4. Economic incentive in enhancing community waste separation and collection: A panel data analysis in China

Abstract

While incentive mechanisms have been proven to motivate residents to separate their waste, empirical research is still needed to determine whether this separation behaviour could be maintained over time. The main objective of this paper is to investigate waste separation management activities in the city of Dongying, China, as a case study to clarify how local community citizens’ waste separation participation and recycling activities change over time cross-sectionally under the influence of an economic incentive mechanism – PS. This study used least square dummy variable analysis to investigate local waste separation behaviour in 98 communities over 22 months. Results showed that community resident waste participation and recycling behaviour tend to grow in the early stages and gradually show saturation without growth in the middle and late stages. This result implies limitations to the incentive mechanism, such that it could only motivate a part of residents to participate in waste separation; for those unaffected by financial incentives, it was suggested that educational or compulsory means be used to make them separate their waste.

13. Impact of Policy Design on Plastic Waste Reduction in Africa.

Abstract

Single-use plastic (SUP) is an important product group in plastic pollution with various measures managing it within its lifecycle. Africa has the highest single-use plastic bag (SUPB) policy adoption by region globally, but the plastic problem persists, raising policy design concerns on effectiveness. This paper explores plastic policy design on plastic waste reduction in Africa. Using gap analysis and integrative propositional analysis, the status, scope, and variability of policies are assessed against a reference model. There are 48 active policies in 39 of the 55 countries in Africa. Of these, three countries have transitioned from plastic bag bans to SUP policies to manage more plastic products, and two countries have transitioned from SUPB charges to SUPB bans. There are 12 packaging policies, 29 bag policies, 2 bottle policies, 1 utensil and polystyrene boxes policy, and 1 straw policy. Themed SUP and packaging policies loosely cover plastic products. Four of the nine packaging policies analyzed are SUPB policies by design, as they explicitly mention the control of bags rather than primary packaging. Sixteen policies are designed for biodegradability restrictions, while ten policies are total bans on single-use plastic products. The lack of definitions and coherence and provision of exemptions in policies result in plastic waste traceable from exemptions, in-policy, undefined SUP, out-of-policy SUP, and non-SUP sources. The use of different policy mix instruments to manage plastic within its lifecycle was identified in African countries. The design of new policies should consider these shortcomings to enhance plastic waste management by explicitly identifying products and outlining management measures for excluded plastic products within the same plastic group for SUP or packaging policies in the absence of a global or regionally binding plastic policy. Abstract

Following the Great Eastern Japan Earthquake of March 2011 and disasters thereafter, we have come to accumulate scores of knowledge and technologies relating to disaster waste management; and from these experiences, it is clear that the speed of disaster waste management is critical to recovery efforts. In Japan, however, people’s awareness and community-based approaches seem weak. Thus, in this study, we tried to grasp levels of awareness and preparation regarding disaster waste, focusing on volunteers and community residents.

Abstract

小形電池に着目し、その化学性状および使用・廃棄実態、小型家電製品からの取り外しの実態を把握し、回収・リサイクル検討に向けた基礎的知見を得ることを目的とした。そのために小形電池の化学性状把握を試みると同時に, 小型家電製品中の電池保有や廃棄時の電池取り外しに関する消費者アンケートを行い。これらの結果より、国内における小形電池に含まれる金属量を推定した。その結果、小形電池にはレアメタルを含むさまざまな物質が含まれることが確認された。また、消費者アンケート調査の結果、小型家電製品および、小形電池の保有状況および個数が明らかになったと同時に、廃棄時7割以上は小形電池を取り外していないこと、小形二次電池の回収・リサイクルに関する法律やシステムの認知度は3～4割であることなどが明らかになった。また、家庭で保有されている小形電池に含まれる金属量を推定すると たとえばLiは516ton. Coは3, 900ton. Niは 4, 700ton. Cdは1, 600tonとなり、Li. Co. Niは年間国内需要量の1～4割、Cdも同程度にあたり、回収リサイクルの意義が確認された。, The objective of this study was to acquire fundamental knowledge to be incorporated in the establishment of an environmentally friendly system for collecting and recycling small batteries in Japan. We conducted both a chemical analysis of small batteries, as well as a consumer questionnaire on usage of small batteries in home electric appliances and behavior surrounding battery disposal. Using the results, we estimated the amount of metals found in these small, domestic-use batteries. We concluded that various metals, including rare metals, are contained in the small batteries. As a result of the consumer questionnaire, it became clear that 70% or more of the small batteries are not being removed when small home electric appliances are finally disposed of. The survey also revealed that recognition of the law and system for collection and recycling of small rechargeable batteries is approximately 30-40%. Moreover, when the amount of metal contained in home-use small batteries was estimated, amounts were equivalent to 10-40% that of the annual domestic demands for lithium, cobalt, and nickel: and home-use cadmium is comparable to the annual demand. This study clearly shows the importance of establishing proper collection and recycling systems to recover these resources.
