Micronutrient deficiencies, also known as hidden hunger, affect two billion people worldwide, curtailing their ability to lead healthy, productive lives. Biofortified staple crops, bred to be rich in micronutrient content, are a cost-effective and scalable solution to alleviating micronutrient deficiency, particularly among rural households who consume what they produce. Delivery of biofortified planting material in Rwanda began in 2012, and it is important to learn from the efforts undertaken to date to inform the design of higher impact – lower cost delivery strategies for scaling up these crops. In this paper, we use a nationally representative household survey of bean producers and delivery data from seven consecutive seasons and apply duration analysis to estimate the impact of different delivery approaches on household time to adoption, disadoption and readoption of iron-biofortified beans in Rwanda. Proximity to formal delivery via sales of small packets of planting material quickens adoption and readoption, while delivery of larger quantities of planting material to small-scale producers within a village slows disadoption of iron-biofortified beans. Informal dissemination within social networks and access to extension are also major drivers of rapid adoption. In addition, households whose main decision maker for bean production is a woman, has some formal education, and more years of experience growing beans disadopt iron-biofortified beans more slowly than other households. These findings provide evidence that current efforts to promote iron-biofortified crops have been successful and are expected to inform future development of sustainable and cost-effective delivery models for biofortified crops in Rwanda and elsewhere. The common bean, Phaseolus vulgaris, and white- or yellow-fleshed sweet potatoes, Ipomoea batatas, are widely grown in Uganda as both food and cash crops. Beans and sweet potatoes are common staples in Uganda, providing hearty, affordable nourishment to rural households. However, throughout the country, iron and vitamin A deficiency (VAD) remain high. Diets low in iron intake are a major cause of iron-deficiency anemia, which is associated with fatigue, decreased productivity, and reduced immune function. Childhood anemia is associated with impaired mental and physical development. Among pregnant women, anemia may lead to premature delivery and low birth weight (WHO 2008). VAD further impedes child growth, contributes to blindness, lessens immune function, and increases the morbidity and mortality of children and pregnant women (WHO 2009). According to data from the Uganda Demographic and Health Survey 2011 (the most recent available), 49 percent of children ages six months to five years and 24 percent of women between the ages of 15 and 49 years suffer from anemia; for VAD, those statistics are 38 percent of children and 36 percent of women (UBOS 2012). An impact assessment (IA) study was conducted in Season B 20152 to establish the reach of high-iron bean (HIB) varieties to Rwandan bean farmers since these varieties were released in 2010, and to understand the adoption and diffusion patterns that have occurred so far. The IA was carried out in two parts. The first part was a listing survey, which was conducted at the beginning of Season B 2015, during the planting period. A total of 19,575 households were enlisted in 120 randomly selected villages throughout the country, and 93 percent of those households were bean-producing households. The listing exercise revealed that 28 percent of bean farmers had grown at least one HIB variety in at least one season, since 2010—the equivalent of approximately half a million households. In Season B 2015, 20 percent of bean farmers were reported to be growing an HIB—the equivalent of approximately 350,000 households. Beans are grown by nearly all rural households in Rwanda, provide a large share of calorie intakes, and are a vital source of proteins and micronutrients. Because of the importance of this crop, significant research efforts have been devoted to select, breed, and disseminate bean varieties with superior production, consumption, and market attributes, while addressing challenges related to climate changes and food insecurity. As a result, nearly 100 bean varieties have been released in Rwanda over the last four decades. This study aims at documenting this effort; it assesses adoption of improved bush and climbing bean varieties, identifies determinants of and barriers to adoption, and analyzes farmers' preferred variety attributes. Based on recent household data, 86 and 50 percent of households have adopted improved climbing and bush bean varieties, respectively. Adoption is positively associated with membership in farmers associations and size of landholding devoted to bean cultivation. Agro-climatic factors are strong predictors of adoption in general and of specific popular improved varieties. Varietal attributes most associated with high adoption rates are high yield, early maturity, storability, and taste. Findings from this study can serve to inform future breeding and dissemination efforts of improved bean varieties in Rwanda. Published version

Micronutrient malnutrition, also known as hidden hunger, affects two billion people worldwide. In recent years, the global challenge of reducing hidden hunger and hence improving related health outcomes through agricultural interventions has received much attention. One potential solution is biofortification—the process of breeding and delivering staple food crops with higher micronutrient content. Biofortification could prove to be a cost-effective and sustainable strategy, especially in rural areas of many developing countries where production and consumption of staple crops is high and high micronutrient deficiency rates are rampant. The aim of this paper is to develop and implement country-crop-micronutrient–specific biofortification prioritization indices (BPIs) that will rank countries according to their suitability for investment in biofortification interventions to be used by various stakeholders with differing objectives. BPIs combine subindices for production, consumption, and micronutrient deficiency, using country-level crop production and consumption data primarily from the Food and Agriculture Organization (FAO) of the United Nations and iron, zinc, and vitamin A deficiency data from the World Health Organization (WHO). BPIs are calculated for seven staple crops that have been developed and for 127 countries in Africa, Asia, and Latin America and the Caribbean. BPIs should not be used as a one-stop shop for making decisions on biofortification investment decisions because they have several limitations. As they are currently calculated, BPIs do not explicitly take cost-effectiveness into account, neither do they allow for a subnational analysis. Future research will address these shortcomings. For now, the BPIs presented in this paper are useful tools for highlighting those countries that may benefit from significant reductions in micronutrient deficiency through biofortification of staple crops.

In this paper we investigate the role of poultry in households’ livelihood portfolios, and the livelihood impacts of supply and demand shocks that may be caused by avian flu outbreaks and scares. We focus on four sub-Saharan African countries that represent a spectrum of disease status and spread. By using nationally representative data and econometric methods, we profile the characteristics of households that are most likely to keep poultry and to be engaged in intensive poultry production, and estimate the ex-ante livelihood impacts of avian flu shocks. The results are expected to aid in the design of targeted avian flu control policies.

This study explores farmer acceptance and valuation of a biofortified staple food crop in a developing country prior to its commercialization. We focus on the hypothetical introduction of a high-iron pearl millet variety in Maharashtra, India, where pearl millet is among the most important staple crops. A choice experiment is used to investigate farmer preferences for and trade-offs among various production and consumption attributes of pearl millet. The key pearl millet attributes studied included days it takes pearl millet to mature, color of the roti (flat bread) the grain produces, the presence of high-iron content (nutritional attribute), and the price of the pearl millet seed. Choice data come from 630 pearl millet-producing households randomly selected from 3 purposefully selected districts of Maharashtra. A latent class model is used to investigate the heterogeneity in farmers' preferences for pearl millet attributes and to profile farmers who are more or less likely to choose high-iron varieties of pearl millet. Our results reveal that there are three distinct segments in the sample, and there is significant heterogeneity in farmer preferences across these segments. High-iron pearl millet is valued the most by larger households that produce mainly for household consumption and currently have lower quality diets. Households that mainly produce for market sales, on the other hand, derive lower benefits from consumption characteristics such as color and nutrition. These results have implications for the design of targeted strategies to maximize adoption and consumption of high-iron pearl millet varieties.

In this paper we investigate the role of poultry in the livelihoods portfolios of households and the impact of supply and demand shocks that may be caused by Highly Pathogenic Avian Influenza (HPAI) on various livelihoods outcomes of households in four Sub-Saharan African (SSA) countries. The study countries include Ethiopia and Kenya in East Africa and Ghana and Nigeria in West Africa. These countries represent a spectrum of SSA countries in terms of disease status, role of poultry sector and means of disease spread. By using nationally representative household level secondary data and discrete choice methods (probit model and zero inflated negative binomial model) we profile the household, farm and regional characteristics of those households who are most likely to keep poultry, and those who are most likely to be engaged in intensive poultry production, i.e., keep larger household flocks. We estimate the impact of the disease outbreaks and scares/threats on livelihood outcomes by using matching methods (i.e., propensity score matching). The results of this study generate valuable information regarding the role of poultry in the livelihoods of small-scale poultry producing households and the livelihood impacts of HPAI induced demand and supply shocks. Such information is critical for the design of targeted and hence efficient and effective HPAI control and mitigation policies.

In this paper, we present the results of a two-stage expert elicitation (Delphi) study conducted to provide input to contingent valuation (CV) studies. These CV studies are designed to estimate the benefits of various public and private strategies for the control of Highly Pathogenic Avian Influenza (HPAI) across the study countries of Ethiopia, Ghana, Indonesia, Kenya, and Nigeria. The results of these CV studies are expected to feed into the cost-benefit and cost-effectiveness analyzes, which will be conducted to identify the effective HPAI control strategies in each study country. The information gathered through the Delphi study included (1) definitions of the small-scale producers (noncommercial/semicommercial and commercial) across the study countries, (2) estimations of the efficacy of various private and public control strategies in HPAI control, and (3) estimates of the proportion of poultry producers who are expected to adopt these control strategies under different scenarios. In this Delphi study, we collected data from 23 experts and analyzed the data by using statistical analysis methods. The results reveal that small-scale flocks are significantly larger in Indonesia, compared to the four African countries. The efficacy levels of both private and public HPAI control strategies investigated are significantly higher for commercial producers than for their noncommercial/semicommercial counterparts. Across private strategies and study countries, regular monitoring is thought to have the highest efficacy for those in the noncommercial/semicommercial sector, whereas regular disinfection and containment in hard material (as a combined strategy) was found to be the most effective strategy in minimizing risk in the commercial sector. Across public strategies and study countries, experts see surveillance by veterinary services as the most effective public sector HPAI control strategy in both the noncommercial/semicommercial and commercial sectors. Finally, according to the experts, small-scale poultry producers’ likelihood of adoption is low overall, although adoption rates are higher for commercial producers than for noncommercial/semicommercial producers.

Do the economic effects of potential avian flu outbreaks justify policy attention and resource allocation in a poor country like Ethiopia? We address this question by assessing both economywide (macro-level) economic impacts and household (micro-level) livelihood impacts that might be caused by an avian flu outbreak in Ethiopia. Because 1) the prevalent traditional poultry sector is weakly linked to other sectors, 2) livelihoods of the poultry-producing households are diversified, and 3) shocks are idiosyncratic in nature, the study finds that the impacts of an avian flu outbreak are likely to be small and limited to producers who keep larger flocks. Therefore, allotment of funds to prevent the disease must be justified on the grounds of preventing spread of the disease to human populations in Ethiopia and in other countries where it might have more severe economic and health effects. In other words, resource allocation must be justified as a global public good.
