特集 レジリエンス, Research Article, 本稿は、災害研究にレジリエンスという概念を導入することによって生じる問題を検討したものである。まず、災害研究において、レジリエンスがどのように使われてきたかを持続可能な開発目標（SDGs）を参照しながら概観し、次に、レジリエンスと関連する概念－ヴァルネラビリティとサステナビリティ－を採り上げて異同を吟味した。その結果、個人のレジリエンスと社会のレジリエンス、レジリエンスを認定する主体と実践、レジリエンスの背景を成す社会構想、レジリエンスの必要性といった問題が抽出された。, The present study investigated theoretical problems brought by the introduction of the concept of resilience into disaster research. First, I reviewed how the words, resilience and resilient, were used throughout the goals and targets of Sustainable Development Goals (SDGs). Next, I examined the similarities and dissimilarities between resilience and each of the two popular concepts in disaster research (i.e., vulnerability and sustainability). As a result, four potential problems were identified for the future theoretical examinations: individual and collective resilience, subjects identifying resilience and their practices, visions of society behind the concept of resilience, and the necessity of the concept.

一般論文, 本研究は、前稿（渥美2020）を承けて、新型コロナウイルス感染症の蔓延（以下、コロナ禍）から、さらに数ヶ月過ごしてきた経験をもとに、どのように社会を捉えることができるのか、そしてその背後にいかなる思想や論点を指し示すことができるのかを書き留めようとする試みである。前稿がコロナ禍によって何が生じうるかという可能性を把握しようとしたのに対し、本稿ではコロナ禍を前提とした場合に、何がみえてくるのかという点に軸足を移し、前稿のアップデートを試みる。まず、令和 2 年 7 月豪雨による洪水被害に対する災害ボランティア活動を巡る言説を紹介し、不当な権力作 用が発動されていることを見いだした。次に、アガンベンがコロナ禍に対して発信した言説を参照しながら、災害ボランティアとして現地に行く（行かない）という判断をする主体は国家ではないことを確認し、災害ボランティアに行かないことから、地元に潜在していた互助システムが作動することを検討した。最終的には、災害ボランティアは現状とは別の関係が存在しうることを告げる存在であるという論点を提示した。最後に、前稿で触れた距離、時間、交換様式に言及し、特に、交換様式Bの再来を打破していくことと災害ボランティアを関係づけ、コロナ禍後の社会を展望した。, The present study, following Atsumi (2020), reports on our conceptualization of a post-COVID-19 society based on our own experiences at a time that appears to be midway through the pandemic. It updates the previous discussion of possible events during the COVID-19 pandemic (i.e., nullification of distance, time and exchange form) and discusses the future based on the assumption that COVID-19 will be protracted. First, we review the issue regarding disaster volunteering after the 2020 July Flood and question restrictions imposed by the central government and related agencies on disaster volunteering due to the risk of COVID-19. Second, with reference to an Italian philosopher’s (i,e., Agamben’s) views on COVID-19, we agree that disaster voluntarism should have been an individual rather than a national government decision. Third, we discovered that the lack of volunteers in the field during the July flood disaster stimulated disaster-affected local people to help each other. Finally, we concluded that the function of disaster volunteers is not only to help survivors, but also to demonstrate a new style of human relationship. The former three points—distance, time, and mode of exchange—were revisited, and Type B returning through COVID-19 should be reexamined by the function of disaster volunteers and it was concluded that the weakening Type B can lead us to the Post COVID-19 society.

一般論文, 本研究では、新型コロナウイルス禍に対する中国の研究所・NGO と日本のNGO・NPO・大学そして大学生らを中心とする2020 年4 月までの活動とそれをもとに新型コロナウイルス禍後の社会について行った理論的考察を、その時点における記録を兼ねて整理したものである。まず、活動の経緯を記述する。次に活動過程の中で注目された特徴的なフレーズとその含意を紹介し、新型コロナウイルス禍後の社会に向けて理論的な考察を行った。具体的には、新安世紀教育安全科技研究院・NGO 備災中心（中国四川省成都市）、（特）CODE 海外災害援助市民センター（兵庫県神戸市）、（認特）日本災害救援ボランティアネットワーク（兵庫県西宮市）、大阪大学大学院人間科学研究科附属未来共創センター災害ボランティアラボ、および、大阪大学学生らの活動経緯を2020 年1 月から4 月について記述した。活動の過程で頻回に触れられた４つのフレーズ―新型コロナウイルス禍は災害である、最も弱くされている人々へ、寄り添う・手書き、分断から連帯へ―をその含意とともに紹介し、新型コロナウイルス禍後の社会を、災害ボランティア活動の視点から、距離の無化、時間の無化、交換様式の無化から考察し、市民の連帯の可能性を検討した。, The present study reports the joint responses to COVID-19 by a Chinese laboratory and NGO, Japanese NGO, NPO, university, and university students through April 30, 2020, and provides theoretical speculation regarding post COVID-19 society. First, it describes how these joint activities came about. It focuses on activities jointly by the New Century Institute of Education Safety Science and Technology, and NGO Preparedness Center in Chengdu, Sichuan, China, and CODE Citizens towards Overseas Disaster Emergency, Nippon Volunteer Network Active in Disaster, Disaster Lab at Center for Collaborative Future Creation at Osaka University, and its students. Second, it focuses on four aspects of COVID-19 as a disaster: impacts on the most vulnerable people and the reestablishment of community solidarity. Finally, it theoretically examines the society after COVID-19 from the following three points: Nullification of distance, time and exchange form.

特集：尊厳ある縮退とコミュニティ, 日本学術振興会の課顆設定による先導的人文学・社会科学研究推進事業（実吐会対応プログラム）「尊厳ある縮退によるコミュニティの再生と創生（代表：渥美公秀）について、プロジェクトの概要を紹介し、中心となる概念の理輪的整理を行って、プロジェクトの展望と成果の評価に関する論点を提示した。具体的には、縮退という概念を提示し、集落の再生と創生に関する先行研究を整理した上で、縮退による再生・創生を実施するための理輪的基盤として尊厳既念を拡張し、実践的取り組みに資するツールを提案した。さらに、集落を舞台に尊厳ある縮退を輪じることの意義を輪じ、最後に、こうしたプロジェクトが従来とは異なる評価方法を確立する必要があることを指摘した。, The present study introduces a research project entitled, Shrinking Strategy with Dignity for Rehabilitation and Revitalization of Comrnumty led by the author and funded by JSPS on the Topic-Settmg Program to Advance Cutting-Edge Humanities and Social Sciences Research-Responding to Real Society. After an overview of the project, we will present the study's concepts the current plan, and propose a new evaluation system for such a practical social scientific research project. First, it examines the concept of shrinking (eg, strategies for making a community Smaller an era of declining population). Second, it reviews previous studies on rehabilitation and revitalization of community. Third, it expands the concept of dignity to the shrinking process of cormnumty. Fourth, it proposes a few tools to practrce in a commnunity. Fifth, it discusses some implications of shrinking strategy with dignity. Finally, it propose; a new evaluation system for this project.

論文, Research Article, 特集２ : インクルージョンと共生, 本稿は、地域防災活動におけるインクルーシブという視点に注目しながら、地域防災活動の経緯と課題を整理し、新たな防災活動（防災第3世代）を提唱し、今後の展望を述べたものである。まず、新しく出発した雑誌「未来共創」の特集「インクルージョンと共生」の一部であることから、共生と共創について、また、インクルージョンについて概念整理を行った。次に、インクルーシブ防災の現状を簡単に整理し、これまでの地域防災活動を歴史的に整理して防災第1 世代、防災第2世代に分類した。続いて、筆者が共同研究者や実務家とともに取り組んでいるインクルーシブな新しい防災活動の概略を紹介し、それを防災第3 世代と位置づけた。最後に、防災第3世代の活動は、まちづくりに織り込まれることによってインクルーシブ防災として行われうるという展望を示した。, The present study illustrates a process of collaborative co-creation in communities for disaster preparedness, inclusively, with various residents particularly the elderly and persons with disabilities who are often excluded from preparedness activities. First, we examine the concept of co-creation and define it as a collaborative process among community agencies toward conviviality. Second, the concept is historically divided based on typical community preparedness for disaster into the following three generations. The first generation is formed by the specialists who teach community residents how to prepare for the disasters (e.g., a group of researchers supervise a disaster drill in a community). The second generation began following the 1995 Kobe Earthquake initiated by non-profit organizations which developed new disaster-related events for communities (e.g., participation in a game leads the residents to practice for the next disaster). These generations are still popular in many communities; however, not many residents are motivated to participate in the drill or the game because they are additional burdens on the community. The third generation consists of invitations of various people to an existing community event such as an autumn festival in which many residents are pleased to take part, without any accompanying burden. The residents do no more than conduct the event as usual, but every elderly and each person with a disability, for instance, are especially invited. This invitation is an unintentional drill for early evacuation for disasters that may impact the community. The present study presents an example of the third generation and its theoretical and practical implications, not only for disaster preparedness in communities,but also the concept of co-creation toward conviviality.

一般論文, 本研究は、災害ボランティアの秩序化を推進する秩序化のドライブと､災害ボランティアの臨機応変な対応を推進する遊動化のドライブについて、両者の異同を原理的に検討したものである。まず、「助ける－助けられる」という関係について、秩序化のドライブが究極的に目指す事態が助けることの精緻化と助けられることの精緻化へと進むが、遊動化のドライブは中動態としての〈助かる〉ことに接続することを示した。次に、〈助かる〉社会を実現するための方略を、不特定多数を対象とするか否か、制度に依拠するか否かという観点から４つに分類して試論的に提示した。最後に、制度に依拠しない方略の優位性をもとに、遊動化のドライブを堅持した災害ボランティア活動について実践的な展望を述べた。, The present study examined how disaster volunteers led by the drive for institutionalization were, in principle, similar to or dissimilar from those led by the drive for “nomadization.” First, I focused on the “helping” versus “being helped” relationship and found that the drive for institutionalization polarized each relation (i.e., either helping or being helped), whereas the drive for nomadization brought middle-voice relations into the activities of disaster volunteers. This new concept suggested four tactics to realize the middle voice situation, categorized by an unspecified versus specified number of people and institution versus ad hoc relations. Finally, it revealed that tactics without institutionalization had advantages for establishing a society that embodied the middle voice. In conclusion, disaster volunteers led by the drive for nomadaization should be given higher priority than those motivated by the drive for institutionalization.

一般論文, 本稿は、現代社会における災害ボランティアが現場でいかに振る舞うことが求められているかという観点から、これまでの交換様式に注目した災害ボランティア論を更新するものである。観光客の哲学（東,2017）を参照し、災害ボランティアを郵便的マルチチュードとして捉え、その誤配の再演、不能の父といった概念を災害ボランティアの現場における振る舞いのキーフレーズ―「被災地に駆けつける」、「支援が集中していないところにこそ支援に入る」、「寄り添う」―と結びつけた。その結果、災害ボランティア論の運動論的戦略、災害ボランティア活動の継承といった面から、災害ボランティア論の更新を行えるとの展望を得た。, The present study focused on theoretically and practically expected activities of disaster volunteers in the field and developed discussions for updating the theory of disaster volunteers based on modes of exchange. I referred to the philosophy of tourists (Azuma, 2017) and related three key phrases of disaster volunteers: “visiting the disaster area anyway”, “helping people without being helped,” and “being with survivors” to their key concepts: postal multitude, revival of mis-delivery, and incapable father), respectively. Accordingly, I concluded that the philosophy of tourists contributed to updating the theory of disaster volunteers in that it clarified the tactics of disaster volunteer movements and procedures for transferring the experiences of disaster volunteers to the next generations.

シンポジウム報告, 本稿は、2018年4月20日と21日に中国四川省減災防災教育館で開催された「汶川地震十周年・芦山地震五周年灾区重建与振兴学术研讨会暨第二届（2018年）学校减灾教育研讨会」の報告である。2008年に発災した四川大地震を契機に、中国では災害に関する社会組織が発展してきている。今回の2日間の研究会で、それぞれの社会組織から独自性に溢れた事例が報告された。それらの事例から、この10年間における中国の災害復興や地域防災に関わる社会組織の動向と直面している課題を垣間見ることができた。, From April 20, 2018 to April 21, 2018, "The 10th Anniversary of Wenchuan Earthquake, and the 5th Anniversary of Lushan Earthquake Disaster Area Reconstruction and Revitalization Seminar and the Second (2018) School Disaster Reduction Education Seminar" were held at the Disaster Reduction and Preparedness Education Center in Sichuan Province, China. This article is the summary of the seminars. After the 2008 Sichuan earthquake, China's disaster-related social organizations developed rapidly. Unique practice reports from different social organizations have also emerged in these two seminars. From these examples, we can grasp the trends and direct problems in disaster recovery and regional disaster preparedness in China over the past ten years.

一般論文, 本研究は、2018年現在のアメリカにおける災害社会科学の研究動向を、1960年代からの研究系譜に沿いながら、歴史的に明らかにすることを目的とした。はじめに、アメリカの災害研究とDRCを中心とした研究系譜について、次に、研究の系譜をキーワードからまとめ、さらに、具体的な事例をもとに近年の研究ラインを紹介し、最後に、災害に関する動向をテキストマイニングによって分析した。以上から、アメリカ災害社会科学は、災害を一過性で局所的なイベントではなく、「プロセス（現象）としての災害観」を基盤としてきたこと、当初の組織論と災害対応期に着目した研究は、今日でも継続されているが、今日では、徐々に展開される形で中長期の復興研究にも広がりつつあることを示した。一方で、「プロセスとしての災害観」を強く打ち出しながらも、甚大な被害をもたらしたイベントを対象とすることが多く、その都度対象が変化する研究からは、社会や文化、歴史という側面が脱色され、普遍的な知識や真理を個別具体的な研究対象から切り取ることが可能だと（無根拠に）想定するタイプの災害研究になっていることを問題として指摘した。, This research takes an historical approach to the study of trends in disaster social science in the United States, especially focusing on studies since the 1960s. The genealogy, focusing mainly on the work conducted at the Disaster Research Center, is summarized by key words of the disaster sciences, then the current line of studies is introduced using two cases of the disasters (the Hurricane Katrina and the September 11 attacks), and finally the trends using keywords are extracted by text-mining method. On the whole, disaster social science in the United States is based on the perspective of “disaster as process (process)” but not “disaster as event” and it is now targeting not only response such as how disaster response groups emerge, but also mid-and long-term recovery phases. However, it is still contested as to whether researchers chose “disaster as process” or not; it is because most disaster social scientists investigate catastrophic “events” and changes the research field from them when the catastrophic other one would happen. The authors point out problems and dangers that this style tends to “bleach” the social, cultural, and historical background and universalize the singular experience that local communities have had.

一般論文, 本論文は、2016年熊本地震によって大きな被害を受けた熊本県上益城郡益城町に設置された益城町災害ボランティアセンター（VC）についてその状況を報告するものである。著者らは、益城町災害VCにおいてフィールドワークを行いながら、エスノグラフィーを用い、ボランティアと被災者の関係について考察を行った。結果からは、益城町社会福祉協議会（社協）の多くの職員が地震で被災しながらも、被災者のニーズとボランティアをマッチングすために災害VCの運営を担っていたことが明らかにされた。特に災害対応初期の間、社協職員らは、災害VCが受け入れられないとする基準によって、被災者のニーズが理解できるにもかかわらず、そのニーズの多くを断らなければならない状況が続いた。そこでは、災害VCを通して正統な支援者（支援者ステイタス）と被災者（被災者ステイタス）がそれぞれ矛盾する関係を生み出す場所となっていた。著者らは、益城町災害VCが直面することになったこの矛盾した状況を「二重の疎外」というジレンマとしてまとめ、被災地における被災者と支援者の関係について再考した。, A Disaster Volunteer Center was established in Mashiki (DVC), a town that was heavily impacted by the 2016 Kumamoto Earthquake. This paper will focus on the staff of this center, who are members of the Mashiki Social Welfare Council. The authors conducted fieldwork in the DVC using ethnographic methods to examine the relationship between volunteers and survivors. Through this fieldwork, we learned that many welfare council staff in Mashiki were also affected by the earthquake but had to work at the DVC to match volunteers with survivors’ needs. During the early response stage (about 1-2 month), welfare staff worked to support survivors even though they were also survivors; however, they were sometimes compelled to refuse support to survivors due to bureaucratic rules despite understanding their needs. On the whole, the welfare staff had to become supporters of survivors but faced barriers that the rules didn’t satisfy with the needs, while they were also survivors but, by refusing survivors’ needs, failed to fulfill this role. This “double-bind alienation” was observed at the DVC following the 2016 Kumamoto Earthquake, and this paper identifies the circumstances giving rise to this dilemma in situations where disaster impacts are severe and local disaster workers are forced into role conflict as both survivors and recovery administrators.

一般論文, 本稿は、現代社会における災害ボランティアを柄谷行人の交換様式の歴史的ダイナミックスの中に位置づけ、災害ボランティア論を再構築していくための展望を得ようとするものである。具体的には、2016年熊本地震の際、災害ボランティアセンターでは、筆者が提示してきた秩序化のドライブが席巻し、遊動化のドライブが無効化するかような事態が見られたことに着目し、そのような事態をもたらした現代社会を交換様式のダイナミックスとして捉え、従来の災害ボランティア論が、既存の交換様式との十全な対峙を行わなかったために、新たな交換様式の到来を招来できていなかったことを指摘した。災害ボランティア論の再構築のためには、災害ボランティアと現代社会で主流となっている交換様式との異同を徹底的に追求し、それらの否定から、いかにして新たな交換様式を招来するかという点へと議論を進める必要があるとの展望を得た。, The present study introduces and discusses a vison for a theory of disaster volunteers by locating voluntarism in the historical dynamics of modes of exchange by a Japanese philosopher, Kojin Karatani. First, I focus on one of the disaster volunteer centers opened following the 2016 Kumamoto Earthquake, where the drive for institutionalization proposed earlier by the author exceeded the power of its opposite drive (i.e., drive for nomadization) and, accordingly, created limiting factors for relief activities by disaster volunteers rather than expanding them. Second, I examine the societal context of disaster volunteers from the theoretical framework of mode of exchange and its historical dynamics, and argue that the theory of disaster volunteers was not prepared to initiate a new mode of exchange because it had not taken into account the current modes of exchange. Finally, I conclude that, to develop and reconstruct the theory of disaster volunteers, we should examine the similarity and dissimilarity between disaster volunteers and each mode of exchange thoroughly and discuss how the negation of the current modes of exchange can lead a new mode for disaster volunteers.
