Through combining a diversity perspective and intersectionality approach, this paper contributes to the conceptualization of inclusive leadership for addressing diversity in schools. Drawing on literature from business and management studies as well as that of educational management and leadership, the paper first theorizes inclusive school leadership and outlines the tenets of inclusive school leaders. It then highlights some of the challenges facing school leaders as they strive to build inclusive schools and practices. The paper then identifies and illustrates the traits, profiles and competencies of inclusive school leaders and explicates a number of promising approaches to leading inclusive schools. It also outlines an agenda to underpin the development of inclusive leadership capabilities and how leaders might nurture positive school cultures which not only respect but celebrate diversity and inclusion. The paper concludes by discussing strategies inclusive school leaders can use to meet the challenges accompanying disruptive times and beyond.

Purpose: This paper aims to explore developments over the past 25 years in the knowledge base on instruction-oriented middle leadership in schools. The authors document the trends in the literature since middle leadership began to attract scholarly interest in the late 1990s and explore the shifting structural and content patterns in the knowledge base. Design/methodology/approach: The authors use a topographic methodology to analyse both structural elements and major results drawing from 147 peer-reviewed journal articles. Findings: The authors draw on the review's outcomes to propose a model that frames a core set of middle leaders' instructional leadership practices. They also identify the personal, departmental, organizational and external influences shaping middle leadership practices and identify a lack of research conducted outside Anglo-American societies. This gap in the literature suggests the need for the increased study of middle leadership in different national settings and systems and how these influence the practice and enactment of middle leaders around instruction. There is also a need to employ a greater range of methodologies to understand middle leaders' instructional roles. Research limitations/implications The paper lays a foundation for the future development of middle leadership for instruction and highlights signposts to guide future inquiry. Originality/value: The paper contributes to the middle leader knowledge base by focussing on their enactment of instructional leadership.

Limited but increasing research has noted that middle leaders (MLs) play a crucial role in structuring a supportive working environment to help entrepreneurial teachers transform educational innovation into practice. This study aims to increase understanding of the extent to which MLs with different levels of experience influence teacher entrepreneurial behaviour (TEB). The study employs the three dimensions of the 'person-environment fit model,' namely, person-organisation fit, person-group fit, and person-job fit, as a theoretical lens to examine the relationships among MLs, working environment, and TEB. Findings revealed that the more years of experience MLs have in post, the more influence they have in promoting TEB; however, they have limited influence over shaping the working environment, especially the person-organisation environment. Furthermore, the mediating effect of the person-environment fit model was complex because teacher entrepreneurial behaviour was perceived to be a result of the synergy between the person-group and person-job environment. The findings advance knowledge about middle-leadership and teacher-entrepreneurial behaviour across the three dimensions of the person-environment fit model. They also highlight the importance of MLs' leading experience for TEB and further enrich the understanding of how MLs struggle to support TEB in a hierarchical working environment.

The quasi-market condition of education intensified the need to seek ongoing school improvements, manage uncertainty, and innovate school-wide pedagogy and curricula. Sequentially, interest in teachers' entrepreneurial behavior (TEB) has grown rapidly in recent years, which established the importance of entrepreneurial behavior as an effective response to the changing, uncertain, and increasing demanding context in the education system. However, the notion of TEB has not been clearly conceptualized or operationalized. This study attempted to offer a clear definition of TEB and identify its conceptual components. We first offered a semi-systematic literature review of entrepreneurial behavior, and then conducted a multiple-site case study at three schools in Hong Kong. We identified three competency components and three attribute components of TEB, from which we established a conceptual definition of TEB. This clarification of TEB and its components enabled the linkage to prior literature and future research.

The current study explores teacher leaders' emotions and its relationship with teacher professionalism and collegial trust in the Chinese context. A sample of 477 teacher leaders in China responded to three measures, namely, teacher leader emotions, teacher professionalism and trust in colleagues. To analyse the data, confirmatory factor analysis and structural equation modelling were utilised. The results confirmed three hypotheses on the relationships between three constructs. Specifically, positive emotions (e.g., pride and love) from teacher leaders positively and significantly affected their trust in colleagues. Moreover, enjoyment positively affected, and fatigue and anxiety negatively affected, teacher professionalism. The structural model showed that enjoyment, anxiety, and fatigue of teacher leaders directly affected teacher professionalism but pride and love indirectly affected teacher professionalism mediated by their trust in colleagues. It is also interesting to note that pride negatively affected teacher professionalism through collegial trust. Implications and future directions are proposed in the form of theory and practice.

Purpose: This study aims to understand of the role that teacher entrepreneurial behavior plays in developing teacher professional capital. The extant concepts around school leadership mostly encompass the transformative and instructional roles of school leaders in managing, mobilizing and supporting teachers for student achievement. However, school leadership has not focused strongly on promoting innovation and risk-taking for schools in a knowledge economy. As a timely promising response to the increasingly demanding and competitive school context, teacher entrepreneurial behaviour (TEB), which emphasizes teachers' willingness to take risks and be daring, has started to gain recognition in the school leadership literature, yet a nuanced understanding of TEB's potential impacts on schools is lacking. Design/methodology/approach: Based on a combined consideration of institutionalized recognition and expert judgement, this study identified three innovative entrepreneurial teachers/teacher groups that had won the most competitive teaching award in Hong Kong. Employing a multiple-site case study design, this study conducted semi-structured interviews with 23 informants and collected supplementary school documents and records. Findings: This study found that TEB enables the implementation of innovation and promotes cross-subject alignment. It cultivates trusting and coherent relationships among teachers. Teachers with TEB scaled up innovation among other teachers. Furthermore, entrepreneurial teachers enhance school attractiveness by creating competitive advantages. Originality/value: This analysis showed that TEB enables formal and informal school leaders to bring forth critical school outcomes. This study elaborates how TEB enhances teachers' professional capital through building trusting and coherent relationships. It also adds to the research on school innovation by demonstrating that TEB fosters teachers' capacity for bottom-up innovation in the community.

Purpose: The purpose of this paper is to analyze the influence of teacher leadership on the enactment of educational reforms in southeastern China. It considers how the work of middle and teacher leaders in schools is structured to support reform enactment at the school level. Design/methodology/approach: The research was conducted in three case study sites in one school district in Shenzhen, China. Low, moderate and high academic achieving schools which had engaged teacher leaders in instructional reforms were selected. A combined total of 34 senior, middle and teacher leaders participated in semi-structured interviews, which were analyzed through a comparative coding process. Findings: Across the three schools, teacher leaders without positional authority strongly influenced the instructional reforms. Their influence was strongest when bolstered by a combination of formal recognition systems, opportunities to lead projects that were directly related to the reform efforts, and mentorship systems that skilled novice teachers in reform-related skills and experienced teachers in leading reform enactment. Mechanisms and structures embedded in schools, when coherently focused on selected reforms, supported the efficacy of teachers without formal authority. And, middle leaders' impact was enhanced when working collaboratively with formal and teacher leaders. Originality/value: This research yields insight on teacher leaders' influence of reform. It considers how the work of middle and teacher leaders can be structured as a collective that impacts on reform enactment at the school level. And, it illuminates teacher leadership in a Chinese context other than the scrutinized Shanghai school system.

This study builds on research which contends that just as effective principals must lead across a broad purview of responsibilities in order to build successful schools, so too must middle leaders. Decentralisation of school management has resulted in an expansion of school principals' responsibilities, contributing to a further distribution of leadership responsibility to middle leaders. This conception of middle leadership requires a shift in understanding of the nature of middle leaders' work. There is vast potential for middle leaders to contribute to their schools beyond subject administration, yet the research base yields limited insight on such work and on how middle leaders can be supported to accomplish it. This research finds that middle leaders who expand their leadership responsibilities do so in contexts that utilise school mission, policy enactment and organisational design as platforms for enhanced middle leadership.

The promotion of teacher entrepreneurial behavior (TEB) is important for advancing educational change and innovation in schools. However, the principals' role in facilitating TEB has not been conceptualized in the context of educational leadership theory. This study investigates teachers' perceptions of principal leadership in cultivating TEB. Using a case study approach, we show how entrepreneurial teachers actualized innovative school-based curriculums in three successful schools. Several principal leadership practices were found to support the teachers when performing TEB. These results further underscore the use of connective pathways by principals for empowering entrepreneurial teachers. [ABSTRACT FROM AUTHOR]

This article draws on data from cases of high-performing and improving schools in Hong Kong. Semi-structured interviews were conducted with principals, middle leaders, and senior teachers to identify key policies and steps taken for their enactment, and to solicit interpretations of the policies. Principals were found to actively select, prioritize, and emphasize policies based on clearly articulated values. These values-led and contextually informed decisions formed the basis for redesigning the school organization and leadership structures, allocating resources, and aligning multiple initiatives to policies. School-based and mandated policies worked in synergy, and school principals responded rather than reacted to mandates.

This article analyzes how principals of high-performing secondary schools in England and Hong Kong establish structural arrangements aligned to their core values as educators. Such values-driven structures provide a platform by which principals create the conditions in which policy and reform can be managed and absorbed without compromising the core purpose and contextual priorities of these schools. The findings reveal how the participating school principals have carefully embedded and institutionalized these structures within the cultures of their organizations as part of a multilayered approach to leadership.

This article explores what leadership practices are associated with International Baccalaureate (IB) student achievement. Using a combined data set of Diploma Program (DP) exam scores and teachers' survey responses about school leadership from 29 schools in Southeast Asia, the article reports certain leadership practices (i.e., strategic resourcing, monitoring classroom teaching and curriculum, encouraging teacher learning and development) exercised in the sampled IB schools that are significantly associated with student academic outcomes. This article contributes to empirical literature on school leadership effects on student learning in international school settings, which is an underresearched inquiry in the field.

In this article, we examine the CBC/Radio-Canada series, "Canada: A People's History," for its use of empathy, specifically with regard to its portrayal of Aboriginal people. We call the empathy promoted in the series, emotive empathy, and compare it to the concept of historical empathy constructed by researchers in history education. The emotive empathy employed in this series, while adequate for public audiences, is not sufficient for history classrooms because it lacks a cognitive dimension. We discuss implications for using the series, and by extension, other instructional resources, to promote the development of historical empathy. (Contains 2 figures.)

Middle leaders in schools are increasingly recognised as playing pivotal roles in school improvement. Although some school systems provide formal professional development for middle leaders, many middle leaders express a preference for job-embedded learning. Yet, international research has documented difficulties in providing intensive support from principals which instead is often ad hoc. This study examines how middle leaders' professional learning can be supported through the development of appropriate organisational structures. It presents three principal-designed models distilled from qualitative data collected in 12 case study schools, inclusive of public, semi-private, and international schools in four East Asian societies. Each model contributed to the development of middle leadership capacity in areas relevant to the schools' improvement agendas. The models vary in degrees of formality, resource intensiveness, and processes for engaging and developing leadership. The findings contribute to the growing literature on middle leader development, and the role of school infrastructure in professional learning by suggesting how school-based leader development strategies can be framed in coherent and intentional models that take into account of the available infrastructure and potential professional interactions to provide systematic in situ support for middle leaders. Given the rapid growth in the number of students completing the International Baccalaureate (IB) Diploma Programme and the potential for students to be educated entirely through IB programmes, it is important to understand associations between programme participation and cognitive and non-cognitive learning attributes. Through a mixed methods study, this research considers evidence derived from Diploma Programme examinations, a newly designed and validated student questionnaire, and complementary case studies to examine plausible explanations for associations between IB programmes and learning attributes.

A recent review of research identified two Asian societies that represented "positive outliers" in the production of published knowledge on educational leadership and management: Hong Kong and Israel. These were the only Asian societies that had produced a critical mass of publications in this field in international journals over the past two decades. The current study examined the nature of the publication corpus from Hong Kong and Israel in an effort to understand factors that may have contributed to this capacity for high research productivity. The results suggested that different strategies may have accounted for research capacity development in these two societies. Directions are identified for future research.

The Learner Profile (LP) frames International Baccalaureate (IB) learning outcomes across the three programme levels and, as such, plays a key role in measuring the success of the rapidly growing number of IB schools in the Asia-Pacific Region. Our aim was to develop an instrument to measure the IBLP and validate the instrument through a series of psychometric procedures. Results showed solid construct validity and measurement reliability, alongside content validity from our Delphi studies and cross-validation with different samples. Given the growing number of IB schools in the Asia-Pacific, we believe that the development of the IBLP questionnaire (IBLPQ) contributes to the international research community and educators interested in exploring the relationship between student outcomes and the LP. Importantly, given the current absence of systematically designed and tested survey instruments to measure the LP, we expect the IBLPQ will become a key initial resource for a wide range of stakeholders.

This article aims to explain the role principals play in the variation in academic achievement between secondary schools in Hong Kong. The article draws on survey data from 179 key staff and 2,037 students from 42 schools. The study uses 2 analytical approaches. First, it employs classification and regression tree analysis (CART). This was used to sort out the most significant leadership practices associated with student achievement. Second, based on first-stage analysis, the study further explores the effects of leadership practices on academic achievement using hierarchical linear modelling (HLM). Results indicate that transparent and efficient communication structures as managed by principals explained approximately 12% of between-schools variation in academic achievement. Leadership practices related to quality assurance and accountability and resource management also contributed to explaining between-schools variation in academic achievement, yet they had negative effects on student achievement. Implications for research and practice are discussed.

This article illuminates major features of high-quality leadership programmes across different education systems. We do so by focusing on capturing commonalities and variations in high-quality pre-service programmes from five differing societies, all of which are high-performing education systems. To this end, we first delineate key profiles of each programme. Based on that, we discuss commonalities and variations in leadership programmes in terms of framework, content and operational features. Finally, we flesh out important implications for policy and practice. (Contains 5 notes and 1 table.)

Purpose: The purpose of this paper is to gain perspective on the extent to which the vision for knowledge production in East Asia set forth by Bajunid, Cheng, Hallinger, Walker, Dimmock and others almost 20 years ago has been fulfilled. The authors undertook an effort to map the terrain of knowledge production in educational leadership and management in East Asia since the year 2000. Their method of mapping this terrain involves the analysis of trends in publication of articles about and/or from East Asia in eight core educational leadership and management journals. Design/methodology/approach: The authors' methodology employed a descriptive, quantitative form of literature review. They identified a clearly delimited body of literature, comprised of all articles published about or from East Asia between 2000 and 2011 in eight core educational leadership and management journals. Then they employed a systematic search for information within that literature and analyzed trends across the studies. This allowed them to map the terrain of recent research on educational leadership and management within East Asia. Findings: The volume of knowledge production from East Asia between 2000 and 2011 consisted of less than 6 per cent of total output in the relevant journals. Although there was a discernible increase in the annual rate of publication over the course of the 12-year period, the authors treat the increase as relatively unimportant given the small volume. A substantial majority of the publications not only came from a few societies, but from a small number of universities. Citation analyses were highly consistent with all of the above trends, and reinforced a picture of limited impact. Research limitations/implications: The authors' study focused on a clearly delimited region, East Asia. Although they believe that the study may have implications for other regions of the developing world, they do not speculate on the extent of relevance. The authors intentionally limited their definition of the corpus of knowledge to a specific set of international refereed journals that are published in English. This ignores the potential contributions of conference papers, books, book chapters, research handbooks, domestic journals, and even other international journals in which educational leadership scholars publish. Originality/value: To the authors' knowledge, there have been no efforts undertaken to understand the nature of knowledge production in educational leadership and management in East Asia. When approaching this review in 2012, the authors were not under the illusion that the regional knowledge base would be either overly dense in terms of the concentration of studies within particular areas or broad in scope. However, future scholarship may be aided by this systematic assessment of the current knowledge base on educational leadership in the region. (Contains 15 notes and 4 figures.)

The past two decades have been a period of active education reform throughout much of the world, and East Asia is no exception. This paper synthesizes findings from a series of empirical studies of educational reform in Thailand where an ambitious educational reform law was adopted in 1999. The purpose is to identify lessons learned about educational leadership and change that may be applicable both in Thailand and other parts of East Asia. The studies reveal successful reorientation of the nation's educational system around a new vision and education goals. However, the vision of change has been much slower to penetrate the daily practice of Thailand's 35,000 principals and 400,000 teachers. The paper identifies factors that are impacting successful reform in Thailand and draws implications for leading educational reform and change in the East Asia region.

The literature suggests that peer assessment contributes to the development of student learning and promotes ownership of assessment processes. These claims emerge from research conducted primarily in Western contexts. This exploratory paper reports on the perspectives that a class of Hong Kong primary school students and their teachers have on their engagement with peer assessment. It draws on data collected through extensive interviews and classroom observations from a 2-year case study. The findings indicate that student perceptions about the usefulness of peer assessment follow from their perspectives on quality of peer feedback, peer language proficiency, and the novelty or repetitiveness of its processes. Teachers and students also viewed peer assessment as assuming a wider role in preparing for examinations and future secondary schooling. A key implication is that assessment practices are deeply cultural and, in test-dominated settings, peer assessment may have most potential when explicit links are drawn with preparation for summative assessment.
