This article examines the impact of civic action on enhancing accountability and combating corruption in political financing, focusing on two civil society initiatives in Uruguay. The initiatives aimed to digitize and map information on funding received by political parties and politicians in the 2009 and 2014 elections, presenting their findings through interactive online platforms. The paper engages theoretically with the literature on the dimensions of accountability and contributes to understanding the challenges faced by civil society organizations in promoting political financing accountability even in full democracies, a topic largely understudied. Findings highlight concerns beyond electoral authorities’ well-known resource constraints in detecting illicit political donations and spending in Uruguay. The paper shows that transparency is not enough to reduce corruption. We argue that for political finance accountability to be effective, it must encompass bottom-up, horizontal, and diagonal dimensions. The analysis suggests the need for complementary measures, such as digital solutions for reporting and disclosing political finance information, along with active horizontal and bottom-up oversight mechanisms. The article draws on qualitative analysis based on documentary research and 19 interviews with activists, academics, journalists, developers of the initiatives, and public officials involved in political finance regulation. 5. Interseccionalidad y coaliciones de movimientos sociales: el caso de la nueva agenda de derechos en Uruguay

- Abstract
This article contributes to our understanding of how social movement coalitions with an intersectional political perspective function. It analyzes the development in Uruguay of a network of social movements that successfully promoted the so-called “new rights agenda” during the progressive government (2005-2020). This case is particularly interesting given its level of success in terms of legal changes and public policies and the role played by social movements in these changes. Considering the above, do Uruguayan social organizations in the new rights agenda form an integrated network of action? If so, what level of segmentation do these organizations assume based on their main issues? Through an analysis of networks, we show that these organizations operate within an integrated network, which is reinforced by the presence of specific entities that play a central intermediary role. However, the existence of organizational link segmentation is evident, indicating that while there is some capacity for interaction among different social movement industries, a thematic logic predominates when understanding interactions within the network. The network analysis presented is based on information collected in an original survey conducted with 49 organizations in Montevideo involved in the new rights agenda. Empirically, the article advances our knowledge of this unique case in the Latin American context through an innovative methodology for analyzing these phenomena. On a theoretical level, it addresses recent discussions in the literature concerning the impact of an intersectional perspective on the actions and outcomes of social movements and their capacity to create effective coalitions., Resumo: Este artigo contribui para conhecer sobre o funcionamento das coalizões de movimentos sociais com uma perspectiva política interseccional. Nele, analisa-se o desenvolvimento no Uruguai de uma rede de movimentos sociais que promoveu com sucesso a chamada “nova agenda de direitos” durante o governo progressista (2005-2020). Esse é um caso particularmente interessante devido ao nível de sucesso em termos de mudanças legais e de políticas públicas, e ao papel desempenhado pelos movimentos sociais nessas mudanças. Diante do exposto, as organizações sociais uruguaias na nova agenda de direitos formam uma rede integrada de ação? Em caso afirmativo, qual é o nível de segmentação assumido pelas organizações com base nas principais questões? Uma análise de rede mostra que essas organizações operam em uma rede integrada, fortalecida pela presença de certas entidades que desempenham um papel intermediário central. De qualquer forma, a existência de segmentação dos vínculos organizacionais é comprovada, o que mostra que, embora haja certa capacidade de interação entre os diferentes setores do movimento social, uma lógica temática prevalece quando se trata de entender as interações na rede. A análise de rede proposta baseia-se em informações coletadas em uma pesquisa original com 49 organizações de Montevidéu envolvidas na nova agenda de direitos. No nível empírico, este artigo permite avançar nosso conhecimento sobre esse caso peculiar no contexto latino-americano por meio de uma nova metodologia para a análise desses fenômenos. Em nível teórico, ele responde ao recente apelo da literatura sobre os efeitos da perspectiva interseccional na ação e nos efeitos dos movimentos sociais e sua capacidade de formar coalizões bem-sucedidas., Resumen: Este artículo contribuye al conocimiento sobre el funcionamiento de las coaliciones de movimientos sociales que cuentan con una perspectiva política interseccional. Para ello se analiza un caso latinoamericano: el desarrollo en Uruguay de una red de movimientos sociales que promovieron exitosamente la denominada “nueva agenda de derechos” durante el periodo de gobierno progresista (2005-2020). Se trata de un caso particularmente interesante por el nivel de éxito en términos de cambios legales y de políticas públicas, y por el papel que jugaron los movimientos sociales en estos cambios. A partir de lo anterior, ¿las organizaciones sociales uruguayas de la nueva agenda de derechos conforman una red integrada de acción? De ser así, ¿cuál es el nivel de segmentación que asumen las organizaciones a partir de los temas principales? A través de un análisis de redes se demuestra que estas organizaciones funcionan en una red integrada, fortalecida por la presencia de algunas de ellas que cumplen un rol central de intermediación. De todas formas, se prueba la existencia de una segmentación de los vínculos organizacionales, lo que muestra que, si bien existe cierta capacidad de interacción entre las diferentes industrias de movimientos sociales, prima una lógica temática a la hora de comprender las interacciones en la red. El análisis de redes propuesto se basa en información recolectada en una encuesta original, que se realizó a 49 organizaciones de Montevideo involucradas con la nueva agenda de derechos. A nivel empírico, el artículo permite avanzar en el conocimiento de este peculiar caso en el contexto latinoamericano, a través de una metodología novedosa para el análisis de estos fenómenos. A nivel teórico, responde al llamado reciente de la literatura respecto a los efectos que tiene la perspectiva interseccional en la acción y efectos de los movimientos sociales y su capacidad para formar coaliciones exitosas.

The study of public policies, initiated in academic institutions of the United States, has had considerable development in Latin America in recent years. This article is based on three hypotheses: a) the theoretical approaches elaborated in the North are highly influential both in teaching and research that are currently taking place in the region; b) this influence limits the ability to explain the particularities of these countries' public policies, and c) the influence of northern theoretical approaches on the research and teaching activities of Latin-American experts is greater among those who obtained their most advanced degree in the North. In order to support and test these hypotheses, firstly, we describe the evolution of the discipline in the United States and the region. Secondly, we present the main epistemological perspectives involved. Finally, we present and analyze the results of a survey answered by 168 public policy experts who work in institutions from eight Latin American countries. [ABSTRACT FROM AUTHOR]

El 2020 Xile es va trobar sumit en el debat institucional més important des del final de la dictadura: el plebiscit constitucional que va habilitar la convocatòria a eleccions per a una Convenció Constitucional.Este article es concentrarà en analitzar els debats i accions dels actors maputxe durant 2020 a relació a l'procés constituent xilè i, en particular, a la possibilitat d'institucionalitzar escons reservats per als pobles originaris per primera vegada en la història de país. Per a això, el treball s'articularà en dues seccions principals. A la primera secció estudiarem les conseqüències de la "revolta social" i les diferents posicions que es van suscitar en el moviment i població maputxe en relació a la finestra d'oportunitat institucional que va significar el debat constituyente.En la segona part, focalitzarem l'atenció en les regles de joc emanades des del Congrés, amb les quals han de complir els candidats i organitzacions maputxe que vulguin participar de l'procés constitucional. De manera associada, presentarem una succinta caracterització dels candidats i demandes que han aflorat en aquest procés, intentant evidenciar si hi ha algun tipus de vincles amb les demandes històriques plantejades des del moviment maputxe, In 2020 Chile found itself immersed in the most important institutional debate since the end of the dictatorship: the constitutional plebiscite that enabled the calling of elections for a Constitutional Convention. This article will focus on analyzing the debates and actions of the Mapuche actors during 2020 in relation to the Chilean constituent process and, in particular, to the possibility of institutionalizing reserved seats for indigenous peoples for the first time in the country's history. For this, the work will be divided into two main sections. In the first section we will study the consequences of the “social revolt” and the different positions that arose in the Mapuche movement and population in relation to the institutional window of opportunity that the constituent debate meant. In the second part, we will focus on the rules of the game emanating from Congress, with which the Mapuche candidates and organizations that want to participate in the constitutional process must comply. In an associated way, we will present a brief characterization of the candidates and demands that have emerged in this process, trying to show if there are any kind of links with the historical demands raised by the Mapuche movement., En 2020 Chile se encontró sumido en el debate institucional más importante desde el final de la dictadura: el plebiscito constitucional que habilitó la convocatoria a elecciones para una Convención Constitucional.Este artículo se concentrará en analizar los debates y acciones de los actores mapuche durante 2020 en relación al proceso constituyente chileno y, en particular, a la posibilidad de institucionalizar escaños reservados para los pueblos originarios por primera vez en la historia del país. Para ello, el trabajo se articulará en dos secciones principales. En la primera sección estudiaremos las consecuencias de la “revuelta social” y las distintas posiciones que se suscitaron en el movimiento y población mapuche en relación a la ventana de oportunidad institucional que significó el debate constituyente.En la segunda parte, focalizaremos la atención en las reglas de juego emanadas desde el Congreso, con las cuales deben cumplir los candidatos y organizaciones mapuche que quieran participar del proceso constitucional. De forma asociada, presentaremos una somera caracterización de los candidatos y demandas que han aflorado en este proceso, intentando evidenciar si existe algún tipo de vínculos con las demandas históricas planteadas desde el movimiento mapuche.

16. New contentiousness and links between social movements, political parties and the government in progressive Uruguay (2005-2020)

En 2005, el triunfo del Frente Amplio (FA) modificó la estructura de oportunidad política del país por tratarse de un partido político de izquierda, tradicional aliado de los movimientos sociales en las distintas campañas de protesta contra los gobiernos que se sucedieron entre 1985 y 2014. Luego de 15 años de gobierno del FA, cabe preguntarse: ¿Qué novedades existieron en la matriz de articulación sociopolítica del país? ¿Cómo afectaron los cambios a la conflictividad sociopolítica del país? En este artículo nos centraremos en tres expresiones de conflictividad novedosas que dieron cuenta de patrones de relacionamiento inéditos entre movimientos sociales, sistema político y gobierno: la ola de protesta del movimiento ambiental contra inversiones extranjeras directas, los grupos anti-derechos que reaccionaron a la nueva agenda de derechos, y el movimiento Un Solo Uruguay, que planteó conflictos redistributivos asociados a las demandas tradicionales de las gremiales rurales. Estos casos expresan dos novedades importantes. Por un lado, rompen con la histórica articulación entre el FA y los movimientos sociales. Por otro, el surgimiento de movimientos sociales asociados a las demandas de los partidos de derecha. ==== In 2005, the electoral victory of the Frente Amplio (FA) changed the Uruguayan political opportunity structure. This left-wing party was an ally to the country’s social movements in several campaigns against right-wing ruling governments between 1985 and 2004. The FA remained in power for 15 years. What were the changes in the country’s historical articulation pattern between social and political actors? How did these changes affect the country’s sociopolitical conflicts? In this article we will focus on three emerging expressions of conflict that accounted for unprecedented relationship patterns between social movements, the political system and the government: the protesting wave of environmental movement against direct foreign investment, anti-rights groups’ reaction to the new rights agenda, and the movement Un Solo Uruguay, which raised redistributive issues in connection with rural unions’ traditional demands. These cases explore two important breakthroughs. On the one hand, they effectively break with the historical articulation between FA and the social movements. Aquest article continua el treball realitzat en el marc de l’Anuari 2018, tot analitzant, en el context del conflicte entre l’Estat de Xile i el poble maputxe, les actuacions maputxe durant 2019 en el terreny institucional xilè. Per fer tal cosa, s’hi analitzen accions, declaracions i la participació d’organitzacions i població maputxes per mitjà de diversos canals institucionals. Malgrat que l’any 2019 està inevitablement marcat per l’esclat social que va tenir lloc l’octubre d’aquell any, la participació a través d’institucions excedeix aquesta conjuntura crítica. El present article tindrà tres apartats. En primer lloc, s’hi farà una somera actualització del que vam tractar a l’article “Participació i política institucional maputxe durant 2018”; posteriorment, s’hi profunditzarà en la fallida Consulta Indígena del Govern, per, finalment, analitzar el rol de l’àmbit institucional post octubre de 2019., This article is the continuation of the work carried out for our 2018 Yearbook. In the context of the conflict between the Chilean State and the Mapuche people, it analyses the actions taken in 2019 by the Mapuche in the Chilean institutional sphere. To do so, we analyse the performed actions, statements and participation of Mapuche organizations and population through several institutional channels. Although year 2019 is inevitably linked to the social outbreak taking place in October, institutional participation goes well beyond this critical event. This article is structured in three sections. First, we shall briefly update the contents in our previous writing “Participation and Mapuche Institutional Politics in 2018”. Then, we shall deal with the failed Indigenous Plebiscite promoted by the government. Finally, we shall analyse the role played by the institutional sphere after October 2019., Este artículo continúa el trabajo realizado en el marco del Anuario 2018, analizando, en el contexto del conflicto entre el Estado de Chile y el Pueblo Mapuche, las actuaciones mapuche durante 2019 en la arena institucional chilena. Para esto, se analizan acciones, declaraciones y la participación de organizaciones y población mapuche mediante diversos canales institucionales. Pese a que 2019 está inevitablemente marcado por el Estallido Social, ocurrido en octubre de ese año, la participación mediante instituciones excede a esta coyuntura crítica. El presente artículo tendrá tres apartados. En primer lugar, se realizará una somera actualización de lo visto en el artículo “Participación y política institucional mapuche durante 2018”; posteriormente, se profundizará en la fallida Consulta Indígena del Gobierno, para finalmente analizar el rol de lo institucional post octubre de 2019.

- Abstract
The present article analyzes training in public policy at the undergraduate level in Political Science programs at 11 Latin American countries. This research addresses the profile of instructors, the most often quoted authors and texts and the importance granted to knowledge produced both inside and outside the region. The examination of 109 syllabi from 69 universities can detect the incidence of significantly different training backgrounds among instructors. In some cases locally obtained degrees prevail, while in other cases, foreign training is predominant. This has a direct impact in the relative prominence granted to either domestic or external sources in course reading lists. The article is able to establish that – in spite of recent progress- the use of references taken from texts produced within the region is still limited. In all countries -although in a different degree in each case- , the process of building a “science of policy” is hampered by the straightforward and indiscriminating adaptation of theoretical models and frameworks originally produced in and for countries in the developed world, as well as for the still scarce referencing of local intellectual production and/or of Latin American sources. This, in turn, obstructs a meaningful dialogue with the most influential international intellectual production and hinders future prospects for homegrown research able to account for specific national and regional experiences and dynamics., O objetivo deste artigo é analisar o ensino de políticas públicas nos cursos de Ciências Políticas em 11 países latino-americanos. São abordados os perfis dos professores, as abordagens privilegiadas, os autores e textos mais citados e o lugar atribuído ao conhecimento produzido dentro e fora do subcontinente. Após a análise de 109 programas de 63 universidades, encontram-se diferentes matrizes de formação superior de professores - em algumas predominam os diplomas locais e, em outras, os estrangeiros. O anterior está associado à influência relativa que conferem à produção acadêmica nacional e estrangeira na preparação das bibliografias de seus cursos. Verifica-se também a insuficiente recepção de textos produzidos em outros países da região, embora as referências à produção latino-americana tenham crescido progressivamente. Em diferentes graus dependendo do país, as manifestações de assimilação linear de referenciais teóricos e abordagens produzidas nos e para os países do Norte, a autorreferenciação da produção nacional e a escassa conexão com outras propostas latino-americanas aparecem como os principais obstáculos à construção de uma “ciência das políticas” que, ao mesmo tempo, se institui em diálogo com a produção internacional mais influente, é capaz de dar conta das particularidades de cada experiência nacional e dinâmica regional., El presente artículo tiene como objeto de análisis la enseñanza de las políticas públicas en las licenciaturas de Ciencia Política de 11 países de América Latina. Se abordan los perfiles de los docentes, los enfoques privilegiados, los autores y textos más citados, y el sitial asignado al conocimiento producido dentro y fuera del subcontinente. Tras el análisis de 109 programas de 63 universidades, se constatan distintas matrices de formación superior de los docentes –en unas predominan las titulaciones locales y en otras las del exterior–. Lo anterior se asocia con la influencia relativa que otorgan a la producción académica nacional y extranjera al momento de elaborar las bibliografías de sus cursos. Se comprueba también la insuficiente recepción de textos producidos en otros países de la región, aunque las referencias a la producción latinoamericana han crecido progresivamente. Con diferentes grados según el país, las manifestaciones de asimilación lineal de marcos y enfoques teóricos producidos en y para los países del norte, la autorreferenciación de la producción nacional y la escasa conexión con otras propuestas latinoamericanas aparecen como los principales obstáculos para construir una “ciencia de las políticas” que, al mismo tiempo, se instituya en diálogo con la producción internacional más influyente, y resulte apta para dar cuenta de las particularidades de cada experiencia nacional y de las dinámicas regionales.

Aquest article presenta i analitza els fets més rellevants que, en el marc més ampli de conflicte entre l’Estat de Xile i el poble maputxe, van tenir lloc al llarg del 2018 a l’arena institucional xilena. Per fer tal cosa, es descriuen els processos i les fites d’actuació, les disputes pel poder i la influència, en el context dels diferents canals institucionals. L’any va estar ple de fets significatius que expressen esforços d’acostament, tensions i conflictes. L’article analitza aquests fets des d’una perspectiva diacrònica que pretén determinar si els fets destacats de 2018 corresponen a dinàmiques noves o si, al contrari, representen una continuïtat amb allò que històricament ha caracteritzat la participació i la política institucional maputxes. Aquesta mirada permet posar en perspectiva els diferents eixos de participació convencional en què se centra l’article. El treball fa palès que els esdeveniments de l’any 2018 expressen problemes de llarga durada que continuen sense estar resolts i requereixen un tractament urgent per evitar fets tràgics com els que analitza aquest Anuari., This article describes and analyzes the most relevant events that, in the broader context of the conflict between the Mapuche people and the Chilean state, took place in the country’s institutional arena in 2018. To do so, the authors focus on the junctures, processes and struggle for power and influence in several institutions. The year 2018 saw many examples of tensions, efforts at resolution and long-standing conflicts between the state and the Mapuche people. In this article, we analyze these issues from a diachronic perspective, trying to identify if the events that took place in 2018 are part of new dynamics or, on the contrary, they represent continuity in the way the Mapuche have historically participated in Chile’s institutional politics. Seeing and analyzing things this way will allow us to put into perspective the different ways in which conventional political participation occurs, which constitutes our focus in this article. The article visualizes that the events that we have witnessed in 2018 are the expression of unresolved, long-standing conflicts that need urgent attention to avoid tragedies like the ones analyzed in this journal’s issue., Este artículo presenta y analiza los hechos más relevantes que, en el marco más amplio de conflicto entre el Estado de Chile y el Pueblo Mapuche, tuvieron lugar durante 2018 en la arena institucional chilena. Para ello, se desarrollan aquellos procesos e hitos, actuaciones y disputas por poder e influencia, en el contexto de los diversos canales institucionales. El año estuvo cargado de hechos significativos que expresan esfuerzos de acercamiento, tensiones y conflictos. El artículo analiza estos hechos desde una perspectiva diacrónica que busca determinar si los hechos destacados de 2018 corresponden a dinámicas novedosas o si, por el contrario, representan una continuidad con lo que históricamente ha caracterizado la participación y la política institucional mapuche. Esta mirada permite poner en perspectiva los distintos ejes de participación convencional en los que se centra el artículo. El trabajo visibiliza que los acontecimientos del año 2018 expresan problemas de larga data que siguen sin ser resueltos y requieren de un tratamiento urgente para evitar hechos trágicos como los que analiza este Anuario.Palabras clave

29. The Role of Policy Entrepreneurs in Explaining the Success or Failure of Policy Reform: The Police and Education Cases in Uruguay (2010-2020).

The academic literature has recently started to underscore that the capacity of a policy entrepreneur is not only determined by his conditions as an agent but also by the context in which he/she operates. This article develops a conceptual framework to analyze this kind of context. To test this framework, we develop a qualitative comparative analysis between two policy fields: police and education in Uruguay (2010-2020). These cases offer a fruitful comparison to demonstrate the relevance of context to explain the probability of success of policy entrepreneurs with ambitious reform agendas. In the police sector, we show how the political entrepreneur managed to be successful as an agent of reform due to a series of contextual aspects that were favorably conjugated. In the education sector, this research identified several institutional and political factors that quickly conspired against the possibility to promote change, despite the presence of a reformist policy entrepreneur. RESUMEN: Este trabajo propone una agenda de investigación para la Ciencia Política continental: el estudio de la institución vicepresidencial. El artículo revisa la escasa atención que esta institución ha tenido en la academia. Presenta una revisión bibliográfica del abordaje recibido en la Ciencia Política estadounidense y en América del Sur, desarrolla una mirada comparada de los distintos arreglos institucionales existentes en América del Sur y propone distintas líneas de investigación que podrían articularse y aportar significativamente a otros temas abordados por la Política Comparada continental. ABSTRACT: This paper proposes a research agenda for Political Science in South America: the study of the institution of the vice-presidency.
