Abstract

Institutional actors have a crucial role in adaptation to climate change, especially for highly vulnerable territories such as small tropical islands. Here, we emphasize their major role in the co-design of tailored coastal climate services (CCS) based on a case study of French Polynesia. In this perspective, we assessed climate change perceptions by public authorities and identified their needs with regard to climate-related science. This assessment included an analysis of the decision-making context, semi-structured interviews with practitioners representing 23 administrative divisions directly or indirectly involved in climate change issues, and a workshop dedicated to discussing needs in terms of CCS. Generally, respondents did not identify climate change as a major current issue in French Polynesia; they showed more concern for economic growth, pollution, land tenure, and land use planning. However, interviewees were concerned about future impacts of sea-level rise (SLR) and ocean warming and acidification, mentioning in particular their detrimental impacts on marine ecosystems, shoreline position, economy (especially agriculture and the blue economy), and freshwater resources. The interviewed practitioners showed particular interest in SLR projections for future decades up to a century, and for knowledge on expected impacts to critical infrastructure, coastal systems, and natural resources. Practitioners’ needs made it possible to co-define four CCS to be developed: (1) the design of sea-level-rise-compatible critical infrastructures (airports and ports); (2) adapting to the risk of destabilization of beaches and reef islands; (3) professional training on climate change impacts and adaptation, including an analysis of potentially emerging new jobs in the SLR context; and (4) the development of participatory approaches for observing climate change impacts. While the co-development of these CCS will require a multi-year engagement of stakeholders concerned with climate change adaptation, our results already shed light on specific needs for salient CCS in highly vulnerable tropical island territories.

As low-lying coastal areas can be impacted by flooding caused by dynamic components that are dependent on each other (wind, waves, water levels—tide, atmospheric surge, currents), the analysis of the return period of a single component is not representative of the return period of the total water level at the coast. It is important to assess a joint return period of all the components. Based on a semiparametric multivariate extreme value analysis, we determined the joint probabilities that significant wave heights (Hs), wind intensity at 10 m above the ground (U), and still water level (SWL) exceeded jointly imposed thresholds all along the Corsica Island coasts (Mediterranean Sea). We also considered the covariate peak direction (Dp), the peak period (Tp), and the wind direction (Du). Here, we focus on providing extreme scenarios to populate coastal hydrodynamic models, SWAN and SWASH-2DH, in order to compute the 100-year total water level (100y-TWL) all along the coasts. We show how the proposed multivariate extreme value analysis can help to more accurately define low-lying zones potentially exposed to coastal flooding, especially in Corsica where a unique value of 2 m was taken into account in previous studies. The computed 100y-TWL values are between 1 m along the eastern coasts and a maximum of 1.8 m on the western coast. The calculated values are also below the 2.4 m threshold recommended when considering the sea level rise (SLR). This highlights the added value of performing a full integration of extreme offshore conditions, together with their dependence on hydrodynamic simulations for screening out the coastal areas potentially exposed to flooding.

Abstract

Developing future projections of shoreline change requires a good understanding of the driving coastal processes. These processes result primarily from the combination of mean sea level, waves, storm surges and tides, which are affected by global and regional climate change, and whose uncertainty increases with time. This paper reviews the current state of the art of methods used to model climate change-induced coastal erosion focusing on how climate change-related drivers and the associated uncertainty are considered. We identify research gaps, describe and analyse the key components of a comprehensive framework to derive future estimates of shoreline change and make suggestions for good practice. Within the scope of the review, we find that although significant progress has been made over the last decade, most of the studies limit uncertainty sampling to considering ranges of variation of forcing variables and ensembles of emissions scenarios, and applications with high level of probabilistic development remain few. Further research is necessary to fully (a) incorporate projected time series of coastal drivers into the erosion models, including bias correction; (b) sufficiently sample the uncertainty associated with each step of the top-down approach, including the consideration of different emission scenarios, inter- and intra-model variability, and multiple runs of erosion models or model ensembles; and (c) reduce uncertainty in shoreline change estimates by developing better datasets and model parameterisations, and progressing in detection and attribution.

Abstract

The Action Database (ADB) was developed during the ESPREssO project (Enhancing Synergies for Disaster Prevention in the European Union) in order to store and analyze relevant ideas emerging during the project to deal with the challenges. It provides the opportunity to formalize discussions and to store their content in a synthetic format, as well as to collect experiences and evaluate the impacts they had at their respective scales of implementation and on different parameters. The major aim of the ESPREssO-ADB tool, and its main innovation, is to deal with multi-hazard and multi-challenge actions, in an international context and notably in a cross-border initiative. The ESPREssO project aimed at contributing to a new strategic vision on Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA) in Europe. To do so, stakeholders working with CCA and/or DRR in Europe were consulted to identify measures boosting adaptation or societies’ resilience. Each idea, measure or comment was stored and ranked in the ADB using qualitative criteria based on the Sendai Priorities and the SHIELD model proposed by the ESPREssO Team. Each action was assessed through multi-criteria analysis and effectiveness was approached under two different angles. The first one in line with the priorities of the Sendai Framework; and the second one with the SHIELD model. This model incorporate recommendations on how to optimize risk management capabilities through DRR. Positive actions had fed the Vision Paper and Guidelines produced by the project. This paper describes in details the ADB structure and the multi-criteria analysis performed.

Abstract

International audience; Along the southern coast of the North Sea, a large proportion of the Flemish coastal plain consists of densely populated reclaimed land, much of which lying below mean high tide level. This is particularly the case along the northern coast of France, from Dunkirk to the Belgium border, where the shoreline consists of coastal dunes that protect low-lying reclaimed lands from marine flooding. This area is vulnerable and subject to several risks. Extreme weather conditions could induce strong surges that could cause (1) a shoreline retreat, (2) marine submersion and (3) land and/or urban flooding due to drainage problems of the polders. Highly energetic events such as the November 2007 storm could have had much more severe consequences especially if they occurred at high tide and/or during a spring tide. In the current context of global change and projected sea-level rise, it is then important for the local authorities to take into account the potential impacts and return periods of such events, in order to implement coastal risk policies prevention and management, to reinforce sea defense, increase pumping station efficiency and plan warning systems against marine submersion and polder flooding, which is not the case yet in Northern France.

The method, based on a multidisciplinary approach bringing together geologists, geographers, physicists , social psychologists, engineers and stakeholders, was structured around 4 axes: field data analysis; numerical modelling; analysis of governance and stakeholder perceptions; and development of vulnerability indexes. This approach was designed to investigate vulnerability at a local scale and was applied to 4 contrasting beaches located in France: Sète Lido (Mediterranean Sea), Truc Vert and La Tresson beaches (Atlantic Ocean), and Dewulf (English Channel). The results focus on decadal and multi-annual beach trends at the Truc Vert beach site. There is almost no trend in beach volume at Truc Vert beach, although there is a variation in this parameter on a cycle of 2 to 3 yr, with variations related to wave energy and probably to indexes of climate variability. Numerical modelling identified the sensitivity of beach responses to changes in wave height and direction, especially in terms of subtidal morphology and the potential development of shoreline instability. Together with the observed offshore wave angle at the Biscay Buoy, these model results suggest that a potential change in wave angle due to climate variability could significantly modify the bars' morphology. The combination of data analysis and numerical modelling contributed to the development of vulnerability indexes designed for sandy coasts, which take into account climate-dependant variables such as waves. This allowed the differentiation of the sites in terms of vulnerability to erosion: Sète Lido and Truc Vert beach were the most and least vulnerable sites, respectively. These indexes help in identifying the dominant components of beach vulnerability, and provide potential for the study of how anthropogenic factors affect vulnerability. The study of stakeholder perceptions and decision-making with regard to climate-related risk also highlighted potential anthropogenic effects on beach vulnerability, and identified possible site-specific outcomes.

Abstract

In a Climate Change (CC) context, low-lying areas like marshes are more vulnerable to Sea Level Rise (SLR) or extreme climate events leading to coastal flooding. The main objective of this study is to help local stakeholders determine the best coastal management strategy for the Moëze marsh (France) that can contribute to adapt to SLR in this zone. To do so, we used the MARS hydrodynamic model to simulate coastal overflowing in the zone for different scenarios. We first calibrated the model based on data from the Xynthia storm which occurred on February 28th 2010. Our focus is on modeling the high astronomical tide-induced flooding, taking into account regional SLR projections by 2030 and 2050 under the pessimistic RCP 8.5 CC scenario. Several Coastal management configurations proposed by local decision-makers, as well as different land-use projections were considered. The results highlight that the implementation of closed defenses around human and economic stakes do not lead to significant reductions in flooding (surface extent and maximum water height) compared to the case where the sea-dikes are no longer maintained and the coastline is unconstrained. This can be explained by the fact that these stake zones were historically built on higher points of the marsh. We have also shown that land-use changes have an influence on flooding in the Moëze marsh, especially an increase greater than 0.25 m in the maximum simulated height when considering a new land-use by 2030. The increase is less pronounced (under 0.25 m) when considering a new land-use by 2050. These results do not take into account the possible future evolution of the topography due, for example, to the presence of new habitats that would trap the sediments.

National audience; La mise en oeuvre de 3 modèles numériques (SBEACH, X-BEACH, TELEMAC) sur une portion du littoral Est-dunkerquois, fragilisée par l'érosion pendant les évènements de tempête, a pour objectif d'évaluer la réponse de la morphodynamique du profil crossshore dune-plage sous l'effet d'évènements de forte énergie. La validation et la comparaison des résultats de ces codes morphodynamiques ont été effectuées à partir de mesures hydrodynamiques in-situ et de levés topographiques réalisés par temps calme ainsi qu'avant et après un évènement de tempête. Cette étude met ainsi en évidence la complémentarité des 3 modèles utilisés et la nécessité de continuer à les améliorer.
