The present endeavor compellingly addresses the issue of the necessity and importance of IT support for the control and audit activities of the Romanian Court of Accounts (RCA), making reference to the institution's operations in the context of the digitization of central public administration and the implications for the conducted control/audit. Subsequently, we highlight the most significant strategic elements recently established regarding the digitization of the RCA' activities, as well as the potential advantages. The final part is dedicated to conclusions, the limitations of our research, and future research directions, focusing on addressing issues that have been inadequately addressed so far. The paper is intended for specialists in the field, audit professionals, the academic community, etc. In addressing the topic, we considered relevant literature, including our previous research, as well as bibliographic material provided by the RCA, indicated in the „References" section. Aquaculture is an economic sector that has rapidly grown in recent years, due to European programs and the support provided for this activity. Given this accelerated development and the attention this sector receives on an international level, this paper focuses on identifying the growth factors in the sector and highlighting certain general aspects of its development in Romania, followed by an analysis of the available data on the exploitation of fishing resources in Suceava County in terms of performance.

Nowadays, when the contribution of agriculture and agro-food industry to the GDP is a significant, in Romania’s case we appreciate that the economic aspects of this area also deserve a specific approach. The aim of this paper was to identify the incompatibility of the recognition and assessment criteria of agriculture production, biological assets and agriculture products imposed by the application of these standards in agro-food companies, and to analyze its effects concerning the financial position and performance of these entities. The paper takes into consideration the economic-financial harmonization process, which is now in full progress, both in the EU and other states, by applying the specific standards (IAS/IFRS) in the preparation of annual/interim financial reports. Finally, referring strictly to the case of Romania, after thorough research into the field in question, we suggest a presentation of the controversial assessment criteria provided by the IAS 41 standard, and also refer to the difficulties related to the implementation of this standard in the agro-food industry.

The main aim of this paper is to examine the non-linear relationship between financial performance and level of dividends for a recent period and an international sample. Subsidiary, we have included some firm characteristics to revisit their influence over the level of dividends paid. Using both GMM and Quantile Regression, we found that there is a non-linear relationship between the level of dividends paid and financial performance. Among the dividend theories, the signaling effect theory, the lifecycle theory, and the catering theory of dividends are supported through our results. [ABSTRACT FROM AUTHOR]

Our work highlights those normative and procedural changes aimed at preventing and combating tax evasion in the Romanian economic landscape. Referring to the most recent ones, we demonstrate that the legislator has sought (even if not achieved at the desired level) to create a business-friendly and fair environment, fostering the economic development of companies by protecting them against unfair competition from those who violate tax laws. This also encompasses the modernization of fiscal administration activities, primarily targeting increased revenue collection, among other goals. Our approaches focus on recent findings in combating tax evasion and fraud in Romania, closely associated with significant references to anti-evasion rules adopted within the context of ensuring Romania's long-term financial sustainability. In Romania, nearly 14,000 institutions and various state entities are subject to internal public audit. Among these, about 90% belong to local public administration. A recent report by the Romanian Ministry of Finance categorizes the auditable entities as follows: 21 ministries; 1,456 units subordinate to the ministries; 45 autonomous administrative authorities (including those with special reporting formats); 173 units subordinate to autonomous administrative authorities; 982 local administrative units and 5,713 entities subordinate to local administrative units. The legislation required internal public audit departments to carry out specific missions on the entity's activities at least once every three years; subsequently, a new amendment extends this period to four years. Our approach focuses not only on the findings of the internal public audit structures within the institutions and state-owned companies in Romania, reported on established objectives, but also on some legislative changes reflecting the updating and development of the regulatory framework to strengthen the internal public audit function. This paper addresses the most significant elements related to the direct enactment by the executive authority – following the most difficult moments of the financial crisis (2009-2010) – of some key measures in determining the economic recovery/growth. Special attention is given to the problem of growth strengthening and sustainable competitiveness of small and medium enterprises, as well as to the issue of stimulating the set up and development of micro enterprises by junior entrepreneurs. Considering things from the legal perspective, we also stop upon the legislative measures taken by the Government to support SME access to financial guarantees and credits. Obviously, in the context following the peak of the financial crisis, we took into consideration the regulation on stimulating the development of new jobs and the regime of state aids, as well. This latter issue includes, we believe, the most important references to State aid schemes on stimulating the investments with a major impact in the economy, the ‘de minimis’ aid for the investments made by small and medium-sized enterprises, and also to the issues arising from the implementation of a State aid scheme to support the investments which promote the regional development by creating jobs.

The aim of this paper is to explore the nexus between innovation and internationalization (the "self-selection hypothesis") in the behavior of business organizations operating in the ICT sector. The data was gathered from a survey of national and multinational companies in the Romanian ICT sector. The results show a significant positive influence between innovation and internationalization, although this relationship is more robust for multinational companies, due to the history and strategies of parent companies. This study aims to identify the factors that influence economic growth for 16 countries located in Central and Eastern Europe, from 1995–2019. To obtain the research results, panel data analysis was used, based on econometric models that test the influence of human capital, foreign capital, and domestic capital on economic growth. The analytical data were collected from international databases (i.e.,the World Bank, IMF, and OECD) for the countries included in the study, considering the analyzed period. The main results show that economic growth is not influenced by the inflows of foreign capital, but by domestic investment and trade openness. [ABSTRACT FROM AUTHOR]

Our review is focused on the complex issue of circularity in the Electrical and Electronic Equipment (EEE) sector in Romania, taking into account the European regulatory framework and those pressing factors justified by the growing concerns for maintaining a clean environment and protecting public health. Emphasizing the issue of Waste Electrical and Electronic Equipment (WEEE) and the imperative of their inclusion in the circular economy, we compellingly highlight the most significant aspects of this theme, at both the European Union and Romanian levels. Special attention is given to the analysis of norms, practices, and outcomes regarding the management of WEEE at the national level, simultaneously highlighting the main problems and difficulties faced by the addressed field. Clearly, in the conclusion of the paper, we also make a series of proposals for improving the situation. Striving for a comprehensive treatment of the issue, we believe that the work can be of great value to researchers, industry professionals, decisionmakers, legislators, as well as entrepreneurs who perceive the EEE/WEEE sector as one where profitable businesses can be conducted. The exercise of public audit in Romania is the responsibility of the Supreme Audit Institution (the Court of Accounts, which exercises external public audit) and the special internal audit structures found in central and local public authorities/entities. With the present paper we bring to the reader's attention some aspects derived from the orientation of the public audit activity on the IT-related activity carried out by these authorities/entities. The authors refer to the information from the activity reports of the internal audit structures at the level of central and local public authorities/entities, submitted to the Supreme Audit Institution, as well as to some of its own findings, resulting from the assessment of the managerial internal control systems (including internal audit) carried out in the framework of the audit actions carried out at public authorities/entities. The circular economy and medical waste management (MWM) are important for protecting the environment and human health. In the healthcare sector, the circular economy can be applied by reusing medical equipment, recycling materials from medical waste and adopting more sustainable practices such as reducing energy consumption and using more environmentally friendly materials. Clearly, reusing medical equipment reduces the amount of medical waste and can reduce costs. The authors intend through this paper to address MWM in Romania within a more sustainable circular system, attempting to identify the pros and cons, as well as the limitations, of a massive shift of MWM to circular economy principles.
