Abstract: Clathrate hydrates, ice inclusion compounds, are of major importance for the Earth’s permafrost regions and may control the stability of gases in many astrophysical bodies such as the planets, comets and possibly interstellar grains. Their physical behavior may provide a trapping mechanism to modify the absolute and relative composition of icy bodies that could be the source of late-time injection of gaseous species in planetary atmospheres or hot cores. In this study, we provide and discuss laboratory-recorded infrared signatures of clathrate hydrates in the near to mid-infrared and the implications for space-based astrophysical tele-detection in order to constrain their possible presence.

Abstract: This paper describes the Polarimetric and Helioseismic Imager on the Solar Orbiter mission (SO/PHI), the first magnetograph and helioseismology instrument to observe the Sun from outside the Sun-Earth line. It is the key instrument meant to address the top-level science question: How does the solar dynamo work and drive connections between the Sun and the heliosphere? SO/PHI will also play an important role in answering the other top-level science questions of Solar Orbiter, as well as hosting the potential of a rich return in further science. SO/PHI measures the Zeeman effect and the Doppler shift in the FeI 617.3nm spectral line. To this end, the instrument carries out narrow-band imaging spectro-polarimetry using a tunable LiNbO_3 Fabry-Perot etalon, while the polarisation modulation is done with liquid crystal variable retarders (LCVRs). The line and the nearby continuum are sampled at six wavelength points and the data are recorded by a 2kx2k CMOS detector. To save valuable telemetry, the raw data are reduced on board, including being inverted under the assumption of a Milne-Eddington atmosphere, although simpler reduction methods are also available on board. SO/PHI is composed of two telescopes; one, the Full Disc Telescope (FDT), covers the full solar disc at all phases of the orbit, while the other, the High Resolution Telescope (HRT), can resolve structures as small as 200km on the Sun at closest perihelion. The high heat load generated through proximity to the Sun is greatly reduced by the multilayer-coated entrance windows to the two telescopes that allow less than 4% of the total sunlight to enter the instrument, most of it in a narrow wavelength band around the chosen spectral line., Comment: 36 pages, 41 figures

Abstract: The Polarized Instrument for Long-wavelength Observation of the Tenuous interstellar medium (PILOT) is a balloon-borne experiment aiming at measuring the polarized emission of thermal dust at a wavelength of 240 mm (1.2 THz). A first PILOT flight (flight#1) of the experiment took place from Timmins, Ontario, Canada, in September 2015 and a second flight (flight#2) took place from Alice Springs, Australia in april 2017. In this paper, we present the inflight performance of the instrument during these two flights. We concentrate on performances during flight#2, but allude to flight#1 performances if significantly different. We first present a short description of the instrument and the flights. We determine the time constants of our detectors combining inflight information from the signal decay following high energy particle impacts (glitches) and of our internal calibration source. We use these time constants to deconvolve the data timelines and analyse the optical quality of the instrument as measured on planets. We then analyse the structure and polarization of the instrumental background. We measure the detector response flat field and its time variations using the signal from the residual atmosphere and of our internal calibration source. Finally, we analyze the detector noise spectral and temporal properties. The in-flight performances are found to be satisfactory and globally in line with expectations from ground calibrations. We conclude by assessing the expected in-flight sensitivity of the instrument in light of the above in-flight performances.

Abstract: Future cosmology space missions will concentrate on measuring the polarization of the Cosmic Microwave Background, which potentially carries invaluable information about the earliest phases of the evolution of our universe. Such ambitious projects will ultimately be limited by the sensitivity of the instrument and by the accuracy at which polarized foreground emission from our own Galaxy can be subtracted out. We present the PILOT balloon project which will aim at characterizing one of these foreground sources, the polarization of the dust continuum emission in the diffuse interstellar medium. The PILOT experiment will also constitute a test-bed for using multiplexed bolometer arrays for polarization measurements. Abstract: The stall of an aircraft is one of the most dangerous phenomena in the aviation world, resulting in a sudden loss of lift because of boundary layer separation. This work aims to delay separation and to improve wing aerodynamic performances by introducing bumps and cavities on the upper surfaces of the wing. A numerical study on the effects of both cavities and bumps on flow structures and wing aerodynamics of NACA 0012 profile is conducted. The CFX code has been used to perform calculations of steady and uncompressible Reynolds Averaged Naviers-Stokes equations. The airfoil has been exposed to a free stream velocity of 5.616 m/s and chord based Reynolds number of 3.6 x 105 (chord length). A series of test on unmodified airfoil has been carried out for various turbulence models at angles of attack ranging from 0° to 15°. Then, the twoequation k-ω SST (Shear Stress Transport) has been retained for the further cases. Different configurations obtained through a modification of cavities and bumps shape, dimension, and position on the airfoil chord are investigated. Both the shapes considered are semi-spherical and semi-cylindrical, placed at two positions on the airfoil chord. The first location is in suction pick at X/C= 0.3 and the second one is at 0.7. Results show that the application of bumps delays the boundary layer separation and increase drag coefficient. A slight enhancement in lift and drag is observed at angle of attack of 15° for the cases where the cavities are placed at 0.7 m from the leading edge. In addition, calculations show that the stability of the vortex formed inside the cavities depends strongly on their shape and the cylindrical one has better performances. [ABSTRACT FROM AUTHOR]

Abstract: The history of air pollution goes back to the beginning date of the establishment of factories near the urban areas. However, air pollution did not receive much attention until a threshold level was reached with adverse consequences on the human life, animal and even nature. Air pollution has become a global concern, but even so, most developing nations are still producing huge pollution loads and the trends are expected to increase. The present paper attempts to provide an easy-to-follow depiction of the impact of polluting gases resulting from petroleum factories in urban areas. Methane is a powerful greenhouse gas. Despite its short life in the atmosphere, it has a strong influence on the climate. Abstract: The European Space Agency's Planck satellite, launched on 14 May 2009, is the third-generation space experiment in the field of cosmic microwave background (CMB) research. It will image the anisotropies of the CMB over the whole sky, with unprecedented sensitivity (${{\Delta T}\over T}$ ~ 2 × 10-6) and angular resolution (~5 arcmin). Planck will provide a major source of information relevant to many fundamental cosmological problems and will test current theories of the early evolution of the Universe and the origin of structure. It will also address a wide range of areas of astrophysical research related to the Milky Way as well as external galaxies and clusters of galaxies. The ability of Planck to measure polarization across a wide frequency range (30-350 GHz), with high precision and accuracy, and over the whole sky, will provide unique insight, not only into specific cosmological questions, but also into the properties of the interstellar medium. This paper is part of a series which describes the technical capabilities of the Planck scientific payload. It is based on the knowledge gathered during the on-ground calibration campaigns of the major subsystems, principally its telescope and its two scientific instruments, and of tests at fully integrated satellite level. It represents the best estimate before launch of the technical performance that the satellite and its payload will achieve in flight. In this paper, we summarise the main elements of the payload performance, which is described in detail in the accompanying papers. In addition, we describe the satellite performance elements which are most relevant for science, and provide an overview of the plans for scientific operations and data analysis.

Abstract: This paper presents a comprehensive computational work on hydrodynamic and thermal phenomena of flow separation around a confined circular cylinder by superimposed thermal buoyancy. For that purpose, let us consider a confined flow of Non-Newtonian power-law fluid around a heated square cylinder in a twodimensional vertical channel. The effects of thermal buoyancy and power-Law index on the flow separation and the average Nusselt number are studied for the conditions: (10 ≤ Re ≤ 40), (0.4 ≤ n ≤ 1.2), (0 ≤ Ri ≤ 0.8), Pr = 50 and blockage ratio β = 0.2. The Reynolds numbers of flow are chosen in low range such that the flow remains steady and separated without imposition of the thermal buoyancy. In the steady flow regime the results show that the augmentation of the power-law index in the absence of thermal buoyancy causes a separation to grow. The thermal buoyancy delays the separation in different power-law indexes gradually and at some critical value of the buoyancy parameter it completely disappears resulting a stuck flow around a cylinder. Moreover, the recirculation length and skin friction are calculated to support the above finding. The decrease in the power-Law index increases the heat transfer rate. The Nusselt numbers are computed to predict the heat transfer rates of power-law fluids under the superimposed thermal buoyancy condition. [ABSTRACT FROM AUTHOR]

Abstract: The objective of this empirical work was to contribute to define methodologic difficulties and possible uses of the economic evaluation carried out in order to help decision-making for torrent hazards preventive management. The cost-benefit analysis (CBA) has been the tool selected here and applied to a torrent watershed for various remedial measures against floods. We have pointed out the main sources of uncertainty impacting the CBA. They are a lot. As a consequence, at this stage, CBA should be considered as a decision-making tool, among the other one, and poorly reliable. A relevant use for it could be the comparative evaluation of some different protective devices. Somehow, it is important to show the results of any CBA clearly joined with the assumed hypothesis, the carried out simplifications, and the assessed uncertainties., Ce travail avait pour objectif de contribuer à cerner les difficultés méthodologiques et les usages envisageables de l'évaluation économique pour l'aide à la décision en matière de prévention des risques torrentiels. Il consistait à appliquer l'analyse coûts-bénéfices (ACB), outil retenu ici, à l'échelle d'un torrent pour différents dispositifs de protection contre les crues. Nous avons pu cerner les principales sources d'incertitude entachant l'ACB. Elles sont très nombreuses. En conséquence, à ce stade, l'ACB doit être considérée comme un outil d'aide à la décision parmi d'autres, d'une fiabilité toute relative. Un usage pertinent pourrait être l'évaluation comparative de différents dispositifs. Dans tous les cas, il importe dans la présentation des résultats de toute ACB de faire apparaître clairement les hypothèses adoptées, les simplifications effectuées, les incertitudes estimées.

Abstract: The decision-makers concerned with hazard mitigation need economic methods applied to decision-making for optimum countermeasures. Benefit-cost analysis (BCA) is one of the mechanisms used to compare several protection measures. It is based on the comparison, in monetary terms, between settlement costs and the benefit involved by the expected risk reduction. This paper describes a BCA application to protection works against mountain hazards. First, the general methodology is explained, and then a case study conducted upon the Manival torrent (Isère) is reported. This study aims at testing BCA practicability and shows the effective data availability required for costs and benefits assessment. Three protection scenarios are analysed : (1) without any protection, (2) with the actual device, (3) with an alternative device. Construction and maintenance costs are assessed from archives and quotations. Damages are estimated from a risk analysis, inquiries and extrapolation results from past events. Once the costs and benefits actualised, the devices are evaluated through different decision criteria. The example shows that BCA's most critical stage is benefit valuation : it includes a risk analysis, on which scientific and technical knowledge is still insufficient, and it needs a monetary damage valuation, which is very rough and conflicted. On one hand, valuation methods and data related to direct, indirect and nonquantifiable damages lack of reliability. On the other hand, human, psychological, social and political aspects are poorly considered in a BCA. Therefore, they should be considered differently., Les acteurs de la prévention des risques naturels manquent d'outils économiques d'aide à la décision pour rationaliser leurs choix. L'Analyse Coûts-Bénéfices (ACB) est l'une des méthodes permettant d'évaluer et de comparer plusieurs stratégies de protection. Elle consiste à comparer, en valeurs monétaires, le coût d'un dispositif de protection aux bénéfices qu'on prévoit d'en retirer en terme de dommages évités (destructions, pertes humaines, perturbations de l'activité économique, etc.) L'objet de ce rapport est d'appliquer l'ACB aux ouvrages de protection contre les risques naturels en montagne, d'abord en présentant la méthode générale, puis en étudiant le torrent du Manival, en Isère. Cette étude de cas permet de tester la faisabilité de l'ACB et montre dans quelle mesure les données disponibles permettent l'évaluation des coûts et bénéfices. Trois stratégies sont analysées : la stratégie sans aucun dispositif, la stratégie avec dispositif actuel, et une stratégie alternative. Les coûts de construction et d'entretien sont estimés à partir d'archives et de devis. Les dommages sont estimés à partir d'une analyse d'aléa, d'enquêtes et de données tirées d'autres événements. Après actualisation des coûts et bénéfices, les stratégies sont comparées selon plusieurs critères de décision. Cette étude confirme que la partie la plus délicate de l'ACB est l'évaluation des bénéfices. Elle comprend en effet une analyse du risque, qui se heurte souvent au manque de connaissances des phénomènes naturels en cause, et une estimation monétaire des dommages à la fois très approximative et controversée pour plusieurs raisons. D'une part, les méthodes d'évaluation et les statistiques existantes concernant les dommages directs, indirects et intangibles manquent de fiabilité. D'autre part, les aspects humains, psychologiques, politiques et socio-économiques rentrent difficilement dans le cadre d'une ACB et méritent donc d'être traités différemment.
