S. cities (2020 population > 600,000). This analysis focuses on the characteristics of set-asides for social equity licenses to sell recreational cannabis. The analysis examines the scope of social equity policies, their administration and implementation, and the characteristics of licensees. The findings from the analysis are used to identify a model policy framework and generate recommendations to strengthen social equity outcomes in recreational cannabis licensing. This study aims to determine the level of community satisfaction in business licensing services through the OSS RBA system at the One-Stop Integrated Investment and Licensing Service (DPMPTSP) in Bengkulu City. This study used a quantitative research with descriptive survey methods and data analysis techniques using community satisfaction index analysis techniques based on the Regulation of the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia Number 14 of 2017. Data collection was carried out using questionnaires, observation, and documentation. The study population comprised 76 registered service users. The sampling technique used was saturated sampling. Based on the results of the research, community satisfaction in business licensing services through the OSS RBA system at the One-Stop Integrated Investment and Licensing Service (DPMPTSP) of Bengkulu City has been going very well where the results were concluded as follows: (1) Requirements had an interval value of 4.42 was considered very good category; (2) Systems, mechanisms, and procedures with an interval value of 4.47 as very satisfactory; (3) Completion time with an interval value of 4.38 as satisfactory; (4) Costs/tariffs with an interval value of 4.85 as satisfactory; (5) Product specifications and type of service with an interval value of 4.40 as satisfactory; (6) Executor competency with an interval value of 4.27 as satisfactory; (7) Executor’s behavior with an interval value of 4.57 as satisfactory; (8) Handling of complaints, suggestions and feedback with an interval value of 4.44 as satisfactory; (9) Facilities and infrastructure with an interval value of 4.36 as satisfactory, with an “A” value and the performance of the service unit as extremely satisfcatory. This study aims to carry out an assessment using a smart governance framework and recommendation capabilities from the Enterprise System (ES). As a result, the recommendations for improvement with the expected priority are generated. The stages of this research are observing the process of making bio-business permits, followed by interviews related to several Enterprise Architecture (EA) capabilities, and providing recommendations based on the results of the maturity level of IT governance. These recommendations are then mapped into an impact—effort matrix for program prioritization. The recommendations for bio-business licenses can also be used to improve the process for other business licenses. Business Licensing for the Capture Fisheries Sub-sector is a capture fisheries business license policy for business actors that are carried out electronically. The purpose of this study was to analyze critical success factors (CSFs) for the implementation of capture fisheries business licensing at the Ministry of Maritime Affairs and Fisheries. This research is quantitative with the data collection method using a questionnaire. Respondents are executors of business licensing for capture fisheries at the KKP. Data analysis used Structural Equation Modeling (SEM) with SmartPLS 4.0 tools. The research results obtained stated that the implementation of the policy was influenced by the variable’s quick, clear, and two-way communication and the correct location of implementation. On the other hand, four other variables, including sufficient and effective use of budget, correct organizational structure, involvement of people, and adequate equipment and appropriate technology, are concluded to not affect on the performance of implementing business licensing in the capture fisheries sub-sector.

One of the factors for the lack of entrepreneurs is poor entrepreneurship skills. Most only learn marketing by self-taught, so many novice entrepreneurs fail and stop in the middle of the road. Based on initial observations of common phenomena in society, there are obstacles faced, including the inability to make product packaging that can increase the attractiveness of potential consumers. On the other hand, they also do not know how to develop a business to obtain a business license from the relevant agency. This service aims to develop innovative product design capabilities that are effective for businesses run by young entrepreneurs around IAIN Ponorogo and to train skills in business licensing for young entrepreneurs around IAIN Ponorogo. The method in this service uses the ABCD method, using data collection techniques in the form of observation, interviews, and documentation. This service found that the community was helped by implementing product design training and assistance for PIRT permits.

The nationwide survey on local economic development and competitiveness index shows the local government unit’s competence in three major dimensions namely; economic dynamism, government efficiency, and infrastructure. It focuses on 30 pre-identified indicators of economic development and competitiveness from the National Competitiveness Council (NCC) reflecting the local government unit’s (LGUs) financial growth and stability, and examines the potential reinforcing factors as well as the hindering factors on business licensing competitiveness. The survey was conducted in Mindanao to gather secondary sources of data from various local government offices, private sectors and regional agencies. The findings revealed that the quality of performance in terms of economic dynamism, efficiency and infrastructure is highly relevant but not excellent. The progressive LGUs have shown responsiveness on efficiency in terms of government policy on service, client demands, consistent with the national policies to improve support on the government economic programs, however, it failed to have an excellent rating. Thus, there are still more lacking areas in promoting tourism support, business and industry promotion, and transparency on entrepreneurship. The scope of economic development and competitiveness provided opportunities on the plurality of factors to describe increase accountability among key local authorities on systematic recording and archiving of financial data.

The ethics research community has all but ignored issues of oversight ethics--the vices and virtues of overseers. This study develops a conceptual framework for exploring the ethics of oversight and provides insights into the design of codes of ethics for oversight institutions and for overseers. Analysis of business licensing in Israel reveals prospective and retrospective oversight ethics problems at the levels of national and local policy and implementation: Overseers failed to act on knowledge of breaches of business licensing stipulations and took action known to be slow and ineffective; policymakers neglected their duty to enact significant policy change in an over-sight system that was clearly not working. Partially as a result of these oversight failures, over one third of Israeli businesses are unlicensed, 23 people were killed in the collapse of an unlicensed banquet hall, 2 major fires erupted in the same shopping mall, and a fire in a fertilizer warehouse very nearly became a mega-disaster. This publication provides a collection of case studies documenting successful licensing reforms in five jurisdictions. These case studies complement previous publications of the World Bank Group in the areas of business registration, licensing, and inspections, such as the 2006 publication “Business Licensing Reform: A Toolkit for Development Practitioners” and the 2009 publication “Licensing Case Studies for the Tourism Sector.” The 2006 publication provided both an overview of the phases and approaches as well as specific examples of licensing reform. This collection of case studies discusses additional examples of such reforms by exploring policies, institutions, and procedures as well as innovative approaches to licensing reform to inform development practitioners and governments on practices and solutions in this critical regulatory area.

Die Bekämpfung der chronischen Schwächen Griechenlands bei Investitionen und Ausfuhren ist essenziell für die Überwindung der schweren Wirtschaftskrise. Um hier Erfolge zu erzielen, sind die Strukturreformen in den Bereichen Gewerbezulassungen und Unternehmensgründungen, Wettbewerb, Berufszugang, Liegenschaftsverwaltung und Außenhandel von essentieller Bedeutung. Beginnend mit den Herausforderungen zu Beginn der Krise werden Reformverlauf und Erfolge untersucht. Es zeigt sich, dass seit 2010 in allen Bereichen deutliche Fortschritte erzielt wurden. Einige Reformen sind jedoch nur unvollständig oder mit starker zeitlicher Verzögerung umgesetzt worden. Im zweiten Schritt werden Vorschläge entwickelt, mit denen die noch immer vorhandenen Investitions- und Exporthemmnisse weiter abgebaut werden können. While Greece's poor record on investment and exports predates the crisis, the deep economic recession has made addressing long-standing weaknesses a priority. This paper takes a closer look at selected structural reforms that are critical for bolstering investments and exports in Greece. We investigate the areas of licensing, competition, professions, land use, and trade facilitation. In all areas significant progress has been made since 2010. However, many reforms are only partially implemented and with delays. Based on the challenges at, and progress since, the outset of the crisis, we chart the way forward in each of the five areas, discussing what needs to be done to improve the patchy reform record, thus unblocking investment and exports for Greece.

The objective of this paper is to synthesize the findings of six individual case studies (Bucaramanga, Colombia; Coimbatore, India; Kigali, Rwanda; Gaziantep, Turkey; Changsha, China; and Tangier, Morocco) by analyzing the similarities and dissimilarities among them and identifying common, cross-cutting themes. The intent is to highlight what institutions and strategies successful cities have relied on to spur economic development, under what conditions such success has occurred, and what lessons of this experience might be applicable to decision makers in other cities.

This paper studies the effects of voluntary accounting information disclosure through auditing on firm access to finance, exposure to corruption, and sales growth. Relying on a data set of more than 70,000 firms in 121 countries, the analysis finds that disclosure can be a double-edged sword. On the one hand, audited firms exhibit a slightly lower level of financial constraints than unaudited firms. On the other hand, audited firms face a significantly higher level of corruption obstacles. The net effects of voluntary information disclosure on firm growth are negative, which can largely be explained by the fact that most of the countries in the sample are developing countries where institutions are weak. The beneficial effect of disclosure increases as a country’s property rights protection improves. The qualitative results are robust to considerations of the endogeneity of auditing and to alternative measures of corruption and financial constraints. The findings reveal the dark side of voluntary information disclosure: exposing firms to government expropriation where institutions are weak.

Summary: While Greece’s poor record on investment and exports predates the crisis, the deep economic recession has made addressing long-standing weaknesses a priority. This paper takes a closer look at selected structural reforms that are critical for bolstering investments and exports in Greece. We investigate the areas of licensing, competition, professions, land use, and trade facilitation. In all areas significant progress has been made since 2010. However, many reforms are only partially implemented and with delays. Based on the challenges at, and progress since, the outset of the crisis, we chart the way forward in each of the five areas, discussing what needs to be done to improve the patchy reform record, thus unblocking investment and exports for Greece. Regulatory reform has emerged as an important policy area in developing countries. For reforms to be beneficial, regulatory regimes need to be transparent, coherent, and comprehensive. They must establish appropriate institutional frameworks and liberalized business regulations; enforce competition policy and law; and open external and internal markets to trade and investment. This report analyses the institutional set-up and use of regulatory policy instruments in Rwanda. It is one of five reports prepared on countries in East and Southern Africa (the others are on Kenya, Uganda, Tanzania and Zambia), and represents an attempt to apply assessment tools and the framework developed by the Organization for Economic Cooperation and Development (OECD) in its work on regulatory capacity and performance to developing countries.
