Abstract

The major driver of a country's ability to achieve social progress and a sustainable economy is industrialization. Considering that entrepreneurship is essential for launching new businesses that animate and revive the economy. Notably, in Bangladesh, the role of Bangladesh Small and Cottage Industry Corporation (BSCIC) is the main catalyst for developing sustainable entrepreneurship. However, there is criticism that the standpoints of small and medium-sized businesses of the BSCIC entrepreneurs are under the assistance of the Government. Therefore, it is essential to see the impacts of other factors on the performance of the BSCIC Entrepreneurs. Therefore, this study aims to explore the impacts of four factors, i.e., Competitive edge with large-scale industry, financial technical support, Marketing initiatives, and Government initiatives, on the performance of BSCIC Entrepreneurs. This study collected 65 sample data based on a questionnaire survey and the data was analyzed based on structural equation modeling. The result shows that marketing initiatives have a positive impact, but a competitive edge with large-scale industry as well as government support has negative impacts. Whereas the financial support does not show any impact on entrepreneurs’ performance. This study will help the entrepreneurs and policymakers improve the entrepreneurial development in Bangladesh. Abstract

Bangladesh Small and Cottage Industries Corporation (BSCIC) provided lots of pro-poor services to Bangladesh amid COVID-19 pandemic. Based on such a backdrop, this paper has tried to address the following objectives: i) To assess the impact of COVID-19 on global economy with special reference to Bangladesh; ii) To describe the remedial measures and incentive package undertaken by Bangladesh Government to overcome the COVID pandemic; ii) To have a brief overview of the status of cottage industries with special focus to BSCIC's role; iv) To identify and analyze COVID responses by the BSCIC during COVID-19 pandemic in Bangladesh. The findings revealed that devastating loss occurred in the major sectors of the economy in USA, China, and Bangladesh. It was observed that BSCIC and some of its industrial units amid COVID pandemic provided various pro-poor services and pragmatic initiatives to help its clienteles, and the Bangladesh society. During the COVID pandemic, the services rendered by BSCIC included producing and distributing of different health hygiene and protective gears i.e., PPEs, surgical face masks, sanitizers and disinfectants and dry food items; allowing delay for the borrowers to repay loans for 3 months and facilitating easy loans for the salt growers under BSCIC at Cox's Bazar; providing an incentive package for the cottage, small, micro, and medium industries in Bangladesh. Abstract

This study assesses the impact of the COVID-19 pandemic on micro, small, and medium-sized enterprises (MSMEs) and the role of Fintech, in particular mobile financial services (MFS), in their recovery from COVID-induced losses. The study uses data from a survey of 216 MSMEs from Bangladesh Small and Cottage Industries Corporation (BSCIC) industrial estates in Bangladesh during January to March 2021. Our results suggest that firms have been recovering gradually after the withdrawal from lockdown in June 2020. So far, 80% of production of the firms compared to pre-COVID levels had recovered by the end of December 2020. We use instrumental variable regression to assess the impact of the use of MFS on firms' production, sales, and profit for three periods: lockdown (March-May 2020), limited lockdown (June-September 2020) and the reopening period (October-December 2020). We find a significant and positive impact from the use of MFS on the production, sales, and profit of firms during this pandemic. The results indicate that the use of digital finance facilitates firms' production through ensuring a stable supply of raw materials and sales that have prompted them to recover faster. However, the concern is that only about 31% of our sample firms use MFS for their businesses and an even lower proportion of firms are accustomed to using an online platform. Therefore, more incentives and supportive policies are needed to motivate MSMEs to use digital finance and online platforms to stay active in operations, particularly during the pandemic.

4. State-owned enterprises and cluster-based industrialization: Evidence from Bangladesh

Abstract

This paper assesses the role of the Bangladesh Small and Cottage Industries Corporation (BSCIC) in the cluster-based development of SMEs over time using firm-level survey data, as well as critically examining the institutional impact on the industrialization process in Bangladesh. The role of BSCIC estates in industrialization is assessed mainly through several factors: (i) industrial output; (ii) employment; (iii) technological acquisition; and (iv) contribution to the tertiary economy. Analysis suggests that BSCIC contributes to 12.4% of total SME manufacturing firms, 21% of total SME employment, and 18.7% of total manufacturing production indicating relatively better performance of BSCIC estates/clusters. The results show that despite being associated with negative practices such as bureaucratic inefficiencies and corruption in estate management, the role of BSCIC as a state-owned enterprise (SOE) in promoting industrialization is largely positive. New entry and specialization are observed, though the rate is very low. On the other hand, estates established in the most recent phases of development have accumulated a more technology-intense production process leading to higher labor productivity. This paper highlights the necessity of reform in BSCIC's estate management in order to better utilize plots as well as to bring efficiencies in their activities to achieve the intended objective of industrialization.
